ABOUT CBC CBC was formed in 1995 and has grown into a multi faceted company with 6 offices in 5 states. The strength of CBC Engineers & Associates, Ltd. is in the peo-ple that make up the company, from Engineers, Scientists, Landscape Architects, Draftsmen, and Field Technicians to Support Staff. CBC's staff provides high quali-ty engineering with exceptional regulatory documentation, submittals, and sup-port services. The staff pride themselves in their ability to quickly evaluate prob-lems, recommend cost effective solutions and insure complete client satisfaction with on site engineering and construction administration. Our strengths and re-sponsiveness has allowed us to serve numerous customers across the nation.
Our staff at CBC may be one of the most diverse in the industry carrying disci-plines that include; Geotechnical, Civil, Mining, Structural, Environmental Engi-neering, Landscape Architecture, Geology, and Land Surveying. CBC's late co-founder and first Chief Engineer, Dave Cowherd, M.S., P.E. surrounded himself with great talent which he trained to secure the next generation of CBC. Today Mitch Hardert, CBC's second Chief Engineer, continues this approach by cross training our engineering, scientist and technical staff to better serve our Clients needs. Since oil was discovered in the late 1800's and early 1900's, man has had a love for knowing what is
beneath his feet, this love turned into Geotechnical Engineering and today is the cornerstone for the
success of a project from its earliest conception. If the soils below are contaminated, soft, or will
swell, the costs to mitigate these problems could stop a great idea in its tracks. This makes Geotech-
nical exploration one of the most critical steps when beginning a project.
Quality engineering starts with knowledge and experience. CBC has performed Geotechnical Engi-
neering services for thousands projects throughout North America. Our clients range from develop-
ers to state agencies. We provide services to both public and private clients that include; architects,
engineers, contractors, developers, state agencies, and public works officials.
CBC offers a wide range of Geotechnical Engineering services that can be accommodated to any size

CBC Engineers & Associates, Ltd. is involved in many different aspects of Civil Engineering as it relates back to providing Geotechnical En-gineering guidance on any given project. CBC offers full design ser-vices around, Retaining & Abut-ment Wall Design (Bin Type, MSE, Driven Pile and Cantilever Designs), Small Bridge Design, Evaluation , Inspection , & Load Rating (We Specialize in Buried Structures), and Geosynthetic Design (From Hard & Soft Armor Erosion Control to Soft Soil Improvement, including Steepened Slopes) .
As well as design, CBC offers a full compliment of services which aid in the implementation of a project from the early feasibility phase to final construction and installation. Our construction observation ser-vices create a partnership with our clients to ensure the necessary construction standards are achieved and designs are per-formed as intended.
A large percentage of our services is executed well after a design has been performed and the contrac-tor has long since left the project. CBC is called in on many "potential problems" or even "failures" to aid in the forensic engineering and de-sign or the repair of the problem or failure. This service is performed across the markets we serve and training in multiple disciplines al-lows CBC personnel to readily meet the complex needs of all types pro-jects.

