Social Work Reinvestment Partnerships This initiative is bigger than NASW and must include additional allies. Are there existing coalitions with which your chapter could work? Will you form a new coalition of social work groups and allies to guide this initiative in your state? Why or Why not? Who should be included? What will they potentially bring to the table?

Social Work Reinvestment Issue AreasYou have been provided with a variety of data about your state including population demographics, chapter survey results, and some social work workforce characteristics. Based on the current environment for social work in your state, the data provided and your experience, what are the most important issues for the social work profession in your state? Based upon these data and the Chapter’s experiences, think about at least three issue areas for your plan. Your partnership group may need to provide final approval. What

would you recommend to the group? List the issues. For each issue consider whether it is something that could easily be accomplished because of the current “ripe” conditions or is it something that is longer range and requires major structural or other changes to make happen?

State Plan Report Format – To Be Submitted by December 31, 2007At the end of this document is a draft reporting format for your final state plan, including samples of the type of information that should be submitted. If you develop additional types of information/data you would like to submit, please contact Rebecca Myers at [email protected] by August 1. Reinvestment Issue AreasISSUE #1

Define Issue: School Social Work Certification: School Social Workers are the only mental health professionals working in Missouri schools who are not certified. Currently over 36 states recognize School Social Workers with some for of certification, Missouri is not among them.

Sub Issue of Issue #1: School Social Work Certification also needs to ensure that they will be employed at the pay scale of the school districts teacher’s salary and benefits in Missouri.

Data Available/Needed to build case:School Social Work Association of Missouri (SSWAM) has been collecting data for the past several years regarding Missouri school districts use of school social workers, salaries, and funding sources. They have also been collecting and tabulating other state statistics for comparison to their current Missouri database. Due to SSWAM not having the funding, staffing, lobbying power, to address this issue, this group is willing to collaborate with NASW-Missouri Chapter advancing this effort for our school social workers.

Favorable conditions supporting the issue being addressed (key legislative support, public backing): Missouri’s educational climate is the focal point for the 2008 legislative session. This is due to numerous reasons such as: 1)schools loosing their accreditations with the Department of Elementary and Secondary Education, 2) an increased number of crisis issues occurring during the school year of 2007 and the beginning of 2008 within the school districts (school shootings, natural disasters, student suicides, and bullying threats), and 3) Governor’s priority to assist Missouri school districts with additional funding to provide better student education and services.

Unfavorable conditions/impediments to addressing the issue:First, the fiscal note that will be projected for requiring school districts to recognize Certified School Social Work Specialist’s on a teacher’s salary and benefits will more than likely hinder the priority. Secondly, school personnel do not see the “value” or the reason to have additional expenses with hiring a School Social Worker when they currently employ a School Counselor on staff

Estimated Time Frame for accomplishment (1-3 years or longer): This issue will take a minimum of possibly three years due to the education to school districts of the value of social work and the fiscal note attached to the initiative.

Define Issue:Reimbursement: Currently in Missouri, Licensed Clinical Social Worker are a recognized provider for Mo HealthNet (Formerly known as the Division of Medical Services-Medicaid System), but are ineligible for reimbursement for adult psychiatric services by this system.

Data Available/Needed to build case:NASW-Missouri Chapter has been working on this initiative for several years. The Chapter has been collecting and continuously updating data regarding the number of Licensed Clinical Social Workers who would require eligibility for reimbursement for these services to adult clients as well as the estimated cost to the Department.

Favorable conditions supporting the issue being addressed (key legislative support, public backing):As of 2007, Missouri does recognize Licensed Clinical Social Workers for reimbursement within all age categories and populations other than adults on Mo HealthNet. Missouri Licensure law does have language indicating that a Department may not discriminate against a licensed profession if it is acknowledged within their scope of practice to perform the service and to the group.

Unfavorable conditions/impediments to addressing the issue:First, the fiscal note that will be projected for granting Licensed Clinical Social Workers reimbursement for adult psychiatric services from MO HealthNet will more than likely hinder the priority in either the Missouri legislature or with the Department. Secondly, NASW-Missouri Chapter does not have the funds for a lawsuit against the Department of Social Services, Mo HealthNet Division. This would have to be approved by the national office which would not probably be granted or a collaborative funding effort between Missouri Society for Clinical Social Workers and Missouri Mental Health Counselors Association would have to occur which is not likely either.

