Mr. Bruce Meyer, Chair, called the meeting to order.

2. Roll Call

Dr. Glenn DuBois, Chancellor, took a roll call to determine that a quorum was present.

3. Minutes – Meeting No. 331, January 23, 2014

A motion was made by Dr. Martin and seconded by RADM. Fountain that: “THE STATE BOARD FOR COMMUNITY COLLEGES APPROVES THE MINUTES OF THE JANUARY 2014 MEETING AS SUBMITTED.” The motion carried.

Mr. Meyer indicated that the Education Report would also serve as the Liaison Report.

6. Education: Tidewater Community College Report

Dr. Edna Baehre-Kolovani, President of Tidewater Community College; Dr. Daniel DeMarte, Vice President for Academic Affairs; and Mr. Franklin Dunn, Executive Vice President gave an overview of Tidewater Community College. The presentation included program details of Maritime Technologies, Visual Arts, Beazley School of Nursing, Automotive Technology, Business Administration, and the Center for Military and Veteran Education. Dr. Baehre-Kolovani also spoke about the partnerships the college has with local governments. Mr. Henry White described his experience in Tidewater’s apprenticeship program for Maritime Technologies. Faculty member Ms. Linda Williams briefly outlined the open education initiative and Tidewater Community College’s Textbook Free Degree (Z-Degree).

C. CHANCELLOR’S REPORT

1. Chancellor’s Report on 2013-2014 Goals Aligned with Achieve 2015

The Chancellor noted that an update of his goals aligned with Achieve 2015 was provided in both summary and detailed format.

2. Update Reengineering Task Force Update

The Chancellor reported that an update on the VCCS Reengineering Task Force was provided in the meeting materials.

3. Update on VCCS Marketing

Mr. Kraus and Dr. Finnegan discussed the new marketing campaign’s timeline and focus.

4. Chancellor’s Sabbatical Report

Dr. DuBois gave an overview of his report on the Chesapeake Bay and the environmental issues affecting the bay, along with a description of strategies that have been implemented to “save the bay.” This report was distributed with the Board meeting materials.

5. Chancellor’s 5th Annual Developmental Education Symposium, April 8,

2014, Hotel Roanoke and Conference Center, Roanoke, VA – Dr. Catherine Finnegan, Assistant Vice Chancellor for Institutional Effectiveness

Dr. Finnegan briefly outlined the plans for the symposium.

6. New Horizons Conference, April 9-11, 2014, Hotel Roanoke and

Conference Center, Roanoke, VA – Dr. Catherine Finnegan, Assistant Vice Chancellor for Institutional Effectiveness

Chairman Meyer urged State Board members to attend, if possible. Board members were asked to contact Ms. Mondziel as soon as possible if they were interested in attending.

7. Annual Chancellor’s Award for Leadership in Philanthropy, April 15, 2014,

the Country Club of Virginia, 6031 St. Andrews Lane, Richmond, VA – Dr. Jennifer Gentry, Vice Chancellor for Institutional Advancement

State Board members were encouraged to attend this event.

D. ACADEMIC, STUDENT AFFAIRS, AND WORKFORCE DEVELOPMENT COMMITTEE – LaVonne Ellis, Chair

1. Committee Minutes – January 22, 2014

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Recommendation for the Conferral of 2014 Honorary Degrees

Dr. Finnegan reviewed the recommendations for the Conferral of 2014 Honorary Degrees from the following colleges.

Danville Community College Germanna Community College Rappahannock Community College Wytheville Community College (Appendix I)

3. Program Approval – Tidewater Community College, Associate of Applied

Science, Heating, Ventilation, Air Conditioning, and Refrigeration

Dr. Finnegan reported that Tidewater Community College requested approval to establish an Associate of Applied Science in Heating, Ventilation, Air Conditioning, and Refrigeration. (Appendix II) A motion was made by the Committee that: “THE STATE BOARD FOR COMMUNITY COLLEGES APPROVES THE REQUEST OF TIDEWATER COMMUNITY COLLEGE TO ESTABLISH AN ASSOCIATE OF APPLIED SCIENCE DEGREE IN HEATING, VENTILATION, AIR CONDITIONING, AND REFRIGERATION.” The motion carried.

