WE GATHER TOGETHER The Presbytery of Long Island of the Presbyterian Church (USA) held a stated meeting on Tuesday, June 14, 2016, at the First Presbyterian Church, Smithtown, New York. The meeting was called to order by the Moderator, Ruling Elder Barbara Messier, with prayer, at 12:30 a.m. A quorum was present.

We Welcome Guests and Begin Our Work

Introduction of Elder commissioners: Elders who were attending a meeting of the presbytery as commissioners for the first time were introduced and welcomed by the Presbytery.

Greetings from the host church: The Rev. James Hulsey, Pastor of the First Presbyterian Church in Smithtown, welcomed the Presbytery and noted that as of July 1, 2016, he will have served 14 years as pastor of the First Presbyterian Church of Smithtown and is a 30 year member of this Presbytery. Rev. Hulsey reminded the Presbytery that God is not finished with us, our congregations, nor this Presbytery. The Moderator, Ruling Elder Barbara Messier, led the Presbytery in the following prayer which was written by The Rev. Dr. Laurie Ann Kraus, Presbyterian Disaster Assistance Director, following the mass shooting in Orlando, Florida. Once again, Holy One, we cry, how long, O Lord? We wonder, when will it be enough? We pray you will forgive our tolerance of cultures of violence, Our fearful xenophobia, and our willingness to turn a blind eye and a deaf ear to words and deeds of intolerance. Your LGBTQ people slaughtered in this horrific attack are our brothers, our sisters, our parents and our children, and this loss of life diminishes all the human family. The same lifeblood flows through all our veins, and spills out without regard to difference, staining the floors our places of fellowship, community, and learning. Staining our lives with sorrow, fear and regret. Let the same heart beat as one among us, that we will draw together across these false divides, And rise up as one to breathe peace where there is no peace, and heal our communities and our world. God of life, whose presence sustains us in every circumstance, As the sound of gunfire echoes across Orlando we seek the grounding power of your love and compassion. We open our hearts in anger, sorrow and hope: For those who have been lost: brothers and sisters, neighbors and friends Your children, enjoying an evening of music and friendship, Whose lives were ended or maimed in a hail of hatred and gunfire We pray for those who have been spared and those whose lives are changed forever that they may find solace, sustenance, and strength in the hard days to come.


We give thanks for first responders: who ran toward gunfire, rather than away who dropped everything to save the wounded and comfort survivors We pray for doctors and nurses and mental health providers who repair what has been broken who bring healing and hope in the face of the unchecked principalities and powers of violence. God of the rainbow, once long ago, you stretched your light across the heavens to renew your covenant of peace with your people, you promised not to destroy. Help us in these days to believe that promise, and to participate in it. In the wake of an event that should be impossible to contemplate but which has become all too common in our experience, open our eyes, break our hearts, and turn our hands to the movements of your Spirit, that our anger and sorrow may unite in service to build a reign of peace, where the lion and the lamb may dwell together, and terror no longer hold sway over our common life. WORSHIP - During four different times throughout the meeting, the Rev. Timothy Hoyt Duncan, the Rev. Kate Jones-Calone, the Rev. Kymberley Clemons-Jones and the Rev. Elisabeth Simpson led the Presbytery on reflections from Isaiah 1:10-17. REPORT OF THE STATED CLERK - The Rev. Mark Tammen, Stated Clerk, presented the following motions which were approved by the Presbytery:

*Motion: That Presbytery approve the minutes of the Stated Meeting held on April 19, 2016. *Motion: That the Presbytery adopt the 2016 Committee on Representation Report prepared by Ruling Elder Shirley Russell. (Appendix I ) *Motion: That the Presbytery receive the following report from the Presbytery’s Synod Commissioner, Rev. Stephen Fearing.

Report from the Synod of the Northeast - The Rev. Stephen Fearing commissioner to the Synod of the Northeast reported on the New Way Forward which is a drastic restructuring of the Synod. It emphasizes emerging leaders which is an initiative which strives to identify, connect and support a community of peers for younger leaders and also to be inclusive. He serves on the Mission Working Group and Ministries Committee – they have distributed $80,000. to campus ministries and $336,000. to churches that are doing innovative mission in the Synod.

