Web Application Development Resources using LANSA VL

I. RFP Summary Statement

The State Universities Retirement System of Illinois (SURS) is soliciting proposals to provide a contract resource for web application development using LANSA VL. A firm submitting a proposal is referred to as “responder”.

II. Background Information Agency Background

SURS is the administrator of a cost-sharing, multiple employer public employee retirement system. SURS membership includes employees of the public universities, community colleges and other affiliated organizations. As of June 30, 2011, SURS membership totaled more than 213,000 active, inactive and retired participants. SURS maintains both a defined benefit and defined contribution plan. SURS’ Annual Financial Report as of June 30, 2012 is available for download at www.surs.org. Current Information Technology Infrastructure

SURS maintains a custom application for pension administration on the IBM iSeries platform. The pension application has been enhanced with web facing applications for the members, employers and reciprocal retirement systems.

III. Scope of Services

The purpose of this Request for Proposals is to solicit proposals from one or more qualified firms to provide a programming resource with the expertise using LANSA VL in developing Web Access Modules (WAMs) to interact with the SURS business data on the IBM iSeries platform. SURS desires to contract with an established vendor providing a high level of expertise in a wide variety of IT applications, systems and services. The proposer must demonstrate that it has the management and operational experience, financial resources, and personnel necessary to successfully perform the services specified in this RFP and any resulting contract. Project Orientation and Location for Development

Responders should plan a visit to the SURS Offices at Champaign, IL for a two day orientation to the project and SURS development environment. Costs for the orientation should be included in the proposal and shown as detail in the proposal. After the orientation, SURS feels all development can be performed from the Responder’s location using an Internet connection.

Sample Screen Layouts and Specifications

Included as Attachment I are two representative screen layouts and program specifications. There are 19 WAM functions which are planned to be developed.

IV. Duration of Contract

The initial contract will begin March 18, 2013 and end June 30, 2013 (approximately 3 1/2 months).

SURS reserves the sole right to renew agreements for any or all of the option periods specified, based upon its continuing needs and favorable market conditions.

V. RFP Specifications

A. Schedule

The following schedule may be changed if necessary. If the schedule changes, affected responders will be notified by mail. In no event will the dates listed below be changed to earlier dates.

B. Proposal Submission

In order to be considered for selection, proposals must be received via e-mail in Adobe Acrobat, Word, or Excel formats by Doug Steele at [email protected] no later than 4:30 p.m., on the due date listed above. Please reference the “2013 LANSA Web Application Development RFP” in your proposal. An e-mail confirmation will be sent confirming receipt of the proposal. Proposals will be confidential during the selection process. Upon completion of the selection process, all responses, including that of the firm selected, will be a matter of public information and will be open to public inspection, in accordance with the State of Illinois Freedom of Information Act (FOIA). Attachment II is the SURS Standard Contract Addendum which must accompany any contract for service. Please indicate you firm’s acceptance to its conditions as part of your RFP response.

C. Rights Reserved

This RFP does not obligate SURS to complete the RFP process. SURS reserves the right without prejudice to reject any or all proposals submitted. SURS also reserves the right to remove one or more of the services from consideration for this contract should the evaluation show that it is in SURS’ best interest to do so. SURS may, at its discretion, issue a separate contract for any service or groups of services included in this RFP. SURS may also negotiate additional provisions to the contract awarded under this RFP. SURS reserves the right to amend any segment of the RFP prior to the announcement of a selected firm. In case of such amendment, all respondents will be afforded the opportunity to revise their proposals to accommodate the RFP amendment. There is no express or implied obligation for SURS to reimburse for any expenses incurred in preparing proposals in response to this RFP. All materials submitted in response to this RFP will become the property of SURS. Materials received will be considered public information and will be open to public inspection, in accordance with the State of Illinois Freedom of Information Act (FOIA). D. E. Specific Proposal Contents

Any firm responding to this RFP must submit its proposal via e-mail in one electronic document. A specific outline must be followed in order to facilitate SURS’ review and evaluation of the responses received. A response to this RFP must include the following sections in the order listed:

VI. Selection Process

The selection process under this RFP will be as follows:

A. Non-Qualifying Proposals An Evaluation Team will evaluate each Proposal to determine if it was submitted in accordance with the requirements set forth in this RFP, including whether the Proposal meets all of the applicable minimum qualifications. Any non-qualifying proposals will be rejected at this time and the proposing firms so notified.

B. Selection of Finalists The Proposals will be evaluated by an Evaluation Team that consists of the Director of Application Development, Director of Operations and the Technical Support Manager.

The screen will be available for In-house website through a left side link . It will not be available on the Member website.

