University of Guam (UOG) received a $6M grant from the National Science Foundation – Established Program to Stimulate Competitive Research (EPSCoR) grant (NSF 14- 558). The 5-year grant is focused upon studying the effects of climate change on coral reefs specifically on a genetic basis. This plan describes research and development priorities and goals for the territory. This strategic plan will serve as a “living document” to guide and direct effort, and the use of human, physical and financial resources, towards achieving the goals and objectives of areas of scientific interest that have been identified as “EPSCoR critical” for the Territory of Guam. The strategic goals for Guam EPSCoR are included in three key areas: Key Area 1 Goals: Conducting research, reporting results, and developing critical capabilities for archiving Guam’s marine biodiversity. Guam’s EPSCoR plan not only focuses upon building knowledge, but also ensuring that knowledge is well- documented and accessible for now and in the future. To meet this goal, it is imperative to develop a Biorepository to preserve and archive examples of marine biodiversity. It is necessary, as well, to conduct research on environmental change within coastal marine systems. Guam, with one of the richest marine environments globally, makes the territory an ideal location for conducing marine research on coral reef systems, and especially how these systems respond to environmental change. The results of this research can have important implications globally. Locally, all EPSCoR basic research activities and outcomes are connected to Guam’s economic development, and are linked with Education, Outreach and Community Involvement.

Key Area 2 Goals:

1) facilitating the implementation of a region-wide professional learning community to strengthen the STEM pipeline in the region; 2) increasing scientific literacy and participation in STEM education and outreach opportunities; 3) increasing STEM communication in the region to facilitate informed decision- making and develop a community of life-long learners. These goals also include increasing the inclusion of minorities and women in STEM-related fields, study and activities, in key areas of the STEM knowledge pyramid.

Key Area 3 Goals:

Sharing and maximizing the use of resources is critical for the success of Guam’s EPSCoR plan. The EPSCoR grant provides Guam the financial resources to significantly impact critical Science and Technology (S&T) areas and achieve Guam’s EPSCoR goals.

Partnerships are crucial for success in the plan and support workforce development for Guam and Micronesia. The Governor of Guam chairs the Guam S&T Plan and Strategic Plan Steering Committee. The committee consists of members from major industries and organizations, and community stakeholders. Updates and more information on the Guam S&T Plan and the Guam EPSCoR Strategic Plan are available on the website: www.guamepscor.uog.edu.

Strategic Planning Process The NSF award was announced in August 2015. Guam EPSCoR leaders immediately initiated a series of meetings to scope out particulars of work plans, science coordination, and sensor networks. In early September 2015, leaders of Guam EPSCoR were tasked with preparing spreadsheets of their activities, goals, metrics and risk mitigation plans in advance of the Guam EPSCoR Strategic Planning Meeting. In conjunction with the planning for the meeting, the Investigating Team began creating and developing a website to provide Guam EPSCoR information. A Steering Committee was formed, led by Governor Edward Baza Calvo and University of Guam President Robert A. Underwood, representing the community and island leaders. Their first meeting was held at the Governor’s Conference Room on August 19, 2015. The Strategic Planning Meeting was held August 26 - 27 in Tumon, Guam, at the Pacific Star Hotel and attended by the following stakeholders representing each of their organizations: Guam Ecosystems Collaboratorium University of Guam President Dr. Robert A. Then, a draft strategic plan was prepared. Once all stakeholders had submitted their comments, edits and revisions, the plan was finalized and submitted to NSF on October 25, 2015. Strategic Planning Update The Guam Ecosystems Collaboratorium Strategic Plan for RII Implementation for 2015-2020 was updated in the fall of 2017 following a Reverse Site Visit (RSV) with the National Science Foundation in April 2017 and the RSV response acceptance in August 2017. This updated document reflects RSV recommendations and anticipated plans for the project for Years 3 – 5. In addition to updated personnel, other notable changes can be found in the following narrative sections and its corresponding appendices:

The Guam Ecosystems Collaboratorium's mission is to ensure the sustainability of coral reef ecosystems in the face of environmental change.

In addition, principal research collaborators in the GEC include Dr. Steve Palumbi (Stanford University), Dr. Robert Richmond (University of Hawai’i), Dr. Baldomero Olivera (University of Utah), and a team from the Scripps Institution of Oceanography. Management Plan Tasks The Management Team, Project Manager, Grants Specialist, and Data Manager will meet bimonthly to assess and track progress with various aspects of the project respective of core tasks that include Research, the Biorepository, the Collaboratorium, STEM activities, Cyberinfrastructure and Data Management, and various administrative tasks. A representative from the RCUOG will participate in these meetings as necessary. Research and Biorepository Management The Principal Investigator and the co-Principal Investigator leading the Research Team will meet at least monthly to assess and track progress with both research activities and the Biorepository. Members of the Research Team at UOG, the Biorepository Manager and the Data Manager will attend. The Principal Investigator and the co-Principal Investigator leading the Research Team will confer with the PacIOOS team at least monthly, either virtually or when the latter team is on Guam. Collaboratorium The Principal Investigator and the co-Principal Investigator leading the Research Team will meet virtually or in person with members of the Collaboratorium. Research Management Research Management Structure The Guam-EPSCoR GEC (Guam Ecosystems Collaboratorium) research program structure will consist of the following:

• Dr. Terry Donaldson (Principal Investigator and Professor, Marine Laboratory) will have overall responsibility for research conducted by the Guam Ecosystems Collaboratorium (GEC).