The Synod is proposing an overture to GA to change the Book of Order. Overture 06-09 “Ruling Elder Defined” to Allow for Individually Commissioned Ruling Elders. This overture would allow individually commissioned ruling elders to exercise their leadership gifts within a mid-council and without the requirement that they have to have previously served on a church session. This overture will make it possible for young adults, immigrant faith communities, spouses of clergy, emerging worshipping communities to use their gifts and answer the call of the Holy Spirit to serve the church at the Presbytery and Synod levels. Presently the path to being a Ruling Elder must


first start by serving the local session. This prohibits many, who have gifts and desire to serve, from sharing their gifts at the Presbytery and Synod level.

INFORMATION 1) The closing worship service and dissolution of the First Presbyterian Church of East Moriches occurred on May 22, 2016. 2) The Rev. Twyla Boyer was transferred to the Presbytery of Genesee Valley, effective June 7, 2016. SESSION MINUTES STILL MISSING FROM PREVIOUS YEARS Session Minutes - Islip – 2012-2013. 2013-2014, 2014-2015 Session Minutes - Mineola 2010-2012-2013, 2013-2014, 2014-1015 Session Minutes - Shinnecock 2008-2013, 2013-2014, 2014-2015 SHEPHERDING COUNCIL REPORT - Ruling Elder Barbara Messier introduced Charlaine Apsel who reported on behalf of the Salt and Light Team. Ms. Apsel informed the presbytery that they still have money in their budget to distribute and reminded the Commissioners that grant applications forms may be found in the file cabinet on the website. In order to receive grant money two or more churches must be in partnership. The following groups have received granted monies in 2016: Open Door Exchange (ODE), the West End Cluster Youth Group for a mission trip, and the Presbytery’s El Salvador Mission in the community of Santa Cruz, El Salvador. The Practical Resource Center is conducting various webinars in the coming months on stewardship, worship and an alternative Sunday School series. To find a complete list of webinars or to register on line for these webinars go to www.prcli.org Presbytery Day – Ms. Apsel reported that Presbytery Day is October 1, 2016, at the Westminster Presbyterian Church in West Islip. This year’s theme is “Generosity Rising: Lead a Stewardship Revolution”. Guest speaker is the Rev. Dr. Scott McKenzie, a partner and senior vice-president with Horizons Stewardship. He has worked in stewardship for over 25 years as a denominational leader. Ms. Apsel encouraged the Presbytery to sign up as soon as possible because space is limited.

Ruling Elder Lorna Lisa (Brentwood) reported on the grant monies received for the Presbytery’s El Salvador Partnership Mission Team. The grant will be used towards assisting the community of Santa Cruz to purchase seed and fertilizer. She thanked the Salt and Light Team and the churches in our Presbytery for their generosity and explained how much a difference their gifts make in the lives of the people living there. Cuba Work Group – Ruling Elder Barbara D’Andrea, (East Hampton, First) chair of the Cuba Work Group, reported on the work that the Presbytery of Long Island has been doing in Cuba for more than 30 years and of the visit this spring to Cuba while President Obama was there. Ruling Elder Dennis D’Andrea,

(East Hampton, First) shared his experiences while serving at Guantanamo Bay during the Cold War; Ruling Elder Martha Porter (Setauket) reported on her impressions of Cuba and the work of the sister churches; and the Rev. Rob Stuart (HR) reported on changing attitudes that he observed in Cuba since going there and how it has changed him personally. Peace Justice and Hunger Work Group – The Rev. Kenneth Graham, chair presented the “Peacemaker of the Year” award to Ruling Elder Maria Studer (Levittown). Rev. Graham said that to do peacemaking requires boldness and Elder Studer puts words into action every day by serving boldly. An award of $500 was given to her which she is donating to Interfaith Nutrition Network and Long Island Jobs for Justice. Rev. Graham presented a book on lighthouses to her which is a symbol of a light that does not go out, just like Maria Studer and her work. COMMISSIONING OF THE 222ND GENERAL ASSEMBLY DELEGATES – Ruling Elder Larry Keith, 2nd Vice-Moderator, led the Presbytery in commissioning the following delegates to General Assembly: The Rev. James B. Rea, The Rev. Nancy Howarth, Ruling Elder Magalene McClarrin (Roosevelt), Ruling Elder Barbara Messier (Oceanside).