Estimated Time Frame for accomplishment (1-3 years or longer):This issue may be resolved within 2008, but may need to be extended into 2009. NASW-Missouri Chapter is currently working through the 2008 Legislative session as well as the programs rules promulgation process to accomplish.

Define Issue: Licensed Forensic Social Work: Licensed Clinical Social Workers within the Department of Mental Health performing Psychiatric Social Work are not recognized to testify as expert witnesses within the Missouri Court System. However, the psychiatric evaluations, diagnosis, and treatment planning are all being administered and completed by a Licensed Clinical Social Worker within the Departments system of services at the State Hospitals. They are recognized within the Department to perform the service, but not to testify on the service.

Sub Issue of Issue #3: Licensed Clinical Social Workers working in forensic social work need to ensure with licensure of this specialized practice that salary and reimbursement is provided by Department of Mental Health.

Data Available/Needed to build case:National Organization of Forensic Social Workers of Missouri (NOFSWM) has been collecting data for the past several years regarding Missouri forensic social workers and their services within the state system. They have also been collecting and tabulating other state statistics for comparison to their current Missouri database. Due to NOFSWM not having the funding, staffing, lobbying power, to address this issue, this group is willing to collaborate with NASW-Missouri Chapter advancing this effort for our forensic social workers.

Favorable conditions supporting the issue being addressed (key legislative support, public backing): Missouri Chapter is the first NASW chapter to adopt a Forensic Social Work Committee. Missouri also has one of the largest and most active groups of forensic social workers within the National Organization of Forensic Social Workers. From a fiscal perspective for the Department of Mental Health it will be more cost effective due to the number available of forensic social workers and them not having the same pay scale as the other disciplines that perform this service within the department.

Unfavorable conditions/impediments to addressing the issue:First, the other mental health disciplines currently recognized for forensics might have a “territorial issue” with the initiative. Secondly, the Missouri legislature does not look favorable on licensing legislation. They view it as cumbersome, costly and professional “turf wars”. They are also not educated about forensic social work and the service it provides.

Estimated Time Frame for accomplishment (1-3 years or longer): This issue will take a minimum of possibly three years due to the lack of knowledge and understand of services by the Missouri Legislators of what forensic social work is and the possible “turf” battle between other disciplines within the mental health field providing this service currently.

People/partnership/consultant resources required:Collaborative efforts with NOFSWM membership, NASW-Missouri Chapter’s lobbying resources, partnerships with State Committee for Social Workers, Department of Mental Health and Missouri Psychological Association.

Define Issue:Loan Forgiveness: Currently in Missouri, social workers do not have the true sense of loan forgiveness only stipends or “work forgiveness” for their education.

Data Available/Needed to build case:NASW-Missouri Chapter is just now beginning to work on this issue and will be developing surveys and collecting data on the other state’s loan forgiveness programs.

Favorable conditions supporting the issue being addressed (key legislative support, public backing):Missouri Chapter members are extremely supportive of this initiative. Missouri Chapter has the ability to utilize other states experiences, legislation and lobbying efforts for background in working on this issue for our state. Missouri can utilize the “Loop hole” legislation and argument for our case in Missouri to support this initiative’s funding source for social workers.

Unfavorable conditions/impediments to addressing the issue:First, the fiscal note that will be projected for granting Loan Forgiveness will more than likely hinder the priority in either the Missouri legislature or with any of the Department’s. Secondly, As of 2007, Missouri does have several programs in place for social workers wanting to receive a loan for education but must work for an agency for a designated amount of time to be forgiven of the loan. The state is familiar with Title IV-E which has just been cut.

Estimated Time Frame for accomplishment (1-3 years or longer):This issue will take a minimum of possibly three years due to other disciplines wanting to join onto the legislation as well as the fiscal note attached to the initiative.

People/partnership/consultant resources required:Collaborative efforts with and the Accredited School of Social Work programs, all agencies employing social workers, and all social work organizations in the state of Missouri. It will utilize NASW-Missouri Chapter’s Lobbying resources.