PERMITTING SERVICES
CBC Engineers & Associates, Ltd. provides a wide range of Engineering Design and Field Services for projects involv-ing Fresh Water Dams to projects involving Coal Impound-ment Dams used to store the Slurry that is a bi-product of washing the coal before further processing. CBC also pro-vides services from Mine Feasibility and Planning to Aban-doned Mine Reclamation Design. The Coal Industry has become one of the most regulated Industries in the coun-try with rules and regulations resulting in routinely chang-ing permitting requirements. All five of our Offices are in-
volved in the coal and mining industries and have developed many professional relationships with state and federal agencies including MSHA, Corps of Engineers, and multi-state regulatory agencies. We are dedicated to getting the details in planning and permitting correct and pride ourselves in staying creative and finding innovative approaches to difficult problems.
In order to claim to be a full service provider to the mining industry, CBC has to be able to pro-vide services from the time an idea enters into someone's mind until the day the mine closes its' operations and starts on reclamation of the site. Our technical expertise in organizing a project from conception to completion allows us to properly guide our clientele from day one. CBC Engi-neers & Associates, Ltd. have worked for dozens of individual mines and with some of the larg-est Coal Companies in the world. In addition we have worked for almost every major Electricity Producer in the Region. SERVICES March 1st, 2001, CBC Engineers & Associates, Ltd. essentially went "Green" when we hired Mr. Edward Galaska as our Senior Environmental Scientist adding a new dimension to our Environ-mental Engineering Service capabilities. CBC’s environmental scientists, field technicians and water resource personnel identify environmental issues, scope, regulatory constraints, and pro-ject feasibility recommendations. Often times, based upon our environmental knowledge, many developers retain CBC to remain on the project to provide other field and design services. This provides our clients a “one stop shop “and a strong engineering partnership.
With today's regulations becoming more stringent for all types of land development, CBC has the capabilities and expertise to guide clientele through all phases of the engineering and regulatory process. From performing ASTM Phase I & II Environmental Site Assessment to secur-ing regulatory permits such as 401, 402 & 404, NPDES, KYDNR, WVDEP, IDNR & OWR, CBC has experienced professionals that will submit com-plete and detailed applications, provide review support services through the approval process and assist with implementation and over-sight of the permit requirements. STORMWATER MANAGEMENT / LID
DESIGN SERVICES Traditional stormwater management solutions have been
based primarily upon collecting rainfall runoff and trans-
porting it to a storage or treatment facility. While effective,
these systems have inherent problems that plague munici-
palities and developments. High intensity storms can over-
tax storm sewers which in turn cause street flooding and
basement backups. Replacing systems with larger capacity
pipes moves the problem downstream and impacts other
existing utilities. Storage ponds consume taxable real estate,
require expensive, annual maintenance and whether new or
part of a rehabilitation project are costly.

Chief Engineer
As Chief Engineer of CBC, Mitch is responsible for all engineering activities across five offices.
He has 11 engineers and 10 field technicians working under his responsibility with many of
the engineers being Professional Engineers and or Land Surveyors.
Geotechnical Engineering Investigations
Manages all aspects of subsurface geotechnical investigations for schools, airports, commer-
cial and residential developments, bridges, buried culverts, dams and slurry impoundments
projects. Supervises both the engineering and field services teams to develop and recom-
mend a proper solution to our Client. Having a broad experience in foundation engineering,
Mitch and his team are able to select the most cost effective solution for any given challeng-
ing site. These solutions could range from a simple remove and replace to a more aggressive
deep foundation solution such as piles or deep dynamic compaction.
Coal Refuse Impoundment Design, Evaluation & Inspection
Supervises all aspects of slurry impoundment layout, design, storage, drainage, stability, per-
mitting and inspection. CBC has worked on hundreds of coal impoundments over four states
over nearly the last two decades. Mitch and his geotechnical engineering team are experts at
landslide and slope stability analysis including seismic deformation which leads to creditabil-
ity when a CBC design refuse impoundment is submitted to MSHA for comments and approv-
al. CBC, under Mitch’s leadership, can provide a full package complete with design, MSHA
permitting and all state and CORPS required permits for any given slurry impoundment.
Buried Structure Design, Evaluation, Remediation & Load Rating
Manages the daily engineering and field operations for both new structure design and instal-
lation of buried culvert structures. He also prepares evaluation plans for existing distressed
structures where CBC’s field inspectors gather information during field evaluation. This infor-
mation is used to evaluate the structure in its insitu shape, load rating and remediation if
required. Under Mitch’s leadership, CBC designs, evaluates and load rates hundreds of buried
structures, both flexible and concrete every year. CBC has worked with Montana, Ohio, Loui-
siana, and New York DOT’s to aid their development of both their culvert inspection pro-
grams and load rating processes.
Low Impact Development (LID) Stormwater Design
Manages the daily engineering and field operations for stormwater projects that involve a
Green Infrastructure or LID approach. Under Mitch’s leadership, CBC designs, retrofits and
evaluates new and existing developments to improve stormwater runoff through using the
newest Green Infrastructure technology and products.

