STATEMENT CALLING ON THE PEOPLE OFTHE WORLD TO UNITE TO OPPOSE

RACIAL DISCRIMINATION BY U.S.IMPERIALISM AND SUPPORT THE

AMERICAN NEGROES IN THEIRSTRUGGLE AGAINST RACIAL

DISCRIMINATION

An American Negro leader now taking refugein Cuba, Mr. Robert Williams, the former Presi­dent of the Monroe, North Carolina, Chapter ofthe National Association for the Advancement ofColoured People, has twice this year asked me fora statement in support of the American Negroes'struggle against racial discrimination. On behalfof the Chinese people, I wish to take this oppor­tunity to express our resolute support for theAmerican Negroes in their struggle against racialdiscrimination and for freedom and equal rights.

There are more than 19 million Negroes in theUnited States, or about 11 per cent of the totalpopulation. They are enslaved, oppressed and dis­criminated against - such is their position insociety. The overwhelming majority of · theNegroes are deprived of their right to vote. Ingeneral, it is only the most backbreaking and de­spised jobs that are open to them. Their averagewages are no more than a third or a half those ofthe white people. The ratio of unemploymentamong them is the highest. In many states theyare forbidden to go to the same school, eat at thesame table, or travel in the same section of a busor train as the white people. Negroes arefrequently and arbitrarily arrested, beaten up andmurdered by the U.S . authorities at various levelsand by members of the Ku Klux Klan and otherracists. About half of the American Negroes areconcentrated in eleven states in the south of theUnited States, where the discrimination and per­secution they suffer are especially shocking.

The American Negroes are awakening and theirresistance is becoming stronger and stronger. Inrecent years there has been a continuous expan­sion in the mass struggle of the Am erican Negroesagains t racial discrimination and for freedom andequa l rights.

In 1957 the Negro people in Little Rock, ,.1Arkansas, waged a fierce struggle against th~ . 1

. ) . :barring of their children from public schools. Theauthorities used armed force against them, and ,

there resulted the Little Rock incident which ojI, )

shocked the world.In 1960 Negroes in more than twenty states held

"sit-in" demonstrations protesting against racialsegregation in local restaurants, shops and otherpublic places.

In 1961 the Negroes launched a campaign of"freedom riders" to oppose racial segregation intransport, a campaign which rapidly spread tomany states.

In 1962 the Negroes in Mississippi fought forthe equal right to enrol in colleges, and theauthorities greeted them with a blood bath.

This year, the struggle of the American Negroesstarted early in April in Birmingham, Alabama.Unarmed, bare-handed Negro people were sub­jected to wholesale arrests and the most barbaroussuppression merely because they were holdingmeetings and parades against racial discrimination.On June 12 Mr. Medgar Evers, a leader of theNegro people in Mississippi, was murdered in coldblood. Aroused to indignation and defying brutalsuppression, these Negro masses carried on theirstruggle even more courageously and quickly won

vigorous nation-wide struggle is going on in nearlyI .every state and city of the United States; and the

'lI I struggle is mounting. American Negro organiza-r

tions have decided to start a "freedom march" onWashington on August 28, in which 250,000 peoplewill take part.

The speedy development of the struggle ofthe American Negroes is a manifestation of thesharpening of class struggle and national strugglewithin the United States; it has been causingincreasing anxiety to U.S. ruling circles. The Ken­nedy Administration has resorted to cunning two­faced tactics. On the one hand, it continues to con­nive at and take part in the discrimination againstNegroes and their persecution; it even sends troopsto suppress them. On the other hand, in its attemptto lull the fighting will of the Negro people anddeceive the masses throughout the country, theKennedy Administration is parading as an advocateof the "defence of human rights" and "the protec­tion of the civil rights of Negroes", is calling uponthe Negro people to exercise "restraint" and isproposing the "civil rights legislation" to Congress.But more and -more Negroes are seeing throughthese tactics of the Kennedy Administration. Thefascist atrocities committed by the U.S~ imperial-

ists against the Negro people have laid bare thetrue nature of the so-called democracy and freedomof the United States and revealed the inner linkbetween the reactionary policies pursued by theU.S. government at home and its policies ofaggression abroad.

