    Key Highlights of ASC 2012-13 `

    Institutions o There are 5625 Government Educational institutes in Federally Administered Tribal Areas

    (FATA) in which 4442 are functional (2614 boys + 1828 girls), 1064 are non-functional (578 boys

    + 486 girls) and 119 are closed.

    o Out of the 4442 Functional Educational Institutes, 2963 are Government Primary Schools, 136

    are Mosque Schools, 607 are Community Primary Schools, and 39 are IHC Schools, 391 (252

    male + 139 female) Middle schools, 255 (212 male + 43 female) High schools, 14 (10 male + 4

    female) Higher Secondary Schools, 33 (22 male + 11 female) Degree College and 4 (3 male + 1

    female) Elementary College.

    o Out of the total 1064 non-functional institutes, there are 927 (482 male + 445 female) Primary

    Schools, 98 (67 male + 63 (female) Middle Schools, 33 (26 male + 7 female) High schools, 2 (1

    male + 1 female) Higher Secondary Schools and 4 (2 male + 2 female) Degree College.

    o Out of the total 119 closed institutes, there are 117 (75 male + 42 female) Community Primary

    Schools, 1 Boys Primary and 1 Mosque School.

    Enrollment o Overall enrollment in Government Institutes is 589083 with 407008 (69%) in Primary, 65929

    (11%) in Middle, 89877 (15%) in High, 7816 (1.3%) in Higher while 18453 (3%) are enrolled in

    colleges.

    o Distribution of Enrollment by Stage in Government Schools is:-

    Teaching Staff o Total number of sanctioned teaching staff in Government Educational Institutes is 22361 (15033

    male + 7328 female) in which 11509 (6709 male + 4800 female) are in primary, 4495 (3076 male

    + 1419 female) are in Middle, 4932 (4238 male + 694 female) are in High, 490 (368 male + 122

    female) are in Higher Secondary Schools and 935 (642 male + 293 female) are in colleges

    (degree colleges and GCETs).

    o Total number of working teaching staff in Government Educational Institutes is 20335 (13889

    male + 6446 female) in which 10767 (6350 male + 4417 female) are in primary, 3916 (2777 male

    + 1139 female) are in Middle, 4498 (3916 male + 582 female) are in High, 438 (332 male + 106

    female) are in Higher Secondary Schools and 716 (514 male + 202 female) are in colleges

    (degree colleges and GCETs).

    Analysis

    o The average number of students in Government Primary Schools is 85 while at Secondary Level

    Schools, it is 206. However, when one carefully studies the situation on ground 46% of the

    primary schools have standard of 80 students per schools while 54% are below that line.

    Similarly in case of secondary schools, number of students per school is much more than the

    require standard. This is indicative of improper planning and feasibilities in the past.

    National standard teacher vs student ratio is 1:40. The ratio in Primary school level is 1:37 and

    secondary level is 1:18. However, carefully studies the situation of ground situation reveals that

    in some Agencies the ratio is much above the threshold level, while in other Agencies/FRs it

    below the specified standard. To be more specific in Bajaur Agency teacher student ratio is 1:80

    in Girls and 1:73 in Boys: having combined ratio of 1:74. On the other hand in South Waziristan

    Agency ratio of Girls is 1:14 and for Boys is 1:12: having combined ratio of 1:12. The

    aforementioned disparity needs our urgent focus and must be rectified.

    o The Teacher: Classroom Ratio in Government Primary Schools level is 1:42 and Secondary

    Schools level is 1:26

    o Overall Gross Enrolment Ratio (GER) (based on population 5-9 years) in Govt. Primary Schools

    in FATA is 40% out of which the GER for Boys is 50.6% and Girls is 30.3%, while Net Enrollment

    Ratio (NER) at Primary level is 33% (42.5% Boys and 24.7% Girls).

    o Overall Gross Enrolment Ratio (GER) (based on population 10-14 years) in Govt. Secondary

