WATER RESOURCES

CivilTech has maintained a solid foundation in our industry by providing hydrologic and hydraulic analyses and storm drainage analyses in support of transportation and flood control projects. We have successfully performed numerous on-call and indefinite delivery/indefinite quantity (IDIQ) work authorization contracts for the Harris County Public Infrastructure Department, Harris County Flood Control District, U.S. Army Corps of Engineers, Texas Department of Transportation and City of Houston.

Additionally, the CivilTech team has extensive project experience in the FEMA map revision process through Conditional Letter of Map Revisions and Letter of Map Revisions for public and private projects in Harris County. We understand the technical and mapping requirements as specified by FEMA in Flood Insurance Study Guidelines and Specifications for Study Contractors and the FEMA MT-1 and MT-2 Applications. Our hydrologic and hydraulic engineers have a thorough understanding in hydrologic analysis for urban and rural watersheds, and one- and two-dimensional analysis for complex riverine hydraulics. Our modeling software includes a full array of public and commercial applications.

CivilTech is certified as a trainer for the MH-HAZUS Hurricane Model by FEMA.

CivilTech also has considerable expertise in NPDES Storm Water Quality and Low Impact Development (LID) techniques. We have enjoyed working on numerous transportation projects to implement Best Management Practices (BMP) that included permanent structural controls such as wetland ponds and advanced filtration systems.

WASTEWATER ENGINEERING DESIGN

Today’s clients are facing increasing challenges in the arena of wastewater engineering and management. From increasing regulatory drivers to more limiting nutrient discharge limits as well as an increased focus on technological innovation in that arena; our clients are seeing their operational costs sky rocket.

To better assist our clients to navigate these challenges, we are working with them to develop innovative and sustainable engineering solutions; navigate policy changes; and develop system operations plans for the future growth and

budgeting plans; all while keeping cost increases to a minimum.

Additionally, we understand that water supplies are diminishing and protecting water sources is essential. This issue is one that we are seeing across the board and; working closely with our water engineers, our wastewater engineering team develops comprehensive and strategic water and wastewater plans that consider the correlation to develop innovative, across-the-board solutions. Additionally, our team works closely with our construction department to develop designs that can be feasibly and efficiently built.

Our team is experienced in water conveyance, storage and distribution. Our approach to wastewater engineering considers environmental consequences and community benefits of design as well.

CivilTech has completed more than 100 TxDOT urban and rural projects including PS&E, roadway improvements, drainage studies, hydrology and hydraulics, and bridge replacements in the last 14 years. As a prime consultant, CivilTech has prepared PS&E and related documents for roadways and bridges for public agencies, including the Texas Department of Transportation, Harris County, and City of Houston.

CivilTech has worked for 14 TxDOT Districts and has provided PS&E services for numerous urban and rural roadway and highway projects with TxDOT including most recently IH-10, US 290 and the Grand Parkway in Houston.

CONSTRUC TION ENGINEERING AND INSPEC TION SERVICES

As part of our full-service offerings, CEI provides construction engineering and inspection oversight services to confirm designed projects are built in accordance to plans and specifications. We provide experienced inspectors and project managers for roadway and bridge and water/wastewater utility projects.

From bid package preparation to project closeout, CEI’s construction specialists take a leadership role in daily inspections, detailed record keeping, contractor coordination and issue resolution to keep projects on schedule and within budget.

Today’s clients face increasingly complicated capital projects as infrastructure demands increase and staff resources and budgets decrease. CEI’s team helps to supplement client capabilities by serving as trusted advisors on the owner’s behalf and representing their interests exclusively. For some clients, we oversee their projects as an extension of staff, for others we are professional construction consultants acting as the owner’s agent and monitoring a contractor’s ability to complete a project based on a variety of innovative project delivery systems.

Our construction professionals manage all components of construction projects in order to keep them on time and within budget. REPRESENTATIVE CONSTRUC TION MANAGEMENT PROJEC TS

The CivilTech team is led by Amir Mosaffa who has recently joined our team from TxDOT, where he served as construction supervisor. In this role, he oversaw 75 TxDOT and CEI employees, including engineers, engineering assistants, construction technicians, and inspectors. It also included coordination with stakeholders, local government entities, local government officials, utility companies, contractors, consultants and the public. His experience included: • US 290 Corridor Construction, TxDOT, Houston,

TX. TxDOT Project Supervisor. Oversaw 75 TxDOT and external construction engineers and inspectors for the construction of the US 290 Corridor construction that includes 8 segments currently under reconstruction, the IH 610/US 290 interchange, US 290 from IH 610 to Gessner Road, US 290 from Grand Parkway to Harris County

Boulevard. Mr. Mosaffa’s role included construction oversight and utility/right of way acquisition. It also included coordination with TxDOT, various project stakeholders, local government officials, utility companies, contractors, consultants and the public. Contract Value: $900 million.

• Beltway 8 and IH 10 Reconstruction, TxDOT, Houston, TX. TxDOT Project Supervisor. Oversaw TxDOT and external construction engineers and inspectors for the reconstruction of the Beltway 8 and IH interchange. Project components included implementation of a traffic control plan, procedures and safety precautions in compliance with the TMUTCD; identification of plan inconsistencies; identify utility locations and coordination; and change order review and approval. Contract Value: $500 million.

FEDERAL PROGRAM EXPERIENCE CivilTech Engineering, Inc. (CivilTech) and our team members have significant USACE civil works and water resources planning and design project experience extending more than 15 years. CivilTech has been a Prime Contractor and an integral team member on several USACE water resources project planning studies and design. Our team brings the demonstrated technical and management experience in USACE Civil Works project planning and design.

CivilTech has been engaged in the USACE planning process for two decades. We understand the USACE policies and regulations relative to your planning activities, including feasibility studies, general and limited reevaluation studies, continuing authorities program studies, and post authorization change studies. Between 1999 and 2006, CivlTech was tasked by the Harris County Flood Control District and the USACE Galveston

District to serve as the Lead Economics Firm on four separate General Reevaluation Studies that included:

• General Reevaluation Report (GRR), Brays Bayou Federal Flood Damage Reduction Project, Houston, Texas, USACE Galveston District and Harris County Flood Control District.

• General Reevaluation Report (GRR), White Oak Bayou Federal Flood Damage Reduction Project, Houston, Texas, USACE Galveston District and Harris County Flood Control District.

• General Reevaluation Report (GRR), Halls Bayou Federal Flood Damage Reduction Project, Houston, Texas, USACE Galveston District and Harris County Flood Control District.

• General Reevaluation Report (GRR), Buffalo Bayou and Lower White Oak Bayou Federal Flood Damage Reduction Project, Houston, Texas, USACE Galveston District and Harris County Flood Control District.

The professionals at CivilTech have technical expertise in the areas of hydrology, hydraulics, water resources planning, economics and civil engineering design. CivilTech has performed over 30 flood risk reduction studies over the past five years in the USACE Southwestern Division.

Our economists, hydraulic engineers and water resources planners were directly involved in the plan formulation process including component screening and analysis, plan evaluation and comparisons, and plan selection for implementation. The multi-disciplined team of professionals considered both structural and non-structural measures to reduce the urban flood damages.
