Re: blocking off parking stalls on 6th Street for the Farmers Market

I do not believe that any spaced need to be saved

If 1 space is needed I would prefer it be on mission st after the bus stop (to the East) not even know how this space is being used???

We have to remember we are giving up all of mission street and that is plenty

Remember the sign have to go up 72 hours prior which is a mess with the merchants

I would support NO additional spaces and if the council prefer only 1 space on mission not on Ocean

steve

p.s. I would like to get the list of all current vendors as I have requested this morning and Jerry was going to provide to you and Mr Stilwill if you could please forward

Re:Yetanotherchange

Question on the power point looks great .

May I suggest some minor changes and let you see what looks better

Close mission St. for this week only July 3

Limit number booths to 26 per week on Mission st

Limit number booths to X in Devendorf Park and Y in Children Library parking lot

Below I would like the council to decide on this since it is disruptive for over 72+ hours since the "NO parking signs have to go up" for only a 4 hour benefit WHY? I personally would like to have this added as a bullet point (we as a council can always say yes or no) but then there would no issues with any merchants that there is any parking being taken up.

No street parking spaces given for any valet pick up or drop off

Thank you for your consideration in this matter in adding the bold type to the power point.

Dear Jason and Janet,

Steve and I have talked again. Since we know that Mission and spill over to the Park is working, let's try the following so that we have exhausted all options in that area:

1. Close Mission St. for this week so we can have the Market on Mission with spillover into the Park.

2. Starting on July 1Oth for a 45 day period, confine the Market to just Devendorf Park. No street closure is needed and we can have the three parking stalls be on the east side of Mission between Ocean and 6th.

3. Starting on August 21st, let's move the Market to the Children's Library Parking Lot. Once again, no street closures are needed. By trying out these two locations, the Steering Committee can see what works best especially since having it in the Park during Winter would probably not work.

I am sorry for the last minute change but we are trying to come up with something that will work for most of the people.

Thank you,

Carrie

Dear Jason and Janet,

Thank you for your valuable input this morning. Steve and I talked briefly after our meeting and we decided that the first 30 days of the extention will include the closing of Mission Street and some overflow into Devendorf Park. Then we would like to try to have the Market only in the Park for the next 60 days to see how that works. Therefore, the last 60 days there would be no need for a street closure on Mission. Please change the PowerPoint to reflect the change.

Thank you,

Carrie

Thank you for your email and this information since I personally have not gotten down to the market today, nor has Carrie.

I too will ask staff to make sure this is completely cleaned up by next week .... NO crafts or others that do not abide by the guidelines and also the sheet that Ken read off into the record (that Barbara and Jim came up with).

I presume that the fast food vendors were there also today??

I will be heading down to the market today at 1215pm since that is when they are to be shutting down and having the streets, park cleared out by 130pm ...

Steve, thank you for your reply. I was also surprised to see the long street closure for today+s

market, from 6:00am to 3:00 pm and didn+t understand why so long, when the market was supposed to be held from 8:30 to 12:30. (Do I have those hours right?) I know they need setup/breakdown time, but that seems like a long time, particularly when the business people are complaining about the street closure. I would think as short as possible would be more to the liking of the business people.

On another note, the pizza truck was there again today, along with other prepared-food providers

and the tree fruit people were here from Turlock. When I was shopping at Bruno+s Market this morning, I see they also offer brick oven pizza-to go only. So the pizza truck that is allowed in as a

fast food vendor is in direct competition with Bruno+s (who has to have a Carmel business license)

across the street. While I understand the market pizzas are enjoyed by many, it certainly doesn+t seem fair to get the preferential treatment in direct competition with a local business across from the park.

I am sure it will all get straightened out if the City +gets firm+ with the market operator.

The market manager noticed the specific vendors for termination yesterday. Most (if not all) will be gone by next week, we'll do a walk through to make sure that the remaining vendors are consistent with the guidelines and we should then be to the core group by the following week and going forward. lm requesting again that we get all names of vendors including address, phone#, and email of all vendors that are working or have worked at the farmers market from Jerry in the past year, including what they are selling. We should have had this before last Tuesday city council meeting but Jerry did NOT provide it to you or Janet.

Jerry should be able to provide this information to you before Tuesday since he( Jerry) is speaking at the Culture Commission meeting that starts at 930am on 7/8

I asked Jerry for this directly on Tuesday 7/2 to be sent too you and Janet via email but I have not gotten or received a copy.

I hope this will be the final time i have to request this information since I need it for our Ad Hoc and it would have been very helpful for the past Council meeting.

Re: Vendor names, address, phone# and emails all contact information please

The city might not have a relationship as you state with the vendors but we have every right as a city (1 00%) to know who is selling in our Market, which right now you have no clue.

Steering Committee approval is needed per the contract, please re read the contract.

This is why we got in to this mess nobody was watching or approving or not approving the vendors coming into this market.

We as a city do not even know who the vendors are??? Where are the city licenses for every vendor?

This seems so crazy to me I can not understand this free for all. The city has a mess with this market and we are trying to get this cleaned up asap.

Please feel free to contact me today if you would like to discuss, happy Sunday

Steve: we don't have a relationship with the vendors. We contract with the market manager and the market manager contracts with the vendors in accordance with the City's agreement and guidelines.

