into an openly antigovernment march. The White Bridge atrocity wasone of the early events that led to Myanmar’s 1988 uprising, which byAugust of that year had grown into a nationwide effort to overthrow thecountry’s brutal military regime. Authorities responded, predictably,with more brutality.

One year ago, on March 30 , the NLD was sworn in as Myanmar’s rulingparty with a resounding majority after it swept the country’s rst freeelection in decades on Nov. 8, 2015. The party, led by Nobel Peace Prizelaureate Aung San Suu Kyi, now 71, was founded in the wake of the 88popular uprising, and after a decades-long struggle she marshaled itsmembers to a dramatic comeback and she became State Counselor, thecountry's highest civilian role. This was the stuff of screenplays: in a rarevindication of history, a former political prisoner, the quiet and digni eddaughter of the country’s late independence hero, stepped out of thesidelines to trounce the corrupt, inept and violent regime that had kepther in con nement for the better half of two decades.

“Expectations were extremely high for change, even as observersunderstood the constraints the NLD faced,” Derek Mitchell, the formerU.S. ambassador to Myanmar, tells TIME. “That said, people do questionwhether the NLD, and Aung San Suu Kyi herself, have made the most oftheir rst year in of ce.”

It was clear from the start that Suu Kyi’s task would be daunting for eventhe most adroit politician. The country’s constitution, drafted by themilitary in 2008, was designed to prevent her from becoming Presidentwith a clause disqualifying anyone with a foreign spouse or children.(Her late husband and two sons are British citizens.) It also enshrines thepolitical power of the armed forces; the charter reserves a quarter ofparliamentary seats for a military bloc, and requires more than 75% ofthe legislature to enact amendments, giving the commander in chiefveto power over any attempts to change it. The constitution also placesthree important ministries — Home Affairs, Border Affairs and Defense— under the authority of the commander. The Home Affairs Ministrycontrols all levels of general administration, further diluting the rulingparty’s ability to implement policies effectively.

Not only is Suu Kyi, a democratic icon, hamstrung by a fundamentallyundemocratic system that looks unlikely to change, but it also appearsher administration is unprepared to meet some of the challenges thathave been ung into full view by developing emergencies. “We all wantthis country to succeed,” Mark Cutts, Myanmar head of of ce for the U.N.Of ce for the Coordination of Humanitarian Affairs, tells TIME. “There’sbeen so much euphoria about the opening up of this country,democratization, modernization, and political and economic reforms. Inall of this, there's been a tendency to underestimate the challenges.”

Myanmar is among the poorest countries in Asia, and it faces severalcrises as it emerges from half a century of military rule. Its borderlandsare the battleground for one of the world’s longest and most complexcivil wars, being fought between the central government and more than20 nonstate armed groups, many representing ethnic minorities vyingfor autonomy. On the country’s western coast, deadly unrest betweenmajority Buddhists and the Muslim Rohingya minority has traumatizedthe state of Rakhine, which borders Bangladesh, leaving communities ina state of religious segregation that has been likened to apartheid.Recent military operations in Rakhine led to allegations that theMyanmar military has committed atrocities against the state’s estimated1.1 million Rohingya Muslims, the world’s largest group of statelesspeople.

systems have all fallen into disrepair, and the civil service suffers ashortage of experienced and quali ed personnel to staff them.Myanmar’s economy, considered Asia’s nal frontier with a populationof about 51 million people, is underperforming, as reforms have beenslow to materialize and confusing to investors. Nearly two decades ofcrippling U.S. sanctions were lifted in September of last year, when SuuKyi met with then President Barack Obama in Washington, thoughbusinesses still approach the former pariah nation with caution. The newNLD administration has struggled to draft clear economic policies thatsustainably promote sectors such as agriculture — some 70% of thepopulation are farmers — and investor interest is waning amid theimpasse.

Sean Turnell, associate professor of economics at Macquarie Universityin Sydney and an adviser to Suu Kyi, defends the new government’sprogress, arguing that economists expected a downturn at this point inthe reform process, and now begins the more dif cult task of courtingresponsible investment. “Lots of [foreign direct investment] came in at

rst,” Turnell says, “but if you disaggregate it you'll see it's the 'easy'stuff — it's mostly extractive sector, mining, energy, natural resources ...Now comes the harder stuff: how to attract investment inmanufacturing, in rural supply chains, in retail, in tourism beyond theobvious gaps. This is harder.”

But rst, there must be peace.

