2.1 Scope of work Drone
Survey
As per the DGCA guidelines, Civil Aviation Requirements (CAR), Section 3 -
Air Transport Series X, Part I, Issue I, dated 27 August 2018
The drones being operated in India need to be approved from DGCA and hold a
valid UIN to be operated in India.
Considering the large nature of the project and critical requirements, we strongly
recommend that SIPCOT mandatorily puts a requirement that bidder must have
DGCA approved drones in inventory and demonstrate the same during the
technical demonstration stage.
This will ensure that during the execution stage there are no hurdles pertaining
to the meeting the guidelines and doesn’t halt the project due to regulatory
incapability of the bidders.
The permissions and safety measures applicable
for the drone operations rests with the bidder.
SIPCOT and TIDCO will act as facilitators, if
necessary.

2.1 Scope of Work: 3D :
Survey Methodology
Considering the nature of requirement of SIPCOT, the accuracy needs to be
maintained to ensure that all the GIS layers perfectly match.
Even a slighted of errors in the process of measurement can result in catastrophic
results and put the whole process under scrutiny.
Therefore, we recommend that SIPCOT asks for drones that have survey grade
capabilities such as on-board PPK GPS. The premier survey agencies such as
SURVEY OF INDIA is using and promoting use of professional Survey Grade
Drones with on-board PPK GPS for carrying out Surveying and Mapping.

12. EMD Submission
We would request SIPCOT to provide Relaxation/Exemption in EMD fee of 7

orders and project completion certificates provided by the client indicating scope
of work, scale of mapping & area covered under the projects as a supportive
document. The completion certificate / work orders issued by the competent
authority should clearly indicate the extent of DGPS Area surveyed.
We required more clarification on DGPS survey for price calculation for GCP
Kindly provide information on Number of Sensors, Duration in Hours, Number
of GCPS per AOI.
The consultancy firm shall make sure that
sufficient number of GCP’s (not less than 5 per
100 acres) to be established depending upon the
size and shape of the AOI area. The observed
values have to be submitted with raw and
processed data format, like neat sketch in A4
sheet, photos, etc. The consultancy firm shall
carry out DGPS survey and to fix the GCP to
achieve the horizontal accuracy of 5-10 cm.
The observation time for the base station would
be of the order 5 – 6 hours and for the rower shall
be 20 to 30 minutes per point.
The DGPS survey is dual frequency data
collection and referencing of data WGS 1984
datum UTM projection (Zones 43 and 44 for
Tamilnadu, depending on the location of the
Land bank AOI).

We have experience in large scale mapping in various projects using HRSI.
We request you to kindly provide some relaxation on work experience using
UAV.
4 - The Single Bidder/ any one of the Consortium Partner should have full-fledged
permanent office in Chennai. The bidder should furnish Chennai Office Address
(or) the bidder should give an undertaking to setup office at Chennai within 15
days from the date of issue of LoA, if selected.
We request SIPCOT to provide time of 30 days to setup office in Chennai.

5 The Tender should be accompanied by an Earnest Money Deposit (EMD) to the
value of Rs.2,50,000/- (Rupees Two Lakh Fifty Thousand Only) in the form of
a Demand Draft only drawn on any Indian Nationalized/Scheduled Commercial
Bank in favor of “SIPCOT Ltd.”, payable at Chennai. The EMD in any other
form will not be accepted. The Earnest Money Deposit will be returned to the
unsuccessful bidders.
As per the policy of Government of India, EMD is not required to be submitted
by those Bidders who are registered with the MSME/ NSIC. We request you to
kindly consider this point for bidding in this tender.

6 GIS Mapping & preparation of Geo database for SIPCOT new land banks and
TIDCO land banks in Tamil Nadu” which shall include Base Map, DEM and
Contour map Creation using Drone Survey. The output data layers Compatible
to the existing/ongoing web GIS based Land & Asset Information system of
SIPCOT Portal for all 34 Industrial land banks (SIPCOT – 27 land banks and
TIDCO 7 land banks) in Tamil Nadu and Post Technical Support of this for a
period of 3 months and complete the contract as per the tender conditions.“(as
defined in the Scope of Work) for uploading the data in SIPCOT web portal for
user friendly application intended for SIPCOT investors.
Kindly clarify the process of uploading data in the SIPCOT web portal.
Also provide details on the GIS software currently SIPCOT is using for GIS
spatial data creation and verification.
The uploading of the data format shall be for the
existing SIPCOT web portal and the integration
with the IIS format. The firm has to study the
formats and integrate accordingly.

in future and only provision for Bid Security Declaration should be kept in the

Also as per Ministry of Micro Small & Medium Enterprises, New Delhi vide
Gazette Notification dated 23.03.2012 MSME/ NSIC registered companies

kindly accept the order for large scale GIS mapping through Drone
Survey/Satellite Image and generation. Note:
As per NUIS scheme:
o Use modern data sources such as Satellite and Aerial platforms to generate a
comprehensive 3-tier GIS database in the scale of 1:10,000 for Master Plan and
1: 2,000 for detailed town planning Schemes and 1:1000 for Utilities planning.
We are also requesting you to consider map scale as per NUIS guideline as the
data needs to be provided as per NUIS which has been mentioned in the tender.

the scope and we need to provide you the data only. The Support manpower is
only required for uploading of data in the existing system. Please confirm.
Also, how to upload the data in the existing system will be trained by the

processing software

format compatible to the existing IIS and

Survey using Drone technology in India in the past. However in the past,
Property Survey Projects were mainly focused. There is also only few difference
in the attributes of Land and Property Database. Hence, to have more qualitative
and healthy competition, we request to change/modify the clause as:

development. RFP states that data layers are to be integrated with existing web
gis application. Need to confirm whether the requirement to develop a new web
application still holds as it's not part of deliverables.

Further, SIPCOT intends to capitalize on the enabling policies and framework of
the Government of Tamil Nadu and ensure sustained manufacturing growth
through. To leapfrog to the next growth trajectory, it is pertinent to derive a robust
business environment and an enabling eco-system to stay competitive and attract
new investments in the manufacturing / industrial sector. Hence, SIPCOT and
TIDCO proposed mapping, plotting of Geo-coordinates and also creation of GIS
base layers of new land banks under development across the state for prospective
and new age industries at 34 places to an indicative extent of about 29,240 acres
(19,065 acres of SIPCOT land banks at 27 places and 10,175 acres of TIDCO
land banks at 7 places).
Further, SIPCOT intends to capitalize on the enabling policies and framework

• Work Plan
Understanding of TOR, Technical Approach and Methodology: The bidder should explain the
understanding of the objectives of the assignment, approach to the services, methodology for carrying
out the activities to obtain the expected output and the degree of detail of such output. The bidder should
highlight the problems to be addressed along with their importance and explain the technical approach
the bidder would adopt to address them. The bidder should also explain the proposed methodologies to
adopt and highlight the compatibility of those methodologies with the proposed approach.
Work Plan: The bidder should propose the main activities of the assignment, their content and duration,
phasing and interrelations, milestones (including interim approvals by the Client) and delivery dates of
the reports. The proposed work plan should be in the form of bar chart and consistent with the technical
approach and methodology, showing understanding of the scope of work and ability to translate them
into a feasible working plan. A list of the final documents, including reports, presentations, data, etc. to
be delivered as outputs, should be included here.
Note: Clear articulation, description and Extent of compliance to technical requirements specified in
the scope of work to be submitted along with Strength of the Bidder to provide services including