Director Business Development
As the Director Business Development of CBC, Joe is responsible for creating business strategies
that focus on emerging markets and new potential Clients which will add growth opportunities. All
marketing material and website development is also under his supervision. Joe also serves as a
Project Manager for some of CBC’s largest coal impoundments and buried structure evaluation
projects.
Buried Structure Design, Evaluation, Durability, Remediation & Load Rating
Brings broad knowledge from his 20 years of experience with CONTECH where became an expert in
the design, installation, durability and remediation of buried flexible culverts. In this 20 year career
he was responsible for hiring and training both sales professionals and engineering support. Joe has
seen hundreds of flexible pipe installations nationwide and has performed numerous evaluations
of in-place buried flexible structures and is an expert in metal pipe durability and corrosion. Joe
has worked with ODOT, LADOTD, NYSDOT , KYTC, NCDOT, SCDOT, MDOT, VDOT through the years
in the evaluation of metal pipe installations and has aided in developing methods for on going in-
spection practices for their buried metal pipe and bridge culverts.
Project Management
Manages some of CBC’s larger projects especially when related to either buried pipe evaluations or
the need for multiple office participation in the preparation of detailed design of Coal Refuse Im-
poundments and permitting. Joe has successfully managed a culvert inspection and load rating
program for LADOTD where CBC was responsible for developing a routine culvert inspection pro-
gram as well as load rate 270 buried structures, both concrete and metal. He has managed the
evaluation of a triple barrel 35’-9” x 15’-3” Super-Span structures which were installed in 1980 and
2300 feet long each for the City of Plano, Texas. Joe coordinated CBC’s five (5) office collaboration
to provide all required engineering and environmental permitting for a coal slurry impoundment
for Sugar Camp Energy in Franklin County Illinois. Pulling resources and expertise from each office
allowed CBC to deliver a turn-key solution to their Client.
Design / Supply Partner Management
Manages all Partner relationships where CBC provides technical engineering support to leading site
solutions manufacturing and development companies. CBC supports technical sales team nation-
wide with a variety of site civil and green infrastructure (LID) stormwater solutions. These compa-

Mr. Weik has more than 30 years of experience in surface water resource planning and de-

“Sustainable, Low Impact, Volume Control System” (SLVS). The SLVS approach virtually elimi-
nates the need for stormwater pipes and ponds. Utilizing an integrated green infrastructure
system and highly permeable concrete articulating concrete block /mats (P-ABC/M) storm-
water capture, volume control and water quality can easily be accomplished on any site rang-
ing from small private developments to large municipal applications. The system is very flexi-
ble, is not an all or nothing application similar to traditional stormwater management systems
and is cost competitive.

Specialized knowledge of biological and physical/chemical treatment methods for industrial and
hazardous wastes, and in particular, for the remediation of contaminated soils and groundwater.
Focused on the special needs of industrial and municipal clients including the design and imple-
mentation of wastewater pretreatment and minimization methods, remediation alternatives, and
the closure plans involving underground storage tanks.
Land Development
Conducts and coordinates all property assessments, Phase I & Phase II Environmental Site Assess-
ments, (ESA’s). Develops remedial designs, and required testing to achieve the remediation for
each site assessed. He then works very closely with numerous local and “regionally-based” clients
to customize the environmental solution for there site. These Clients includes the General Motors