A blank line will always display for entry of a new Beneficiary/Survivor. After an “add”, a new blank line will appear.

These are beneficiaries that have been copied from the member beneficiary file into an Estimator beneficiary file when the version was created. Add/updates/changes here do not affect the member’s beneficiaries entered in CSG.

The “Refresh” button will delete the records from the estimator file (CLRSB) and create new records in this file copying the member’s beneficiary information.

Program Description:

This WAM displays and allows update of the options that go into an estimate calculation from the CLREP, CLRWP and CLRSB files. The user is allowed to enter and modify data. This is the first screen that a Member will navigate from the Member website. The CLREP and CSMRQ records should be created, if it does not already exist, just before navigating to this screen from the Member website. The CSMRQ record will be created using a submit remote (See BEESTSEL). The MRQ Type will be EM for Estimate by Member. The Rtr Wrk Benef/Survr Info (CLRSB) file should already be built. See BEESETSEL for logic. This screen will include right side links and information, navigation through Tabs and secondary navigation. Counselors will navigate to this screen by selecting an estimate version from the BESELEST screen. Values passed into this WAM will include the Source (SURS or Member), User Id (when Source = SURS), Security level (when Source = SURS). Web Routine: Estimator Options Initialization: Build/Update Rtr Wrk Purch Svc Avail (CLRWP) If Source = Member, delete any records in the CLRWP file for the claim/version. Update RWP records, removing any purchases that are no longer available, adding purchases that are available but not in the file, update any in the file that have changes in service credit or cost, change the select indicators from Yes to No and zero out the selected service if the record has changed. Notes:

This screen replicates the Retirement Est Option screen (CLREP22S) on the AS400 and the Purchase screen (F16 – CLRWP07S).

CLREP22S displays the message “Reversionary Amount selected &1 is greater than maximum allowed” after a calc when tickler 1110 exists then deletes this tickler. For the web screen the message will be displayed based on an indicator returned from the calc function. Other messages based on ticklers created by the calc function will based on indicators coming from the calc function. The web screen should not create or delete tickler 1324 as done in CLREP22S. Logic using tickler 1411 will not be needed.

Do not include the logic in CLRWP07S that creates ticklers 1823, 24, 25. These are no longer needed.

This is the first screen to be displayed when accessing the estimator from the member website. For Members not allowed to do an estimated but may have a refund, the refund amount may be displayed on the Member website without navigating to the estimator.

All navigation from here will display tabs and left side navigation and right side information. Right hand side is non-enterable fields, determined by member information, version, and options selected. These will remain on the right side for other screens.

Ticklers tab will not be displayed for Member estimator.

Term Date is display only if member status is terminated.

Status will be a radio button to select Academic or Staff.

Yes/No fields will be radio buttons to select. Fields such as Reversionary option will be drop down select lists.

Installment purchase section will list all installments. It will not display if there are none.

Available Purchases section will list all available purchases. It will not display if there are none. A check box will be provided to select purchases.

When first entering this screen for a version, the program will look for any installments and available purchases. On re-entry, the lists will be refreshed if necessary. Previously selected available purchases will remain selected.

Results and Reports tabs will not be available until after the estimate is calculated.

All messages, error or informational, will display at the top.

For in house use: If the Member letter has been printed or the user (non-member) does not have edit authorization, fields will be display only.

All red text and buttons will be hidden on the Member estimator.

Blue text is to be displayed on the Member estimator for portable members only. Contigent Annuitant name and birthday will be populated if found in the system. Birth Date will be an editable field.

Clicking on any button will do perform a validation of the entered information. If no errors have occurred, then the button action will be performed.

If there are future earnings with the estimate, the “Continue” will create the future earnings records and transfer to the Future Adjusted Earnings screen. Otherwise, it will say “Calculate” and perform the estimate calculation. If the calculation is successful, the result screen will display.

Incorporate edits from CSG screen for Vacation days/earnings

For Member website, Retirement date must be on or after all contract end dates if there are any ongoing installment contracts. It must be on or after the current date.

With purchase selection, in some cases Repay Refunds must be purchased before a prior service. This condition will be checked when selecting a prior service for a member that also has a repay refund available. A message will display. (See existing CSG functionality for the rules.)

QUESTIONS/DISCUSSIONS

3. I’m confused on need for F14 Create Earnings. Can’t this be automatic when Earnings assumption information is entered or when

a. Yes. When earnings assumptions have been entered or changed, Earnings records can be created when the “continue” button is

clicked.

4. Will all current functionality behind the F20=Reciprocal function be needed? There seems to be a lot of options, F-Keys and functions.

a. No, display only reciprocal information.

5. Does Status need to be an enterable field for the Member estimator?

a. Yes and good for in-house estimator too.