    Schools in FATA is10% out of which the GER for Boys is 14% and Girls is 4%, while NER

    Secondary Schools in FATA is 8% (11.6% Boys and 3.4% Girls).

    o Transition Rate from Class-5 to Class-6 in Govt. schools is 59%, in which 67% is of boys and

    41% is of girls and from Class-8 to Class-9 is 79% (80% Boys and 76% Girls).

    o The Gender Parity Index (GPI) is 0.60 at Primary level while at Secondary level it is 0.30 in the

    year 2012-13 compared to the previous year 0.62 and 0.27 for Primary and Secondary level

    respectively.

    o Annual Growth Rate over the previous 8 years in number of institutes is 1.61%, in working

    teachers is -0.13% (which shows decrease in the last 8 years) while in Enrollment is 1.38%. The

    increase in the girls enrollment is nearly 15 times compared to boys enrollment over the last 8

    years.

    o Overall Drop-out Rate from Kachi to Class-5 in Government Primary Schools over a cycle of 6

    years is 61% in which 62% is of Boys and 58% is of Girls. While the overall Retention Rate from

    Kachi to Class-5 in Government Primary Schools over a cycle of 6 years is 39% in which 38% is

    of Boys and 42% is of Girls.

  • o Overall Drop-out Rate from Class-6 to Class-10 in Government Secondary Schools over a cycle

    of 5 years is 72% in which 68% is of Boys and 78% is of Girls. While the overall Retention Rate

    from Class-6 to Class-10 in Government Secondary Schools over a cycle of 5 years is 28% in

    which 32% is of Boys and 22% is of Girls.

    o The overall literacy rate in FATA is 24.05%, while for male literacy rate is 36.66% and for female

    is 10.50%. (Estimated Literacy Rate 2013, Bureau of Statistics, FATA).

    Interventions

    Instead of concentrating on new primary schools, the focus has been shifted to strengthening and

    rehabilitation of existing facilities. Based on Education Management Information System data, schools

    where the students surpass the standard numbers, are being given additional class rooms. Infact, for

    new primary schools the standard has been raised from 2 to 5 rooms. In order to make these schools

    attractive to children of impressionable age, small play area with swings and class rooms with charts etc

    are being in-built into the system. The educational pyramid has to be set right by bringing the ratio of

    primary, middle and high schools upto the standard 6:2:1

    Similarly, while keeping into consideration the catchment area, middle and high schools are being

    upgraded in infrastructure. EMIS data shows that 1880 male and 617 female schools dont have a

    boundary wall, 2303 male and 1246 female schools are wanting in proper drinking water arrangements,

    2126 male and 1024 female schools dont have electricity, 2585 boys and 1095 female schools do not

    even have proper toilets. A purposeful project has therefore been included in th Annual Development

    Plan for this purpose.

    Similarly, it has been realized that the drop out ratio is abnormally high. Reasons include lack of facilities

    as well as teachers attendance. Strict disciplinary action is being taken on absence with deduction of pay

    from the absentee. Since April 2013, 1251 teachers have had their pay deducted for one day or more of

    absence. However, it has also been realized that female teachers do face problems in transport to the

    schools of their duty. A donor assisted project already in field is being strengthened to make

    arrangements across fata for transport of female teachers from their hostels to the educational

    institutions.

    Education of female child has suffered for, amongst other reasons, want of schools. A ratio of 60:40 in

    their favour is being maintained since last three plus years in new schools and upgradations.

    Unfortunately it would take another ten years to bring the number of schools for girls at par with boys but

    an exclusive stipend scheme is being introduced this year paying a girl child Rs 200 per month if she

    attends the school atleast 20 days in a month.

    Deeni madaras, in a poor and backward area, are an alternate system of education. The 276 Deeni

    Madaras assessed so far have 51822 students in them. Government has been off and on helping out

    such madaras by providing them with primary teachers and adding subjects to their syllabi. However, this

  • time the focus in on a partnership with registered madaras where they could be provided support in

    infrastructure, scholarships etc and the government sets standards for them to achieve to get the next

    tranche of financial support. The standards would include science subjects and languages and computer

    literacy.

