State College Participation in the New England Regional Student Program
as administrated by the
New England Board of Higher Education
September 10, 1971
RESOLVED, That the Board of Trustees for the State Colleges
authorizes the participation of the four Connecticut
State Colleges in the "New England Regional Student
Program" under the conditions mentioned in the attached
statement entitled, "New England Regional Student Pro-
gram State College Policy."

NEW ENGLAND REGIONAL STUDENT PROGRAM
STATE COLLEGE POLICY
Residents of New England outside of the state to whichapplication for admission is made, will be accorded second priorityin admission selection, i.e. first priority to state residents, second priority to other New England residents.
Residents of New England outside of the state to which application for admission is made, will, if admitted for enrollment in adegree program designated as part of the Regional Student Program,be charged only the regular resident tuition or instructional charge.
Those degree study program majors, concentrations orspecialization areas which are distinctive and designated by their offeringinstitutions shall be included within the Program.
Such degree programs shall be made available to the residentsof each state in which they are not offered, and these provisionsshall be in effect for an experimental period of two years beginningwithin the 1972-73 academic year.

WHEREAS, The New England Board of Higher Education, theExecutive Agency for this Compact, has organiz,ed, pUblicized,and administered that program known as the New En'gland RegionalStudent Program as partial fulfillment of this mandate, and,
WHEREAS, several thousand residents of New England have beenenabled, through this Regional Student Program, to obtain theirObjectives in higher education at public universities,publictwo-year colleges and institutes of·higher education in NewEngland, and,
WHEREAS, these stUdents, their parents, and the state governments of New England have realized great economies through theoperation of this Program,

:NOW THEREFORE BE IT RESOLVED, that this Conference of theNew England Governors supports the inclusion within thisprogram of all publicly-supported institutions of highereducation in New England, including the four-year statecolleges, on such bases as are compatible with the objectivesof the New England Higher Education Compact and are mutuallyacceptable to the institutions involved and to the NewEngland Board of Higher Education.
BE IT FURTHER RESOLVED, that the inclusion of these institutions within the purview of this program is recommendedby this Conference to commence in the academic year, 1972-73,provided that the above arrangements and mutual agreementscan be achieved before that time.
AND BE IT FURTHER RESOLVED, that this Conference hereby gi~es
evidence of its support of the New England Board of Higher,Education in the continued operation and expansion of thisRegional Student Program in all of its aspects.

Newport, Rhode Island - The New England Governors'
Conference, at their meeting today in Newport, Rhode Island,
gave its support to the continued operation and expansion of
the New England Regional Student Program administered by the
New England Board of Higher Education. The Governors also
approved a reco~~endation by the Board that the four-year state
colleges in New England be included within the provisions of
that Program by 1972-73.
The New England Regional Student Program is an outgrowth
of the mandate inherent in the Ne';rl England Higher Education
compact of 1955 and was initiated by the Board in 195B. This
cooperative, inter-state Progr~~ presently includes participation
by the six state universities, Lmvell Techn.ological Institute, and
the public two-year colleges ,of New England. Citizens of thei . ~
region have been able, through the. Program, to enroll in. these
institutions as though they vfere residents of the re:c.eivin.g
state, with preference in admission next after the preference
given to bona fide state resi,dents, and with the privilege of
paying only the resident tuition rates. Since 1958, enrollment
in the Program has totaled a.pproximately 7000. In 19,70-71, some

1800 persons were enrolled under the Program's provisions,
studying in courses not available to them in tneirnomestates
or at an out-of-state institution located closer to .their place
of residence than is an in-state college. They were enrolled
in over three hundred different courses of study.
Co~menting on the past success of the Program, Dr.
Alan D. Ferguson, Director of the Board, pointed out that, liThe
Program has greatly expanded educational opportunities for all
New Englanders, has saved each enrolled student appreciable sums
in :tui tion charges, CL'"1d has saved each state government additional
expenditures by eliminating much unnecessary duplication in course
offerings. Each of our states has realized extensive cash savings
and an expansion of educational OPportunity through the Program.
It is an excellent example of the values of regional cooperation
and is unique in thenation .. t1
After extensive research a~d discussion with relevant
institutional and state agency office.rs, the Board recomrt".ended to
the Governors' Conference. that b'1e study opportunities ava'ilable
at the four-year state c011ege$ of the r~gion should also be in
cluded within the provisions of the Program. "Counting the
constituent, four-year caI'q)uses of the University ofMain,.~, there
are now 29 such institutions in the region,l' Fergllson sab'.. "They
currently enroll over 90,000 st'udents annually ancl are obvi.ously

Following the Governors t approval of ,the recommendation ,
Ferguson described the next. steps to be taken in order to open
up these additional study opportunities to New England residents:
"Although all the state colleges may not presently wish to par
ticipate in the Program, a majority have already expressed,
through their executive officers and the executive officers of
their state boards, a desire to join the Program in 1972-73.
The Board will immedia'tely undertake to arrange mutually ac
ceptable bases for the participation of these campuses following
the patterns already established vlith other institutions. \I
He further pointed out that the Board was confident
that arrangements could be completed in time to include the
pertinent state college programs in the Board f s handbook
of programs to be open in 1972-73 under the terms of the Program.
Publication of that booklet is scheduled for mid-October and its
availabili ty will be \Videly announced.
The New England Board of Highe.r Education is the rfgional
coordinatin~f agency charterE:}d by the New England states to aid
in increasing and improving opportunities in higher education
for residents of the New England states through regional coop
eration and research.

Ther-ules &"1d regulations of the Com:mission concerning Categoriesof Planning have been accepted by the office of the AttorneyGeneral. '
Dr. Rabineau reported that the concept of the external degree andcredit by examination is being examined. Staff members from eachof the constituent units and a representative of the ConnecticutConference of Independent Colleges have been assigned to work withthe Commission staff. A questionnaire has been circulated whichw~ll identify present programs which fall into this category.Dr. Rabineau has conferred with Mr. Gould of ETS regarding thatagency's activities in this area.
A week long conference sponsored by the Connecticut LibraryAssociation has been held at the University of Connecticut. Atthis meeting~ library'goals to be pursued in the immediate future\-7ere identified.
A recognition of the collegiate offerings by Manchester CommQ~ityCollege at the Connecticut State Prison~ funded in part by Title Iof the Higher Education Act, is cited in the publication~ UrbanObservatory. Copies were provided for Commission members.
Dr. Hill presented for approval a resolution concerning statecollege participation in the New England Regional Student Program.The Board of Trustees of the State Colleges approved participationin this progrc~ \~hich is similar to the two-year college programpreviously approved by the Coumdssion. Under the provisions ofthis program, residents of Ne\\T England, outside of the state to\nLich application for admission to college is made, are accorded:Jriority in admission selection and \-7ill be charged only the'~~ular resident tuition.