Don: is there any issue with the City asking for a list of the vendors the market manager has in CBTS?

Carrie and Steve: I would like the opportunity to fulfill the direction the City Council provided to staff. That includes managing the weekly event in accordance with the Guidelines and License Agreement, administering the event in accordance with the City's rules and regulations surrounding events and licensing, and adhering to the action adopted by the City Council on July 1, 2014.

We have a temporary license agreement in place pending site determination. When the site is determined we will execute a revised License Agreement and administer the event to the conditions therein and all other applicable regulations.

Staff continues to be available to assist you in fulfilling your ad hoc assignment and we look forward to being able to administer the event. To the extent we can all do this we can work to make the event a success.

It must be very frustrating for the Carnel police to have this happen. Mike did call about the two fire dept. episodes in a row of not being able to find our house and said that had it been a medical emergency rather than a "lift assist" request, the police would have come first and helped the fire and ambulance find us. He also thought of a better way to explain our address to the Salinas dispatcher and will get back to me with more info on exactly what happened. So I'm more settled down on that subject. Jason and Janet

When you come up with what is on for July 16th in final form I will need to come up and pick up 20 copies please later today so I then can walk to all the neighbors on Torres stand either leave them on their door or give directly to them.

Finally have you told Jerry that we are looking/considering to move the market to Vista Lobos on August 21 ?? Does he have a lay out for that area?

Please keep in mind will need parking inside the lot for people coming to the market.

thank you steve

Dear Jason and Janet,

Thank you for attending our meeting today. I really appreciated you being there to help understand where everyone is coming from.

Our next meeting is scheduled for Wednesday, July 16 from 5:30 to 7 pm at the Vista Lobos Meeting Room. I like the idea of focusing on the location, day of the week and time. We can make an overhead of the Edible Monterey pages that tell us where other markets are in the area just in case someone suggests another day besides Thursday. I will update the Summary Notes to include some of today's suggestions and have that to pass out. We will be suggestioning the

location of Vista Lobos starting on August 21 if you and staff confirm that it is possible for a Market to be there from a logistics standpoint.

Our community has recently been through a vibrant community discussion about the direction of the City. As the newest member of the City Council I have come on board during a time of change. I have taken the time since elected to office last April to assess. I have concluded we have an organization heading in the right direction and undertaking many activities- some would say too many. We have a great mayor who brings to our community an endless amount of energy and intellect to tackle important regional issues affecting the Village such as water and issues deal to our heritage such as community character and open government. We have a very capable staff the City Council supports who are seeking to gain institutional knowledge and learn Carmel's way. Finances are improved, projects are underway, service improvement is a priority. Give us time.

Take a look: http://www.CarmeiCityNews.com

Our goal is to create a space where locals can stay informed on everything that+s happening in our community, from city updates and changes to local arts and events. lt+s clear to us that residents of Carmel consistently want to know more as we work to make the necessary changes and fix the problems we face.

The site will update regularly with city announcements from a variety of departments and community groups, as well as a lighter side with our +Pic of the Week+ competition and a section dedicated to dogs and dog lovers called +Wags n+ Tags.+

We will be beginning to spread the word about the site and all that is has to offer.

Please send any stories, upcoming events, or articles to me so we can continue to keep the site up-to-date.

Councilmember Dallas:+ we have met with Tesla.+ There are two types of projects.+ One is an agreement with a

private lot (such as we see with Pine Inn).+ Those can be quick and essentially only involve an electrical permit from

the City.+

The second would be to place them in City parking spaces.+ That would involve a bit more planning and/or

examination of parking management.+ It may also be a City capital project and inclusion in the CIP.+

Adding chargers to private spaces is the low hanging fruit (i.e. placing one in Carmel Plaza, Nielsons, another Inn, etc.).

Hi Steve: in response to your question, we monitor these sites and contact the landowners. You can see the

activity on the monthly code compliance log. I believe the activity has increased with the ease in direct

advertising through the internet at sites like this. It was easier for cities to manage when there were property

managers we could educate. Jason S.

Answers to your questions.

imageOOl.jpg

I contacted Transparent California and they said "We haven't uploaded any 2013 data for cities yet; we are still in the process of gathering that data and hope to have received enough to start uploading it in the coming weeks."

The Kennedy Archer payment on the check register was for $164.50 -General services regarding Brian Roseth and the trail project $1635.50- General services & Marosi (a 2012 claim against the City and an Art Gallery)

The IT contracts let me know if you'd suggest I pull them first or if you would like to make a comment providing direction as part of pulling the items; my thought is you'd like to /lpull them to further review what they include and the process that got us to this staff recommendation."

Jason,

I just wanted to reiterate the request seeking letters in support of Joe+s appointment to the State BuildiStandards Commission.

Joe has received several letters of support from various agencies and officials, including the attached letter from Assemblymember Mark Stone.

If you of one of the Council members could send a letter in support of Joe, that would be appreciated. The content in the letter from Assemblymember Stone can be used to guide the content. As my previous email on this topic noted, this would be a great recognition for both Joe and for the City of Carmel. Thank you.
