Nearly every state is enacting daily changes to their responses to COVID-19. Major changes are documented below. * The below survey documents state responses to COVID-19 in the following areas: ̶ Declaring a State of Emergency. All fifty states and the District of Columbia have declared a state of emergency, granting the states access to emergency funds, the National Guard, and other resources to assist affected entities and communities. ̶ Shelter-in-Place. Most states have put in place broad shelter-in-place or stay-at-home orders. These orders—among other things—impose restrictions on business across the state, effectively permitting only “life-sustaining” or “essential” businesses to continue to operate. ̶ Restricting Large Gatherings. The Centers for Disease Control (CDC) has issued interim guidance recommending that, for the next eight weeks, organizers cancel or postpone in-person events that consist of 50+ people throughout the United States. Separately, President Trump has advised that individuals avoid gatherings with more than 10 people. States, however, have taken disparate approaches—some have adopted the CDC’s guidance, others permit larger gatherings, and some states are silent on the issue altogether. ̶ Limiting Operations of Restaurants/Bars. Most states are limiting the operations of restaurants and bars. Specifically, a select number of states effectively prohibit on-premises consumption in a restaurant. These rules do, however, continue to permit take-out, drive-through, and pick-up options. ̶ Restricting Operations of Other Facilities. As with restaurants and bars, many states have enacted prohibitions applicable to other retail establishments (e.g., entertainment facilities to the public, including theaters, casinos, and bowling alleys; shopping malls; and gyms and spas). ̶ Closing Schools. Many states have closed schools through the end of April 2020, with many states extending remote-learning through the end of the school year. ̶ Postponing Elections. A minority of states have delayed their local or presidential primary elections. ̶ Offering Guidance on Insurance Coverage. Nearly every state has issued guidance to consumers and the insurance industry alike governing issues ranging from cost-sharing obligations, immunizations, telehealth opportunities, access to information, and more. ̶ Suspending Evictions. Many states are temporarily suspending evictions or foreclosures of residential and/or commercial properties. ̶ Reopening State Economies. The CDC has issued guidance for state and local officials to reopen businesses to the public. States are beginning to allow businesses to reopen and requiring implementation of specific safety measures. Not every state has addressed each of these issues, and some states have incorporated other important reforms (e.g., unemployment benefits, paid-family leave, visitation at long-term care facilities, etc.). State Regulatory Responses to COVID-19

* In recent months, state regulators have been issuing emergency regulations, guidance documents, and press releases responding to the novel coronavirus (COVID-19) outbreak. Nearly every state is enacting daily changes to their responses to COVID-19. Major changes are documented below.

* The below survey documents state responses to COVID-19 in the following areas:

Declaring a State of Emergency. All fifty states and the District of Columbia have declared a state of emergency, granting the states access to emergency funds, the National Guard, and other resources to assist affected entities and communities.

Shelter-in-Place. Most states have put in place broad shelter-in-place or stay-at-home orders. These orders—among other things—impose restrictions on business across the state, effectively permitting only “life-sustaining” or “essential” businesses to continue to operate.

Restricting Large Gatherings.
