ICAO SAFETY OVERSIGHT AUDITS

• ICAO Safety Oversight Audit was carried out from 27 November to 6 December 2005 adopting the Comprehensive Systems Approach pursuant to Assembly Resolution A35-6. The audit aimed at ensuring that Kuwait is in conformity with the safety provisions contained in Annexes 1, 6, 8, 11, 13 and 14 to the Chicago Convention;

Main obstacles

Lack of Human Resources

DGCA was on a transitition period from old to new regulations.

Findings relate to other Government entities , mainly in AGA , ANS

, and AIG.

Amendment of the Law takes time specially with AIG.

Due to relatively small scale of aviation activities, presenting

evidence of effective implementation is sometimes difficult.

Main obstacles

Unfair PQs.

Conduct of the Audit Team :

Raising SSC flag.

Comparing DGCA with their respective countries.

Rejecting the training program delivered by CAAi , ICAO , and other

recognized training organizations.
