Outline

• What is the Every Day Counts Part Two (EDC2) Initiative?

• Objectives• Activities• Conclusions

Objective: What is the problem we’re trying to solve?

• Decaying infrastructure• Fragile economy• Future transportation funding is uncertain• Unprecedented regulatory burden• Tight public agency budgets• Public expectations re. where tax dollars are spent• Project delivery is perceived as slow• Limited staff and resources

Activity: How do we achieve success?

• Identify and deploy strategies that will – Accelerate deployment of technology and

innovation – Expedite project delivery– Improve construction quality– Improve safety for construction workers and

highway users – Reduce congestion caused by construction– Increase user satisfaction

EDC2 was developed pursuant to MAP-21

• Section 1304 “Innovative Project Delivery Methods”– “…Congress declares it is in the national interest to promote the use of innovative technologies and practices

that increase the efficiency of construction…extend the service life of highways...improve quality, accelerate project delivery, reduce construction time, and reduce congestion related to highway construction…”

– “…Examples…in-place recycling, 3-dimensional modeling, ...intelligent compaction,…design-build, construction manager-general contractor…”

• Section 52003 “Research and Technology Development and Deployment” – “…The Secretary (of Transportation) shall carry out an innovation and deployment program relating to …

operations…materials, pavements , construction… and project delivery with the goals of:• [Expedite] adoption of innovative technology…• [Develop] technologies and practices that lead to faster construction, reduce congestion caused by

construction…• Improve highway efficiency, mobility, reliability, service life…”

Conclusions• Every Day Counts is an initiative designed to

identify and deploy market-ready innovations that expedite project development, project delivery and construction while enhancing safety and protecting the environment.

• Participation is voluntary.• State DOT and local agency response thus far

has been overwhelming for some innovations.• Grants are “coming soon”.
