    Anderson High School, which is not on the National Register of Historic Buildings, is a 1961 4 story, 214,669 square foot school building located in a suburban residential /commercial setting. The existing facility does not use modular buildings. The structure of the facility is primarily steel frame construction with curtain walls or nonbearing exteriorwall construction. Some exterior walls are masonry bearing. Interior walls are primarily non-bearing masonry. The base floor system is concrete slab on grade. The floor above tbasement mechanical area is structural concrete. Intermediate levels are primarily steel joist with metal deck and concrete topping. The roof structure is steel joist. The roofingsystem of the facility is primarily built-up with gravel ballast, installed in phases between 1988 and 2000. The ventilation system of the building is inadequate to meet the needs o

    the users. The classrooms are undersized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of oneGymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a security system. The building has a compliantautomatic fire alarm system. The facility is not equipped with a complete fire suppression system. The building is reported to contain asbestos. The overall building is not compliawith ADA accessibility requirements. The school is located on a 30 acre site shared with bus maintenance, food service / transportation office and the board office. The athleticfacilities are fenced for security. Access onto the site is unrestricted. Site circulation is fair. There is dedicated space for school buses to load and unload on the site. Parking forstaff, visitors and community events is inadequate.

    Facility Assessment

    A. Heating System

    Description: The existing system for the entire facility, less the fitness room and toilet room additions, is a gas fired hot water system, installed in 1961, and isin fair condition. The three hot water boilers, manufactured by Atlas, were installed in 1961, and are in fair condition. Heating water is distributedto terminal units consisting of unit ventilators, unit heaters, fin tubes, and air handlers. The terminal equipment was installed in 1961, and is in faircondition. The system does not comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and OhioSchool Design Manual. The digital type system temperature controls were installed in 1961 and are in fair condition. The system does not featureindividual temperature controls in all spaces required by the OSDM. Louvered interior doors are a violation of the Ohio Building Code, and interiordoors in this facility are louvered to facilitate corridor utilization as return air plenums. (Louvered doors are replaced in Items J and O.) Theexisting system is not ducted. The overall heating system in the original building, science, classroom, and media center additions is evaluated asnot being in safe and efficient working order, and long term life expectancy of the existing system is not anticipated.     B. Roofing

    Description: The roof over the overall facility less the restroom addition is a built-up system with gravel ballast that was installed in phases (1988, 1989, 1990,1991, 1997, and 2000). The built-up roofing is in fair condition. There are no District reports of current leaking. Signs of past leaking wereobserved during the physical assessment. Access to the roof was gained by access hatch and access ladder that are in fair condition. The roofover the restroom addition is an EPDM system that was installed in 2003 and is in fair condition. There were observations of standing water onthe roof. Metal flashings are in fair condition. Roof drains are adequate in number, properly located, and in fair condition. There are no gutters ordownspouts.

    Recommendations: The sections of roof that were installed on the original facility in 1988, 1989, and 1990 require replacement to meet Ohio School Design Manualguidelines for age of systems and due to condition.     C. Ventilation / Air Conditioning

    Description: The overall facility is not equipped with an air conditioning system. Individual spaces such as the Titus Auditorium, media center, main office,distance learning, and various small offices are equipped with rooftop mounted air conditioning units. These various units vary in age from 4years old to over 16 years old. The units are in fair to poor condition. The fitness addition is equipped with rooftop mounted air conditioning unitsthat are three years old and in good condition. Window units are provided in various locations. The ventilation system in the original construction,classroom addition and media center addition consists of unit ventilators, installed with each phase of construction and in fair condition, providingfresh air to classrooms, and air handlers, installed in 1961 and in fair condition, providing fresh air to other miscellaneous spaces such as thegymnasium, student dining, auditorium, etc. Some interior doors are louvered to facilitate corridor utilization as return air plenums. The ventilationsystem does not meet the Ohio Building Code 15 CFM per occupant fresh air requirement. The overall system is not compliant with Ohio BuildingCode and Ohio School Design Manual requirements. A dust collection system is provided but the district no longer teaches a curriculum requiringa dust collection system, thus the system has been disconnected. Exhaust systems for restrooms, gymnasium, storage rooms, and locker roomsare inadequate.