4. 2014 Chancellor’s Developmental Education Institute

Dr. Finnegan briefly described this year’s Chancellor’s Developmental Education Institute, which will be held June 1-6, 2014. This event is in partnership with the leadership at the National Center for Developmental Education. Dr. Hunter Boylan and the VCCS will hold its fourth annual one-week summer institute for developmental education faculty and student development service leaders.

5. Virginia Education Wizard Mobile App Dr. Finnegan announced Wizard mobile app revisions, which included an updated college and career search options and a cost calculator. To date, 2,139 planners have been created by students attending Virginia’s Community Colleges.

6. Program Discontinuance – Southwest Virginia Community College, Certificate, Hospitality Management (Approved by the Chancellor) This program is being discontinued because of low enrollments and few program awards over the past five years. Students will be referred to the college’s Applied Science degree in Business Administration.

Dr. Finnegan provided the Board with a snapshot focused on job placement and wage information over time.

8. Update on GED

Dr. Herndon reported the GED 21st Century Initiative implemented significant changes to the content and delivery of the Tests of General Educational Development (GED). The new assessment measures high school equivalency, as well as career and college readiness through a new endorsement. The new GED is aligned with the Common Core State Standards and delivered in a computer-based format only. The tests focus on the major use of skills and concepts rather than upon recall of specific facts. The questions focus on the general abilities to analyze, evaluate, and draw conclusions. Subject areas include the following.

Reasoning through Language Arts Mathematical Reasoning Science Social Studies

The new test will be on an entirely new scale of 100 to 200 points with a Passing Standard of 150 points on each test module. Effective January 1, 2014, the cost to take the full battery of GED tests increased from $58.00 to $120.00.

9. Follow-up on 2013 Hire Education Conference: Credential Attainment Dr. Herndon reported that VCCS staff will initiate a pilot credential tracking project in spring 2014. The goal of the project will be to identify: (1) methods to tracking training related to industry certifications in the VCCS Student information System (SIS) and (2) practices and lessons learned on efforts to gain student feedback on whether they received the certification upon completion of the training program. The VCCS expects to ask five to six colleges to participate in the pilot based on the types of industry certifications they offer in either credit or noncredit.

10.Follow-up on 2013 Hire Education Conference: Employability Skills

Dr. Herndon reported the VCCS’s plan to conduct research into employability skills, defining such skills demanded by Virginia employers, and current and proposed models that colleges might use to instruct and assess such skills. VCCS staff is currently developing an outline of what is

needed from that research and will contract with a research entity to complete the work. It was announced that Associate Assistant Counsel, Crystal Twitty, will be leaving the VCCS in April to start her own law practice.

Chancellor DuBois announced that a successor to Dr. Susan Wood has been named and will arrive in June. Dr. Catherine Finnegan was recognized for doing a wonderful job in the interim.

E. AUDIT COMMITTEE – Mirta M. Martin, Chair

1. Committee Minutes – January 22, 2014

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Approve 2013-2014 Audit Plan Changes

Ms. Vanderland updated the State Board on changes to the Audit Plan. (Appendix III) A motion was made by the Committee that: “THE STATE BOARD FOR COMMUNITY COLLEGES APPROVES THE CHANGES TO THE AUDIT PLAN AS PROPOSED.” The motion carried.

3. High Risk Instructional Program Audit Report

Ms. Vanderland announced that the High Risk Instructional Program Audit Report was well received. The purpose of the audit was to evaluate whether instructors are practicing and teaching safety standards and best practices. Programs reviewed included welding, machine technology, HVAC, electric, forestry, wind turbine energy, and mechanical technology. The review found that instructors in the high risk instructional programs are demonstrably practicing and teaching industry safety standards. However, opportunities for improvement were identified related to communication, safety instruction, and policy benefiting all colleges and the System.

4. Follow-up on CVCC Contract Management and Administration Audit

Ms. Vanderland provided an update to the CVCC Contract Management and Administration Audit. The college is moving forward with a shared services program in this area.

5. Follow-up on Outstanding Management Action Plans

This item was postponed until the May 2014 State Board meeting.

6. 2013-2014 Audit Plan Status

Ms. Vanderland provided the Board with an update on the Internal Audit Plan, which is progressing as expected.

