What is SPEXS
SPEXS replaced our CDLIS pointer system
Prior to SPEXS, pointers were added only to CDL holders or non CDL holders with a CDL related conviction(s)
We now add a pointer to all credential holders in Iowa, ID cards as well as Driver Licenses
If a current Iowa credential holder moves to another state that is SPEXS, that state will then pull our pointer to reflect they are the last state to issue a credential

Enables a State to send a request to another State to terminate a DL/ID card
Enables a State to verify a DL/ID card presented as a form of identification
For States that are Real ID compliant, it limits a person to one Real ID credential

Participation
Illinois and Kansas are scheduled to go live next year - Iowa with have increased duplicates
For 2020, tentatively, 8 states scheduled to go live starting in January with Colorado
Minnesota going live September 30th. Iowa will see many more potential duplicates

Identity Theft and Fraud
If used properly, SPEXS can help identify possible identity theft and fraudThe help desk finds cases of possible fraud and or identity theft every week
Once we uncover a possible discrepancy , we gather as much information as we can and send it to our Bureau of Investigation for them to review
If a customer has a SPEXS pointer returned that we have no record of, ask the customer. If they state it is not them, you can call the help desk or send an email to us to review further

Let me tell you about……
One of our largest cases thus far involving someone who used their own identity to obtain
multiple licenses in over 12 states, including Iowa

• First appeared to be issued 05/15/19• Appeared in Iowa service center
with an Arkansas driver license and Arkansas pointer returned at issuance
• Asked for his Iowa credential to be mailed to an out of state address

• Appeared 5/29/19 at another service center on the other side of Iowa– Asked for a duplicate stating that the
one issued 14 days prior had been received and then lost
• Duplicate was issued and a SPEXS match returned to IN– Should have been Iowa if we were the
last to issue

• Of the 13 states he was issued in a matter of 3 months, 8 were SPEXS states
• Appeared on daily report as an error– When investigating further, more
discrepancies were discovered• Reviewed other state’s records
• When IN returned the pointer at the second issuance, the customer could have been asked if he was recently issued in IN as well

What To Do if issuance personnel suspects something
at issuance
• Examiner noticed IA record was NOT dog ear—it was in fact marked SUR
• Examiner asked the customer if he had been issued in NE—he stated no
• Examiner called the Help desk and we were able to confirm the image in NE did not match our image in Iowa
• Examiner was advised to contact Bureau of Investigation for guidance on issuance
• Help desk sent all information to the Bureau and notified NE

• Daily report includes discrepancies in the customer data – (DOB, misspelled name, incorrect OOS state
abbreviation)• These discrepancies result in the possible
delay of Iowa pulling the pointer, or another state pulling our pointer in addition to updating AAMVA, central site

• Biggest discrepancy encountered is the name– Spelling– Name matches on all documents including
the pointer that is returning– Hyphens and spaces can change the
outcome, VANDEN vs VAN DEN• Any time the alias is not documented,
and there is no record of it in ERMS, a sticky note needs to be created indicating where the alias is found

• When SPEXS times out—or does not complete a response– Check name, OOS license number
• PDPS, SSOLV and SPEXS confirm as a group, so if one is slow then the check will fail with the entire group. Frequently occurs with more than two possible matches in SPEXS
• This can happen with common names. You can always call or email the CDL Help Desk to check. The CDL Help Desk can see the responses and make determination

• PDPS stands for PROBLEM DRIVER POINTER SYSTEM.• It is not tied to SPEXS pointers• A customer may have a problem pointer based on
their driving history• They may have a NOT status or an ELIG status or
even VALID• For a Non-Commercial customer with a NOT status—
the help desk can view the record and determine if it is a reinstatement only or an open sanction
• A NOT status for a CDL holder is a hard stop. The customer HAS to resolve this in order to be issued in Iowa or renewed
