STATE ELIGIBILITY TEST – June - 2013Prospectus

(Approved by G.O. (Rt) No.684/13/Gl.Edn. Dated 13-02-2013)1. Introduction

In order to ensure the standards of teachingin Higher Secondary Course, theGovernment have decided to conduct theState Eligibility Test for the candidates tobe selected as Higher Secondary SchoolTeachers and Non-Vocational Teachers inVHSE. A pass in the State Eligibility Test(SET) is stipulated as a mandatoryrequirement for appointment as HigherSecondary School Teachers in the Stateas per the Special Rules in force.

As per G.O.(Rt)No.2138/11/Gl.Edn. Dated6/6/2011, the Government have entrusted theDirector, LBS Centre for Science andTechnology, Thiruvananthapuram, theconduct of the SET on the basis of thesyllabus approved by the Board ofExaminations for the conduct of StateEligibility Test. Candidates are requested togo through the Prospectus carefully to getthemselves acquainted with the rules andregulations before submitting the applicationonline and filling up the enclosed applicationform.

2. Scheme of the Test

2.1 There shall be two papers for the SETJune - 2013 .

Paper I

Paper I is common for all candidates.Itconsists of two parts. Part (A) GeneralKnowledge and Part (B) Aptitude inTeaching.

Paper II

Paper II shall be a test based on the subjectof specialisation of the candidate at the PostGraduate (PG) Level.

2.2 Subjects for SET

There shall be 35 subjects for Paper IIof the SET as listed.

2.3 Duration of the Test

The duration of the Test shall be 120 minutesfor each paper.

2.4 Number of questions and marksPaper IThere shall be 120 questions for Paper I with60 questions each for Part A and Part B.Each question shall carry 1 mark.Paper IIThere shall be 120 questions carrying onemark each for the subjects under Paper IIexcept for Mathematics and Statistics. ForMathematics/Statistics there shall be only80 questions carrying 1.5 marks each.

2.5 The questions of both the papers shall beobjective in nature and based on singleresponse, ie., for each question foursuggested responses (A, B, C, D) will begiven of which only one will be the mostappropriate answer and the candidates willhave to select and mark their response inthe appropriate space provided in the OMRAnswer Sheets.

2.6 For each correct response the candidateswill be awarded 1 mark in both the Papersexcept for Mathematics and Statistics forwhich each correct response will be awarded1.5 marks. Marking more than one responseagainst a question shall be deemed asincorrect answer. No marks shall bededucted for incorrect answers.Note:Detailed instructions for marking the OMRSheets will be issued separately.

3. Requirement for Pass

To pass the State Eligibi l i ty Test, acandidate shall score

i) at least 35 percent of marks for Paper Iand Paper II separately and

ii) at least 50 percent of the aggregatemarks of Paper I and Paper II, which iscalculated as follows

In computing marks, fraction shall berounded off to the first two decimal placesin the calculation of aggregate percentageof marks only. No rounding off of marks shallbe made for calculating the pass percentagefor Paper I and Paper II separately.

4. SyllabusThe syllabus prescribed for the Test will bebased on the core areas in the syllabi in the

concerned subjects fol lowed by theUniversities in Kerala.

The approved syllabus of the subjectsfor SET - June - 2013 is available in theofficial website of the LBS Centre.

5. Conditions of Eligibility

5.1 Those who have acquired Master’s Degreein the concerned subject in II Class with notless than 50% marks and B.Ed.Degree in any discipline from any one of theUniversities in Kerala or have acquired thesequalifications from any other Universityrecognized as equivalent thereto are eligibleto apply for the SET June - 2013 with certainexceptions as mentioned in the followingparagraphs.

5.2 For Mathematics, Physics, Chemistry,Botany and Zoology, those having SecondClass MSc.Ed Degree in the concernedsubject with not less than 50% marks fromone of the Regional Institutes of Educationsponsored by NCERT will be eligible toapply. For Botany and Zoology, those havingSecond Class MSc.Ed Degree in LifeScience (with not less than 50% marks)from one of the Regional Institutes ofEducation are also eligible.

5.3 For the subjects Anthropology, Commerce,French, Gandhian Studies, Geology,German, Home Science, Journalism, Latin,Music, Philosophy, Psychology, Russian,Social Work, Sociology, Statistics andSyriac, candidates need not acquire B.Ed.Degree for applying for the State EligibilityTest.

5.4 Those who have acquired II class Master’sDegree in Communicative English with notless than 50% marks and BEd. are eligibleto appear for SET in English.

