1. Title of Proposal

1.1. Empanelment of Vendors of Uninterrupted Power Supply (UPS) Systems

2. Objective of the Proposal

2.1. Empanelment of Uninterrupted Power Supply (UPS) System Vendor for supply,

installation and maintenance of UPS of specified capacity and installation for the

branches/offices/ATM Sites of Union Bank of India in Chandigarh

Region(Chandigarh, Panchkula, Ambala & Yamunanagar).

3. Scope of Work

3.1. Bank will float Limited Tender among the empanelled vendors for supply,

installation and maintenance of UPS of specified capacity and configuration.

Detailed specification of UPS will be given along with each Tender. L1 is required

to supply, install and maintain the UPS as per RFP terms & conditions. UPS are to

be under warranty for three years. L1 will be decided on the basis of TCO (Total

cost of ownership).

4. Eligibility Criteria

1 Vendor should be in Manufacturing, Installation and Maintenance Services of UPS System of various ratings. (submit proof)

2 The Applicant should be a company registered in India under the Indian Companies Act 1956. (submit incorporation certificate)

3 Should have ISO 9001 Certification(submit certificate)

4 Annual Turnover in UPS business for the last three years should be minimum Rs 1 Crore for each year(Submit audited balance sheet) Year: 2017-2018,2018-2019, 2019-2020

5 The company should be making operating profit during the last three years.(Submit audited Balance sheet) Year:2017-2018,2018-2019,2019-2020

6 At present Should be empanelled UPS vendor in at least two Public Sector Bank (Submit empanelment letter) and should have minimum two year experience in

similar line of activity.

7 Should be registered with Goods Service Tax Authorities (submit proof)

8 Should have support service center in Chandigarh, Panchkula, Ambala & Yamunanagar (Submit Proof- Support Centre address, Telephone nos. & staff strength)

5. Empanelment Procedure

5.1. Vendors satisfying the eligibility criteria will be short listed and will be

empanelled with the Bank after due scrutiny of documents submitted by the

bidder. Unsuccessful bidders will be intimated through e-mail.

5.2. The empanelment will be valid for two years from the date of issuance of

empanelment letter to shortlisted vendors.

6. Removal of vendors from Empanelled List

6.1. If the service provided by the vendor is found to be unsatisfactory or if at any

time it is found that the information provided by the vendor is false, the Bank

reserves the right to remove such vendors from the empanelled list without

giving any notice to the vendor. Bank’s decision in this regard will be final.

8. Instruction to Vendors

8.1. Application with documents as per the Check List appended is to be addressed and submitted to

REGIONAL HEAD, UNION BANK OF INDIA REGIONAL OFFICE, CHANDIGARH SCO 64-65, BANK SQUARE SECTOR 17-B CHANDIGARH-160017

On or before 14.09.2020, 04.00 PM if any applicant sends the application (filled EOI document) by post / courier and if the said document reaches after the time specified above the applications will not be considered.

8.2. All applications must be accompanied by a Non-Refundable Demand Draft/Banker’s Cheque drawn on a scheduled bank in favor of Union Bank of India for Rs.1000 payable at Chandigarh.

8.3. The response should be submitted in a structured format as per the checklist

appended and all pages are to be numbered serially. All pages are to be signed by person/s on behalf of the organization duly affixing the company seal and the

person so signing should have necessary authorization / PA to do so. Applications containing false or inadequate information are liable for rejection. (Copy of Power of Attorney or Authorization Letter from the company should be furnished along with the Application)

8.4. Any alterations, erasures, overwriting, blanking out or discrepancies in figures

etc may render the EOI submission as invalid

8.5. Non-relevant / unnecessary documents should not be submitted along with the application.

8.6. All information provided should be specific to the requirements mentioned. Detailed clarification should be provided later in case of necessity.

8.7. All pages are to be numbered and signed by the authorized signatory.

8.8. Right of acceptance is reserved with UNION BANK OF INDIA.

Terms & conditions

a) The vendor shall deliver UPS, Batteries etc. along with all accessories to run the branch/ATM at the respective sites within 4 weeks from the date of acceptance of purchase order and shall install / make it operational another 1 week time from the date of delivery. Part shipment and / or short shipment is not acceptable to the Bank. Such part shipment and / or short shipment will be treated as non delivery of the products ordered and liquidated damages will be levied accordingly. b) The vendor shall provide warranty for a period of three years for UPS and two years for SMF batteries. The vendor will replace any of the parts of the UPS, if out of order, without any cost to the Bank during the period of warranty. The vendor is required to maintain the system for a period of at least 6 years after the expiry of the warranty period. The Vendor should also ensure that all spares are available during the period of continuance of the warranty. c) The Bank will be free to either reduce or increase the quantity to be purchased on the same terms and conditions. The Bank reserves the right to alter quantities. The Bank also reserves right to place further/repeat order on same terms and conditions within a period of price validity. The order will be placed in the phase manner as and when requirement will be raised.

