A R E A B O A R D 9 Area Board 9 Strategic Plan Background Area Board 9 is one of 13 local area boards funded with State and Federal dollars. It is an integral part of the State Council on Developmental Disabilities, assisting with advocacy , training, coordination, and implementation of the Councils goals and objectives. This Strategic Plan was created by Area Board 9 board members and it s staff, along with participation from the community . It is with this Local Strategic Plan that the Area Board, staff and community will focus its energy in enriching the lives of individuals and families in the tri-counties area, ensuring the opportunity to live fully inclusive lives. The Ar ea Board 9 Strateg ic Plan is a living document. It can and will change as our community changes. It reflects the interests, issues and desires for change during this next year. The Plan is a road map to the future driven by the actions of today . It will be the task of the Area Board to guide todays actions in creating our future. Strategic Plan Background

Area Board 9 is one of 13 local area boards funded

with State and Federal dollars. It is an integral part of theState Council on Developmental Disabilities, assistingwith advocacy, training, coordination, and

implementation of the Councils goals and objectives.

This Strategic Plan was created by Area Board 9board members and it’s staff, along with participation

from the community. It is with this Local StrategicPlan that the Area Board, staff and community will focusits energy in enriching the lives of individuals andfamilies in the tri-counties area, ensuring the opportunity

to live fully inclusive lives.

The Area Board 9 Strategic Plan is a living document.It can and will change as our community changes. Itreflects the interests, issues and desires for changeduring this next year. There are 13 Area Boards in theState of California. Area Boards

make sure that the rights of peoplewith developmental disabilities areprotected.

EDUCATION ACTIVITIES – The term“education activities” refers to advocacy,

capacity building, and systemic change

activities that result in individuals withdevelopmental disabilities being able toaccess appropriate supports andmodifications when necessary, to maximizetheir educational potential, to benefit fromlifelong educational activities, and to beintegrated and included in all facets of

student life.

EARLY INTERVENTION ACTIVITIES – Theterm “early intervention activities” means

advocacy, capacity building, and systemicchange activities provided to individualsdescribed in paragraph (8) (B) and their

families to enhance-

(A) The development of the individuals tomaximize their potential; and

(B) The capacity of families to meet thespecial needs of the individuals.

Community Supports

The term “family support services”

[community supports] refers to services,supports, and other assistance, providedto families with members who havedevelopmental disabilities, that are

designed to-

(i) strengthen the family’s role as

primary caregiver;(ii) Prevent in appropriate out-of-home

placement of the members andmaintain family unity; and

(iii) Reunite families with members whohave been placed out of the homewhenever possible.

(B) SPECIFIC SERVICES – such termincludes respite care, provision ofrehabilitation technology, personal

assistance services, parent trainingand counseling, support for familiesheaded by aging caregivers,vehicular and home modifications,and assistance with extraordinaryexpenses, associated with the needsof individuals with developmental

disabilities. 25

Area Board 9 will have an inclusive Board thatrepresents the communities that we serve,embracing the principles and practices of inclusionand self-determination.

By October 2012, the Area Board will have a fullboard representing the diversity of the communitiesthat we serve, consisting of 17 members.

Strategies:

•On an annual basis, Area Board 9 will hold aretreat for the Board to review The Strategic Plan.

•The Board will participate in 3 trainings and/ orpresentations on a yearly basis. Some of the topicsmight include Inclusion, Self-determination, and

State and Federal mandates.

•The Board will meet a minimum of 6 times withcommittees meeting on off months.

•Area Board 9 will provide direct advocacy to 120individuals and their families, which will includeattending the IFSP, IPP and/or IEP. Advocacysupport could include record review, research,mediation and fair hearing representation.

•Area Board 9 will provide 10 trainings a year to

families in the tri-counties area on LantermanRights, IEPs and Due Process procedures. Thedelivery of trainings will be provided via webinar,teleconference or through seminars.

Area Board 9 will support Area Board 7 in theQuality Assessment process to ensure compliancewith the contract agreed upon between SCDD andDDS.

•Area Board 9 will provide 12 training opportunities toprofessionals and provider agencies on legal and civilrights.

•Area Board 9 will meet with all local legislators servingthe tri-counties to discuss the needs of families andpersons within our community.

•Area Board 9 will hold bi-annually a legislativebreakfast.

•Area Board 9 will distribute and train families andpersons served on the principles outlined in thelegislative booklet.

•Area Board 9 will work in collaboration with the regional

center, vendors and families to continue the work of theAutism Taskforce.

to ensure that the needs of people who receiveregional center services are fully addressed.
