I. INTRODUCTION1.1 The 42nd Stanford Antigua SailingWeek Regatta will take place fromSaturday, April 25, until Friday, May 1, 2009. 1.2 The Organising Authority is theAntigua Sailing Week Committee, affiliatedto the Antigua Sailing Association. 1.3 Regatta Headquarters will be atNelsons Dockyard, English Harbour. 1.4 All times are Antigua StandardTime (UT minus 4 hours).

II. THE SPIRIT OF BAREBOATING:INFORMATION FOR THE BAREBOATCLASS2.1 In order to ensure that theBareboat Class provides sailors an equalopportunity, the Organising Authorityhas established stringent rules toensure that genuine bareboaters areprotected from parties who arrange forany form of unfair advantage or superiorequipment.2.2 Competitors in the Bareboat Classshould not have any interests in theparticular boat being sailed nor havecolluded with the charter company tohave any equipment installed that mightgive them any real or perceivedadvantage. 2.3 The boats from the bareboatcompanies should be allocated to theentrant on a purely random basis. If bysome statistical anomaly an entrant isallocated the same boat for two years in arow, it is advisable to give writtennotification to the Organising Authority toinform them of the situation. TheOrganising Authority is dedicated toensuring an equal and fair Bareboat Class.

III. RULES3.1 This Regatta will be governed by:• The Racing Rules of Sailing (RRS) 2009-

2012• The Current CSA Rating Rules• The International Dragon Class Rules• The Multi 2000 Rating Rule • This Notice of Race• The Sailing Instructions

IV. ADVERTISING4.1 The Regatta will be classified asCategory 'C' under ISAF Regulation 20.3.1.4.2 Competing boats shall displayStanford International Bank’s decalsforward and Stanford’s backstay flagswhile racing. These are obtainable at Registration.

V. CLASSES & ELIGIBILITY5.1 RRS 78.2 is changed in that all boats racing under CSA Rating Rules shall be in possession of a valid 2009 CSAmeasurement certificate beforeRegistration.5.2 Division ‘A’ will consist of Racingand Racing Multihull classes.5.3 Division ‘B’ will consist ofPerformance Cruiser, Cruising, Bare-boat,International Dragon and CruisingMultihull Classes.5.4 To qualify for the PerformanceCruiser and Cruising Classes boats will bemeasured ‘with gear’ as defined in theCSA Rules and will carry their normalcruising gear such as a working galley,head and fresh water tanks on board,while racing. 5.5 National teams.5.5.1 National teams of three monohullboats may be entered in both Division A

and Division B. More than one teammay be entered per territory. Each boatin a national team shall include anowner or skipper who shall certify thathe or she is a citizen of, or has been aresident of the country represented fora minimum of three years, and actuallyresided there for a minimum of sixmonths in each of the last three years.For details on entering national teamssee NoR 6.3 below. 5.6 The Bareboat Class. 5.6.1 Boats entered in the BareboatClass will be restricted to recognizedbareboat fleets acceptable to theOrganising Authority.5.6.2 Only equipment provided asstandard by the bareboat company willbe allowed. No spinnakers, spinnakerpoles, whisker poles or secondheadsails will be permitted.5.6.3 The Bareboat Class is only open to vessels from recognized bareboatcompanies with crews who have no previous affiliation or familiarity withthe vessel being sailed, the sails and/orthe standard bareboat equipment.5.6.4 Operators of bareboat companiesincluding employees and persons whohave previous experience or affiliationwith the vessel being sailed, the sails

and/or the standard bareboat equipmentare restricted from this class.5.6.5 The evaluation of thisfamiliarity or otherwise will bedetermined by the OrganisingAuthority and there is no appealpossible from their decision.5.7 The top three bareboats in eachclass as scored on the night ofThursday April 30 will race the fifthrace in a Gold Fleet. The remainder ofthe bareboats will form the Silver Fleet.The Gold Fleet will race as a separateclass. The winner of the Gold Fleet oncorrected time will be the 2009Bareboat Champion.5.8 The Organising Authority mayimpose maximum or minimum sizelimits on any class at its discretion andthe decision of the Committee withregard to the class in which anycompeting boat will race is final.5.9 The Organising Authorityreserves the right to amalgamate,cancel, sub-divide or rearrange classesby means of an amendment to theSailing Instructions, dependent on thenumber of valid entries received foreach class.5.10 In the Racing Fleet there will bean 'X' Category for boats of fifteen ormore years old.5.11 In the Racing, PerformanceCruiser and Cruising Fleets there willbe a 'Z' Category for boats of twenty ormore years old.