d) Vendor will accept the buyback/purchase of old UPS and batteries of any make any brand as is where is basis. Vendor shall provide rates for old UPS and batteries any make any brand whenever there will be demand of the bank during the period of empanelment without any reason thereof. e) Payment Terms: 65% of the value of the equipment will be paid after delivery. The payment will be made against delivery challans and invoices duly signed by the Bank officials. 25% of the value of the equipment will be paid on completion of installation. Bank will make this payment on site-by-site basis, if any, against installation reports. The balance 10% will be paid after completion of entire job and against a performance Bank Guarantee (BG) for 10% of order value and valid for the warranty period or after expiry of warranty period. f) Liquidity Damage: The Bank reserves its right to cancel the order in the event of delay in delivery / installation / commissioning of equipment. Notwithstanding the Bank's right to cancel the order, liquidated damages at 1% of the order value per week will be charged for every week's delay in delivery subject to maximum 10%. The Bank reserves its right to recover these amounts by any mode such as adjusting from any payments to be made by the Bank to the company. However, the Bank may, at its discretion, waive the liquidated damages in case the delay cannot be attributed to the vendor.

g) The vendor shall provide prompt service. No complaint shall remain unattended for a period of more than 24 hrs at any point of time. Complaints lodged before 12 Noon on any day shall be attended on the same day. Time lag between lodgment and attending of the complaint should normally not exceed 3 hours. In case of replacement of parts, the vendor shall provide a stand-by unit of the same capacity till such time the UPS is repaired. Such stand-by UPS should be replaced with the original UPS within a period of 7 Days. Any violation of the above shall make the vendor liable for a fine of Rs. 300/- per violation per day, which shall be deductible from any payment towards the vendor from the bank. h) The vendor shall ensure Preventive Maintenance at least once in a quarter even without being informed by the Bank. This will be other than attending to the Bank's Complaints. The vendor shall inform the concerned Office at least 24 hrs in advance while doing preventive maintenance. Copy of the reports obtained from the branches should be submitted to the Regional Office once in a quarter about all complaints attended and of preventive maintenance done. i) The vendor will submit the earnest money deposit of Rs.25,000/- in form of Demand Draft/ Bank Guarantee (Valid for 90 Days) in favor of Union Bank of India, Regional Office, Chandigarh payable at Chandigarh. EMD should be enclosed with bid. Format for Bank Guarantee is enclosed. a. No interest will be paid on the EMD amount. b. EMD will be forfeited if bidders withdraw their offer. c. EMD of unsuccessful bidder will be refunded after the bid process and for successful bidder EMD refund will be done after issuance of empanelment letter to the vendor.

Format of Bank Guarantee To The Deputy General Manager, Union Bank Of India, Regional Office Chandigarh SCO 64-65, Bank Square, Sector 17-B, Chandigarh-160017 Dear Sir, In response to your invitation to respond to your EOI for Supply, installation and maintenance of UPS systems. M/s __________________ having their registered office at _____________ (hereinafter called the ‘Vendor’) wish to respond to the said Expression of interest (EoI) for self and other associated vendors and submit the proposal for the supply, installation & maintenance of UPS as per terms and conditions listed in the RFP document. Whereas the ‘Vendor’ has submitted the proposal in response to EoI, we, the ____________ Bank having our head office ________________ hereby irrevocably guarantee an amount of Rs. (Rupees only) as earnest money deposit as required to be submitted by the ‘Vendor’ as a condition for participation in the said process of EoI. The earnest money deposit for which this guarantee is given is liable to be enforced/ invoked: 1) If the Vendor withdraws his proposal during the period of the proposal validity; or 2) If the Vendor, having been notified of the acceptance of its proposal by the Bank

during the period of the validity of the proposal fails or refuses to enter into the contract in accordance with the Terms and Conditions of the EoI or the terms and conditions mutually agreed subsequently.

We undertake to pay immediately on demand to Union Bank of India, the said amount of Rupees only without any reservation, protest, demur, or recourse. The said guarantee is liable to be invoked/ enforced on the happening of the contingencies as mentioned above and also in the EoI document and we shall pay the amount on any Demand made by Union Bank of India which shall be conclusive and binding on us irrespective of any dispute or difference raised by the vendor.
