Also shown are monies returned to states from IFTA (International Fuel Tax Agreement), motor vehicle prorate, and distributions to counties from county clerk fees and county lodging taxes.

DETERMINANTS OF DISTRIBUTION

SHARES OF STATE TAX RECEIPTS APPORTIONED TO LOCAL UNITS OF GOVERNMENT ARE DETERMINED BY THE FOLLOWING CRITERIA:

COUNTY ROADS County road funds derived from percentages of state motor fuel and motor vehicle taxes are apportioned on formulas using population, road mileage and land area, with funds from gross production taxes being returned only to those counties with oil, gas and mineral production.

SCHOOL DISTRICTS School district funds from motor vehicle and gross production taxes are divided among county schools according to average daily attendance. Funds from motor vehicle taxes are subject to the provisions in O.S. 2001, Title 47, Section 1104 (B)(2), while those from the state gross production taxes are shared only in those counties with oil, gas and mineral production. Funds from the state rural electric co-op tax are divided among schools according to the number of miles of powerlines within the respective school districts of each county as of January 1 of the tax year.

CITIES AND TOWNS Cities and towns receive funds from the state alcoholic beverage tax on the basis of total area and population, while population alone is used to determine shares of state tax revenues from gasoline and motor vehicle levies. In addition, those municipalities with racetracks receive monies from admission fees.

COUNTY GOVERNMENT

County governments receive funds from state-collected motor vehicle taxes. Counties with racetracks also receive monies from admission fees. Aircraft manufacturer registration fees are collected and apportioned to the county in which the aircraft facility is located as specified by O.S. 2001, Title 3, Section 256.2(A). NOTE: Incorporated cities and towns receive their share of the gasoline tax; school districts their share of motor vehicle, gross production, and rural electric co-op taxes; and municipalities/counties their share of admission fees directly from the Oklahoma Tax Commission each month. All other subdivision disbursements are sent to County Treasurers for local distribution by prescribed formulas.