5.5 Candidates who have acquired Diploma inHindi Teaching, but do not have B.Ed.Degree, are eligible to apply for SET inaccordance with the exemption clauseprovided in the Special Rules.

5.6 Candidates who have acquired B.Ed Degreein Hindi conducted by the Dakshin BharathaHindi Prachar Sabha are exempted from therequirement of producing the equivalencycerti f icate, as the degree has beenrecognized by the Universities in Kerala.

5.7 Candidates who have acquired theirqualification through Correspondence Course/ Open Universities which are not recognized

by any one of the Universities in Kerala arenot el igible to appear for the SET.Candidates who have acquired theirquali f ications through recognizedcorrespondence courses/Open universitiesshould obtain and furnish certificates ofrecognition and equivalency from any oneof the Universities in Kerala.

5.8 Candidates admitted in the year 2012 forB.Ed. courses will be permitted to appearfor the State Eligibility Test June - 2013.Candidates appearing for Post Graduatefinal year / Final semester Examinations inthe academic year 2012 - 2013 will also bepermitted to appear for SET June - 2013 ifthey already have a B.Ed Degree. SETcertificates of such candidates will be issuedonly i f they quali fy the PG/B.Edexaminations in that chance itself. The B.Edcandidates shall produce the passcertif icates and PG candidates shallproduce both the pass certificates and marklists for proving their eligibility after qualifyingthe SET-June - 2013. Candidates appearingsimultanenously for PG and B.Ed. finalexaminations are not eligible to appear forSET-June - 2013 under this provision.

5.9 For the subject Latin, candidates who havepassed their degree examination in anydiscipline from any one of the Universitiesin Kerala or from any other Universityrecognized as equivalent thereto with Latinas their Second Language under Part II withnot less than 50% marks for that Part II arealso eligible to appear for SET, provided suchcandidates have acquired II Class MastersDegree with not less than 50% marks in anydiscipline.

5.10 Relaxation of Minimum marks for SC/ST CandidatesCandidates belonging to SC/ST categoriesshall be granted a relaxation of 5% marksin the minimum marks prescribed for theeligibility to appear for the State EligibilityTest. The minimum requirement of a passin second class for the quali fyingexamination, shall not be applicable in suchcases.

6. Age Limit

No age limit is prescribed for candidatesappearing for the SET.

7. Mode of Registration for SET-June - 2013

7.1 Candidates intending to register for the StateEligibility Test are required to pay the fee for

the Test in advance to obtain the prescribedApplication form and Prospectus. The feeshall be Rs.750 for general candidates andRs.375 for SC/ST/VH/PH candidates.

7.2 Mode of Remitting feeThe fee for the test can be remitted in anyselected office or branch of a service pro-vider to be notified later. Copy of the Pro-spectus and application form shall be issuedto all candidates who remit the prescribedfee. SC/ST/VH/PH candidates should pro-duce a copy of the Community Certificate/Disability Certificate to get the prospectusand application form for Rs.375/-. Feeonce remitted shall not be refunded. Appli-cation forms are not available by post to thecandidates residing in Kerala.

7.3 Candidates residing outside the State ofKerala can request for the application formand prospectus by post.In such cases themode of payment of fee shall be onlythrough Demand Draft (Rs.800/- for generalcategory candidates and Rs.425/- for SC/ST/VH/PH candidates) drawn from any oneof the nationalised banks in India in favourof the Director, LBS Centre for Science &Technology, payable at Thiruvananthapuram.Request for the application forms by postalong with the Demand Draft and a self ad-dressed envelope of size 31 cm X 25 cmshould reach the office of the Director, LBSCentre at least 10 days before the closingdate fixed for registration for SET-June -2013.

8. Uniqueness of application forms:Each application form will have an applica-tion number printed on it. Applications sub-mitted using forms other than the originalones issued, will be summarily rejected.

9. Submission of application:There are two steps for submitting the ap-plication, both of which are mandatory.

9.1 STEP 1 – ONLINE REGISTRATION

The candidate will be prompted to type theapplication number and the Site Access Key.The application number and Site Access Keyprinted on the application form should betyped without error to get the format of the

online application form.d) Fill in the Application form carefully

without mistakes.e) Click SUBMITf) On successful completion of the online

registration, a REGISTRATION ID will beprovided to each candidate by theComputer. An acknowledgement slipwith the Registration ID will be displayedand the candidates are directed to takea print out of the same and retain it forfuture reference.