    A total of 69 schools in FATA have been converted into English medium, 52 of them ten days back. The

    conversion has been from class 6th where mathematics, social studies and general science is then

    taught in English. This has been relatively easy as Subject Specialists in these schools are Masters in

    qualification and well versed in English as a language. However, when it comes to primary, its a different

    ball game. The PTC and CT Teachers in FATA, and for that matter others too, have attended

    innumerable trainings both by government and donors, but impact assessment, especially of change in

    attitude, has not been carried out. We are currently in the process of finalizing ten schools in each

    Agency and Four in each FR with equal numbers between girls and boys schools, for conversion into

    English medium from primary and that requires teachers conversion training. Summer vacations is the

    best time for that and in a few months time 94 primary schools would be converted into English medium.

    This, and the disparity in uniforms, caused negative effect on children going to schools in FATA. Quite a

    few schools have white coloured uniform and for a period of 90 working days, in schools using malatia

    coloured uniform, it has been allowed to wear white voluntarily.

    In order to assess and standardize quality of teachers training, a separate Directorate, the Curriculum

    and Teachers Education has been constituted recently.

    156265 students of FATA have been provided scholarships, from class 8th till Masters, amounting to Rs

    717 million in the last 5 years. Starting this year, rates of the Inland Scholarship has been increased by

    the Governor Khyber Pakhtunkhwa and will be implemented w.e.f Financial Year 2013-14 as follows:

    (a) Post Graduate level Students @ Rs. 6000/ per Annum per Student:

    (b) Inter/Degree Level @ Rs. 5000/ per Annum per Student (c) Trainees @ Rs. 3000/ per Annum Per

    Student. An ADP Scheme titled " Award of Scholarships to Female Students From Class 6 to Class 10 in

    All Govt: Schools in FATA" is going to be reflected in FATA ADP 2013-14 with a Total tentaive Cost of

    Rs. 32.030 (M) wherein the Female students from Class6 to 10 will be provided Rs. 200/ per Month per

    Student. Scholarship in respect of Cadet College Razmak has been increased from Rs. 7200/ per Annum

    Per Student to Rs. 13200/ Per Annum Per Student w.e.f the current Financial Year.

    The requirements of English medium schools are being satiated to a small extent by the Cadet Colleges

    and Model Schools. The Cadet College Razmak, Wana and Spinkai, are providing top of the line

    education to students from FATA and rest of the country. Land for cadet colleges in Bajaur and

    Mohmand has just been acquired and these would be taking off coming financial year. Land in Kurram

    and Khyber is near finalization and those projects will T-off in the near future.

    Similarly, Model Schools for girls and boys are working under auspices of Political Agents in nearly all

    Agencies and some FRs. However, these are now being standardized and posts have been sanctioned

    for some of them recently, including the Parachinar, Khar, Zam Public Schools. These English medium

    schools have hostels also. IT labs provided to schools have become redundant due to lack of electricity

    and now the ones to be installed will have solar powered back-up.

  • In the College sector, three Colleges have been converted into Post Graduate and there are plans to

    convert four others, one in each Agency, as such. Missing facilities in Colleges have also got a scheme

    for removal in the development plan and this includes laboratories, libraries, hostels, laboratory

    equipment and perishables, IT labs and grounds for sports activities.

    The charter of FATA University has recently been signed by the President of Pakistan and land has

    already been acquired in FR Kohat. Construction will hopefully start this year, while temporary campus

    will start working in the coming semester.

    Further reforms include a public private partnership proposal where government educational institutions

    provide enterprize opportunities to private sector in evenings where they could run specialized classes

    and contribute to utility bills and upkeep of the institution. We are also working on a proposal to have

    radio programs on PBC run radio and FATA radio stations concentrating on primary education where the

    elders could also listen in to these educational programs.