• Dr. Bastian Bentlage (Co-Principal Investigator and Assistant Professor, Marine Laboratory) will direct the research program of the GEC.

The GEC research team members and their responsibilities are as follows: Dr. Bastian Bentlage will lead research that utilizes restriction site associated DNA (RAD) markers, transcriptomics, and bioinformatics to investigate genetic variability between populations of target coral species and their responses to environmental conditions (Goal 1). This work will be undertaken collaboratively, involving Dr. Daniel Lindstrom (UOG CNAS-Biology), Dr. David Combosch (Marine Laboratory), Dr. Sarah Lemer (Marine Laboratory), and Dr. Atsushi Fujimura (Marine Laboratory). GEC collaborators will include Dr. Stephen Palumbi (Hopkins Marine Station, Stanford University), Dr. Robert Richmond (Kewalo Marine Laboratory, University of Hawai’i). Dr. Terry Donaldson, a Biorepository Manager, and a Data Manager will curate specimens and samples using iDigBio protocols. Graduate Research Assistants will participate in this research. Dr. Margaret McManus (University of Hawai’i) will advise on the conduct of research investigating oceanographic processes at Pago Bay and other sites (Goal 1.3). In Year 1, two of her staff will assist UOG in installing and testing instrumentation in Pago Bay. The PacIOOS team will be joined by the new Physical Oceanographer from UOG the Data Manager, and three Graduate Research Assistants. Year 2 will conclude with the transition of deployment, recovery, and data analysis operations and knowledge to UOG faculty and EPSCoR Researchers. Upon Year 3, the new UOG Physical Oceanographer, Dr. Atsushi Fujimura, will assume supervision of this research and PacIOOS will continue to collaborate on related publications as part of the Guam Ecosystems Collaboratorium. Dr. Austin Shelton (CNAS-Biology) will supervise the Citizen Science research efforts. Program milestones are included as Appendix A.

Goal 1.1: Biorepository Samples of the coral holobiont will be stored in the Guam EPSCoR-GEC Biorepository. Additional specimen, tissue, and imagery data curated, archived, and stored with data entered into a database that supports public access. A biorepository inventory system will allow researchers to access biological specimens to conduct research in the region. Core Objectives:

1. Enable the world to access decades of historical research data from UOG

2. Create a warehouse of the region’s marine biodiversity

a. Serve as a regional “Noah’s Ark” by stockpiling biological material important to science and discovery, preserving biological diversity before it becomes extinct, and doing so with as much environmental information as possible to enhance scientific research on coral reef sustainability; i.e., to integrate this information with a repository of biological materials (whole specimens, tissues, genomes and proteomes) that is cross- referenced to a virtual library of high-resolution digital photographs, behavioral videos, biometric specimen data and habitat demographics to maximize scientific and educational impact for the world.

b. Create a “gateway” for advancing science focused on Micronesia. The GEC will accelerate and enhance the impact of other funded projects by stockpiling biological materials that collaborators can use as leverage within their grant proposals. In this way UOG researchers will have more appropriate authorships on publications and research.

3. Leverage these assets to achieve sustainability of tropical island systems

a. Increase local capacity for scientific research – Promote unique biodiversity of region for international collaborations.

b. Identify “key” biotic and abiotic drivers of population structure – discover, identify, and characterize genotype-specific coral colonies (and eventually other organisms) that survive in extreme or novel environments, as well as describe environments where they can or cannot thrive.

c. Investigate current level of genetic diversity within two species of corals – Identify source and sink populations to better inform resource management of areas that if saved, can serve as the “sources” for natural repopulation.

