3. BEST VALUE SELECTION SCORING CRITERIA

The Best Value is determined through an integrated assessment and analysis among identified evaluation criteria. After all Technical Submissions are evaluated, they will be ranked by total Technical score. The minimum acceptable combined score for the above Technical Submission criteria is 30 points (60 percent of 50 potential points). Technical Submissions scoring less than this will be removed from further consideration.
3.1 COST BID PROPOSAL SUBMISSION – 50 points (50%)
A total of 50 Cost Points will be assigned to the Contractor with the lowest total Cost Bid Proposal Submission. Remaining bids will receive Cost Points based on the percentage by which their Cost Bid exceeds the lowest Cost Bid. These Cost Points encourage proposals with the lowest Cost.
Cost Bid Proposal Submissions shall be submitted in accordance with the Important Bidder Information in the contract proposal (inside cover of Proposal Book 2). Refer to Section 1 for submission location and format.

3.2 TECHNICAL SUBMISSION – 50 points (50%)
All Technical Submissions shall be in conformance with NYSDOT contract document plans and specifications for this project. However, where the Proposer’s Technical Submission presents Means and Methods of a higher quality than that shown elsewhere in the contract documents, and the Department has accepted the proposed change to the Means and Methods to that of a higher quality, the Proposer’s Technical Submission will take precedence for that specific higher quality Means and Methods, as applicable. This should not be construed as changing the requirement that submissions shall be in conformance with NYSDOT contract document plans and specifications for this project. No submission should rely on a grant of Value Engineering Change Proposal (VECP), as described in NYSDOT Standard Specifications Section 104-10. Submissions relying on VECPs may be deemed non-responsive.
3.2.1 SCHEDULE – (15 Points)
The Department will evaluate the proposer’s duration for Substantial Completion Milestone (Table SCD-2) submitted in accordance with the Gantt Chart and Construction Schedule Narrative for accurate, consistent and obtainable dates. Form SCD values shall correspond with appropriate milestones in the Gantt Chart.
a. FORM SCD (8 Points)
The Technical Submission will be scored based on a combined schedule consisting of Substantial Completion Milestone Date. Using Form SCD, submit the Schedule of Contract Durations in Tables SCD-1 and SCD-2.
The Contractor shall submit an overall schedule starting 10 days following the anticipated Contract Award Date to Project Completion Date (Table SCD-1). The Project Completion Date is defined in Form SCD, Note 1.
Contractor’s proposed Project Completion Date shall be no later than the completion date indicated on Form SCD, Note 1. Submissions later than this date will be deemed non-responsive.
The Contractor shall submit an overall schedule starting 10 days following the anticipated Contract Award Date to Substantial Completion Milestone Date (Table SCD-2). The Substantial Completion Milestone Date is defined in Form SCD, Note 3.
A possible 8 Technical Points may be assigned for Substantial Completion Milestone Date. The Construction Schedule criteria (Form SCD, Table SCD-2) will be calculated and evaluated by the Contract Management Bureau using the following table:

b. GANTT CHART & CONSTRUCTION SCHEDULE NARRATIVE (7 points):
The Contractor shall submit a construction schedule using Primavera P6, MS Project or any other project scheduling software program. The construction schedule shall be for the work to be performed from the execution of the contract (for purposes of preparing a schedule, the anticipated award date is June 24, 2020) up to and including Project Completion Date. The construction schedule shall include a start date and the durations in days for all major construction activities, as well as a detailed work plan with a hierarchical breakdown of work scope by construction stage, location, type and major work task. All constraints and provisions included in the contract documents shall be considered in the Construction Schedule Narrative and Gantt Chart. Indicate a clear methodology and approach to constructing the project and minimizing the impact to the traveling public.
The Gantt Chart shall show all activities grouped by work breakdown structure (WBS), activity ID, activity name, activity start date, activity finish date, activity duration (days), logic (predecessors and successors), and float. The Gantt Chart should also show the activities that are in the critical path. An example of a typical Gantt Chart is provided in this note as a reference.
The Gantt Chart submittal shall conform with the number of calendar days on Form SCD and shall include the following information, at a minimum:
Contract Award Date; Contractor’s First Day of Work; Mobilization; Begin and end dates of each phase of work. The following major work elements are
required as part of the Contractor’s schedule and defined in the contract document:1. Anchorage eyebar rehabilitation2. Anchorage reconstruction3. Anchorage dehumidification4. Deck replacement5. Barrier replacement6. Sidewalk and railing replacement, including ADA upgrades7. Steel repairs of floor system (stringers and floor beams)8. Steel repairs of stiffening truss (gusset plates and miscellaneous steel)9. Replacement of suspender ropes10. Replacement of tower pin and link assemblies11. Tower anchor bolt replacement12. End bearing and pedestal repairs13. Expansion joint replacement14. Cleaning and painting of stiffening truss15. Inspection access improvements (handlines, stanchions, access platforms)16. Replacement of roadway lighting17. Replacement of navigation lights18. Installation of decorative lighting on cables and towers

Substantial Completion Milestone – Transfer all vehicular and pedestrian traffic into itsfinal configuration with no further impacts at any time;
Demobilization; Contractor’s proposed Project Completion Date.
A possible total of 7 Technical Points for Construction Schedule Narrative, including the Gantt Chart, will be assigned to the Contractor based on the criteria in this section. This encourages proposal submissions with the best understanding of sequencing the work operations and comprehensive schedules.
The Contractor shall provide a Construction Schedule Narrative explaining the sequencing and phasing of work, tasks, number of work crews, a summary of the personnel that make up each work crew, type of equipment, logic and any assumptions presented in the schedule. There should be a direct correlation between the Construction Schedule Narrative and the Gantt Chart submitted. In addition, describe factors limiting schedule flexibility or acceleration and potential remedies.
The Gantt Chart shall be limited to no more than 10 pages. The Construction Schedule Narrative shall be limited to no more than 6 pages.
3.2.2 CONSTRUCTION APPROACH – 15 Points
The Contractor shall provide a detailed description of the Construction Approach. A possible total of 15 Technical Points will be assigned to the Contractor. This description should include written narrative, graphic inserts, charts, and tables as necessary to effectively communicate the approach to the work. The description should address the following items in the same order as shown:
a. Describe the means and methods, including any approvals and construction management,planned to perform the major work elements and discuss how the approach chosen benefits theDepartment and why it is the best solution for constructing the project elements.
b. Using Form RR, list any potential issues and risks that your firm foresees with this project,describe the impact of the risk and the means your firm intends to use to mitigate the risk andminimize impacts to the project. Using Form RR, assign a Level of Impact for each identifiedrisk and a Probability Score. Compute the Risk Score Escalation Number by multiplying theLevel of Impact times the Probability Score.
The Contractor will be scored based on meeting the criteria described above. The Construction Approach shall be limited to no more than 10 pages (including the number of pages necessary for Form RR).
3.2.3 EXPERIENCE & PAST PERFORMANCE – 20 Points
The Contractor shall provide detailed Experience & Past Performance information. A possible total of 20 Technical Points will be assigned to the Contractor based on meeting the criteria described below. The objective of the Experience & Past Performance criteria is to identify proposers with companies that have relevant experience and have successfully completed projects on time and under budget, including projects that were similar in scope (including rehabilitation of steel suspension bridges), size and complexity as this Project, as well as proposers having a successful track record with respect to M/WBE/DBE provisions.