6. It appears that the F23=Request Audit Report is not used. Is that correct? Is this functionality needed in the new estimator. The report

uses results files and WRK files, therefore may have to print from the web.

a. It is not needed. Data currently shown on this report will display on results screens.

7. Is there need for a “Validate&Save” without “calculate”?

a. No, See “Return to” notes above.

8. After a successful “calculate”, should the results screen be displayed. (note: result tab will be available).

a. Yes (NOTE: This action will be on a later screen now that ‘calculate” button was changed to “continue”.

9. Should messages from the “calculate” be displayed or modified for Members?

a. A list of message will be reviewed to determine which are needed on Member website and which on In-house website.

10. Should indicators on right side be hidden on Member website? (Purchase Included, Earnings Adjusted, Percent Time Work Adjusted)

ADDENDUM TO CONTRACT As an addendum to the contract entered into between State Universities Retirement System (SURS) and * (the “Contractor”) on *, 200*, and in consideration of SURS entering into such contract, the Contractor also agrees to the following:

1) If the Contractor is an individual, he or she certifies that he or she is not in default on an educational loan as provided in Section 3 of the Educational Loan Default Act, 5 ILCS 385/3.

2) The Contractor certifies that it is not barred from being awarded a contract or subcontract because of a conviction or admission of guilt for bribery or for bribing an officer or employee of the State of Illinois or any other state in that officer or employee’s official capacity as provided in Section 50-1 of the Illinois Procurement Code, 30 ILCS 500/50-1.

3) The Contractor certifies that it will provide a drug free workplace by engaging in the conduct prescribed in Section 3 of the Drug Free Workplace Act, 30 ILCS 580/3.

4) The Contractor certifies that it is not barred from contracting with SURS because of a violation of either Section 33E-3 (bid-rigging) or 33E-4 (bid rotating) of Article 33E of the Criminal Code of 1961, 720 ILCS 5/33E.

5) The Contractor certifies that neither it nor any substantially owned affiliated company is participating or shall participate in an international boycott in violation of the provisions of the U.S. Export Administration Act of 1979 or the regulations of the U.S. Department of Commerce promulgated under that Act.

6) The Contractor certifies that no fees, commissions, or payments of any type have been or will be paid to any third party in connection with the contract to which this is an addendum, except as disclosed in the contract or an exhibit thereto. The Contractor shall promptly notify SURS if it ever has reason to believe that this certification is no longer accurate.

7) To the extent Illinois law is applicable to Contractor, pursuant to 775 ILCS 5/2-105, Contractor agrees to:

a) Refrain from unlawful discrimination and discrimination based on citizenship status in employment and undertake affirmative action to assure equality of employment opportunity and eliminate the effects of past discrimination;

b) Comply with the procedures and requirements of the Illinois Department of Human Rights’ regulations concerning equal employment opportunities and affirmative action;

c) Provide such information, with respect to its employees and applications for employment, and assistance as the Illinois Department of Human Rights may reasonably request; and

d) Have written sexual harassment policies that shall include, at a minimum, the following information:

i) The illegality of sexual harassment;

ii) The definition of sexual harassment under State law;

iii) A description of sexual harassment, utilizing examples;

iv) Contractor’s internal complaint process including penalties;

v) The legal recourse, investigative and complaint process available through the Illinois Department of Human Rights and the Illinois Human Rights Commission;

vi) Directions on how to contact the Illinois Department of Human Rights and the Illinois Human Rights Commission; and

vii) Protection against retaliation as provided by Section 6-101 of the Illinois Human Rights Act. A copy of the policies shall be provided to the Illinois Department of Human Rights upon request.

8) To the extent it applies to Contractor and this contract, Contractor agrees to comply with the Illinois Prevailing Wage Act, 820 ILCS 130/1, et seq.

9) Contractor shall maintain, for a minimum of five (5) years after the completion of the contract, adequate books, records, and supporting documents to verify the amounts, recipients, and uses of all disbursements of funds passing in conjunction with the contract. Contractor shall further make all such books, records, and supporting documents related to the contract available for review and audit by the internal auditor of SURS and by the Illinois Auditor General and shall cooperate fully with any audit conducted by the internal auditor of SURS and the Illinois Auditor General and will further provide the internal auditor of SURS and the Illinois Auditor General full access to all relevant materials.

10) Contractor agrees to notify the SURS Ethics Officer if it solicits or intends to solicit for employment any of the employees of SURS during the term of the contract.

11) Contractor understands that SURS and this contract are subject to the provisions of the Illinois Open Meetings Act (5 ILCS 120/1, et seq) and the Illinois Freedom of Information Act (5 ILCS 140/1, et seq).