Outcomes:

• Researchers around the world have access to biodiversity found within the Mariana Archipelago • Collaborations established that increase opportunities for Research Experience for Undergraduates (REU)

and Summer Research Experience (SRE) undergraduates • Increased local capacity for research • Increased rate of scientific discovery • Increased ability to accurately identify coral reef species • GIS-based map of coral species at research sites

Goal 1.2: Coral Genetics: Population Structure, Genomics, and Diversity

The overarching goal of this EPSCoR project is to identify coral colonies that have the ability to survive the environmental conditions predicted by future climate scenarios. In 2013, Guam experienced the largest bleaching event in its recorded history. The University of Guam, local, federal, other non-governmental organization and resource managers set up a monitoring system to document this event. The initial results suggested bleaching susceptibility varied among species, populations and individuals within populations. This indicates the presences of a genetically mediated bleaching resilience, which might be identifiable using a combination of population genetic fieldwork and experimental assays. We are using a combination of phylogenetic and population genetic methods to characterize the genetic diversity of corals in Guam. Species boundaries in corals inferred from genetic data are often in conflict with traditional morphological species definitions. Using next generation sequencing technologies, we aim to reconcile these conflicting species hypotheses, establish a more accurate baseline for the coral diversity of Guam and provide important biodiversity information for future reef management efforts. Differences in bleaching susceptibility between coral populations can be an indicator of adaptations. To assess differences in bleaching susceptibility, we are combining field surveys, estimations of shifts in allele frequencies due to bleaching-related mortality events and oceanographic data. This multidisciplinary approach is conducted on populations of three hard coral species around Guam. Understanding the population genetics and interconnectivity of coral species around Guam is vital for informed reef management. Intraspecificvariationtobleachingstressistheresultofphenotypicplasticity.Differences in gene expression patterns caused by potential epigenetic modifications are partially responsible for the ability of some corals to survive extreme sea surface temperatures while others perish. Our aquarium facilities and our proximity to the reef allow us to explore this hypothesis under both controlled and natural conditions. Using a combination of next generation sequencing and physiological observations we are investigating how corals adapt to increased seawater temperatures. Here, our oceanographic research (Goal 1.3) provides the backbone to describe the environments corals grow in around the island of Guam. If we characterize the spatial and temporal aspects of the nearshore environments at a high resolution, we can:

1. Understand the relative contribution of each environmental stressor on corals.

2. Provide managers and community stakeholders with the means to make informed decisions about reef management by describing the effects of practices that are detrimental to the health of coral reefs.

Outcomes:

• Increased understanding of gene flow of corals among and between sites on Guam • Identification of resilient populations of coral species and individuals • Increased capacity for accurate taxonomic identification • Increased capacity for New Generation Sequencing (NGS) and bioinformatics methods • Student training and practice in research methodologies • Increased capacity to support informed decision making at the local, regional, and national levels

Goal 1.3: Coastal Oceanography If we are to identify coral colonies that have the ability to survive future climate scenarios, we must make long-term observations of the physical environments in which these corals grow. To accomplish this, we designed an oceanographic observing scheme (i.e., an array of oceanographic sensing equipment) with the ability to test if environmental parameters exert selection pressure. The distribution of organisms within marine ecosystems is extremely patchy in nature, and often clusters into predictable zones. Shallow reef flats are often dominated by macroalgae and seagrasses, whereas reef slopes that buffer waves support accreting organisms such as crustose coralline algae and hard corals. The distribution patterns of corals in these two reef zones are similar, as well. For example, colonies of the coral genus Acropora can be found in more quasi-pristine environments subject to wave action, while species of Porites colonies tend to cluster in protected areas subject to stressors of terrestrial origin. We aim to describe the population genetic structure of coral species and overlay this information with the major environmental parameters that dominate each reef zone (i.e., zones that often experience thermal stress or frequent sedimentation events). Under a subaward, the University of Hawai’i PacIOOS program will supply instruments, technical expertise, training and guidance towards obtaining these measurements with UOG gaining capacity for oceanographic research from this collaboration. Research on the population genetics of the coral species will focus primarily upon genetic diversity among sites. This assessment of population structure and connectivity will answer important conservation and management questions. For instance, how much influence do oceanographic processes have on the local distribution of these coral species? By characterization of spatial and temporal dynamics of local physical environments we can gain a greater understanding of how some corals exist in extreme reef environments, when most other species decline. Outcomes:

• UOG and the GEC will characterize physical processes that lead to environmental changes that affect marine organisms and influence coral reef ecosystem function

• UOG increases its capacity for utilizing physical oceanography methods in coral reef research • Increased workforce capacity for remote sensing capabilities • UOG is established as a research hub for studying coral reef resiliency to climate change • Development of informed management for coral reef ecosystems

Goal 2: Education, Outreach and Diversity Educational opportunities within the Guam EPSCoR Program will encompass several formal and informal avenues to integrate undergraduate and graduate students into research experiences and related workforce training. The four elements include Graduate Research Assistantships (GRAs), science, technology, engineering and mathematics (STEM) internships, summer research experiences for undergraduates (SRE) and a Village-to-Village Watershed Partnership (VVWP) that integrates citizen science into the Pago and Humåtak watersheds. 2.1 Graduate Research Assistantships (GRA)