7. Office of the State Inspector General Reporting Requirements

Ms. Vanderland announced that reporting requirements have increased and to please be aware of the new directives that must be followed by Higher Education Internal Audit Departments.

8. Update on Recruitment of Director of Internal Audit

Dr. Martin publicly thanked Ms. Vanderland for all of her work and dedication to the VCCS. Ms. Vanderland will retire on May 1, 2014. An advertisement for the Director of Internal Audit was placed on February 28 and a review of the applications will begin on March 28.

9. Litigation Report

There was a brief discussion related to new litigation in which a Thomas Nelson Community College Student is suing the VCCS, alleging that his First and Fourteenth Amendment rights were violated.

F. BUDGET AND FINANCE COMMITTEE – Michael Thomas, Chair

1. Committee Minutes – January 22, 2014

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Preliminary Discussion of 2014-2015 Tuition and Fees

Information regarding tuition and fee rates and policies was included with the State Board materials. Discussion followed regarding priorities of the VCCS. The General Assembly has not yet passed a budget, but the State

Board hopes to consider tuition recommendations at the May 2014 meeting.

3. Update on Benchmarking Study / Opportunity Assessment Project

Ms. VanCleave announced a report from the Accenture-Hackett team is due March 31. Next steps of the study include:

Reporting initial findings to the project’s steering committee on April 4,

Conducting workshops with the functional areas to discuss and assess opportunity for improvements in mid-April, and

Providing updates to various constituent groups, including the Advisory Council of Presidents in April and the State Board in May. Recommendations to ACOP will be made in June and to the State Board in July.

4. Update on Budget and Legislative Actions of 2014 General Assembly

Dr. Davenport gave an update related to the status of the state budget and legislation impacting the VCCS. Mr. Thomas complimented her on her competence and the professional reputation that she has in working with General Assembly members.

G. FACILITIES COMMITTEE – Robert Fountain, Chair

1. Committee Minutes – January 22, 2014

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Northern Virginia Community College, Loudoun Campus, Signal Hill Lease

Justification, (Lease Amendment Approval)

Northern Virginia Community College currently leases from MR Office L.C. office and classroom space in a three story office building in Loudoun County known as Signal Hill. The Building is in close proximity to the College’s Loudoun Campus, and is a preferred location for expansion and extension of the existing lease term. George Mason University has expressed an interest in co-locating in the same building as NVCC in order to share educational programs, resources, and technology. Such a shared location will provide operational efficiencies for both NVCC and GMU. (Appendix IV) A motion was made by the Committee that:

“IN ACCORDANCE WITH THE VIRGINIA COMMUNITY COLLEGE POLICY MANUAL, §10.3.0.2, THE STATE BOARD FOR COMMUNITY COLLEGES APPROVES THE REQUEST OF NORTHERN VIRGINIA COMMUNITY COLLEGE, LOUDOUN CAMPUS TO EXPAND AND EXTEND ITS EXISTING LEASE AT SIGNAL HILL OFFICE BUILDING AND TO ENTER INTO AN AGREEMENT WITH GEORGE MASON UNIVERSITY REGARDING THE SHARING OF OPERATING COSTS AND OTHER DIVISION OF RESPONSIBILITIES FOR THE LEASED SPACE.”

The motion carried.

3. Virginia Western Community College Student Life Center Electric Utility

Easement Project Code: 260-17853 Virginia Western Community College requests approval for a 20-foot wide easement for Appalachian Power Company to maintain underground electric service to the Student Life Center which is presently under construction at Virginia Western Community College. (Appendix V)

A motion was made by the Committee that: “IN ACCORDANCE WITH THE VIRGINIA COMMUNITY COLLEGE POLICY MANUAL, §10.1.1a, THE STATE BOARD FOR COMMUNITY COLLEGES APPROVES THE CONVEYANCE OF AN ELECTRIC UTILITY EASEMENT TO APPALACHIAN POWER COMPANY FOR UNDERGROUND ELECTRIC LINES TO SERVE THE VIRGINIA WESTERN COMMUNITY COLLEGE STUDENT LIFE CENTER. THE AUTHORIZATION IS CONTINGENT UPON SATISFACTION OF ALL APPLICABLE REQUIREMENTS OF THE COMMONWEALTH, OFFICE OF THE ATTORNEY GENERAL OF VIRGINIA, AND VIRGINIA COMMUNITY COLLEGE SYSTEM POLICIES.”

