Effective August 12, 2013, the State College Area School District Board of Directors approved the following compensation increases for senior administration employees. The district superintendent is directly supervised by the school board. The board, in accordance with the Pennsylvania Open Meeting and Open Records laws discusses the district superintendent’s contract provisions, evaluation of objectives and performance and incentive and merit salary increases in executive session. However, performance conditions are explained and a salary increase, if any, is voted in public session (August 12, 2013). Details are provided in attachments to the school board agenda. Salary increases, if any, for the district Business Administrator , Director of Human Resources , and the Assistant Superintendent who are directly supervised by the superintendent are also approved by the board but without public notation describing performance. Robert O”Donnell , Superintendent, previous salary: $173,325, increase: 0.86 percent ($1,491), new salary: $174,816 Performance objectives: “2012-2013 performance was Satisfactory” when measured against the following performance standards:1) Student Growth and Achievement, 2) Organizational Leadership, 3) District Operations and Financial Management, 4) Communication and Community Relations, 5) Human Resource Management, and 6) Professionalism. The board has communicated areas that Dr. O’Donnell needs to improve via his annual evaluation.”

Michael Hardy , Assistant superintendent, previous salary: $124,729, increase:0.95 percent ($1,185), new salary:$125,914 Randy Brown , Business Administrator, previous salary: $111,000, increase: 1.1 percent ($1,221, new salary: $112,221 Sandy Emerich , Director of Human Resources, previous salary: $104,000, increase: 1.25 percent ($1,300), new salary: $105,300 Other Administration salaries follow on pages below .