VI. ENTRIES6.1 Entries should be made online

at www.sailingweek.com. Entry fees willbe USD $12.00 per foot of measuredoverall length. This will be reduced toUSD $10.00 per foot for CSA affiliatedboats.6.2 The appropriate entry fee ispayable at or before registration.Entrants are responsible for checkingwith the Committee Desk at RegattaHeadquarters on their arrival to ensurethat their entry particulars are in orderand their entry fee accepted. They willthen be issued with their special passto the Skippers’ Briefing. Entries will beaccepted up to 2359 on Friday, April 17,2009. After this late entries may beaccepted at the sole discretion of theOrganising Authority. In this event, a20% penalty will be levied on top ofthe entry fee. Refunds of entry fees willnot normally be made after Friday, 17April, and any refunds that are madewill be at the absolute discretion of the Organising Authority.6.3 National teams.6.3.1 Certification forms will be available at the Committee Desk at Regatta Headquarters.6.3.2 The Organising Authorityreserves the right to refuse any boatfor inclusion in a team if, in its opinion,it does not qualify. 6.3.3 Nominations for national teamsshould be made at the Skippers’Briefing.

Dockyard on Wednesday, April 22, from1000 to 1700, Thursday, April 23, from1000 to 1700 and Friday, April 24, from1000 to 1800. An information pack,together with identification numbers,class flags, Stanford International Bankdecals and flags and a list of entrieswill then be issued to each competingboat. 7.2 RRS 78.3 is changed in thatshould the Official Measurer find amaterial error in a boat’s ratingcertificate at any time during thisRegatta, he shall notify theInternational Jury. On receiving suchnotification the International Jury maycall a hearing, request that the OfficialMeasurer reissue the certificate andadjust the boat’s scoring for all racesin the Regatta.7.3 Skippers Briefing. There will bea briefing for one (only) representativefrom each entered boat at 0800 onSaturday, April 25 on the lawns of theAntigua Yacht Club. Entry to thebriefing will be by special pass, whichmust be obtained upon registration.7.4 Division ‘A’ Detailed timings willbe published in the Sailing Instructions.• Saturday, 25th April – Race 1Windward/Leeward race starting offEnglish Harbour.• Sunday, 26th April – Race 2 YachtingWorld Round the Island Race startingand finishing at Falmouth Harbour.• Monday, 27th April – Race 3Willoughby Bay Race off the South East Coast.• Tuesday, 28th April – Race 4 & 5 Twoinshore races along the South Coastfrom Falmouth Harbour.

The Cruising fleet,Bareboats and Cruising Multihulls willrace from Rendezvous Bay to DickinsonBay in a clockwise direction.• Monday, 27th April – Race 3All Division B boats will race from FortJames to Falmouth Harbour.• Tuesday, 28th April – Race 4Windward/Leeward race off FalmouthHarbour for Performance CruiserClasses. Race 5 - Willoughby Bay Racefor all Division B boats.• Wednesday, 29th April – Race 6Short inshore race, starting atRendezvous Bay for Performance

Cruiser Classes. Race 7 - The JollyHarbour Race starting at RendezvousBay to finish off Five Islands for allDivision B boats.• Thursday, 30th April – Race 8The Jolly Harbour to Falmouth HarbourRace – Starting off Five Islands,finishing off Falmouth Harbour. • Friday, 1st May – Gold Silver FleetRace for Bareboats only. An inshorerace along the South Coast.

The Organising Authority reserves theright to amend the schedule.

VIII. MEASUREMENTS8.1 All boats with the exception ofthe International Dragon Class shallcomply with the 2008 CSA Rating andSafety Rules. Multihulls shall raceunder the Multi 2000 Rating Rule. Spotchecks may be carried out on thecarriage of the safety equipment seeNoR 9 below. 8.2 RRS 78.3 is changed in thatshould the Official Measurer find amaterial error in a boat's ratingcertificate at any time during theRegatta he shall notify theInternational Jury see NoR 13 below. Onreceiving such notification theInternational Jury may call a hearing,request that the Official Measurer re-issue the certificate and adjust theboat's scoring for all races in the Regatta.8.3 All headsails shall comply withCSA Girth Restrictions. Tack pennantsof up to two feet six inches in lengthare permitted.

8.4 Boats entered in Division A mayfly normal spinnakers or asymmetricalsails and will all be rated withspinnakers. Code zeros may also beused if the boat is rated for them andthey comply with the CSA Rules.8.5 Boats entered in thePerformance Cruising and CruiserClasses of Division B may fly any sailcombination and will be rated inaccordance with the sails they elect tocarry as per their entry form.8.6 Boats entered in the CruisingClass of Division B may fly spinnakers,MPS, asymmetrical sails and one or twojibs and will be rated in accordancewith the sails they elect to carry, as pertheir entry form.8.7 The Bareboat and Division BMultihull fleets may only carry mainsailand jib, with no pole or device to boomout the genoa.8.8 Any boat found to have beenmodified from her entry measurementtrim during the Regatta may bedisqualified at the discretion of theOrganising Authority.