The motion carried.

4. Virginia Community College System, SWaM Expenditure Report

Mr. Jones presented the State Board with an itemized report on SWaM participation.

5. Virginia Community College System, College Construction Project Report

Mr. Jones provided the State Board with a list of all active Community College Construction Projects and their status.

6. Virginia Community College System, Status Report on Capital Outlay Projects

Mr. Jones provided the State Board with a status report on current capital outlay projects.

H. PERSONNEL COMMITTEE – Mr. Robin Sullenberger served as Acting Chair. and gave the Committee report.

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Chancellor’s Task Force on Diversity Update

Dr. Christopher Lee discussed the four areas of focus, which are listed below.

Recruitment and Talent Development The College as a Community Model for Diversity Campus Leadership and Diversity General Recommendations for Policy and Key/Strategic Actions

Subcommittees have been formed to outline potential recommendations in these areas. A final report will be presented to ACOP in June and to the Board at its July meeting.

3. Update on the Benchmarking Study / Opportunity Assessment Project

Ms. VanCleave announced the next steps to the study during the Budget and Finance Committee report.

1. Committee Minutes – January 22, 2014

It was reported that the Committee approved the minutes of its January 2014 meeting.

2. Chair’s Report

The Executive Committee met yesterday and approved the July 2013 minutes.

3. Enter into Closed Session

Mr. Meyer announced the Executive Committee went into closed session yesterday to discuss the Chancellor’s evaluation and compensation. No closed session was held today.

4. Preliminary Discussion of Chancellor’s Evaluation and Compensation

Mr. Meyer appointed a subcommittee (Mr. Gannon, Mr. Thomas and Mr. Meyer) to make recommendations at the next State Board meeting.

5. Return to Open Session

The Executive Committee returned to open session yesterday after discussing the Chancellor’s evaluation and compensation. No closed session was held today.

6. Preliminary Discussion of State Board Self-Evaluation

A Board self-survey will be emailed out to Board members in April. Results will be shared at the May meeting. Ms. VanCleave announced two new questions to the survey.

Do you feel you have a basic understanding of the issues focused on by Committees on which you do not serve? If not, what are the committee areas you would like to know more about?

Do you have adequate access for opportunities to visit the colleges?

7. Appointment of Ad Hoc Committee

Mr. Meyer appointed an Ad Hoc Committee consisting of Mr. Gannon, Dr. Gong, Mr. Meyer and Mr. Thomas during yesterday’s Executive Committee meeting. The Vice Chair election will be held at the May meeting and the term will begin July 1, 2014.

8. Declaration of Intent to Seek Election as an Officer of the State Board

Any member interested in serving as Vice Chair should declare such intent to Mr. Gannon, Dr. Gong, Mr. Meyer or Mr. Thomas.

J. OTHER BUSINESS

Mr. Meyer presented Ms. Vanderland a recognition gift in appreciation for her dedicated service over the last five years in the VCCS.

In accordance with VCCS Policy Manual (Section 5.1.5 Honorary Degrees), the State Board for Community Colleges can authorize Virginia’s Community Colleges to award honorary associate degrees in humane letters to the individuals who have contributed significantly to the individual colleges or to the VCCS. TITLE: PROGRAM APPROVAL – ASSOCIATE OF APPLIED SCIENCE IN

HEATING, VENTILATION, AIR CONDITIONING, AND REFRIGERATIION (Academic, Student Affairs, and Workforce Development Committee, Action Item)

BACKGROUND: Tidewater Community College (TCC) proposes the establishment of an Associate of Applied Science (AAS) in Heating, Ventilation, Air Conditioning, and Refrigeration (HVACR). This is a four-semester, 67-credit curriculum. The AAS degree in Heating, Ventilation, Air Conditioning, and Refrigeration prepares individuals for employment in the heating, ventilation, air conditioning, and refrigeration industry as technicians in the areas of service, maintenance, and installation. ACTION RECOMMENDED: It is recommended that the State Board of Community Colleges approve that Tidewater Community College be allowed to offer the Associate of Applied Science degree in Heating, Ventilation, Air Conditioning, and Refrigeration. RATIONALE: According to the U.S. Department of Labor’s Bureau of Labor Statistics, the employment of HVACR technicians is expected to increase by 21 percent nationally between 2012 and 2022 (Occupational Outlook Handbook, 2014-2015 edition). TCC conducted a needs assessment with local employers in the HVACR industry. One-hundred percent of the respondents expect that the need for highly trained HVACR technicians will continue to increase in the college’s service area.