Geotechnical Project Engineer
Deepa has 8 years of experience across all of CBC’s engineering service offerings. She has
become and expert in evaluating and load rating buried structures using finite element analy-
sis and BRASS Culvert. She assists the Chief Engineer with all Geotechnical Engineering Inves-
tigation proposals, evaluations and report preparation. Deepa also assists the Senior Ge-
otechnical Engineer with various design aspects of coal impoundments. She has earned her
Professional Engineer Accreditation from the State of Ohio.
Buried Structure Evaluation, Design & Load Rating
Deepa’s responsibilities include the evaluation, design and load rating of flexible and rigid
buried structures. She is currently managing all engineering aspects of a 5 year $875,000 bur-
ied bridge load rating program for the Louisiana Department of Transportation & Develop-
ment (LADOTD) consisting of inspection and load rating of 270 buried metal and concrete
structures.
Subsurface Investigations
Evaluates soil samples taken from any specific project site in order to provide the Client with
a soil classification. With the aid of further laboratory testing, she also determines the soil’s
strength parameters. Deepa develops her foundation recommendations based on this infor-
mation and provides a Geotechnical Investigation Report to the Client containing this infor-
mation for used in construction.
Retaining Wall & Foundation Design
Designs both temporary and permanent retaining structures, mechanically stabilized wall
systems and wire walls, geogrid soil reinforcement, design of anchors and tiebacks, geotech-
nical and structural design of shallow and deep foundations including drilled piers and driven
piles, site soil condition improvement techniques.
Impoundment Design
Responsible for assisting with the evaluation and design of coal impoundments including the
analysis of slope stability, impoundment break through potential, finite element analysis of
embankment seepage and various other hydrological design aspects.
Low Impact Development Design (LID)
Responsible for assisting with the evaluation and design of low impact development (LID)
designs using the latest product and software technology to create the most cost effective

Geotechnical Staff Engineer
Rick joined CBC in June of 2012 upon completing his course requirements and research por-
tion of his master’s thesis from the University of Kentucky. While at UK, Rick’s master’s re-
search included the comparison of disparate soil models, study of trial embankment settle-
ment data, developing experimental correlations between triaxial and electrical testing data,
and modeling of static and dynamic geotechnical systems using the finite element software
package PLAXIS. While at CBC Rick has assisted on many projects using his finite modeling and
triaxial testing expertise, as well as his independently obtained software engineering skills,
analyzing buried flexible corrugated metal pipe structures using another finite modeling pro-
gram, CANDE. In addition to these tasks Rick has participated in buried structure evaluations
performed by CBC for the state of Louisiana as well as a large mall owner in Plano, Texas.
Finite Element Analysis
Rick’s responsibilities include the derivation of hyperbolic soil modeling parameters from
triaxial data for the finite element analysis of flexible and rigid buried structures in CANDE.
Currently he is also developing a new software tool using more sophisticated meshing tech-
niques than CBC has employed in the past. This tool will not only provide more accuracy, but
also faster means for CBC to analyze buried structures- including concrete boxes and arches-
reducing the time required to about 10% of what it took just a year ago.
Foundation Design of Buried Flexible Metal Pipe Structures
Rick provides reinforced concrete spread footing designs for various shaped flexible corrugat-
ed metal pipe structures to support the design supply business of a large U.S. Client who spe-
cializes in the manufacturing of corrugated metal pipe products. CBC services this Client in
all 50 states, Puerto Rico, Mexico, Columbia, and other locations as well.
Coal – Ash Impoundment Design
Prior to joining CBC and while earning his master’s degree, Rick’s first professional engineer-
ing experience was evaluating sites for a coal-ash landfill for a large energy company. Activi-
ties for this project included waste cell design, preparation of leachate treatment options,
evaluation of potential environmental impacts to local water resources, preparation of pro-
ject drawings, evaluation of applicable regulations, and assisting in cost estimation and prepa-
ration of presentation materials. This work resulted in the client choosing to locate the landfill
at an alternative site due to problems uncovered in the design phase of the original site.

