Area Board 9

Strategic Plan Background

Area Board 9 is one of 13 local area boards funded

with State and Federal dollars. It is an integral part of theState Council on Developmental Disabilities, assistingwith advocacy, training, coordination, and

implementation of the Councils goals and objectives.

This Strategic Plan was created by Area Board 9board members and it’s staff, along with participation

from the community. It is with this Local StrategicPlan that the Area Board, staff and community will focusits energy in enriching the lives of individuals andfamilies in the tri-counties area, ensuring the opportunity

to live fully inclusive lives.

The Area Board 9 Strategic Plan is a living document.It can and will change as our community changes. Itreflects the interests, issues and desires for changeduring this next year. The Plan is a road map to thefuture driven by the actions of today. It will be the task ofthe Area Board to guide today’s actions in creating our

future.

There are 13 Area Boards in theState of California. Area Boards

make sure that the rights of peoplewith developmental disabilities areprotected.

Things Area Boards do:

2. Provide education and training.

1. Help change or make new laws.

2. Help people work together in thecommunity.

3. Support self-advocacy.

4. Show and talk about new ways ofproviding services and supports.

The term “quality assurance activities”refers to advocacy, capacity building, andsystemic change activities that result inimproved consumer and family-centeredquality assurance and that result insystems of quality assurance andconsumer protection that-

(A) Include monitoring of services,supports, and assistance provided toan individual with developmentaldisabilities that ensures that theindividual-

(i) Will not experience abuse,

neglect, sexual or financialexploitation, or violation of legalor human rights; and

(ii) Will not be subject to theinappropriate use of restraints orseclusion;

(B) Include training in leadership, self-advocacy, and self-determination forindividuals with developmental

disabilities, their families, and theirguardians to ensure that thoseindividuals-

EDUCATION ACTIVITIES – The term“education activities” refers to advocacy,

capacity building, and systemic change

activities that result in individuals withdevelopmental disabilities being able toaccess appropriate supports andmodifications when necessary, to maximizetheir educational potential, to benefit fromlifelong educational activities, and to beintegrated and included in all facets of

student life.

EARLY INTERVENTION ACTIVITIES – Theterm “early intervention activities” means

advocacy, capacity building, and systemicchange activities provided to individualsdescribed in paragraph (8) (B) and their

families to enhance-

(A) The development of the individuals tomaximize their potential; and

(B) The capacity of families to meet thespecial needs of the individuals.

The term “housing related

activities” refers to advocacy,

capacity building, and systemicchange activities that result inindividuals with developmentaldisabilities having access to anduse of housing and housingsupports and services in their

communities, includingassistance related to renting,owning, or modifying anapartment or home.

Community Supports

The term “family support services”

[community supports] refers to services,supports, and other assistance, providedto families with members who havedevelopmental disabilities, that are

designed to-

(i) strengthen the family’s role as

primary caregiver;(ii) Prevent in appropriate out-of-home

placement of the members andmaintain family unity; and

(iii) Reunite families with members whohave been placed out of the homewhenever possible.

(B) SPECIFIC SERVICES – such termincludes respite care, provision ofrehabilitation technology, personal

assistance services, parent trainingand counseling, support for familiesheaded by aging caregivers,vehicular and home modifications,and assistance with extraordinaryexpenses, associated with the needsof individuals with developmental

disabilities. 25

Health

The term “health-relatedactivities” refers to advocacy,

capacity building, and systemicchange activities that result inindividuals with developmental

disabilities having access to anduse of coordinated health, dental,mental health, and other humanand social services, includingprevention activities, in theircommunities.

Area Board 9 will have an inclusive Board thatrepresents the communities that we serve,embracing the principles and practices of inclusionand self-determination.

By October 2012, the Area Board will have a fullboard representing the diversity of the communitiesthat we serve, consisting of 17 members.

CROSS - CUTTING

Goal #1

Benchmark

Strategies:

•On an annual basis, Area Board 9 will hold aretreat for the Board to review The Strategic Plan.

•The Board will participate in 3 trainings and/ orpresentations on a yearly basis. Some of the topicsmight include Inclusion, Self-determination, and

State and Federal mandates.

•The Board will meet a minimum of 6 times withcommittees meeting on off months.



Individuals and their families shall have inclusivelives and have the opportunity to fully accesscommunity options.

By October 2012, the Area Board will ensure thatmeetings, trainings, resource materials andsupports are provided in a manner that isaccessible.

Area of Emphasis:EDUCATION AND EARLY INTERVENTION

Goal #1

Benchmark

Strategies:

•The Area Board will work in partnership with localgroups and organizations that serve the Spanishspeaking community to provide trainings onservices for people who receive services.