Tidewater Community College Program Proposal Associate of Applied Science in Heating, Ventilation, Air Conditioning, and Refrigeration

Tidewater Community College (TCC) is seeking approval to offer the Associate of Applied Science (AAS) degree in Heating, Ventilation, Air Conditioning, and Refrigeration, CIP code 47.0201. The AAS degree in Heating, Ventilation, Air Conditioning, and Refrigeration prepares individuals for employment in the heating, ventilation, air conditioning, and refrigeration (HVACR) industry as technicians in the areas of service, maintenance, and installation. Number of Credit Hours The proposed Heating, Ventilation, Air Conditioning, and Refrigeration AAS degree is a career technical education degree program that requires a total of 67 credits for graduation. The curriculum meets the general education credit hour requirements specified in Table 5-1B; including courses in communication, humanities, mathematics, natural science, personal wellness, and social sciences. Learning Outcomes TCC seeks to provide graduates with a strong background in general education through formal education experiences (courses). The required courses as well as specialized courses in the major field support the development of the following TCC General Learning Outcomes:

Communication Critical Thinking Cultural and Social Understanding Information Literacy Personal Development Quantitative Reasoning Scientific Reasoning

Graduates of the AAS in Heating, Ventilation, Air Conditioning, and Refrigeration program will be able to:

Interpret electrical diagrams, wire control systems from electrical diagrams, set controls, and design controls systems, and diagnose and repair faults in electrical control systems.

Calculate HVACR system capacity, design HVACR systems, install HVACR system components, install HVACR systems following the relevant codes and industry practice, and think critically.

Explain the purpose and operation of HVACR systems and corresponding components, diagnose and repair faults, and perform maintenance on HVACR systems.

Recall the information needed to pass the EPA Refrigerant Recovery Certification Exam. Demonstrate positive work traits and good customer skills, and possess the ability to

continue to upgrade knowledge and skills.

Program Assessment TCC has developed a comprehensive Program Review and Student Learning Outcomes Assessment process strategically designed for all college programs to include outcome-based learning objectives to allow effective application of professional skills leading to improved citizenship and work behaviors. Assessment of individual student achievement will be ongoing and formative in the laboratory and classroom environments, and a cumulative assessment of the learning outcomes will be based on structured projects within the cooperative education course in the last semester of the program. Assessment of program-specific learning outcomes is performed at least once every two years. Additional measures of program assessment will include graduation rates, placement rates, and employer/graduate satisfaction. The AAS degree program in HVACR will also undergo a formal review as part of the College’s ongoing comprehensive review and planning processes. Benchmarks for the Program The Heating, Ventilation, Air Conditioning, and Refrigeration program will be deemed successful if:

The program meets State Council of Higher Education for Virginia (SCHEV) benchmarks for headcount, FTES, and graduates.

At least 85% of graduates find employment as entry-level technicians. At least 90% of employers hiring graduates report satisfaction with student preparation

and performance on the job. At least 80% of the students report satisfaction with the program at the end of each

semester and the completion of each course. The pass rate of students taking the EPA industrial certification examination for the first

Student Demand The college piloted the program through the Construction Trades/Air Conditioning plan of study under the institution’s existing Technical Studies Degree; there were robust enrollments in the program. A recent survey of students currently enrolled in the college’s HVAC certificate program found that 85% (157/185) are interested in earning an Associate in Applied Science Degree of HVACR. Employer Demand According to the U.S. Department of Labor’s Bureau of Labor Statistics, the employment of HVACR technicians is expected to increase by 21% nationally between 2012 and 2022 (Occupational Outlook Handbook, 2014-2015 edition). According to recent data from the Economic Modeling Specialists, Inc. (EMSI), the employment of HVACR technicians in the Hampton Roads area is projected to grow 13% in the next five years. Likewise, TCC’s needs assessment of companies in its service area provide further evidence that there will continue to be employment opportunities in the college’s service area. Program Duplication There are three colleges that offer the HVACR program across the Virginia Community College System. However, only one of the colleges that border TCC’s service area currently offers the program (TNCC) and this institution will not compete with TCC for students. Program Resource Needs Faculty who currently provide instruction in the college’s HVAC certificate program will teach the curriculum for the degree program. The college does not anticipate any additional costs with the new degree.