IX. SAFETY9.1 All boats shall carry a minimumof three competent crew and a workingmarine band VHF radio capable oftransmitting and receiving on theemergency and Race Committeechannels. 9.2 Items NoR 9.2.1 to 9.2.16 arecompulsory for all boats with theexception of the International DragonClass who need only comply with NoR9.2.8 (life jackets), 9.2.9 (life buoy), and9.1 (carriage of a VHF) above.

9.2.1 Softwood plugs or othersuitable material, tapered to fit into allthrough-hull fittings.9.2.2 Lifelines and bow and sternpulpits, or lifelines secured in such away as to form a stern pulpit of notless than 18 inches in height, exceptthat lifelines may be split at the bow tofacilitate sheeting. Lifelines shall betaut with not more than seven feetbetween supports, taut being definedas no apparent sag between supports.Lifelines shall be attached securely andin such a way that no part of thesystem is elastic in nature.9.2.3 A fire extinguisher charged andin date accessible from the deck.9.2.4 Two buckets of not less thantwo gallons capacity, fitted withlanyards of suitable length andstrength.9.2.5 One anchor with a chain ofsuitable size for the boat’s length anddisplacement and a suitable rode of atleast 150 feet in length. No part of theanchor shall overhang the ends of theboat while racing.9.2.6 A first aid kit suitable forrendering First Aid treatment in minoremergencies.9.2.7 A chart or charts covering the racing area.

9.2.8 A lifejacket constructed to anacceptable standard with whistleattached, for each person on board.Lifejackets shall be of an acceptablesize for the intended wearer and bereadily accessible.9.2.9 One lifebuoy capable ofsupporting the largest member of thecrew in the water and positioned abovedeck such that it is immediatelyavailable for use in an emergency.9.2.10 A heaving line at least fifty feet in length, capable of floating,positioned above deck such that it isimmediately available in an emergency.9.2.11 Four red hand-flares and twoorange smoke-flares all in date.9.2.12 A compass suitable fornavigation.9.2.13 A shut-off valve in workingorder shall be fitted to each fuel tankoutlet.9.2.14 Hatches, companionways andports shall be capable of being madewatertight while racing.9.2.15 Cockpits to be self-bailing andto be fitted with adequate drains.9.2.16 Sufficient water shall be carriedon board so that there remains at leastone pint for each member of crew aftercompletion of each race.

X. SAILING INSTRUCTIONS10.1 Preliminary Sailing Instructionswill be available on the Regatta web-site early in January 2009. Final printed versions will be available atRegistration.

XI. COURSES11.1 The courses to be sailed racingwill use laid marks located off thecoast of the Island of Antigua.

XII. PENALTIES12.1 Boats not complying with NoR 9(safety requirements) above shallsuffer an immediate place penalty of20% applied to the last race that they have completed. If boats thuspenalised are found again not tocomply with the requirements of NoR 9on any subsequent spot check they will be disqualified from the last race completed.12.2 The penalty for an infringement of Part 2 of the RRS will be as per RRS44.2 (Two-Turns Penalty).12.3 The Race Committee on thewater reserves the right, at its absolutediscretion, to disqualify any boat, which has, in its opinion, been handleddangerously and/or in gross disregardof the Rules of the Regatta. RRS 36 is changed in that any suchdisqualification will be applied to thefollowing race should the current racebe abandoned.12.4 The International Jury may, at its discretion, impose a percentagepenalty in lieu of disqualification forany infringement with the exception ofinfringements of Parts 1 or 2 of the RRSbut including infringements of thesafety requirements contained in NoR 9 above.12.5 Competing boats shall not racewith an anchor overhanging the ends

of the boat, see NoR 9.3.5 above. Ifobserved by the race committee, suchboats will be protested by the RaceCommittee and may subsequently bepenalised or disqualified by theInternational Jury.12.6 A boat, which acknowledges aninfringement prior to the relevantprotest hearing, may be penalised witha 40% place penalty or five places,whichever is greater, at the discretionof the International Jury.12.7 Competing boats shall not dumpgarbage into the sea. If observed bythe Race Committee such boats will beprotested and may subsequently bepenalised or disqualified by theInternational Jury.

XIII. JURY13.1 An International Jury consti-tuted as specified in RRS 70 andAppendix N 1.4(b) will be appointed. TheJury’s decisions will be final, inaccordance with RRS 70.4. 13.2 An arbitration procedure asdetailed in the Sailing Instructions willbe offered for protests involving analleged breach of RRS Part 2.