•The Area Board will build its capacity by providinga minimum of 9 trainings on Special Education and

Lanterman law in Spanish at a time and place thatmeets the needs of the community.



Individuals and their families shall have inclusivelives and have the opportunity to fully accesscommunity options.

By October 2013, 35 individuals and theirfamilies will choose and participate in inclusivecommunity activities.

provide training on Self-determination principlesand practices for 100 individuals.

•Area Board 9 will provide training to 60 familieswith children 0-22 on inclusive education andafter school programs in both English andSpanish.

•Area Board 9 will provide training in the localcommunity on the values and principles ofinclusion.

•Area Board 9 will work with the regional centerto ensure a holistic approach to serving families.



Students in the tri-counties area will have theeducation and the supports they need to fullyreach their academic potential in inclusivecommunities.

By October 2013, 100 families will receive trainingand supports that will enable them to advocate fortheir child.

Strategies:

•Area Board 9 will seek funding to be able to train10 parent mentors to provide support to families atIEP’s.

•Area Board 9 will participate in local SELPAcommittees to develop 20 parent/educatorinformational events and trainings.

•Area Board 9 will facilitate informational days fortransition age youth and their families on PeopleFirst and the Regional Center system.

•Area Board 9 will work with the three SELPAs toexpand the Ability Awareness training and

programs throughout the school system.



Individuals will increase their self-advocacy skills.

By April 2013, 30 new people will participate in selfadvocacy activities.

•Area Board 9 will develop and distribute 150legislative booklets (packets of information on self-advocacy) to local advocacy groups.

•Area Board 9, with local advocacy groups and theDepartment of Developmental Services, willprovide information on end-of-life planning



Individuals and their families will receive thesupports and services that they are entitled tounder the law.

By October 2013, Area Board 9 will provide directadvocacy to 120 individuals and their families.

Goal # 2

Benchmark

Strategies:

•Area Board 9 will provide direct advocacy to 120individuals and their families, which will includeattending the IFSP, IPP and/or IEP. Advocacysupport could include record review, research,mediation and fair hearing representation.

•Area Board 9 will provide 10 trainings a year to

families in the tri-counties area on LantermanRights, IEPs and Due Process procedures. Thedelivery of trainings will be provided via webinar,teleconference or through seminars.



Area Board 9 will support Area Board 7 in theQuality Assessment process to ensure compliancewith the contract agreed upon between SCDD andDDS.

By October 2011, at least 332 National CoreIndicator surveys will be completed by familymembers.

Strategies:

• Area Board 9 will identify at least 3 bi-lingual(Spanish) interviewers who can conductphone interviews as necessary .

• Area Board 9 will provide assistance to AreaBoard 7 as requested.



By October 2013, Area Board 9 will have workedcollaboratively with agencies to develop fourpolicy statements that seek to create inclusiveopportunities and holistic services.

Area Board 9 in collaboration with communitypartners will develop quality assuranceprocesses to ensure that people receive theservices they are entitled to.

•If gaps are indentified in services, Area Board 9,

•The Area Board will develop, in partnership with

local agencies, policy statements to ensure thatall aspects of the individual’s life are considered

and provided for.

•The Area Board will work with partners toprovide five trainings on ability awareness withlocal community organizations, schools and

businesses.



Individuals and their families will receive servicesand supports that are effective, responsive andtimely.

By October 2013, 100 persons served and theirfamilies will receive services that increase theopportunity for inclusion and self-determination.

Strategies:

•Area Board 9 will provide 12 training opportunities toprofessionals and provider agencies on legal and civilrights.

•Area Board 9 will meet with all local legislators servingthe tri-counties to discuss the needs of families andpersons within our community.

•Area Board 9 will hold bi-annually a legislativebreakfast.

•Area Board 9 will distribute and train families andpersons served on the principles outlined in thelegislative booklet.

•Area Board 9 will work in collaboration with the regional

center, vendors and families to continue the work of theAutism Taskforce.



Individuals and their families will receive qualityservices and supports that are effective,responsive and timely.

By October 2012, 20 individuals who receiveservices from Tri-Counties Regional Center, willbe able to access mental health services.

•The Board will collaborate with BehavioralHealth and Tri-Counties Regional Center so thatthe needs of individuals with dual diagnosis arereflected in service design.

•The Board will work collaboratively with Tri-Counties Regional Center and Behavioral Health

to ensure that the needs of people who receiveregional center services are fully addressed.



Individuals will be prepared for emergencysituations.

By October 2011, 200 individuals will beprepared for an emergency situation.

•Area Board 9 will work with partners to identifypotential barriers to effective emergencypreparedness, and develop strategies to

address those barriers.



Individuals will have the job of their dreams andhave the necessary information, support andtools to achieve it.

By October 2013, 20 individuals will have thenecessary supports to get the employment oftheir dreams.