TITLE: NORTHERN VIRGINIA COMMUNITY COLLEGE LOUDOUN CAMPUS SIGNAL HALL LEASE JUSTIFICATION (LEASE AMENDMENT APPROVAL) III.C.2.c. BACKGROUND: Northern Virginia Community College currently leases from MR Office L.C. office and classroom space in a three story office building in Loudoun County known as Signal Hill. The building is in close proximity to the College’s Loudoun Campus, and is a preferred location for expansion by the College, and an extension of the existing lease term. George Mason University has expressed an interest in collocating in the same building as NVCC in order to share educational programs, resources and technology. Such a shared location will provided operational efficiencies for both NVCC and GMU. NVCC’s current Signal Hill lease consists of the following: Suite 300, 21,407 SF rentable area (the entire 3rd floor), and Suite 250, 5,179 SF of rentable area. The current lease expires on May 29, 2015. Additional space is needed for NVCC/GMU academic program co-location – a part of a broader collaboration agreement between both institutions. GMU’s Osher Lifelong Learning Institute needs space for non-credit programs for senior adults, as well as general academic credit courses as well. NVCC needs space for expansion of Loudoun Campus academic programs. In addition, the Loudoun Campus LR building is scheduled to undergo major renovations in the near future. College staff and faculty currently located in that building will have to relocate to other venues, and the Signal Hill could absorb a number of those relocated employees. NVCC will assume responsibility vis-à-vis the landlord for leasing additional space in order to meet the combined program requirements of NVCC and GMU. Specifically, an addition of first floor suites 100 and 110 with a combined area of 12,994 RSF and replacement of suite 250 (5,179 RSF) currently under lease with suite 220 (5,302 RSF). New space to be leased will require substantial renovation. To meet the NVCC and GMU needs, the planned renovation will include eight (8) new classrooms and an adjacent faculty and staff office area. Additional classrooms will serve as computer labs. GMU will have exclusive, dedicated use of six (6) new classrooms. NVCC will use two (2) new dedicated classrooms on an exclusive basis. Some classrooms may be shared between the institutions on an as-need basis. Finally, NVCC and GMU require faculty/staff offices and an adequate number of break rooms, conference rooms and student lounges. The total new requested area is approximately 13,117 rentable SF. LOCAL BOARD RECOMMENDATION FOR APPROVAL: The Northern Virginia Community College Local Board is scheduled to meet on March 10, 2014 to review and approve the proposed leasing justification. RECOMMENDATION: In accordance with Virginia Community College Policy Manual, §10.3.0.2, it is recommended that the State Board for Community Colleges approve the request of Northern Virginia Community College, Loudoun Campus to expand and extend its existing lease at Signal Hill office building, and to enter into an agreement with George Mason University regarding sharing of operating costs and other division of responsibilities for the leased space.

APPENDIX V TITLE: VIRGINIA WESTERN COMMUNITY COLLEGE STUDENT LIFE CENTER

PROJECT CODE: 260-17853 III.C.2.b. BACKGROUND: Virginia Western Community College requests approval for a 20 foot wide easement for Appalachian Power Company to maintain underground electric service to the Student Life Center which is presently under construction at Virginia Western Community College. Virginia Community College Policy Manual, §10.1.1a, requires State Board approval for acquisition or conveyance of title to community college real property including exchanges. All costs associated with this easement will be borne by revenue bonds that are financing this project. LOCAL BOARD RECOMMENDATION FOR APPROVAL: The Virginia Western Community College Local Board approved this easement on February 4, 2014.

RECOMMENDATION: In accordance with Virginia Community College Policy Manual, §10.1.1a, it is recommended that the State Board for Community Colleges approve the conveyance of an electric utility easement to Appalachian Power Company for underground electric lines to serve the Virginia Western Community College Student Life Center. The authorization is contingent upon satisfaction of all applicable requirements of the Commonwealth, Office of Attorney General of Virginia, and Virginia Community College System policies.