Project Manager
As a Project Manager, Chad uses his 15 years of experience to bring solutions to the Clients he
serves. Chad is heavily involved with many Coal Clients in West Virginia and handles both routine 7
day impoundment inspections to more complicated mine related issues. Chad will pull from his
surrounding engineering team when necessary to solve a Clients needs and keep the project on
time and on budget.
Coal Mine Permitting
Chad is actively involved in all aspects of the permitting, design, evaluation, and geological model-
ing. He is responsible for permitting with WVDEP, EPA, Army Corps of Engineers and OSM to en-
sure environmental impacts are lessoned do to mining practices. Familiar with state and federal
regulations concerning deep and surface mining activities, and land development. Chad also assists
the CBC’s Chief Engineer and other permitting specialists in the surrounding offices with complex
agency review comments and problem solving.
Slurry Cell & Impoundment Design
Chad is one of many CBC engineers capable and responsible for designing and permitting coal re-
fuse impoundments. He creates sedCad hydrologic models and design calculations for surface min-
ing operations and runs Damsbreak analysis for both slurry impoundments and slurry cell designs.
Impoundment Inspection
Chad is responsible for overseeing the 7 day inspection and impoundment certifications within
West Virginia. This requires certification reports to be completed using daily field collected data
and sent to MSHA once a quarter as well as an annual report sent to MSHA stating that the im-
poundment is functioning the way it was designed and intended. Chad currently manages 11 slurry
impoundments and 3 dry stack locations across the state of West Virginia.

Director Field Services
As the Director of Field Services, Bill uses his 14 years of experience to schedule and coordinate
the field construction observation and drilling services on all project within the local Dayton
area. Bill also coordinates all Geotechnical Drilling Operations for CBC with our six offices in 5
states. Bill is responsible for making sure all of CBC’s field technicians are properly trained and
their skill set matches the projects assigned to them. He reviews daily job site observation re-
ports and visits all local jobsites to coordinate activities with the contractor.
Buried Structure Field Evaluation
Bill has become an expert in using the CBC developed and patented laser measuring device
called AccuShape when evaluating buried flexible structures. CBC has developed a full process
of evaluation for buried flexible structures that depends on accurate and repeatable field meas-
urements. Bill travels across the country performing these field evaluations for DOT’s, Counties,
Cities and private owners. Bill also teaches the process to the rest of the Field Technicians to
keep our people cross trained.
Project Management
Bill is responsible for quoting all Field Services activities in the local Dayton Area as well as all
drilling services across all of our offices. Bill ensures that CBC Field Technicians are performing
field and laboratory inspection, testing and sampling of engineering materials, such as soils,
aggregates, concrete and asphalt in accordance with standard practices, site specific project
specifications and any applicable building codes. All daily observation reports and material
testing is collected by Bill and assembled for the final report prepared by one of CBC’s engi-
neers.

Jeff’s responsibilities include performing quality control inspections and documentation of the con-
struction of engineered projects, including but not limited to earthen dams, buried flexible metal
culverts and bridges, retaining walls, and shallow and deep foundations. Jeff also ensures that field
and laboratory inspection, testing and sampling of engineered materials such as soils, aggregates,
concrete, asphalt, and concrete is performed in accordance with standard practices, site specific
project specifications, and applicable building codes. Jeff often accompanies the drilling operation
to log the soil samples and aids in the classification of said samples.

Senior Field Technician
Don’s responsibilities include performing quality control inspections and documentation of the
construction of engineered projects, including but not limited to earthen dams, buried flexible
metal culverts and bridges, retaining walls, and shallow and deep foundations. Don also en-
sures that field and laboratory inspection, testing and sampling of engineered materials such as
soils, aggregates, concrete, asphalt, and concrete is performed in accordance with standard
practices, site specific project specifications, and applicable building codes.
Buried Structure Field Evaluation
Don has become an expert in using the CBC developed and patented laser measuring device
called AccuShape when evaluating buried flexible structures. CBC has developed a full process
of evaluation for buried flexible structures that depends on accurate and repeatable field meas-
urements. Bill travels across the country performing these field evaluations for DOT’s, Counties,
Cities and private owners. Don also teaches the process to many of the Field Technicians to
keep our people cross trained.

