SSttaattee AAiidd WWeeeekkllyy ee--NNeewwss Nr. 22/08, 20.06.2008 13.06.2008 - 19.06.2008 HHiigghhlliigghhttss State aid: Competition Commissioner Kroes and Polish Treasury Minister Grad discuss Polish shipyards European Commissioner for Competition Neelie Kroes met Polish Treasury Minister Aleksander Grad in Brussels on 13th June 2008 to discuss state aid to the shipyards in Gdynia, Gdansk and Szczecin. Minister Grad presented the proposed sale of the Gdynia shipyard to the company ISD Polska (which controls the Gdansk shipyard) and a joint restructuring plan for the two yards. Moreover, the Minister indicated that he would formally submit this plan to the Commission by 26th June and would do his utmost to present a plan for Szczecin shipyard within the same deadline. LOwCO2MOTION is being implemented by a consortium of eight partners, headed by the car supplier Valeo. The purpose of the programme is to introduce innovative products to improve engine efficiency and economise on fuel consumption when vehicles brake and stop. The programme's target of reducing fuel consumption by up to 30% will also contribute to efforts to reduce greenhouse gas emissions. Read more State aid: Commission requests information about preferential tax regimes for retail distribution and banking cooperatives in Italy The European Commission has asked Italy under EC Treaty state aid rules for information regarding preferential tax regimes for cooperatives operating in the retail, distribution and banking sectors in Italy. The Commission started reviewing the measures after receiving several complaints. The current investigation is designed to ensure that the measures are in line with the state aid rules in the future, as it appears that the measures existed before the EC Treaty entered into force and could therefore qualify as existing aid. In its analysis, the Commission is carefully balancing the equity and efficiency objectives pursued by the cooperative model against any possible distortions of competition that might derive from such measures. The Commission finds at this preliminary stage that the tax measures may not constitute state aid under some conditions and that if they do, that they are mostly compatible. For the measures concerning large cooperatives that might not be in line with EU state aid rules, Italy has the opportunity to comment on the Commission's analysis before any conclusions are reached. The initiation of the review process does not prejudge its outcome. Read more

State Aid Master Class and Case Analysis The Master Class is intended for public officials who already have a good understanding of state aid issues but want to improve their knowledge and skills on how to determine whether a public measure contains state aid and how to design state aid schemes that are compatible with EU rules. The Master Class is based on analysis of recent important Commission decisions and Court rulings. The emissions inventory compiled by the European Environment Agency for 2006, the latest year for which complete data is available, shows that EU-15 emissions dropped by 0.8% from 2005, taking emissions to 2.7% below their levels in the base year (1990 in most cases). This puts the EU-15 well on track to meeting its Kyoto Protocol target of keeping average emissions between 2008 and 2012 at least 8% below base year levels Read more Public consultation shows strong support for ambitious post-2013 Cohesion Policy Europe needs a strong Cohesion Policy after 2013. That was the consensus in over 100 contributions to a public consultation on the issue, Danuta Hübner, Commissioner for Regional Policy, said today. She was speaking at a presentation of the Fifth Progress Report on Economic and Social Cohesion. The two-part document comprises a report on the public consultation, and an analytical report on regional economies, which shows that less developed regions continue to show strong growth, underpinned by a shift towards sectors of the future.