    Recommendations: Provide an air conditioning system in the entire facility less the fitness addition to meet with Ohio Building Code and Ohio School Design Manualrequirements.     D. Electrical Systems

    Description: The electrical system provided to the original building is a 120/208 volts, 1600 amp, 3 phase 4 wire system installed in 1961, and is in faircondition. The system in the 1964, 1967, 1971, and 1988 addition is an extension of the original construction. The electrical system provided tothe 2001, and 2003 sections is a 120/240 volts, 400 amp, 3 phase 4 wire system installed in 2001, and is in good condition. Power is provided tothe original service by multiple district owned, transformers located in vault, which is buried under the sidewalk near the main entry, and in faircondition. Power is provided to the 2001 service by a utility owned, pad-mounted transformer located near the backstage, and in good condition.The panel systems, installed during the various stages of construction, are in fair condition, but have little capacity for expansion. The classroomsare not equipped with adequate electrical outlets. The typical classroom contains 6 general purpose outlets. The classrooms do not have adedicated outlet for each classroom television or for student and teacher computers. There are some restroom spaces that have no electricaloutlets. The corridors are equipped with adequate electrical outlets for servicing. There are adequate GFI protected exterior outlets locatedaround the perimeter of the building. The original electrical system does not meet Ohio School Design Manual requirements in supporting thecurrent needs of the school, and will be inadequate to meet the facilitys future needs. The 2001 electrical system meets OSDM requirements, andwill be adequate for the future facility needs.

    Description: The service entrance is equipped with a reduced pressure backflow preventer. A water treatment system is provided and is in good condition.The domestic water supply piping in the overall facility is copper in fair condition. The waste piping in the overall facility is cast iron in faircondition. The facility is equipped with 3 gas water heaters and a hot water storage tank in fair condition. The school contains 12 restrooms forboys, 11 restrooms for girls, and individual 11 restrooms. Boys restrooms contain 3 ADA and 4 non-ADA wall mounted flush valve toilets, 2 ADAand 15 non-ADA floor mounted flush valve toilets, 6 ADA and 37 non-ADA wall mounted flush valve urinals, and 17 ADA and 20 non-ADA wallmounted lavatories. Girls restrooms contain 2 ADA and 6 non-ADA wall mounted flush valve toilets, 1 ADA and 40 non-ADA floor mounted flushvalve toilets, as well as 16 ADA and 25 non-ADA wall mounted lavatories. Science Classrooms are equipped with gas, but lackcompressed air connections. Safety shower / eyewash stations exist and are in fair condition. Adequate exterior wall hydrants are provided.

    Description: The overall facility is equipped with thermally broken aluminum frame windows double pane insulated glazing type window system, which wasinstalled in phases from 2001 to 2003, and is in good condition. Aluminum frame curtain wall systems are found in the 1961, 1964, 1967 and1971 sections and are in good condition. Some curtain wall systems have been penetrated by unit ventilator intake louvers. Typical entrancedoors throughout the facility are aluminum type construction, mounted on aluminum frames, and in fair to good condition. Exterior doors vary withregards to their glazing. Some feature single pane vision panels with single pane sidelights and transoms while others are thermally broken dualglazing with sidelights and transoms to match. Many of the exterior doors were replaced during the window replacement projects that occurred in2001, 2002 and 2003. The school does not contain skylights.

    H. Structure: Walls and Chimneys

    Description: The majority of the facility is equipped with a steel frame system that supports the floor and roof framing. Many of the 1961, 1964, 1967, 1971and 1988 exterior walls are curtain wall windows. Nonbearing concrete masonry unit walls with brick veneer exist where curtain walls are not. The2001 and 2003 additions use a brick veneer on a masonry bearing wall system, which displayed no locations of deterioration, and is in goodcondition. The exterior masonry appears to have appropriately spaced and adequately caulked control joints in fair condition. The exteriormasonry has not been cleaned and sealed in recent years, and shows evidence of mortar deterioration. Some of the 1971 brick veneer iscrumbling. One wall on the 1961 and one wall on the 1971 section has moved considerably since its construction. The district had theseconditions were reviewed by a structural engineer, who found them to be safe. Interior walls are non-bearing concrete masonry units and are infair condition. Interior masonry appears to have adequately spaced and caulked control joints in fair condition. The windowsills are an element ofthe aluminum window system, and are in good condition. The exterior lintels are not open to observation. The school has sufficient expansionjoints, and they are in fair condition.