XIV. SCORING14.1 The Low Point Scoring Systemspecified in RRS Appendix A will apply.Eight races are scheduled for DivisionA and Division B, of which one shall becompleted by each Division toconstitute a series.

XV. PRIZES15.1 Two trophies for national teamswill be awarded, one for Division A andone for Division B.15.2 Provisional Results will beposted at the Committee Desk as soonas possible after each race.15.3 Prizes and cups will bepresented on Friday, May 1, 2009 atabout 1500 in Nelson's Dockyard.Additional prizes will be presentedduring the evening of May 1 at about2100. The decisions of the PrizeCommittee are final.15.4 Prizes to be distributed arelisted in the programme. Only DivisionA Racing Classes I, II & III are eligiblefor the Lord Nelson Cup.15.5 Special first, second and thirdprizes for the Gold Fleet BareboatChampionship and for the Silver FleetBareboat Championship, each based onthe result of the race held on FridayMay 1, will be presented in theDockyard on the evening of Friday, May1, 2009.15.6 There will be a special, Roundthe Island Trophy, presented byYachting World, for the best elapsedtime for Division A boats completingthe circumnavigation. There will be aspecial trophy presented by CorumWatches for the best elapsed time forDivision A boats completing the AroundRedonda Race.15.7 The Antigua Ocean Series will beopen to Division A boats completingthe Guadeloupe to Antigua Race, theRound the Island Race and the AroundRedonda Race. Boats may compete inthe Ocean Series independently ofStanford Antigua Sailing Week.

XVI. DISCLAIMER16.1 The Organising Authority isproviding this Regatta only on theunderstanding that neither they northeir representatives bear anyresponsibility for any loss, damage,death or personal injury howsoevercaused to any competitor, skipper orcrew as a result of their taking part inthe series.16.2 In the interests of safety, and in accordance with RRS 76.1 theOrganising Authority reserves the rightto reject or cancel the entry of anyboat prior to the first race if itconsiders that its crew areinsufficiently experienced for the sizeand classification of the boat inquestion. This is particularly applicableto boats in the larger classes ofDivision ‘A’ who recruit the majority oftheir crew for this series on anadvance payment per head basis.16.3 In addition the Owner/Skippershall bear full responsibility for theconduct, actions and good behaviourof their crews and guests for theduration of this Regatta. In the event ofa serious breach of conduct, badsportsmanship, the destruction ofproperty, or any material failure tocomply with the proper request of anyRace Officer, Committee Member oragent of Antigua Sailing Week by aboat’s crew or their guests, theOwner/Skipper will be held responsible.The boat or one or more of its crewmay be subject to penalisation orexpulsion from the Regatta by theInternational Jury, which may includebeing banned from future AntiguaSailing Weeks as well as the currentone.

16.4 By entering, each competitorwarrants the suitability of the enteredboat for the races. Prior inspection ofthe boats does not in any way limit theabsolute responsibility in this respectof the Owner/Skipper entering theboat.16.5 In particular, owners shall accept full responsibility for theseaworthiness and safe navigation oftheir boats and the competence oftheir crews, and use their ownjudgment whether to start, continue orretire from the race in the existing orforecast conditions. Owners shall drawthe attention of the crews to thisdisclaimer before the start of any race,and also to RRS Fundamental Rule 4(Decision to Race).

XVII. INSURANCE17.1 Boats are strongly advised tohold valid Third Party LiabilityInsurance valid for the duration of theRegatta.

Start: South to north between a red flag on the Committee Boat situated north of Des Haies Bay and a mark to its west

COURSE:Des Haies, Guadeloupe to English Harbour AntiguaFinish:Off English Harbour between a red flag on the hill above the Pillars of Hercules and a buoy to its south west. All competitors should monitor

VHF Channel 12 and communicate with the Committee giving the yacht’s name, description and C.S.A. TCF.

SKIPPER’S BRIEFING

Yachts should assemble in Des Haies Bay, Guadeloupe on the afternoon of Thursday, April 23, 2009.The skipper’s Briefing will be held at 1730 on that afternoon at the main dock.

CUSTOMS FORMALITIES:

Yachts leaving Antigua for the Guadeloupe to Antigua Race must clear immigration before leaving Antigua. The necessary clearance forms shouldbe obtained from Customs. The Committee desk will be pleased to assist and can supply further information.

ENTRANCE FEES:

For yachts in excess of 50ft US$100, less that 50ft US$60, payable at or before the Skipper’s Briefing. Entries will be accepted at the ASW CommitteeDesk in Nelson’s dockyard or at the Antigua Yacht Club