In the remote Shan hillsides, blanketed by tea plantations and, in someareas, sprawling poppy elds, rebel soldiers and militiamen nd refugein the forest. Ethnic con ict has wracked the country’s borderlands formore than half a century, as minorities fought for political autonomyover their resource-rich and strategically important lands. The Myanmararmy, known locally as the Tatmadaw, has long been accused of human-rights abuses against the country’s many minorities — the governmentrecognizes 135 distinct ethnic groups — who harbor deep resentmenttoward the ethnic Burman majority that may take generations toappease. Suu Kyi has pledged to heal the divide. “To achieve peace for allethnic groups, everyone must work to understand and respect oneanother,” she said during a recent trip to displacement camps in Kachinstate in Myanmar's far north, according to Radio Free Asia. “Theimportant thing is not to consider others as enemies simply because theydon’t share the same ideas with you.”

But ethnic armed groups are not convinced she is an honest broker. “Ha!They just support the ghting!” says Dau Mu Kaung, chief of the Ta’angNational Liberation Army’s fth brigade, referring to the NLD. Speakingto TIME at a safe house in the northern Shan township of Kutkai, therebel soldier says he doesn’t see an end to the con ict soon. Dau MuKaung doesn’t trust the Tatmadaw, and, seeing little discernibledifference between the army’s policies and those of Suu Kyi, he doesn’ttrust her either. He says the group will not disarm until it has beengranted an autonomous state. The Ta’ang resistance, like several otherethnic rebel groups in Myanmar, reached a cease- re with the militarygovernment in the 1990s, but Dau Mu Kaung says it left his peopleunarmed and at the mercy of the Myanmar army. “We can governourselves, we don’t need the Burmese government,” he tells TIME. “Ouraim is revolution.”

The TNLA is part of a new coalition called the Brotherhood of theNorthern Alliance, which threw a spanner in the works of the country’sfragile peace process last November when it launched coordinatedattacks on several Tatmadaw positions near the Chinese border. Suu Kyihas infuriated the alliance by siding with the army’s position that thegroup’s members are essentially troublemakers who threaten nationalsecurity — a pretext used to legitimize security sweeps, renewedoffensives and obstruction to humanitarian aid.

with no electricity, no farmlands, no school and no cell phone reception.About a two-hour drive from Lashio, Shan state’s largest city, it is notdif cult to come upon entire makeshift compounds full of people whosay they have ed their homes after gun-toting soldiers entered theirvillages seeking goods or hunting for suspected rebel collaborators. Innorthern Shan state, civilians are living in uncertainty. They say they’resure the war is about to get worse. Ei Sein had never even heard of thecountry’s peace process. “No one tells us the news, what are the peacetalks?” she asks. “Nobody told us.”

“The most disappointing feature of the NLD government is that it timeand again appeared to align itself with military interests,” DavidMathieson, an independent analyst based in Myanmar, tells TIME,“either through supportive statements or abject silence, withoutattempting to make clear any difference between their objectives andinterests.” The same has been said of Suu Kyi’s response to the ongoingcrisis in Rakhine, where the army has been accused of rape, torture andextrajudicial killing of Rohingya Muslims. Suu Kyi’s of ce responded toallegations of sexual violence by posting a red graphic emblazoned withthe words “Fake Rape” on its of cial Facebook page.

The new government inherited an intractable quagmire in Rakhine,where more than 120,000 Rohingya have been con ned to squaliddisplacement camps since deadly unrest shook the coastal state in 2012.Riots broke out between the state's Buddhist majority and minorityMuslims, overwhelmingly resulting in the displacement of Rohingya andother Muslim communities. The Rohingya have been persecuted fordecades; most have been stripped of their legal status, disenfranchisedand denied basic freedoms. Many in Myanmar view the group as illegalimmigrants from neighboring Bangladesh, and refer to them as Bengalisor the derogatory term Kalar instead of their preferred nomenclature.“All we are asking is that people should be aware of the dif culties thatwe are facing and to give us enough space to sort out our problems,” SuuKyi said at a rare press conference in May last year, after news emergedthat she had secretly advised foreign dignitaries not to use the group’sname.

In the Rakhine capital, Sittwe, communities remain completelysegregated nearly ve years after the con ict; the Muslim quarter, AungMingalar, is surrounded by police armed with assault ri es, and itsinhabitants are not allowed to leave without permission, even to seekmedical care at a hospital just down the road. Shopkeepers in the fetidMuslim ghetto must travel to the nearby displacement camp to restock,where they purchase goods only made available through informaleconomies or nongovernmental assistance programs. “We have becomebeggars,” a Rohingya man con ned to the dismal quarters, who wishedto remain anonymous, tells TIME, as we stroll past dilapidated housestrailed by a plainclothes policeman. “We can’t leave, we’re not allowed.”