Manager Illinois Operations / Director Permitting
As the Manager Illinois Operations / Director of Permitting, Gerald is responsible for coordi-
nating all engineering and permitting efforts to support the Clients in the Illinois Coal Basin Re-
gion. In 2012, Gerald merged his company, DeNeal and Associates Environmental, with CBC in
order to better serve the resurgence of coal activity in the Illinois Coal Basin. Together the two
companies can provide services across all aspects of coal mine design, permitting and construc-
tion observation.
Environmental Regulations and Compliance
Brings broad knowledge from his nearly 40 years of experience in the coal industry where he
has become an expert in the environmental regulations, permitting and compliance. Gerald was
a spokesman for the Illinois Small Coal Mine Operators Association where he prepared and pre-
sented testimony at the U.S. Department of Interior hearings on impact of new Federal coal
mine regulations in the late 1970’s. As a representative of this association, Gerald attended the
White House signing of “Oil Back-out” legislation by then President Carter in 1980. These envi-
ronmental regulations have continued to evolve placing larger burdens on today’s coal opera-
tors then ever before. Gerald has evolved with all of these changes and remains current with all
new IDNR, OWR and Illinois EPA regulations and required permitting.
Environmental Permitting
Gerald has lived the environmental regulation boom in the coal industry over the last 32 years
during which time he spent most of his time keeping his employer in compliance with current
regulations while planning for the future by obtaining ever changing environmental permitting
to allow for future operational growth. Gerald specializes in preparing and obtaining permits
from the IDNR and OWR as he understands the importance of working with the regulatory com-
munity to achieve the issuance of necessary permits. He posses very good relationships with
personnel at the Illinois EPA, IDNR and OWR to achieve this collaboration which leads to faster
permit reviews and approvals.
Slurry Impoundment and Slurry Injection Permitting
Gerald provides vast experience dealing with the refuse generated from mining coal. The waste
can either be stored above ground as a large earthen impoundment or placed in abandoned
mines deep under the ground surface. Gerald is an expert in dealing with each of these applica-
tions as well as the resulting permitting process that follows.

Office Manager
As the Illinois Office Manager, Darin is responsible for coordinating all office activities to sup-
port the on going engineering and permitting efforts for the Clients in the Illinois Coal Basin
Region. In 2012, Darin’s father, Gerald merged his company, DeNeal and Associates Environ-
mental, with CBC in order to better serve the resurgence of coal activity in the Illinois Coal

Darin specializes in pre-blast and pre-subsidence Surveys, wetland delineation, environmental
permitting and CAD mapping and drafting. Darin corresponds regularly with both Clients and
the Regulatory Agencies in regards to permitting actions and project scheduling. He is respon-
sible for scheduling all pre-blast and pre-subsidence surveys with the land owners and pro-
vides peace of mind for these land owners by providing a detailed explanation of the survey
process and the protection it provides both the land owner and the mine.

Senior Project Engineer
As a Senior Project Engineer, Jim brings nearly 30 years of underground mine planning, engi-
neering and permit experience to every project that he work son with CBC Engineers. Jim
works part time for CBC outside of his full time job at Southern Illinois Power. Jim’s practical
mining experience from being an underground miner in early in his career to managing the
longwall production later in his career as he has had first hand experience in environmental
compliance keeping his mine operational and in meeting every state and federal environmen-
tal regulations.
Environmental Permit Engineer
Jim spent a major portion of his time with the Galatia mine for both Kerr-McGee and later
American Coal Company keeping the mine operational meeting all state and federal environ-
mental compliance regulations. He supervised the and certified various environmental and
regulatory actions from Slurry Impoundment Construction to Mine Water Discharge. Jim
worked daily with the local IDNR inspector as well as the IEPA and MSHA agencies to ensure
that his operation was in line with their expectations keeping in strict compliance with the
environmental regulations of the day.