WE OFFER OUR SERVICE TO THE COMMUNITY COMMITTEE ON MINISTRY - Ruling Elder Magalene McClarrin presented the following motions which were approved by the Presbytery: 1. The Committee approved the 2017 Compensation Program for Pastors with Housing and Manse Allowances and recommended approval by Presbytery. The 2016 Report on Clergy Compensation was shared with the Presbytery. (Appendix II ) 2. The Committee recommends that Presbytery end the call of CRE Gustavo Sanchez to Iglesia Evangelica Presbiteriana Nueva Vida in Malverne as of July 31, 2016. 3. The Committee recommended Tracie Saunders be examined by presbytery at their meeting on June 14, 2016, prior to her accepting a position as Temporary Supply Pastor at Grace Presbyterian Church, Selden. ITEMS FOR INFORMATION:

At its meeting on May 3, 2016: 1. The Committee approved an extension of the Designated Pastorate of Rev. 5. The Committee approved the appointment of Rev. Dr. Craig Malbon as Parish Associate at the Setauket Presbyterian Church for the period January 1, 2016, through December 31, 2016. The Cash Salary and Housing Allowance total $5,000. There are no other benefits. 6. The Committee approved a request by Rev. John Kloepfer to be added to the Pulpit Supply List, and possibly also consider him as an Interim Pastor. 7. The Committee gave permission for Rev. Kathlyn Ferguson Nealand to labor outside the bounds of the Presbytery of Long Island in the Moravian Church in Staten Island. 8. The Committee approved Rev. James Barnum moderating the Merrick session meetings and he will share pastoral duties with Rev. Paul Gaug. 9. The Committee approved a request by Rev. Twyla Boyer to dissolve the relationship between herself and the session of Middle Island Presbyterian Church, pending the vote of the congregation, to accept a call to Albion Presbyterian Church in the Presbytery of Genesee Valley. 10. The Committee heard and concurred with Rev. Elisabeth Simpson’s request to be Honorably Retired as of October 1, 2016. At its meeting on June 7, 2016: 1. The Committee approved Rev. Tammy Rae Keller to serve communion at Remsenburg Community Presbyterian Church this summer.


2. The Committee approved (with 2 abstentions) the sale of the Levittown manse with the condition that the principle be retained for future purchase of a manse. Interest would be applied to current housing costs.

3. The Committee approved (with 2 abstentions) having Rev. Glorya Johnson moderate session meetings at Middle Island Presbyterian Church. 4. The Committee approved the extension of Luz Muller’s term as Ruling Elder at Primera Iglesia Presbiteriana Hispana in Brentwood. 5. The Committee approved the Ministry Information Form as submitted by Old First Presbyterian Church in Huntington.