9.2 STEP 2 – MODE OF SENDING THEAPPLICATION FORMSAfter completion of step 1, the applicationform obtained along with the prospectus shallbe duly filled in, affixed with a recent pass-port size photograph of the candidate (noattestation required) and sent to theDirector, LBS Centre for Science and Tech-nology, Extra Police Road, Nandavanam,Palayam, Thiruvananthapuram by registeredpost or can be handed over in person at theLBS Headquarters (address given above)so as to reach his office on or before thelast date fixed for submission of applications.

NOTEi) The applications will not be accepted in

the Regional units or Sub Centres of theLBS Centre.

ii) Copies of certificates / mark lists shouldnot be sent along with the application.These documents are required only afterthe results are announced.

iii) SC/ST/VH/PH Candidates shall enclosecommunity certificate/disability certifi-cate with their applications

iv) The photograph affixed on the applicationshould be sharp and clear as it is usedfor printing on the SET-June - 2013certificate.

9.3 Important points for filling up theapplication forms

9.3.1 The name of the candidate given in theapplication (online and manually filled in)should be exactly the same as given in theSSLC book, as SET Certificate will beissued only in the name furnished by thecandidate.

9.3.2 The District opted as the Centre for Test andthe subject opted for SET should be filled incorrectly.

9.3.3 A candidate will be allowed to appear for theSET only in the District opted by him/her.

9.4 The filled in Application form should bereturned in the envelope superscribed“Application for SET - June - 2013” suppliedalong with the Application Form. The optionalsubject selected under Paper II should bewritten in the space provided on theenvelope.

9.5 The LBS Centre will not be responsible forloss of applications, if any, which are sentto it, in any method other than thosedescribed in Clauses 9.2 and 9.4 of theprospectus.

10. Test Centres

There will be Test Centres at all the DistrictHead Quarters in the State (Districts andDistrict Codes are given below). A candidatecan select a District Head Quarter as TestCentre. Change of District Centre onceselected will not be allowed under anycircumstances. The Venue will be allottedby the Director, LBS Centre for Science &Technology, Thiruvananthapuram which willbe intimated to the candidates in due coursewhen Admit Cards are released online.Codes Districts

11. Online Admit Card for the TestThe admit card for the SET shall be preparedfor all the eligible candidates and will beavailable in the websites of LBS Centrewww.lbscentre.org or www.lbskerala.comfrom the date which will be announced laterin leading dailies and in the official websitesof the LBS Centre.

Candidates are advised to visit the websitesand keep a constant watch on the leading printand electronic media, pertaining tonotifications/instructions regarding SET

11.1 Procedure for obtaining Admit Carda) Log on to the Website

c) click `Print Your Admit Card’d) Enter the Application Number and

Date of Birth/Site Access Key, whenprompted.

e) Take a printout of the Admit card dis-played on the screen.

Read the instructions printed on the AdmitCard carefully before going for the test.

12. Answer Sheet 12.1 Separate Answer sheet (OMR Answer Sheet)

shall be given to mark responses for eachpaper.

12.2 A specimen copy of the OMR Answer sheetis attached.

12.3 Only blue/black ink ball-point pen shall beused for marking in the OMR answer sheet.

12.4 Each answer sheet has a unique printedBAR CODE that will be used as a secretcode against which the evaluation takesplace. If a candidate tampers, mutilates ordamages the bar code, he/she shall bedisqualified and his/her candidature shall becancelled. The answer sheet in respect ofsuch candidates shall not be valued and theywill be debarred from appearing for the SETfor two subsequent chances.

12.5 Candidates are warned that they shouldenter only the necessary information asrequired on the left part of the OMR answersheet. Any additional information which isnot required and which may help to identifythe candidate, that is made on any part ofthe OMR sheet, shall disquali fy thecandidate and his candidature shall becancelled without any further intimation inthis regard. Further, such candidates shallbe debarred from appearing for SET for twosubsequent chances.

12.6 Facility shall be provided for issuing a carboncopy of the OMR sheet to the candidates.The invigilator in the examination hall shalldetach the carbon copies of the OMRsheets on completion of each paper, andhand them over to the candidates.Candidates can verify the same with theanswer keys published subsequently. Nocomplaints from candidates regarding

valuation of answer sheets wil l beconsidered, if any tampering with the entriesin the carbon copy is detected. Moreoverany tampering with the carbon copy shallevoke legal action against the candidateamounting to debarring from appearing forSET in future.

13. Special Instructions for the Test 13.1 The candidates shall be present at the

Examination Hall 30 minutes before theprescribed time for the commencement ofthe test.