The participation of local Underrepresented Minorities (URM) in STEM and women in UOG College of Natural and Applied Sciences (CNAS) graduate programs is minimal at less than 50% of enrolled students as of 2014. In order to cultivate a STEM-capable workforce, students will be cross-trained to broaden the impact of each student in their post-secondary careers. The GRA positions will increase the local capacity for students to engage in graduate research and pursue a Master of Science degree at UOG. Additionally, the GRAs will be trained in research management and higher education instructional techniques that will aid them in effectively communicating science to the community. Outcomes:

• Cadre of qualified graduate student researchers capable of entering local workforce • UOG CNAS graduate programs produce well-trained STEM professionals • UOG faculty integrates 21st century teaching methods into undergraduate and graduate education • Graduating students demonstrate ability to effectively communicate science to a wide variety of audiences • Graduating EPSCoR students apply to Ph.D. programs or attain gainful employment in a STEM-related

position Milestones are included as Appendix E. 2.2 Village-to-Village Partnership

Land erosion and subsequent sedimentation on downstream coral reefs are significant environmental threats in the southern watersheds of Guam. A lack of community awareness of the environmental stressors degrading watersheds further complicate long-term restoration efforts. Citizen science activities will be implemented in Guam watersheds to strengthen environmental awareness and stewardship among residents. Through the Village-to-Village Watershed Partnership (VVWP) Program, the local community will be involved in research-based projects in Humåtak and Pago watersheds and contribute to watershed stewardship. Outcomes:

• Community members are active and engaged in watershed stewardship • Lessons and knowledge are shared between village communities • Increased community awareness of environmental threats and community solutions • Community members trained in watershed data collection techniques

2.3 Summer Research Experiences for Undergraduates

There is a lack of opportunities for undergraduates to pursue a variety of research experiences in marine biology at UOG. However, a main focus of science graduate programs is field experience. In order to create pathways to a UOG science graduate programs with a focus on marine biology, and to cultivate a STEM-capable workforce, summer research experiences (SREs) for undergraduates will be offered in EPSCoR research labs. SREs will provide undergraduate students the opportunity to experience EPSCoR research firsthand and attempt to stimulate interest in scientific research. The students will receive guidance and mentorship in completing a short research project. Outcomes:

• Students demonstrate increased interest in participating in research at undergraduate and graduate level • Biology majors participating in research increase • Improved retention within CNAS undergraduate and graduate programs • SRE students competent and knowledge in research methodologies

Milestones are included as Appendix G. 2.4 Guam Ecosystems Collaboratorium STEM Internship Network

There is a paucity of internships that align to 1) UOG’s research foci and 2) workforce needs on Guam. This is especially true when analyzing opportunities in environmental- and marine science-based fields. Internships are designed to increase student achievement, interest and networking capabilities in STEM. Opportunities to work with GEC partners and local industries will be coordinated through a network facilitated by Guam EPSCoR. Students will receive guidance on developing a professional network and skillsets needed to compete for relevant jobs and contribute to the workforce after graduation. Outcomes:

• Students gain workforce experience and establish professional networks that enable placement in relevant jobs after graduation

Goal 3: Guam Ecosystems Collaboratorium Network

The Guam Ecosystems Collaboratorium will serve as a platform to coordinate and enhance coral research in the region. Outcomes of this research can be used to leverage the protection of our coral reefs. Research findings will be made publicly available in order to guide decision makers. Outcomes:

• Increase both number and level of interactions with UOG that directly benefit research and student success • Faculty and students author collaborative publications in peer-reviewed journals • Increase collaboration within the Research and Education Network (REN) for grant proposals • Increase opportunities within the REN for students to enter Ph.D. programs • Increase opportunities to recruit post-doctoral and visiting faculty from the REN.

Goal 4: Cyberinfrastructure

A regional cyberinfrastructure will allow high performance computing centers to develop, share and promote scientific research opportunities in the region. This framework for capacity building is essential to support the region’s economic and cultural development. Outcomes:

• Consortium with Guam Department of Education (GDOE), Guam Community College (GCC) and UOG that increase collaboration and usage of a local high speed Research Education Network connected to other global and national REN's. Establish an open Internet Exchange that will allow for peering with regional Research and Education Networks.

• Collaborate with the University of Hawaii (UH), the Network Startup Resource Center (NSRC), Pacific Wave, the Western Regional Network, and the Energy Science Network (ES.net) to share Collaboratorium datasets with other institutions using the ES.net's high speed Science DMZ network infrastructure.

