THE SALE OF STATE OF MINNESOTA MAILING LISTS

Since 1982, selected mailing lists have been sold by Minnesota's Bookstore (part of the State of Minnesota Depart-ment of Administration) through the state's Mailing List Service. Lists are purchased by individuals and companiesfrom across the country.

Because most purchasers of these mailing lists use the information to generate income for themselves or theirbusinesses, the philosophy within the Department of Administration is that these lists should be sold at marketvalue. In this way, the cost of providing the information is passed on to users of the data, not to State of Minnesotataxpayers. Lists are typically purchased to: provide information about continuing education introduce new products market new services recruit new employees solicit charitable contributions conduct research

Funds generated from the sale of mailing lists are used to help operate Minnesota's Bookstore. Minnesota'sBookstore receives no legislative appropriation and operates as a business in a government setting, generatingincome through the sale of publications, mailing lists, and other products available to the general public.

For individuals who do not wish to have their names included in a mailing list sold for commercialpurposes, the Mailing List Service provides an opportunity for names to be removed. Please contact us for moreinformation about this service.

The Mailing List Services offers Subscriptions, which is a complete list of licensees in a designatedprofession at a reduced price. Unless otherwise noted, lists are provided on a CD or by e-mail asASCII comma-delimited text. The master file will be sent on a CD. Special data selects are notallowed, and discounts and special offers may not be applied toward subscriptions.

Beauty Salon Subscription $500 Flat FeeMaster file plus free monthly updates of newly-licensed salonsfor one year. Monthly updates without the master file are $250per year.

Cosmetologists Subscription $1,000 Flat FeeMaster file, plus free monthly updates of newly-licensedcosmetologists for one year. Monthly updates without themaster file are $300 per year.

Removal of DuplicatesCertain lists may contain duplicate names or ad-dresses. For example, if a person has registeredthree different boats, their name and address willappear three times in the Watercraft database.Lists must be CASS certified to remove dupli-cate addresses. As many duplicate addresses aspossible will be moved.

If I order more than one set of labels,do I receive a discount?Duplicate sets of labels are half price. There is nolimit on the number of duplicate sets you maypurchase at the discounted price.

What is the return policy?All lists are produced according to customerspecifications and cannot be returned.

How do I pay for my order?Prepayment is required on all orders. Checks shouldbe made payable to "State of Minnesota." Ordersmay also be placed using a major credit card (VISA,MasterCard, American Express or Discover). Ordersusing a credit card can be placed by phone or fax.

What is the format of the data providedby e-mail?Lists are provided as ASCII comma-delimited data.Other data formats, such as tab-delimited text, fixedfield, or DBF may be available upon request. If adiskette is requested, the data will be provided on anIBM-compatible diskette. Macintosh-compatiblediskettes are also available upon request. In additionto the data itself, a DOS text file that shows layout ofthe data will be provided. The layout file includes thefield names, an explanation of each field, and the fieldlength.

Be sure you have appropriate database software toaccess the data contained on the disk. Disks containdata only, not a database or labeling program.

If I order on by e-mail, can I re-use thelist?There are no restrictions on the number of times youuse a list. However, we recommend that you updateyour data at least once a year.

Are the lists 100% accurate?No, 100% accuracy is impossible due to the ongoingaddress and license status changes. Mailing lists areupdated daily, weekly, monthly, quarterly or annually,depending upon the licensing board or agency. It is agood idea to call and find out when a certain list waslast updated.

Where do the names come from?The names included on each mailing list are acquiredfrom the designated licensing board or agency.

Do I have to purchase the whole list?No, you may select individual ZIP codes, designatethe first three digits of a ZIP code (such as all the554 ZIP codes), or specify one or more Minnesotacounties. Other selection criteria are described aftereach list. Use the "Customize Your Mailing List"worksheet on page 33 to request a count for a customlist. Please note that lists with more than 13 specialselects will be charged a minimum programming feeof $25.00.

Do I qualify for a discount?List brokers qualify for a 20 percent discount, but aminimum order of 5,000 names is required to receivethis discount. Charity organizations registered withthe State of Minnesota Attorney General's officequalify for a 30 percent discount with proof of Charitystanding.