6. The Committee approved Gustavo Sanchez accepting a position as organizing Commissioned Ruling Elder at Center Moriches Hispanic New Church Development at the following terms: effective date – July 1, 2016; Cash Allowance and Manse Allowance, $38,500; Tax-Deferred Investment, 1,000; Free Use of the Manse (annual fair rental value, 24,000); Full Utilities, heat, electricity, and water (approximate annual cost) 6,000; Pension and Medical Dues, 23,178; Additional Insurance, NA; SECA Tax Reimbursement, 5,240; Automobile Expense Reimbursement, church business mileage at IRS standard rate; Pastoral Ministry Expense Reimbursement, 500; Continuing Education Expense Reimbursement, 1,500; Vacation, 30 days, including 5 Sundays; Continuing Education Time, 14 days, including 2 Sundays; Paternity Leave, per presbytery guidelines; Moving Expenses, unknown; Total cash outlay: $99,918, exclusive of auto and moving expenses. 7. The Committee approved Tracie Saunders as Temporary Supply Pastor at Grace Presbyterian Church in Selden, effective June 15, 2016, at the following terms: Part-time, 20 hours/week; Housing Allowance, 15,000; Tax-Deferred Investment, NA; Pension and Medical Dues, NA; Additional Insurance, NA; SECA Tax Reimbursement, NA; Automobile Expense Reimbursement, NA; Maternity Leave, NA; Moving Expenses, NA. Pastoral Ministry Expense Reimbursement, Continuing Education Expense Reimbursement, Vacation and Continuing Education Time amounts will be submitted by session, as per agreement with the session and COM. The committee followed AA/EEO guidelines.

8. The Committee recommended that the Presbytery grant membership in the Presbytery of Long Island to Tracie Saunders. Statement of Faith Rev. Tracie Saunders I love God. I trust God. I believe in one almighty, all knowing, everywhere present at the same time God. I believe that God is love. God is a spirit, neither male nor female. God is good, full of mercy towards all of creation. The following is my description of God’s character: loving, kind, gentle, merciful, forgiving, gracious, patient, and efficient. God is a lover of diversity, different colors, flavors and peoples. God is a jealous God and expects His/Her creation to worship God exclusively.

God is the creator of all things. God loved me before He/She created the foundation of the world. God had a plan for me before He/She created the foundation of the world. My purpose on this earth by the grace of God is to worship and glorify God in all that I do: at home, at work, at church, everywhere I go. God is with me always. I bring God wherever I go. God guides me each and every day through the Holy Scriptures that were divinely inspired and written by men.


I believe in the trinity, God the Father/Mother (parent), Jesus Christ the Son, and the Holy Spirit. They are three distinct entities in one, the Holy Trinity. Jesus Christ is my Savior, the Holy Spirit is my Helper, and God is my divine parent. I believe that Jesus Christ is God’s one and only son and was with God from before the beginning. God sent Jesus Christ to this earth to save the world from eternal death. God gave Jesus to the world to show us, teach us, heal us, minister to us, and ultimately die for our redemption.

Jesus was crucified and suffered a horrible death on the cross to save all of us from our sins. The sacrificial blood that Jesus shed washes away all of my sins. After Jesus died, he went to hell and defeated the devil and got the keys to hell from Satan. Because of Jesus I have victory over death and hell. Jesus represents the extent of God’s love, grace, and mercy toward His/Her creation. There is only one way to Salvation and eternal life with God in heaven and that is through faith in Jesus Christ, by the unmerited grace of Almighty God. How one is exposed to Christ is unlimited by the mercy, creativity and omnipresence of our Sovereign God.

I am a disciple of Jesus and I was called by God to preach the Gospel. Jesus is the example by which I live and I look to the life of Christ to get answers about how to live my life. Discipleship is the work of imitating and following Jesus by the grace of God and it requires that one learn from the master teacher.

I believe in the Holy Sacraments instituted by God and follow Jesus' command to baptize believers in the name of the Father, the Son, and the Holy Spirit and to celebrate the Lord's Supper as often as I can. In Jesus Christ, God calls people to faith and to membership in the Church, the body of Christ. Baptism is the visible sign and seal of that call and claim on human life and of official membership into the Church. Both believers and their precious children are included in God's covenant love and the baptism of children witnesses to the truth that God's love captures people before they are able to understand, accept and respond in faith. Being washed in the waters of baptism transforms Christian believers into a new life of Christ living in their hearts. By invoking Christ's presence at table in the celebration of the Lord's Supper, through eating bread and drinking wine, we are consuming spiritual sustenance as we remember God's covenant promises of love, peace, wholeness, healing and forgiveness. Our Lord and Savior, before he died on the Cross, was a master teacher and taught the disciples the way to be in his absence. Jesus not only taught them how to pray the Lord's Prayer but also how to be disciples and follow him. Discipleship is a process of consistent learning and growing in Christ. By God's Grace I obtain knowledge of Jesus Christ from the Holy Scriptures and what is revealed to me through the Holy Spirit. I continue to grow my faith in Jesus Christ through praying, studying the bible (Old and New Testaments), singing praises to God, loving people, fellowshipping with other believers and worshipping God. My favorite theme is “I can do all things through him (Christ) who strengthens me.” (Phil 4:13 NRSV)