The situation worsened on Oct. 9 of last year, when the militarylaunched what it called “clearance operations” in the state’s north inresponse to a deadly attack on security outposts by suspected Rohingyainsurgents. In the ensuing weeks and months, tens of thousands ofRohingya poured across the border into Bangladesh, arriving withaccounts of gang rape, murder, and homes set ablaze with children insidethem. The U.N. concluded the likely commission of crimes againsthumanity, and the Human Rights Council has resolved to send aninternational fact- nding mission to investigate alleged abuses. In astatement issued from Suu Kyi’s of ce, the government of Myanmarrejected the investigation, claiming it “would do more to in ame, ratherthan resolve the issues at this time.”

Since taking of ce one year ago, Suu Kyi has kept the public in aperpetual state of waiting for the big reveal. The Lady, as she isaffectionately known, is famously secretive; she has only granted twointerviews since taking of ce — both with foreign media — and only onepress conference. Some believe that Suu Kyi is quietly working toward amagic formula that would lead to changing the military-draftedconstitution. The State Counselor reiterated during a televised address inApril last year that Myanmar's charter “needs to be one that will givebirth to a genuine democratic union.” Others say that looks unlikely, andthat she isn’t fully utilizing what powers she actually has; an enormouslegislative mandate and in uence over the social sphere.

The new government was widely expected to use its parliamentary powerto ush out legacy laws and replace them with more progressive policies.

Instead, the NLD has kept in place a portfolio of regressive laws —including criminal-defamation clauses that have been used more than 40times since her government took of ce — and made only marginalprogress on other important issues such as economic policy. Many alsoexpected that Suu Kyi would harness her popular in uence and speak outon matters of principle.

“Aung San Suu Kyi and the NLD came to power with virtually the entirecountry and world on its side,” Mitchell, the former U.S. ambassador,tells TIME. “That goodwill still exists. But it was predicated on theassumption that the new government will represent a real break from thepast.”

Those who know Suu Kyi describe her as a micromanager with a top-down leadership style, who has dif culty delegating power and makeshigh-level appointments favoring loyalty over all other qualities. She is

Myanmar may be inundated by problems, but its evolution from a totalmilitary state to a halfway house on the road to democracy andmodernity represents not insigni cant progress. Perhaps the mostpositive change is that, unlike many developing countries, Myanmar'sleadership — at least the civilian side — does not see power as an end initself. “Our success, where I am as a leader, is decided by howdispensable I can make myself,” Suu Kyi told Singapore broadcasterChannel News Asia in an interview last October. “And I hope that I'll beable to make myself totally dispensable, that they will not need me to goon, neither my party, nor my country.”

Peace and national reconciliation were the key points emphasized in State Counselor

Daw Aung San Suu Kyi’s State of the Union address, broadcast on state-run television

on Thursday evening.

One the day, which marked the first anniversary of the National League for Democracy

(NLD) government taking office, she pledged to try harder to serve the people and to

earn “the public’s support, respect and trust.”

“The peace process is not easy, but we have a lot of hope,” the State Counselor said.

“Especially these days, hopes are growing for our second session of the 21st Century

Panglong conference.”

“On the road to peace, sometimes we move forward, or stop for a while or we may

even step back a little. But we clearly know our goal and we will move forward to

achieve it.”

Daw Aung San Suu Kyi said her government would stand “together with the people”—

the NLD’s new slogan—“for more development, peace and reconciliation in our country

[…] based on our diversity.”

She said the government tries its best to be transparent and accountable, while also

acknowledging that she is aware of the public’s frustration with them for not reaching

their expectations in all areas.

“I have said since the beginning that I would try my best,” she explained, adding that, “if

people think my best effort is not enough for them and if there are any other persons or

organizations who can do better than us, we are ready to step back.”

Her comments came at the time when people are expressing discontent regarding

what they perceive as a lack of progress, while the country’s peace process with ethnic

armed groups remains elusive and reports of state security abuses against the

Rohingya in the western part of the country has attracted international criticism.

The State Counselor acknowledged support from the international community but

asked those outside the county to allow Burma to address its own problems.

“We value the support, help and sympathy of our friends around the world, in our

efforts toward peace and national reconciliation. But we must work ourselves for our

country’s responsibilities, because we are the ones who best understand what our

country needs.”

Thus, she said, the government did not accept the United Nations Human Rights

Council’s recent decision to undertake a fact-finding mission focused on alleged

military abuses in Arakan State. “It does not mean we disrespect the UN,” Daw Aung

San Suu Kyi said. “It is just that it does not correspond with our country’s [situation].”