I call on the workers, peasants, revolutionaryintellectuals, enlightened elements of the bour­geoisie and other enlightened persons of all coloursin the world, whether white, black, yellow orbrown, to unite to oppose the racial discriminationpractised by U.S. imperialism and support theAmerican Negroes in their struggle against racialdiscrimination. In the final analysis, a nationalstruggle is a question of class struggle. In theUnited States, it is only the reactionary rulingcircles among the whites who oppress the Negropeople. They can in no way represent the workers,farmers, revolutionary intellectuals and other en­lightened persons who comprise the overwhelmingmajority of the white people. At present, it is thehandful of imperialists headed by the UnitedStates, and their supporters, the reactionaries indifferent countries, who are inflicting oppression,aggression and intimidation on the overwhelmingmajority of the nations and peoples of the world.We are in the majority and they are in the minority.At most, they make up less than 10 per cent of the

3,000 million population of the world. I am firmlyconvinced that, with the support of more than 90per cent of the people of the world, the AmericanNegroes will be victorious in their just struggle.The evil system of colonialism and imperialismgrew up along with the enslavement of Negroesand the trade in Negroes, and it will surely cometo its end with the thorough emancipation of theblack people.

STATEMENT OPPOSING AGGRESSIONAGAINST SOUTHERN VIET NAM AND

SLAUGHTER OF ITS PEOPLE BYTHE U.S.-NGO DINH DIEM

CLIQUE

Recently, the reactionary Ngo Dinh Diem cliquein southern Viet Nam has been intensifying its san­guinary suppression of Buddhists, students, intel­lectuals and the mass of the people there. TheChinese people are deeply indignant at this mon­strous crime of the Ngo Dinh Diem clique andvehemently condemn it. President Ho Chi Minh hasissued a statement strongly protesting against thecriminal acts of the U.S. -Ngo Dinh Diem clique.We, the Chinese people, warmly support PresidentHo Chi Minh 's statement.

U.S. imperialism and its lackey Ngo Dinh Diemhave been pursuing a policy of turning southernViet Nam into a U.S. colony, of unleashing counter-

'revolut ionary war and of reinforcing their fascist,dictatorial rule. This has compelled the people of

. various strata in southern Viet Nam to unite on awide scale and wage a resolute struggle against theU.S.-Ngo Dinh Diem clique.

Having set itself against all the people ofsouthern Viet Nam, the U.S.-Ngo Dinh Diem cliquenow finds itself besieged by them. No matter whatinhuman weapons U.S. imperialism may use orwhat ruthless means of suppression the Ngo DinhDiem clique may employ, the Ngo Dinh Diem re­gime cannot escape its doom of total isolation anddisintegration and U.S. imperialism will finallyhave to get out of southern Viet Nam.

Ngo Dinh Diem is a faithful lackey of U.S. im­perialism. However, once a lackey has outlivedhis usefulness, and becomes an encumbrance tothe carrying out of the U.S. imperialist policy ofaggression, the U.S. imperialists do not hesitate toreplace him with another lackey. The downfallof Syngman Rhee of south Korea is a case in point.A flunkey who servilely allows himself to be ledby the nose by U.S. imperialism will only end upas a sacrifice and be buried along with it.

U.S. imperialism has violated the agreementsreached at the first Geneva Conference byobstructing the unification of Viet Nam, conduct­ing open armed aggression against southern Viet

Nam and engaging in so-called special warfare overmany years. It has also violated the agreementsof the second Geneva Conference by its flagrantintervention in Laos in an attempt to rekindle thecivil war there. Apart from those who are delib­erately deceiving the people or are utterly naive,no one will believe that a treaty can make U.S.imperialism lay down its butcher's knife and sud­denly become a Buddha, or even behave itself alittle better.

The oppressed people and oppressed nationsmust not entrust their liberation to the "wisdom"of imperialism and its lackeys. Only by strength­ening their unity and persevering in their strugglewill they triumph. This is what the people ofsouthern Viet Nam have been doing.

The people of southern Viet Nam have won im­portant victories both politically and militarily intheir just patriotic struggle against the U.S.-NgoDinh Diem clique. We, the Chinese people, firmlysupport their just struggle.

I am convinced that through this struggle theywill attain the goal of liberating the southern partof Viet Nam and contribute to the peaceful unifi­cation of their fatherland.

It is my hope that the working class, the revolu­tionary people and progressives all over the worldwill all stand by the people of southern Viet Nam

and, in response to the call of President Ho ChiMinh, support the just struggle of the heroicpeople of the southern part of Viet Nam andoppose aggression and oppression by the counter­revolutionary U.S.-Ngo Dinh Diem clique, so thatthe people there will be saved from slaughter andachieve their complete liberation.

STATEMENT EXPRESSING THE CHINESEPEOPLE'S FIRM SUPPORT FOR THE

PANAMANIAN PEOPLE'S JUSTPATRIOTIC STRUGGLE

The heroic struggle now being waged by thepeople of Panama against U.S. aggression and indefence of their national sovereignty is a great andpatriotic struggle. The Chinese people stand firmlyon the side of the Panamanian people and fullysupport their just action in opposing the U.S.aggressors and seeking to regain sovereignty overthe Panama Canal Zone.

