1 STATE OF TENNESSEE COUNTY OF ROBERTSON TERM MAY 20, 2013 REGULAR SESSION Be it remembered that the Board of Commissioners of Robertson County, Tennessee met in open public session at the Robertson County Juvenile Courtroom in Springfield, Tennessee on the 20 th day of May 2013 at 7:00 PM. County Mayor, Howard R. Bradley, called the meeting to order. County Clerk, Susan K. Atchley was present also. The invocation was given by Bill Owen, Pastor of Mt. Carmel Church. The pledge to the flag followed. A roll call was taken, and the following County Commissioners were present to-wit: Bowens, Brown, Bryant, Couts, Dorris, Dugger, Eden, Farmer, Garner, Bill Gray, Kevin Gray, Gregory, Haley, Jackson, Jones, MacAfee, Ray, Spears, Vogle and Wilson. Commissioners Adcock, Baggett, Diorio and Stubblefield were absent. MINUTES OF PREVIOUS MEETING On motion by Commissioner Gregory second by Commissioner Ray, minutes of the previous meeting were approved treated same as read, made a matter of record, and filed. The motion was approved by voice vote. COMMUNICATIONS FROM COUNTY MAYOR Wayne Dugger, Veteran Services Officer, told of an upcoming Veterans Outreach Event to be held on May 24, 2013 from 10 AM to 3 PM at the National Guard Armory in Springfield. Gary Moore from Land Trust of Tennessee spoke on the history of being a farmer and gave a brief synopsis on Land Trust Conservation Easements. Property Assessor, Chris Traughber, was presented a proclamation on behalf of the State of TN by Representative Joshua Evans along with Will Denami, the executive director of the TN Assessors Association. REPORTS The following reports were received, filed and approved by voice vote on motion by Commissioner Jones second by Commissioner Couts. Solid Waste, Highway, Veteran Service, Animal Control, Finance, EMS, Planning and Zoning, Trustee, Fire Service, Library, Emergency Management Agency and Inmate Expense.

REZONING RESOLUTIONS PUBLIC HEARING

A public hearing was held before the agenda of rezoning resolutions. There were no comments. The public hearing was then closed.

REZONING RESOLUTIONS County Mayor Bradley stated unless there is an objection by one of the Commissioners, we will take a roll call vote for items one, two, three and four. Commissioner Vogle made motion to approve items one, two, three and four and second by Commissioner Farmer. Motion approved by roll call vote. Resolution number 052012030 a resolution to rezone a tract of land from AG-2 (Agricultural/Residential District) to I-2 (Heavy Industrial District) requested by the Springfield-Roberson County Airport Board was approved on motion by Commissioner Jones and second by Commissioner Jackson. Motion approved by roll call vote. (Resolution and Roll Call included)

Resolution number 052013036 a resolution of the Robertson County Commission to request funding for architect design and other fees associated with planning and design of the new South Springfield Elementary School was presented. Commissioner Haley made motion to approve and second by Commissioner Ray. Commissioner Garner then made motion to make Dan Whitlow, Schools’ Superintendent, a member of the body and second by Commissioner Haley. Motion approved by voice vote. Mr. Whitlow stated that the Department of Justice had accepted the South Springfield School’s site and he also answered several questions from the Commissioners. Motion failed by roll call vote. RESOLUTION TO GRANT HIGHWAY DEPARTMENT EMPLOYEESTIME TO TIMMY HULSEY

WHEREAS, Robertson County Highway Department and Robertson County have certainsick time personnel rules relative to employees; and

WHEREAS, Timmy Hulsey, a current employee of the Robertson County HighwayDepartmentis sick and will be requiredto exhaust his vacationtime and sick time then be out ofwork due to this illness without pay; and

WHEREAS, co-workers in the Department have determined to grant Timmy Hulseyvarious amounts of their accrued vacation and sick time, all as indicated on the attachedworksheet, for a total of530.50 hours; and

WHEREAS, the Highway Commission for Robertson COW1ty, Tennessee assembled inregular session the 2St!l day of April, 2013, voted and agreed to grant Timmy Hulsey theseaccrued vacation and sick time hours by co-workers as listed on attachment hereto.

A RESOLUTION OF THE ROBERTSON COUNTY COMMISSION TO REQUESTFUNDING FOR ARCHITECT DESIGN AND OTHER FEES ASSOCIATED WITH

PLANNING AND DESIGN OF THE NEW SOUTH SPRINGFIELD ELEMENTARYSCHOOL

WHEREAS, the Robertson County Board of Education has approved the 2013 Five Year

Facilities Plan which includes taking immediate action to plan and design an Elementary School in

the south Springfield area; and

WHEREAS, this elementary school is necessary to relieve overcrowding conditions in

multiple schools in the surrounding areas; and,

WHEREAS, completion of a new South Springfield Elementary School will provide valid

alternatives for the long-term reorganization of current school attendance areas; and,

WHEREAS, the successful implementation ofthe approved Facilities Plan is first contingent

upon the construction and occupying ofthis school; and,

WHEREAS, this elementary school will be located on the Batson property and serve grades

Kindergarten through 5th grade; and

WHEREAS, the school will be designed to accommodate up to one thousand elementary

students; and,

WHEREAS, certain engineering and architectural work must be completed in order to

proceed to the bidding process and to obtain a Guaranteed Maximum price; and

NOW, THEREFORE, BE IT RESOLVED by the Robertson County Commission,

meeting in regular session this the 20th day of May, 2013, that the County Commission

appropriates and funds, by issuance of capital outlay notes, or other sources, not to exceed four