She highlighted developments to the education and health sectors, to infrastructure,

and in maximizing the budget, but did not go into the details of the successes in each

ministry, since this information had been outlined by state-run newspapers in recent

weeks.

The State Counselor specifically pointed to international recognition from the Global

Fund regarding Burma’s efforts in the fight against tuberculosis, malaria and HIV/AIDS

as a major accomplishment.

From now on, Daw Aung San Suu Kyi said, regarding economic policies, “we will focus

on job creation, infrastructure development in road transport, and access to electricity.”

 For decades, Myanmar's people dreamed of democracy. But a yearinto office, Aung San Suu Kyi's elected government  is struggling torevive a sluggish economy and shake off  the vestiges of  the stillpowerful military.

Swept  into power on a wave of optimism and hatred for  the generalswho ruled for 50 years, Suu Kyi's National League for Democracy(NLD) vowed to boost prosperity and end decades of bloody civil war.

But while "The Lady," as she is widely known, still draws widespreadpersonal adoration  in many areas of  the country, dissenting voices arerising.

Suu Kyi cuts an  increasingly aloof  figure, say analysts, ducking pressconferences and remaining silent over a bloody army crackdown onRohingya Muslims.

Her reticence to speak out on the violence in Rakhine state  is causingher to quickly  lose fans  in the  international community that was oncebedazzled by her power as a rights defender.

Expectations of what  the NLD could achieve  in a year of governing oneof Southeast Asia's poorest countries were unreasonably high,according to Myanmar watchers.

But now many are questioning whether the government will ever beable to piece the country back together.

"There  is a growing sense among the politically engaged urbanelectorate that  the government  is not meeting their expectations," saidpolitical analyst Richard Horsey, a consultant  for  the International CrisisGroup.

"Partly,  that  is because those expectations were  inevitably far  too high...but partly  it  is due to government underperformance."

Most government officials have little or no political experience andmany spent years  languishing  in  jail under the former  junta that gorgeditself and  its cronies on Myanmar's resources and brutally suppresseddissent.

The government  is hobbled by a military constitution that bars Suu Kyifrom the presidency and guarantees them a quarter of parliament seats­ enough to block any changes.

It also gives the army control over the three most  important ministries:defence, borders and home affairs.

A prominent NLD lawyer who was trying to scrap the charter, Ko Ni,was murdered  in broad daylight at Yangon airport  in a killing allegedlymasterminded by a former military officer.

Debate stifled

Speaking at his funeral, Suu Kyi urged the public  to be patient.

"For the history of a country,  for  the history of a government, 10months or one year  is not much," she told the crowd.

But many in Myanmar wryly  joke that  the NLD is  just "old wine  in a newbottle" ­ new packaging for a government that still does not  listen to  itspeople.

Several of Suu Kyi's  flagship policies are already faltering.   

Growth  is slowing and foreign  investment  is expected to fall  for  the firsttime in four years, while double­digit  inflation  is eating up people'sincomes.

Political  insiders complain Suu Kyi has concentrated too much power  inher own hands and is stifling debate within the party.

Prosecutions against  journalists, satirists and activists under a vagueonline defamation  law have, meanwhile, surged over the past year ­several proposed by NLD members.

The Lady has also faced criticism for mishandling peace talks withethnic  insurgents  in Myanmar's borderlands, where fighting  is at  itsmost  intense in decades. 

Analysts warn that rising anger  in ethnic minority areas could see theNLD lose power to  local parties  in the by­elections on April 1. 

"There was hope that  the situation would  improve under a newgovernment. But  it hasn't,  it's even got worse," said veteran Myanmarcommentator and author Bertil Lintner. 

"She's become a fig  leaf  for continued military rule."

'Mother Suu'

Internationally, many have been shocked by Suu Kyi's silence over anarmy crackdown on Rohingya Muslims.  It was so brutal  that UNinvestigators believe  it may amount to crimes against humanity.

Last week,  the UN Human Rights Council agreed to dispatch a fact­finding mission to  investigate whether troops had committed atrocitiesin the north of Rakhine state.

The government has rejected the probe, saying  it would only "inflame"tensions, and lashed out at  those reporting abuses.

But despite the new government's  teething problems, many still  revere"mother Suu" as a saint­like figure who delivered Myanmar from militaryoppression. 

"I'm not convinced public discontent  is as widespread as oftenperceived," said Renaud Egreteau, a visiting fellow at  the ISEAS­YusofIshak Institute, pointing out  that  the NLD retains strong support  in  itsrural heartlands.

Government advisor Aung Tun Thet said  it was too early  to  judge theNLD.

"We can't say after a year what the government's performance hasbeen like an exam. We can't say  if  they have passed or  failed," hesaid.
