insurers, private universities, medical providers, and non-profit foundations. Many projects involve the analysis and generation of large databases as well as distributed network computing to generate complex econometric analyses to answer mission critical questions for clients. University, Baltimore, MD Adjunct Faculty. Develop and teach graduate level courses in health care

finance and economics for Summer Institute programs. Collaborate with faculty from the School of Hygiene and Public Health and the School of Medicine to complete outcomes research and evaluate domestic and international provider payment methodologies.

of the primary analytic files for CMS's Project to Develop & Evaluate Methods for Promoting Ambulatory Care (DEMPAQ). The objective of the DEMPAQ study was to expand the scope of Medicare program performance review of office-based physicians. Served as consultant to

1992 - 1993 Office of Senator John D. Rockefeller IV, Washington, DC Legislative Fellow. Completed a series of policy memos summarizing the

implications of health reform legislation. Provided analysis for Senate Finance Committee hearing on the implications of antitrust lawsuits on health reform. Focused on several health policy issues including: international health care system comparisons, small group health insurance demonstrations, global budgeting, and managed competition.

1988 - 1990 Blue Cross Blue Shield of the Rochester Area, Rochester, NY Senior Analyst. Developed strategies to assess the cost impact and

efficacy of new and existing medical technologies. Duties included: chairing a corporate medical policy committee, facilitating six clinical subcommittees comprised of local specialists, developing a corporate medical technology assessment program, generating clinical protocols for new technologies, coordinating a team of analyst/programmers and designing physician profiling software using administrative data.

1987 - 1990 Health Futures for Rochester, Rochester, NY Consultant. Modeled economic and political strategies to provide cost-

effective health services within the Rochester metropolitan area including the development of regional health accounts. Performed a series of practice variation studies using the hospital discharge databases.

1985 National Health Service, London, UK Planning Analyst. Developed a comprehensive district profile of all

health-related activities in large metropolitan area of London. Generated district and regional health account information for strategic planning. Analyzed consumer accusations of discharging elderly patients prematurely.