13.2 The question paper will be given in the formof a Question Booklet bearing a BookletNumber on the front page. The candidate isrequired to mark this Booklet Number onthe OMR Sheet.

13.3 The candidates will not be permitted to usecalculator, logarithm table, mobile phone orany other electronic equipment in theExamination Hall.

13.4 Rough work/calculations can be made onlyin the blank sheet of the Question Booklet.

14. Publication of Answer Keys

14.1 The answer keys of all subjects shall bepublished in the official websites of the LBSCentre immediately after the examination.Complaints, if any, from the candidatesregarding the answer keys may be sent tothe Director, LBS Centre, in writing, withinfive working days from the date of publicationof the keys. Complaints not substantiatedwith supporting documents will not beentertained. The complaints, if any, receivedfrom the candidates will be placed before apanel of experts constituted by the Director,LBS Centre and the decision of the expertsshall be final. Complaints received after fiveworking days from the date of publication ofanswer keys will not be entertained.

14.2 Exclusion of Question/s from Evaluation

The Director, LBS Centre is authorised toexclude from evaluation any question orquestions found to be wrong or question/swith answers not appropriate, asrecommended by the panel of experts.When a question/s is/are excluded fromevaluation, the mark/s allotted to thatquestion/s is/are also excluded fromevaluation.

15. Valuation

15.1 A fully computerized system has been

adopted for the valuation of the answerscripts using Optical Mark Reader (OMR)for the preparation of the results.

15.2 Since the valuation will be error free underthe above system, there is no provision forrevaluation or rechecking of the answerscripts or recounting of the marksscored.However, those who want to get aphotocopy of the OMR Answer Sheet, shallbe provided the same on payment of a feeof Rs.500/- per paper. Application forproviding photocopy shall be made within aperiod of one month from the date ofpublication of results. Late applications willnot be considered.

16. Declaration of results

The details of marks and the eligibilitystatus secured by the candidates appearedfor SET June - 2013 will be published in thewebsites of the LBS Centre. Those who areeligible to be declared as successful shallhave to produce the required documents forverification and issue of certificates.

17. Documents to be Produced by EligibleCandidatesEligible candidates as per Clause 16 shallsend attested copies of the following docu-ments by post to the Director, LBS Centre,Nandavanam, Thiruvananthapuram for verifi-cation.I. Filled in application form for SET

II. Attested copies of certificate (Provi-sional/Original) and Marklist of the P.G.

III. Attested copies of certificate (Provi-sional/ Original) of the B.Ed.

IV. Recognition Certificate from any one ofthe universities in Kerala, if applicable .

V. Equivalency Certificates from any one ofthe Universities in Kerala, in the case ofcandidates possessing qualifications insubjects other than those mentioned inthe list of subjects in Clause 2.2.

VI. In the case of Paper II-Latin, Bachelor’sdegree certificate and marklist.

18. Issue of CertificatesA Certificate signed by the Director of HigherSecondary Education will be issued to thecandidates who pass the SET, afterverification of the Documents produced bythe candidates as per Clause 17.

19. Issue of Duplicate Certificates

If the Certificate once issued is irrecoverablylost, a Duplicate Certificate will be issuedto the candidates who apply for the same,to the Director, LBS Centre for Science andTechnology on payment of the fee ofRs.1000/-. The following documents shall beattached with the request for the issue ofDuplicate Certificate.i. A Demand Draft for Rs.1000/- (Rupees

one thousand only) drawn from aNationalised Bank in favour of theDirector, LBS Centre for Science andTechnology, payable atThiruvananthapuram.

ii. An affidavit in stamp paper worthRs.100/- to the effect that the SETCertificate issued to the candidate hasbeen irrecoverably lost, duly certified bya Notary Public/First Class JudicialMagistrate.

20. Notification

Notifications containing the time scheduleand other related matters of SET June -2013 will be issued by the Director, LBSCentre for Science and Technology,Thiruvananthapuram.

21. Jurisdiction

In matters of disputes, the jurisdiction willbe the Honourable High Court of Kerala atErnakulam.

22. Power of Government to make rules.

Any other items not specifically covered inthis Prospectus will be decided by theSecretary to Government, GeneralEducation Department, Kerala and hisdecision shall be final.