From before the beginning, God called and created me to be a pastor. I accept this call knowing full well that it is not by my might nor by my power, but only by God’s Spirit and power that I am equipped and able to fulfill God’s call for my life. The best part is that God is with me always, right beside me, goes before me and follows behind me. God has specifically and intricately guided and lead me to the Long Island Presbytery to be the pastor of Grace Presbyterian Church. My vision is to build up the congregation and lead the church in spreading the Gospel to the community through relationships and discipleship.


Following the reading of her Statement of Faith the Presbytery examined Tracie and the Presbytery unanimously approved the Rev. Dr. Tracie Saunders to become a member of the Presbytery of Long Island.

A SERVICE IN RECOGNITION OF THE HONORABLE RETIREMENT OF THE REV. ELISABETH SIMPSON The Rev. Wanda Lawry Hughes spoke about Rev. Simpson’s ministry on Long Island and in the community where she serves as Pastor of the First Presbyterian Church of Glen Cove. Rev. Hughes spoke of their shared experiences on mission trips and in the West End Cluster of Churches. The Moderator presented Rev. Simpson with a gift and certificate of Honorable Retirement.

BREAK AND FELLOWSHIP TIME - The Presbytery was given a 30 minute break to enjoy refreshments provided by United Adult Ministries and to have fellowship with their colleagues. Following the break, the Moderator thanked the United Adult Ministries for providing the Delicious refreshments for the meeting and she gave special thanks to the members of the Smithtown Church and their Pastor, the Rev. James Hulsey for hosting the Stated Meeting of Presbytery. The Presbytery responded with a round of applause. NEW CHURCH FELLOWSHIP AND DEVELOPMENT COMMITTEE - Ruling Elder Marilyn Fox, Chair of NCD Elder Fox reported that Rev. Kally Elliott has been working in the Long Beach community reaching out to the unchurched there in order to have a reformed presence there. It was reported that CRE Gustavo Sanchez will be the Organizing Pastor for the Center Moriches Hispanic New Church Development which will meet in the manse of the Presbyterian Church of the Moriches. CRE Sanchez had been serving the Iglesia Evangelica Presbiteriana Nueva Vida Church. Elder Fox asked for prayers for the Nueva Vida Church in Malverne that they will soon have a new pastor. Moderator Barbara Messier led the Presbytery in recommissioning CRE Gustavo Sanchez as Organizing CRE to the Center Moriches Hispanic New Church Development effective July 1, 2016. GLENWOOD LANDING ADMINISTRATION COMMISSION –The Rev. Kymberley Clemons-Jones reported that the Glenwood Administrative Commission and the United Adult Ministries hosted an Open House for the newly formed Glenwood Life Center on Saturday, April 9th at 10:00 a.m. The goal of the Open House was to introduce Glenwood Life Center to the Presbytery members, to share the vision and to show off the portions of newly renovated space. It was a success with approximately 30 people in attendance and the catering staff of Flushing House provided refreshments. There was an open discussion led by Nancy Rojas, Development Director at Flushing House, with other possible key partners as to their programming interests at Glenwood Life Center. The next steps are to staff the Center and to continue to look for substantial programming and funding opportunities.

EAST MORICHES ADMINISTRATION COMMISSION –The Rev. Charles M. Cary reported that the final worship service and the dissolution of the First Presbyterian Church of East Moriches was held on May 22, 2016. The Commission is currently discerning the following options: 1) find a worshiping community that would use the building 2) follow Glenwood Landings use of the church or 3) sell for commercial use. Following their discernment the Commission will report to the Presbytery.

