Government Engagement Policy

Delaware State Government: Title 29 – Chapter 58 (Subchapter IV)

o"Lobbyist" means any individual who acts to promote, advocate, influence or oppose any matter pending before the General Assembly by direct communication with the General Assembly or any matter pending before a state agency by direct communication with that state agency, and who in connection therewith either:

b. Is authorized to act as a representative of any person who has as a purpose of influencing a legislative matter or administrative action;

oLobbyists must register electronically with the Public Integrity Commission (PIC)oAny direct communication with a Lobbyist and a “Government Official” relating to a proposed bill, resolution or regulation must report to the PIC no later the 5th business day after the interaction. oPenalties for failing to register/report include misdemeanor charges and fines. 10