    Description: The 1961, 1967, and 1971 sections have classrooms with vinyl asbestos tile (VAT) type flooring, suspended grid with lay-in acoustic tile (ACT)type ceilings, and painted concrete masonry unit (CMU) type wall finishes, and they are in fair to poor condition. The overall facility has corridorswith terrazzo or VAT type flooring, ACT type ceilings, and CMU type wall finishes, and they are in fair condition. The 1961, 1964, 1967, and 1971sections have restrooms with terrazzo type flooring, gypsum board ceilings, and glazed tile type wall finishes, and they are in fair condition. The2001 restrooms have ceramic tile floors, and CMU walls, while the 2003 restrooms have concrete floors, and CMU walls. The Gymnasium haswood type flooring, exposed structure with tectum deck type ceilings, and CMU type wall finishes, and they are in fair condition. Gymnasiumtelescoping stands are in good condition. Student Dining, located in the 1961 section, (was in the process of removing) VAT flooring, ACT typeceilings, and CMU type wall finishes, and they are in fair condition. Classroom casework in the facility varies in appearance and condition. Theclassrooms in the science wing appear to have been remodeled in the recent past. The remainder of the 1961 section, and the 1971 section hasinadequate casework. Classrooms are not provided adequate chalkboards, markerboards, and tackboards. Lockers are provided in the corridorsand are in fair condition, but are small for the age of the students. The academic wing is equipped with wood louvered interior doors in fair to poorcondition. The toilet partitions are metal type construction, and are in fair to poor condition. (Some toilet partitions are in the process of beingreplaced.) The existing kitchen is full service. The majority of the existing Kitchen equipment is original equipment in fair condition.

    L. Security Systems

    Description: The 1961, 1964, 1971, and 1988 portions of the facility contain a DSC type security system in fair condition. The overall system consists of twoseparate systems that are not integrated. Motion detectors are not adequately provided in all offices, corridors, and spaces where 6 or morecomputers are located. Not all exterior doors are equipped with door contacts. An automatic visitor control system is provided. CCTV cameras areprovided at main entry areas, central gathering areas, and main corridors. CCTV is monitored in the Administrative Area with the use of TV, VCR,and multiplexer. The security system is not adequately provided throughout, and the system is not fully compliant with Ohio School DesignManual guidelines. The 2003 addition and areas of the 2001 addition do not have a security system. The exterior site lighting system is equippedwith surface mounted metal halide and high pressure sodium entry lights in fair condition. Parking and bus pick-up / drop off areas are illuminatedby pole mounted metal halide fixtures in good condition. The exterior site lighting system provides adequate coverage.

    Description: The majority of the exterior entrances are ADA accessible. Some require minor sidewalk revisions. The gymnasium, auditorium, and stage egressdoors are not accessible. Access from the parking / drop-off area to the building entries is not compromised by steps or steep ramps. Adequatehandicap parking is not provided. Exterior doors are equipped with ADA hardware. The main entry is not equipped with an ADA power assistdoor. Special provisions for floor level changes in the 2 story classroom structure are not addressed. Access from the main entry to thegymnasium level has been accomplished with a chair lift. Access from the gym level to the auditorium seating level is accomplished with anotherchair lift.     P. Site Condition

    Description: The 30 acre sloped site is located in a suburban residential / commercial setting with moderate tree, shrub, and floral type landscaping. There areno apparent problems with erosion or ponding. The site is accessed by moderately traveled city street. Multiple entrances onto the site facilitateproper separation of bus and other vehicular traffic, and one way bus traffic is provided. A bus loop is provided for student loading and unloading.Staff, visitor, and student parking is facilitated by a 419 space asphalt parking lot in fair condition, which do not provide adequate parking for staffmembers, visitors, and the disabled. The parking lot drainage design, consisting of appropriate slope and catch basins, provides adequateevacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs are in fair to poor condition and areappropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in fair to poorcondition. The athletic facilities are comprised of a football stadium wit all weather track, tennis courts, baseball, softball, and soccer fields, andare in good condition.