HUNTINGTON CENTRAL ADMINISTRATIVE COMMISSION – The Rev. Fred Woodward The Rev. Fred Woodward reported that the Rev. R. David Aldridge, Pastor of Central Presbyterian Church, Huntington, has moved to Illinois. The next meeting with the Session of Central Presbyterian Church will be held on August 3, 2016. Rev. Woodward further advised the Presbytery that the Commission hopes to bring a substantive report to the Presbytery Stated Meeting in October.

Per Capita is actually the opportunity for each of us to participate equally, responsibly and interdependently by sharing the cost of mission. It’s the opportunity to share in our mission of performing ecclesiastical, legislative and judicial functions that identify a reformed church, and at the same time, strengthen the sense of community for all Presbyterians, bringing people together to discern the mind of Christ.

Once again, I am extremely happy with the effort from our member churches. As you can see, we are doing quite well regarding the participation of our Per Capita and Mission Giving. Unfortunately, as you can also see, even though we are close to where we SHOULD be regarding contributions, we are still operating in the red. As identified in previous meetings, the revenue of the Presbytery is not sufficient to cover our expenses. This is being addressed by our Budget Committee and Trustees, and I look forward to the participation from each of you as we embark on our solution. BUDGET AND FINANCE COMMITTEE – Ruling Elder Diane Perry The Budget and Finance Committee is not prepared to present a proposed 2017 budget to the Presbytery as of this date. The Committee has concerns and issues with respect to balancing the 2016 budget and with respect to the current financial situation of the Presbytery. The Committee is seeking a new means of review which will include a full presentation of all Presbytery operations. The Committee will be studying the auditors' 2015 Financial Review of the Presbytery of Long Island. It is imperative that every presbyter making decisions about the 2017 budget have a comprehensive understanding. Studying the auditors' review is the first step and is strongly encouraged for all. The Presbytery of Long Island has been experiencing end-of-year deficits every year since 2010. The Presbytery Center is 20 years old this year, and capital repairs and maintenance have been affecting this financial position and will continue to have similar ramifications. The repairs necessary after hurricane Sandy and other capital repairs were not part of the budget.

The reality of closing small churches, churches leaving to join other presbyteries, and churches leaving to join other denominations further affects the budget, usually increasing the deficit. The Budget and Finance Committee is committed to gathering information about all financial aspects of the Presbytery's operations. The Committee has determined that this is the year to be fully inclusive and comprehensive in its fiscal stewardship. This is the time to consider all possibilities and to take action to become responsible stewards.

Per Capita – Ruling Elder Frank D’Andrea led the Presbytery in a song about Per Capita composed by the Rev. Jeffrey Prey to the tune of: How do you Solve a Problem Like Maria? “How do you solve a problem like per capita? Does anyone understand what it does? They nickel and dime you here…It’s money that we hold dear… and we’d rather keep it close to home…” (Following the song Rev. Prey provided the following explanation) And that's enough to hopefully get your attention and encourage you to read on in what could very well be a dry and scholarly consideration of the topic of Per Capita giving and the Presbytery Budget (well, not likely very scholarly, but I do try to aim high...). Okay - per capita. The "head tax." An "every member charge" for the privilege of belonging to a Presbyterian Church. Something "they" bill us for, and we just have to suck it up and pay. Perhaps one of these fits with how you view it. But did you know that per capita giving is really a way we all - together - support the larger mission and ministry of the church? Not just our own local congregations (awesome though each one of your congregations is...), but as a concrete expression of what we understand to be the connexional nature of the church. For example: your per capita giving helps the Committee on Ministry work with your local congregation when you go through a time of transition in pastoral leadership... it helps provide guidance for those who feel called to the ministry - from the ministries of your local congregation... it helps us plant new churches (yes, we do that, and - have done that), and commission them as new and functioning congregations (awesome as they are...)... it helps our members come together and plan mission trips to El Salvador and Cuba... it enables us to work with churches and pastors in crisis - to seek healing and a renewed sense of calling.

