• Devise a physical vision—a strategic concept for development and conservation of Enterprise
• Prepare a plan to guide development—land use, accessibility, infrastructure
• Update the city’s zoning ordinance and subdivision regulations
• Prepare Enterprise citizens to carry out their plans