• Collaborate with and participate in the Pacific Islands Research and Education Network (PIREN). • Implement the NOAA's ERDDAP web server software to enable global Web access to Collaboratorium

Introduction:

The University of Guam (UOG) is the only Western Association of Schools and Colleges (WASC) accredited four-year institution of higher learning within the Western Pacific with graduate level programs and research institutes, serving 4,300 students. The university is a minority-serving, land-grant and sea-grant institute, and recently implemented an ambitious 3-5 year plan to become the "academic jewel of the Pacific." This multi-year strategic plan, called the university Good to Great or G2G plan, has forced university constituents to perform honest, ongoing assessments of programs and priorities for both immediate objectives and long-term goals. During the G2G process, the university identified five high-level, institution-wide issues needing immediate attention in order to move forward. Two of the university’s five institution-wide issues (The Connectivity of the University to the Outside World and The Use of Big Data by the University) required the creation of a Chief Information Officer position to lead these efforts. The CIO is a member of the president's senior level executive team and leads all Information Technology decisions and strategies for the university enterprise. This University of Guam cyberinfrastructure (CI) plan is designed to implement CI best practices and will create an advanced network designed to support research and education at UOG. The CI plan aligns with G2G needs and addresses the two institution-wide CI issues listed above: Connectivity and Use of Big Data. The implementation of the various elements in this plan will enable the university to establish research and education networking capabilities through Internet2, will enable UOG researchers to access and share data in real time, and will enable researchers to more effectively collaborate with their peers throughout the Pacific and around the world. Researchers from peer institutions will benefit from gaining remote access to regionally unique research data generated by the University of Guam's nine research centers. This advance in networking will level the playing field for researchers at the University of Guam, providing the essential connectivity that their peers at other institutions have benefitted from for more than a decade. Past Connectivity and Bandwidth Issues:

The university has struggled in the past with a very low 150Mb bandwidth capacity. In June 2016, the university and the campus Internet Service Provider GTA discussed their partnership, the aspirations and goals of the university, the university's Good to Great plans, and the important role of internet connectivity in all university activities. GTA agreed to increase the campus bandwidth to 750 Mb for no additional costs. This change was implemented on July 4th, 2016. As a result, the University of Guam has reduced some of the most serious impacts of internet access bottlenecks. Re-Architecture of the Campus Network for Improved Connectivity and Big Data Processing:

The Network Startup Resource Center (NSRC) performed a Direct Engineering Engagement with the university in August 2016 and identified several cyberinfrastructure issues that need to be addressed. Based on the NSRC’s recommendations, the use of NAT will be minimized, and the use of various expensive T1 connections will be discontinued as services are migrated to the faster campus internet connection. The university network will be re-architected to reflect network best practices to support research and education needs. The University of Guam, with help from the NSRC, recently received their autonomous system number (AS395400) from ARIN. With the autonomous system number in place, UOG was able to implement BGP peering

with its two ISP’s, GTA and Docomo Pacific. As a result, the university network now has redundant connectivity provided by two different ISP’s, and will soon get connected to the national research and education network via Internet2. The advanced communication capabilities of an Internet2 connection is crucial to the improvements being made because university researchers need to be able to work with multiple-terabyte or petabyte sized data sets, in real time, with colleagues from around the world. A connection to the high speed research and education network will also provide the University of Guam with the ability to access the University of Hawaii High Performance Computation (HPC) Cluster. Combined with the high speed network, the HPC cluster will allow university researchers on Guam to transfer big data sets to Hawaii, and then process those big datasets with computing power that is unavailable at the University of Guam. Building to Building Fiber Infrastructure:

New single-mode fiber was recently installed from the University Data Center to the following buildings: College of Natural and Applied Sciences (CNAS), Marine Laboratory, and Water and Environmental Research Institute of the Western Pacific (WERI.) Two years ago, the School of Nursing and Health Sciences (SNHS) received a similar single-mode fiber installation upgrade. The network equipment in these four buildings, unfortunately, are only capable of 1Gb maximum speeds. The equipment in these buildings will be upgraded with network hardware capable of connecting at 10Gb speeds to the Nexus core. The CLASS and Science buildings currently connect to the University Data Center via old multimode fiber. We will upgrade these two buildings and install single-mode fiber in addition to 10Gb capable networking hardware. The building wiring will also be upgraded to newer Cat 6 cables. PerfSONAR:

The re-architected campus network will include the installation of PerfSONAR systems in the following research intensive buildings: CNAS building, the Marine Laboratory / WERI buildings, and the College of Liberal Arts and Social Sciences (CLASS) building where GIS data sets will be downloaded and uploaded. The installed PerfSONAR systems will allow the campus cyberteam to continuously monitor the network, to test end-to-end connectivity, and to address any bottleneck issues that impact data transfer needs. Science DMZ:

A Science DMZ will also be implemented to further support research and education at the university. The upgraded 10Gb network infrastructure will improve data transfers from the research buildings to the University Data Center, but the Science DMZ needs to be in place to enable high speed networking between the university and off-island collaborating institutions. We will leverage the expertise of the NSRC and the University of Hawaii to create a best practice design for a Science DMZ that supports high speed data transfers for researchers. We will base our initial Science DMZ design on the Energy Science Network's Simple Science DMZ. In the future, we plan to collaborate with California's CENIC and the Pacific Research Platform to further test the data transfer capabilities of our new Science DMZ. Data Center UPS:

The University Data Center is due for an Uninterruptible Power Supply (UPS) upgrade. The Office of Information Technology is currently working to procure an 80kVA UPS with an N+1 configuration to replace the 10-year old 30kVA Powerware 9355 currently supporting critical IT infrastructure. The new UPS will address the increased power supply requirements that the updated university enterprise equipment need.

