Constructed in 1987, the building sits above and is adjoined with a six-level parking structure.

Hoffmann Architects began by investigating the source of water infiltration and developing remedial recommendations for its mitigation and repair. Masonry rehabilitation included replacement of cracked and displaced brick, replacement of sealant at control and expansion joints, and installation of new flashings.

Essential to the success of the rehabilitation was our ability to provide for the operational require-ments of building occupants. Care was taken to minimize the impact of noise, dust, odor, and other irritants during construction.

Subsequently, the State of Connecticut hired Hoffmann Architects to design and administer roofing system replacement, plaza repairs, and parking garage rehabilitation. To manage water intrusion at the roof, existing single-ply membranes were removed and replaced with a multi-layer system that improves resiliency and leak resistance.

At the entry plaza, a rehabilitation program, requiring the complete replacement of all waterproofing and finishes, was designed to mitigate leaks above sensitive areas and to provide long-term durability of all components. The parking garage decks had sustained extensive damage from deicing chemicals, freeze/thaw cycling, corrosion, and age. Our engineers designed a preventive maintenance and repair program, phased to limit impact on normal garage operation.