GENERAL INSTRUCTIONS The OMR Answer Sheet has an Original Sheet and a Candidate’s Copy below it glued together at the top. Candidate should not separate the pages of the Answer Sheet. The Items marked by the candidates in the original OMR Sheet will be carried over to the candidate’s copy in the form of Impressions. Hence while marking in the Original Sheet, Candidate should ensure that the pages are aligned properly and enough pressure is given, so that the markings made in the Original Sheet against each item are exactly reproduced in the Candidate’s Copy. The Answer Sheet has two parts - "Basic Data" on the left side and "Answers" on the right, with a thin perforation in between, length wise. All entries in the Answer Sheet are to be made in the Original Sheet only. Fill in the boxes and darken the appropriate bubbles using a black/blue ink ball point pen. Fill in all the entries on the "Basic Data" part before beginning to answer questions on the "Answers" part. Entries regarding the Question Booklet No. should be filled up only after receiving the Question Booklet. At the end of the Examination, the Candidate will hand over the OMR Answer Sheet to the Invigilator, who will first tear off the original sheet from the Candidate’s copy. The Candidate’s copy will be handed over to the candidate. There after the Original sheet will be separated along the perforation in the presence of the Candidate.

INSTRUCTIONS FOR MARKING ANSWERS

Mark your answers by darkening the appropriate bubbles with a black/blue ink ball point pen. Do not use pencil. Use of fountain pen, Gel pen or sketch pen and use of any color ink other than black/blue are not permitted. Marking should be dark and the bubbles should be filled completely. Please darken only one bubble for each question. Once darkened, the bubble should not be erased. Please make the marks only in the spaces provided. Do not make any stray marks ELSEWHERE in the Answer Sheet.

WARNING

• Pen Marking once made is final.

• Trying to erase an already marked bubble might leave a hole (tear) on the OMR Sheet or make dark smudges which will give an improper result with OMR reader.

• Trying to darken an already erased bubble will also lead to an unpredictable result.

• In the case of Improper bubbling/erasing/whitening etc, the reading of the OMR Machine will be taken as final and any arguments to defend such actions will not be entertained.

• To avoid any such misinterpretation, make sure that only one bubble corresponding to the correct response is darkened against each question. All other options should be left blank. Start darkening the bubble only after reading the question thoroughly and deriving at the correct response.

• Use of white fluid or any other correction fluid to erase the pen marking once made is not permitted.

INSTRUCTIONS TO CANDIDATES FOR FILLING THE OMR ANSWER SHEET

(Please refer clause 12 of the Prospectus)

1. Any Candidate appearing for SET shall ensure that his/her OMR Answer sheet has twopages - the Original and a thin Carbon Copy attached to it. The Candidate should notseparate the pages of the Answer Sheet. The items marked by the candidate in the originalsheet will be carried over to the carbon copy in the form of impressions. Hence whilemarking the original sheet the candidate should ensure that the two pages are alignedproperly and enough pressure is given so that the markings made in the Original Sheetagainst each item are exactly reproduced in the Carbon Copy.

2. All entries in the Answer Sheet are to be made in the Original Answer Sheet only.

3. A specimen copy of the OMR Answer sheet is attached to the Prospectus for familiarisation.

4. The Answer Sheet has two parts- “BASIC DATA” on the left side and “ANSWERS” on theright, with a thin perforation in between, length wise. Fill in all the entries on the left side(Basic Data part) before beginning to answer the questions.

5. Filling BASIC DATA part (left side of the sheet).

The following boxes and appropriate bubbles should be filled in with black/blue ink ballpoint pen.

i. Paper: As there are two papers for the SET Examination, fill in the bubble corre-sponding to the paper the candidate is appearing (ie; Paper-I or Paper-II)

ii. Roll number: Enter/Fill in the Roll Number as given in the admit card. The boxesand appropriate bubbles (against boxes 2&6) should be entered/filled in with black/blue ink ball point pen. The Roll number should be entered without any correction orover writing.

iii. Question Booklet Number*: In the boxes 3 & 7 of the OMR sheets, the candidateshould enter his/her Question Booklet Number

* Note: The “Question Booklet Number” should be filled in only after receiving theQuestion Booklet.

iv. Name of the Examination: Write the name of the examination abbreviated suit-ably, as SET June - 2013, in box 4.

v. Date of Examination: Write down the date of Examination in box 5.

vi. Name of Candidate: Name of the candidate is to be entered in box 8 as given inthe Admit Card.

vii. Certification: The candidate has to sign in box 9 and the signature should beidentical with the signature affixed in the Admit Card and in the Attendance Sheet.The item “Signature of the Invigilator” will be affixed by the concerned person.

Do not write your Roll Number or Name or make any stray mark on this part of the sheet.Do the marking for answering only in the spaces provided.