Cyberteam:

The university is creating a cyberteam dedicated to designing and implementing an advanced network capable of supporting research and education networking needs at UOG. The initial members of the UOG cyberteam currently consist of two Jr. Network Engineers, and they will be followed in the future by a network security analyst. The cyberteam will provide enterprise cyberinfrastructure support and will work with researchers to ensure their high-speed computing needs are being met. The current focus of the two Jr. Network Engineers is the re-architecture and redesign of the campus network to utilize network best practices, as taught to them by the NSRC. The legacy campus network utilizes a mixture of unnecessary layers of old networking equipment, outdated practices, and several institutionally expensive and slow T1 connections. The cyberteam will systematically migrate all users to the new network, cancel the old T1 connections, and dismantle the old, obsolete legacy network. The young UOG cyberteam will continue to work with and learn from the more experienced technical teams from the NSRC and the University of Hawaii regarding cyberinfrastructure best practices. Single-Sign-On:

The Office of Information Technology will be implementing Microsoft Active Directory for account and computer object management. The active directory accounts will serve as the basis for the single-sign-on usernames and passwords that students, faculty, staff, and administrators will use to access campus resources. The active directory accounts will be used for the following: Office 365 emails, login to staff workstations connected to the domain, login to the campus portal website, login to the university Student Information Systems, login to the university Financial Information Systems, login to the university Human Resources Systems, login to campus computer labs, login to Wi-Fi, and login to the Learning Management System. The university will also implement InCommon’s Shibboleth system to enable single-sign-on to cloud service providers using active directory usernames and passwords. Examples of cloud services that have implemented InCommon Shibboleth, which the university may use or currently uses, include: Lynda.com, Dropbox.com, Comodo.com, CourseSmart.com, EduCause, Cengage Learning, Modo Labs, Inc., Qualtrics, and a host of other cloud services and providers. Identity and Access Management:

For identity and access management, the University of Guam has plans to implement Microsoft's Forefront Identity Manager (FIM) solution. Using this Microsoft product will allow for easier integrations with the soon to be implemented Microsoft Active Directory services, with the campus portal solution running on Microsoft SharePoint, and with the enterprise email system running on Office 365. We will not use Active Directory Federation Services, as we prefer to utilize Shibboleth instead. EduRoam:

The University of Guam plans to implement EduRoam in order to allow campus users to have seamless wireless internet access on campus and anywhere in the world that EduRoam has been implemented. Higher education visitors who belong to an EduRoam enabled institution will be happy to know they will automatically get wireless internet access when they are on the University of Guam campus.

Collaboration:

The UOG Office of Information Technology will continue to collaborate with a variety of institutions to advance the research and education mission of the university. NSRC – The University of Guam must ensure that collaborations with the Network Startup Resource Center continues. The recent Campus Network Design workshop and Direct Engineering Engagement provided significant positive impacts for UOG's cyberinfrastructure. The campus experienced immediate performance improvements in the network, junior staff developed skillsets vital to the cyberinfrastructure operations of the campus, and cost savings were identified. University of Hawaii – The University of Hawaii continues to provide the University of Guam with sound cyberinfrastructure advice and free access to precious cyber resources. UH has gracefully offered UOG with access to its high performance computing resources, with access to its 100 Gb high speed research and education network circuits, and with access to its seasoned network computing staff. With the University of Hawaii moving forward with its Pacific Islands Research and Education Network (PIREN) project, the University of Guam stands to benefit significantly from the multiple 100Gb research and education networking circuits that will soon transit the island. GDOE and GCC – The University of Guam will continue collaborations with the Guam Department of Education and the Guam Community College. UOG, GCC and GDOE serve nearly all of the island's research and education community. By partnering with one another, the three institutions may be able to benefit synergistically from one another and positively impact a huge number of students—many of whom are disadvantaged minorities who could be on track to become future, first generation college graduates. Working together, UOG, GCC, and GDOE could create a significant STEM workforce that is well prepared to tackle science and technology concerns on Guam and in other parts of the United States. Education and Training:

The UOG Office of Information Technology will ensure that its technical staff will continue to receive adequate education and training for professional and career development, and to ensure the campus is utilizing and implementing industry best practices. UOG will be a more active participant in the research and education networking community. We will attend training sessions, workshops, and conferences sponsored by Internet2, the NSRC, the Energy Sciences Network, CENIC, the University of Hawaii, and EduCause. The new normal for the Office of Information Technology cyberteam will be to implement proven best practice technologies and methodologies, in the pursuit of designing, implementing, and maintaining a network capable of supporting advanced communications, high speed networking, and research and education network needs.

