Company Introduction S. Chaves Construction was founded by Steve Chaves in 1999 after 20 years of construction experience building and managing construction projects throughout central and southern California, from Government Installation Infrastructure, new freeway construction, and State water pipeline projects to the residential development. S. Chaves Construction Incorporated in 2002 with wife Terri Chaves majority shareholder and President, bringing 15 years of office management and contract administration experience. Today, S. Chaves Construction, Inc. offers a diverse range of capabilities as a general construction contractor performing on-site work such as utility installation and repairs, earthwork, paving, concrete installation, site and structure demolition, specializing in meeting contract requirements for federal, state and local government clients. We continue to support our local city waste water reclamation facility and public works department as well as our local county facility maintenance departments with emergency and maintenance projects while focusing on the growth of our federal government contracts. Key Personnel Terri Chaves, President/CFO With 32 years’ experience in financial operations, contract administration, office management and public service and over 16 years of which are in the construction industry. As President and Chief Financial Officer of SCCI, she has advisory responsibility over all financial administration, contract administration, accounting and human resource functions, as well as financial reporting. Terri stays informed with all aspects of office and project functions providing her with the knowledge to manage day to day financial needs and forecast strategic financial and administrative decisions of S. Chaves Construction, Inc. Terri has also completed the Construction Quality Management for Contractors course provided by NAVFAC. Steve Chaves, Sr. Vice President Steve has over 33 years’ experience in the construction industry. He founded SCCI with a single backhoe and dump truck. Through the dedication of providing quality, efficient services consistent growth brought Steve to incorporate in 2002. The diverse experience of Steve’s past has allowed him to participate in the successful completion of numerous projects in capacities ranging from equipment operator, foreman, general foreman, estimator, project manager and general contractor. His current duties as Sr. Vice President and Chief Executive Officer include overseeing all aspects of the company relating to financial administration, project estimation, purchasing, field operations, marketing, health and safety, and the recruitment of top construction professionals. Steve has the proven ability to effectively plan, staff and safely implement projects and processes. His leadership skills are recognized in building strong teams to meet the challenges of changing customer expectations. James Meagher, Project Manager/Estimator/QC/SSHO Jim has been working in the construction industry for 35 years, with the last 20 years working as a Superintendent and Project Manager. Jim has managed a variety of projects from a 400K Gas Line Replacement at Vandenberg Air Force Base or a 3.1 Million Sewer line replacement at the Long Beach VA, to the construction of a new 21 million dollar Library for the city of Santa Maria. With many years of management experience with multiple task order contracts such as IDIQ and POCA contracts for the USACE and Navy. Additionally, Jim has over 10 years’ experience in managing and installing concrete for a variety of projects that included the installation of handicap ramps, sidewalk, curbs, flat work, slabs, and other concrete installation. Jim’s responsibilities involve; RFP review, cost proposal preparation, project planning/scheduling, Submittals, QCS/RMS Program manager, labor force management, budget control and project closeout. Jim has completed NAVFAC/USACE Construction Quality Management for Contractors course, EM-385 40 hour safety training, 30 hour OSHA, Competent Person Trench Safety training, CPR and First Aid cards. James Meinert, Project Manager/Estimator/QC/SSHO Jim has been working in the construction industry for 35 years, with the last 20 years working as a Superintendent and Project Manager. Jim has estimated, negotiated, and managed a variety of projects from a 4.6 Million dollar paving repair single task order project at DDJC in Tracy, Ca for the USACE, a two mile long 12” cast iron waterline replacement at Vandenberg Air Force Base, or a 2 Million rubberized chip seal project at China Lake Naval Weapons Station, and various new construction and remodel projects for military and public works. Jim has many years’ experience in installing concrete in a variety of projects. One 1.6 Million dollar project for the City of Paso Robles was the Accessibility Retrofit of Spring Street Project that included the entire main street in the downtown area of Paso Robles of all curb return replacement that included the installation of handicap ramps, truncated domes, sidewalk, curbs, flat work, slabs, and other concrete installation. Jim has also completed successfully with the County of Santa Barbara, several similar projects with the accessibility access being the main focus. With many years of management experience with multiple task order contracts such as, SATOC, MATOC, IDIQ and POCA contracts for the USACE, Air Force, Army, and Navy. Jim’s

responsibilities involve; RFP review, cost proposal preparation, project planning/scheduling, Submittals, QCS/RMS Program manager, subcontracting recruitment and management, budget control and project closeout. Jim has completed NAVFAC/USACE Construction Quality Management for Contractors course, 30 hour OSHA, Competent Person Trench Safety training, CPR and First Aid training, scheduling with Primavera Sure-Trak training. Earl Coats, Project Superintendent/Estimator/QC/SSHO Earl has been working in the construction industry for over 40 years. Earl has performed hands-on as an operator, foreman and superintendent. He has worked with various agencies including Cal-Trans, various City & County departments, Army Corps of Engineers, US Navy & Air Force and the private industry. He has overseen all types of work including grading, paving, concrete work, site work, drainage and underground installation operations. His certificates include USACE – CQMC, Excavation Safety, 8hr Hazwoper, OSHA – 30hr, and First Air/CPR. Kurt Roberts, Project Manager/Superintendent/QC/SSHO Kurt brings many years of experience from several trades in the construction industry. With current responsibilities for management of project activities including scheduling, and organizing of all activities form customer engagement, procurement management, budget forecasting and tracking, environmental and safety compliance, post reporting and closeout documentation. With current certificates held from USACE Construction Quality Management for Contractors course, 30 hour OSHA, CPR and First Aid. Gary Warren, Superintendent/QC/SSHO Gary has been involved in the construction Industry for over 30 years, performing a variety of roles from project Superintendent/Foreman to equipment operator, and crew coordinator. Joined the SCCI team in 2015, Current Duties include project coordination and supervision in charge of material scheduling, employee safety and performance objectives and timely project completion. Gary’s eye for detail and dedication to safety, quality and efficiency along with a history of safe and timely contract delivery have proven invaluable. Current certificates held from USACE Construction Quality Management for Contractors course, 30 hour OSHA, CPR and First Aid. Nadsya Efseaff, Contract Administrator Nadsya has over 11 years’ experience directly associated with the development and implementation of construction contracts. She is responsible for coordinating and generating final contract documentation for the pre- and post-award support process including acquisition planning, purchase order, solicitation preparation, source selection, and contract award administration and close out. She also works directly with subcontractors in creating subcontracts and tracking proper subcontract paperwork such as subcontract billing and insurance. Michelle Roberts, Office Administrator Michelle with 24 years front office experience, she is responsible for general office administration including providing administrative assistant support too; accounting, payroll processing, human resource coordination, and assisting operations and project management teams.