As the senior member of the Lexington Office, Mark has assumed responsibility for the daily
operation of the office in addition to his duties of a Senior Project Manager. Mark ensures that

Kentucky Coal - Technical Advisor
As the Kentucky Coal Technical Advisor, David brings almost 25 years of surface and under-
ground coal mine design and permitting experience to every project that he manages. With is
experience at the DSMRE, David is able to work through tough permitting issues with the state
quickly and affectively to gain permit approval. David’s track record has earned him repeat
permit opportunities with the same Clients since his return to CBC in 2001. David works hard
to aid the other project engineers in the Lexington Office as well as those across the Company
through difficult and challenging permitting issues.
Slurry Cell & Impoundment Design & Permitting
David has worked on dozens of both Slurry Cell and Impoundment projects. He is uniquely
qualified to pull all the design requirements together for the State Permit. David works closely
with our Centerville Office to ensure the MSHA submittal and Sate submittal packages match
and are completed in accordance with the latest written and unwritten requirements. David is
involved in the construction and on-going inspection aspects of several impoundments that
have been design and permitted by CBC and the Lexington Office.

Senior Project Engineer
As Senior Project Engineer, Roger brings nearly 35 years of surface and underground coal mine
design and permitting experience to every project that he manages. He is responsible for
assembling surface and underground KPDES mining permits, environmental impact assess-
ments, mine feasibility and planning, and acting as liaison between coal companies and state
and federal regulatory agencies. Roger has experience with claims management for bonding
programs. He can provide the analyses required for surety bonding and bond forfeitures.
Roger is also responsible for all review of designs and permitting actions that require a Profes-
sional Engineer’s Seal.
Project Management
Roger as well as every Project Engineer / Manager on the Lexington Office Team is capable of
performing all aspects of the design work required in every permit making each Project Engi-
neer / Manager “self sufficient” to deliver the final permit application. This speeds the prepa-
ration of each permit, provides the Client with best cost to prepare the permit application and
provides the review agency with a single point of contact to work through any issues once the
permit has been submitted. The Lexington Office project management approach to permitting
provides the Client with the quickest, most accurate, and cost affective permit application in

PROFESSIONAL EXPERIENCE AND RESPONSIBILITIES
Manager Environmental Permitting
As the Manager of Environmental Permitting, Mike brings over 32 years of industry and con-
sulting experience in mine design and permitting to every project that he manages. Mike has
extensive experience in preparing and obtaining mining permits from the US Army Corps of
Engineers, MSHA and state regulatory agencies. In addition to managing West Virginia’s envi-
ronmental permitting, Mike’s is responsible for environmental permitting in Ohio, Pennsylva-
nia, Illinois, Kentucky and Maryland. Mike has designed and permitted some of the largest
surface and underground mines in WV.
Coal Experience
Mike has over 25 years of coal industry experience with numerous surface mining methods
including mountain top removal, multiple seam contour area, and single seam contour surface
mining. Mike’s industry experience includes standard room and pillar mining and longwall
mining, and the construction and operation of preparation plants and refuses disposal facili-
ties. He has supervised engineering departments, survey crews, coal laboratories, and permit-
ting/environmental departments.
Mike’s duties and responsibilities have included mine planning and projections for surface and
deep mining operations and the preparation of engineering budgets and cost estimates for
engineering related projects. He has conducted reclamation liabilities studies (surface mines)
and closing costs estimates (deep mines, prep plants), prepared un-mined mineral taxes and is
responsible for all environmental activities related to mining permits. Mike has established
and managed core drilling programs to prove coal reserves and has conducted detailed coal
reserve studies. Mike has also conducted numerous seepage studies for deep mines to pro-
ject the final mine pool elevations and has conducted breakthrough and blowout analysis, as
well as prepared ventilation surveys, roof control plans, and implemented water treatment
facilities to treat acid mine drainage.
Project Management
Mike has experience as superintendent for surface mine and deep mine reclamation projects
and has coordinated reclamation inspections with WV DEP and the KY DSMRE. Mike has man-
aged and coordinated surface water and ground water monitoring programs, and has estab-
lished reclamation programs for abandoned mines and obtained bond releases. Mike coordi-
nates all aspects of all of the interrelated mining permits. This speeds the preparation of each
permit, provides the Client with best cost to prepare the permit application and provides the
review agency with a single point of contact to work through any issues once the permit has