Should T. Donaldson’s position become vacant, the UOG President will determine his successors in consultation with the co-PIs. NSF will be notified. Should J. Shelton positions become vacant, the PI will determine their successors in consultation with the remaining co-PIs. NSF will be notified. External evaluation for the University of Guam’s NSF EPSCoR Track I award will be conducted by John M. Knox & Associates, Inc. (JMK Associates). JMK Associates led evaluation and assessment for three previous NSF EPSCoR awards to the University of Hawai‘i (UH), as well as other federal grants to UH (USDOE). The evaluation team will consist of President John M. Knox, PhD, who has more than 35 years of experience in social, economic, and community research throughout Hawai‘i and the Pacific, and Sara Bolduc, Research Associate, who is a Doctoral Candidate in the Department of Urban and Regional Planning at the UH Mānoa. The evaluation will consist of a formative and summative assessment of all project elements (Science and Research; Education, Workforce and Diversity; The Collaboratorium Network; and Cyberinfrastructure). The external formative assessment will monitor program processes and emergent properties, and also track any new developments. In addition to reviewing internal assessments (e.g., checking accuracy of program data and participating in the design of data collection tools such as student surveys), external evaluators will gather additional data to assess developmental progress of the program through (1) periodic participation of team leadership discussions (via teleconference); (2) annual participant interviews about perceptions of process quality; and (3) online participant surveys following annual EPSCoR conferences in Guam. The summative assessment will track observable program outcomes as evidence of progress toward short- and long-term goals (for all program elements) that can be attributed to program activities:

• Science and Research capacity will be evaluated based on the degree to which the Program has progressed toward its envisioned long-term impacts of (1) increased capacity to support informed decision making at the local, regional, and national levels; (2) informed development of management for coral ecosystems; and (3) increased local capacity for research. Progress toward these outcomes will be measured as: timely faculty, manager and technician hires and procurements; increased number of peer-reviewed journal articles (for faculty and students); increased number and amount of proposals and awards to researchers; funding success rates for researchers; and increased impact of researcher publications (by standard impact rating systems).

All these will be measured and reported using Social Network Analysis (SNA) software.

• Cyberinfrastructure improvements are hoped to have impacts that eventually lead to a future consortium

(with GDOE, GCC, and UOG) that leads to integration of State STEM programs. Metrics of success will include timely advancement to: Chief Information Officer (CIO) hire; development of an IT Improvement Plan; researcher access to Library Journals; and completion of infrastructure improvements, milestones include connectivity to the national Research and Education Network (REN), participation in PIREN, participation in the Science DMZ, and Big Data management.

Evaluation feedback and communication will involve strategic transfers of evaluation findings to program leadership and participants each year. A complete evaluation plan (with table outlining activities, outcomes, impacts and indicators for each program element) will be presented in JMK Associates’ Year 1 Evaluation Report. The Evaluation Report will be circulated to Program participants, and adjusted as needed based on findings and feedback received and shared with program leadership on a yearly basis. Terry J. Donaldson earned a B.S. in Fisheries from Michigan State University, a M.S in Biology from the University of Guam, and a Ph.D. in Systematics and Evolutionary Biology (Ichthyology) from Louisiana State University. Dr. Donaldson is currently Project Director of Guam EPSCoR and is Professor of Ichthyology at the University of Guam Marine Laboratory. Dr. Donaldson has over 40 years of research experience, mainly in the Indo-Pacific Region. His interdisciplinary research interests include behavior, biodiversity, biogeography, conservation biology, ecology, and taxonomy.

Bastian Bentlage earned a Diplom (MSc) in Zoology, Ecology, and Hydrobiology from the University of Hannover (Germany) and a Ph.D. in Ecology and Evolutionary Biology from the University of Kansas. Dr. Bentlage is currently a Co-Principal Investigator for Guam EPSCoR and an Assistant Professor of Bioinformatics at the University of Guam Marine Laboratory. In addition to bringing bioinformatics expertise to the project, Bastian has worked extensively on cnidarian systematics and evolution using both traditional taxonomic methods and modern molecular approaches to phylogenetic systematics.