(Just in case I've exhausted your attention span, go back and re-read that last paragraph. It touches on just the tip of the iceberg of what your per capita giving does.) Wait. You mean your church isn't paying per capita? Why not? You don't feel you can afford it? You're hacked off about something they did in Louisville (never in Commack, because we're "practically perfect in every way" - I must have a fixation with Julie Andrews today). Well, I challenge you to re-evaluate your sense of being connected with other Presbyterians on Long Island - not to mention around the world. Per capita giving joins us all in a work much larger than we could undertake on our own. Will you like all that is done? Of course not. But that's a pretty lame excuse for not being connected. I, for one, don't like brussel sprouts - but if that's what I get, I'll eat them (as long as they are slathered with butter, garlic, cheese, chili peppers, and anything else to hide the flavor and texture). Your participation in per capita provides you the opportunity to "bring the garlic," if you will.


Well, that's all for now. I think we can all agree it fell far short of scholarly, but maybe some of that will find its way into the eagerly awaited sequel: "Per Capita: Part Deux." BOARD OF TRUSTEES - The Rev. Peter Sulyok, President The Board of Trustees recommended and Presbytery approved that the Presbytery concur with the Committee on Ministry’s recommendation allowing the First Presbyterian Church of Levittown to list its manse for sale, holding all the principle from the sale for the future purchase of another manse, unless or until the First Presbyterian Church of Levittown and the Presbytery agree that the First Presbyterian Church of Levittown is not going to use a manse again.

The Board of Trustees reported that it has signed the agreement with Triple H Contracting, Inc. Energy Efficiency Experts to complete the work recommendations provided to the Presbytery by the Long Island Progressive Coalitions PowerUP Community.

The Board advised the Presbytery that it is still possible for churches to have such evaluations and work done to their facilities. Elisabeth Simpson reported that the Presbytery will purchase 10 generators for churches on the south shore of Long Island to share. Rev. Simpson reported on the 7 simple steps for churches for church emergency preparedness. 1. Create a directory of every member's cell phone number and make sure everyone in the congregation has that directory; indicate who is able to text, as well. 2. Designate a contact person(s) to coordinate communication and actions during and immediately following an emergency. 3. Purchase and maintain a generator at the church, and a pool of people willing to help welcome and prepare coffee, tea, and possibly soup. 4. Develop a listing of local resources - agencies, names and phone numbers - to be contacted in an emergency. 5. Have the Pastor's cell phone posted in the church for local police and firefighters who may respond. 6. Know who in the congregation would need specific help in times of emergency, power outage, etc., i.e. folks on oxygen, needing medications, other health issues, who are alone and at risk. 7. Develop good working relationships with local leaders who may be helpful and/or may connect with people who will need the church's help. COMMISSIONING OF OUR MISSIONARIES - 2nd Vice Moderator, Larry Keith, led the presbytery in commissioning local and international missionaries to working with the homeless in Washington D.C. and in the rural communities of El Salvador.

1. Cash Aggregate

Defined as the total of the cash salary, including the manse allowance, plus the amount put into the defined contribution plan, or 403(b) (see #4B below).

The Manse Allowance - Defined as that portion of the cash salary that the pastor reasonably expects to spend from his/her own resources on the home, including furnishings. - Must be designated by the session in advance of when expended, not retroactively. May be adjusted during the year, in advance of increased expenditures, keeping the total aggregate the same. - Accurate records and documentation of amounts must be kept by the pastor. Unused portion should be reported by the pastor as income. - Not subject to income tax, but subject to SECA tax and Pastor’s Participation Plan (*) dues. The minimum cash aggregate shall be $47,970. - The minimum cash aggregate shall be increased one-half of one percent for each year since a pastor’s ordination, up to 30 years. - The minimum cash aggregate shall be increased by $2,000 for churches with 151-350 members, $4,000 for churches with 351-500 members, and $6,000 for churches with over 500 members.