U.S. imperialism is the most ferocious enemy ofthe people of the world.

It has not only committed the grave crime ofaggression against the Panamanian people anddeliberately and stubbornly plotted to stranglesocialist Cuba, but has also never ceased to plunderand trample on the people of the Latin American

countries and suppress their national-democraticrevolutionary struggles.

In Asia, U.S. imperialism has for cibly occupiedChina's Taiwan, converted the southern parts ofKorea and of Viet Nam into its colonies, kept Japanunder its control and semi-occupied by its armedforces, undermined the peace, neutrality and in­dependence of Laos, plotted to subvert the RoyalGovernment of Cambodia, and perpetrated inter­vention and aggression against other Asian coun­tries. More recently, it has decided to send a U.S.fleet into the Indian Ocean, menacing the securityof the .Southeast Asian countries.

In Africa, U.S. imperialism is feverishly pursuingits neo-colonialist policies, actively seeking to re­place the old colonialists, plunder and enslave thepeoples of Africa, and undermine and stamp outtheir national-liberation movements.

The aggressive and bellicose policies of U.S. im­perialism also seriously threaten the Soviet Union,China and the other socialist countries. Moreover,it is energetically striving to push its policy of"peaceful evolution" in the socialist countries, inorder to restore capitalism in and disintegrate thesocialist camp.

U.S . imperialism is even pursuing a jungle lawpolicy towards its own alli es in Western Europe,

North America and Oceania, trying hard to tramplethem underfoot.

The aggressive plans of U.S. imperialism todominate the whole world run in a continuous linefrom Truman, through Eisenhower and Kennedy,to Johnson.

The people of the countries in the socialist campshould unite, the people of the countries in Asia,Africa and Latin America should unite, the peopleof the con tinents of the world should unite, allpeace-loving countries and all countries subjectedto U.S. aggression, control, interference and bully­ing should unite, and should form the broadestunited front to oppose the U.S. imperialist policiesof aggression and war and to safeguard world peace.

Riding roughshod everywhere, U.S. imperialismhas made itself the enemy of the people the worldover and has increasingly isolated itself. The atombombs and hydrogen bombs in the hands of theU.S. imperialists can never cow anyone who refusesto be enslaved. The raging tide of the people ofthe world in opposition to the U.S. aggressors isirresistible. The struggle of the people of the worldagainst U.S. imperialism and its lackeys will as­suredly win still greater victories:

STATEMENT EXPRESSING THE CHINESEPEOPLE'S SUPPORT FOR THE

JAPANESE PEOPLE'S GREATPATRIOTIC STRUGGLE

The massive anti-U.S. demonstration by theJapanese people on January 26 is a great patrioticmovement. On behalf of the Chinese people, Iwish to express deep respect for the heroicJapanese people.

Recently, a large-scale mass movement hasstarted throughout Japan to oppose the entry andstationing in Japan of U.S . F-I05D aircraft carry­ing nuclear weapons and nuclear submarines andto demand the dismantling of all U.S. militarybases, the withdrawal of U.S. armed forces, thereturn of Japan's territory of Okinawa, the abroga­tion of the Japan-U.S. "Security Treaty", etc. Allthis reflects the will and aspirations of the entireJapanese people. heartedly support the just struggle of the Japanesepeople.

Ever since the end of World War II, Japan hasbeen subjected to U.S. imperialist political, eco­nomic and military oppression. The U.S. imperial­ists have not only oppressed the workers, peasants,students, intellectuals, urban petty bourgeoisie,religious circles and medium and small entre­preneurs of Japan; they have also brought manybig Japanese entrepreneurs under their control, in­terfered in Japan's foreign policy and treated Japanas a dependency. U.S. imperialism is the mostferocious enemy of the Japanese nation.

Japan is a great nation. It will certainly notallow U.S. imperialism to ride roughshod over itfor long. The last few years have seen the constantbroadening of the patriotic united front of allstrata of the Japanese people against U.S. im­perialist aggression, oppression and control. Thisis the surest guarantee of victory in their patriotic,anti-U.S. struggle. The Chinese people are con­vinced beyond a shadow of a doubt that theJapanese people will be able to drive the U.S.imperialists from their soil and realize their aspi­rations for independence, democracy, peace andneutrality.

The Chinese and Japanese peoples should unite,the people of various Asian countries should unite,

U.s. imperialism, get out of Japan, get out ofthe Western Pacific, get out of Asia, get out ofAfrica and Latin America, get out of Europe andOceania, get out of the countries and places sub­jected to U.S. aggression, control, interference andbullying!