John A. Peterson has earned a Ph.D. in Anthropological Archaeology and is currently the Assistant Vice President for the Office of Research & Sponsored Programs. Dr. Peterson is a Co-Principal Investigator for the Guam EPSCoR Program and the Pacific Islands Climate Science Center. Dr. Peterson is a Vice President for the Indo-Pacific Region of the International Committee for Archaeological Heritage Management, a scientific committee of ICOMOS, and adjunct faculty at the John A. Burns School of Medicine, University of Hawai`i at Mānoa, and graduate affiliate faculty Department of Anthropology, University of Hawai`i at Mānoa. Dr. Peterson has extended experience in renewable energy.

Austin J. Shelton III is a native of Guam who earned a B.S. in Marine Biology from Hawai`i Pacific University and a M.S. and Ph.D. from the University of Hawai`i at Mānoa in Zoology with a specialization in Marine Biology. Dr. Shelton is a Co-Principal Investigator for Guam EPSCoR and the Education, Outreach & Diversity Coordinator. He is an Assistant Professor of Extension & Outreach and the Associate Director of the UOG Sea Grant Program. He also serves as the Executive Director of the UOG Center for Island Sustainability. Dr. Shelton is a lead researcher in the Guam Restoration of Watersheds (GROW) Initiative at UOG. Experienced in promoting diversity, Dr. Shelton is a former national board member of the Society for the Advancement of Chicanos/Hispanics and Native Americans in Science (SACNAS) and a 2017 Linton-Poodry SACNAS/AAAS Leadership Institute Fellow.

David Burdick earned his B.A. in Biology from Hiram College and his M.S. in Environmental Studies from The Graduate School at the College of Charleston. Mr. Burdick is currently a Research Associate with the University of Guam Marine Laboratory where he is responsible for managing the National Science Foundation EPSCoR-funded Guam Ecosystems Collaboratorium Biorepository and coordinating the NOAA Coral Reef Conservation Program-funded Guam Long-Term Monitoring Program. His research interest include scleractinian coral taxonomy, benthic community responses to natural and anthropogenic stressors, and coral reef biodiversity assessment and conservation.

David J. Combosch earned a B.S. in Ecology (Vordiplom) from the University-GH Essen (Germany), a M.S. in Environmental Sciences (Diplom) from University Duisburg-Essen (Germany) and a Ph.D. in Ecology, Evolution & Marine Biology from Northeastern University (Boston, MA). Dr. Combosch joined the Marine Laboratory at the University of Guam in December 2016 as Assistant Professor for Population Genetics. He has worked extensively on reef corals and other marine invertebrates in the Indo-Pacific and in the Caribbean. His research addresses fundamental questions about the evolution of marine invertebrates, like species boundaries, reproduction, and population genetics, using various Next-Generation Sequencing approaches (RNA-Seq, RAD-Seq and genome sequencing).

Atsushi G. Fujimura earned a B.S. in biology from University of California, Riverside, an M.S. in marine biology from Nova Southeastern University, and a Ph.D. in applied marine physics from University of Miami. He is currently an Assistant Professor of oceanography at University of Guam Marine Laboratory. His main research focus is to understand how physical and chemical environments influence marine organisms.

Rommel Hidalgo earned a B.A. in Psychology and MBA from the University of Guam, and his M.S. in Management Science / Management Information Systems from California State University, Fullerton. He is currently the Chief Information Officer for the University of Guam and oversees all enterprise services of IT in support of the university’s mission and strategic plan. Mr. Hidalgo has over 25 years of experience in the field of information technology and is the former Assistant Vice President of Information Technology at California State University, Fullerton. Rommel was also a faculty member in the CSU Fullerton, Mihaylo College of Business and Economics, teaching Information Systems and Decision Sciences.

Sarah Lemer earned a B.S in Biology, a M.S in Marine Biology from the University of Aix-Marseille (France), and a Ph.D. in Genetics, Biodiversity and Evolution from the Ecole Pratique des Hautes Etudes (Sorbonne) in Paris, France. Dr. Lemer is currently a Senior Faculty of Genomics at the University of Guam Marine Laboratory. Her research focuses on evolutionary biology of coral reef organisms, populations and species using genomic and transcriptomic tools. Within the EPSCoR research team she is involved in characterizing coral responses to environmental stressors as well as assessing coral population connectivity on Guam.

Daniel P. Lindstrom earned a B.A. in Biology from Westmont College, a M.A. in Biology from Boston University and a Ph.D. in Zoology from the University of Hawaii at Manoa. Dr. Lindstrom is currently Associate Professor of Biology and Chair of the Graduate Program in Biology at University of Guam. Dr. Lindstrom has over 35 years of teaching and research experience spanning the globe. His current research interests are focused on the biology, genetics, biogeography and taxonomy of tropical amphidromous fish, shrimp and snails common in isolated tropical island streams.

Michelle Aranda earned B.B.A. in Human Resources Management from the University of Guam. Ms. Aranda is currently the Grant Specialist with the National Science Foundation’s EPSCoR-funded Guam Ecosystems Collaboratorium.
