Cummins Power Generation delivers complete standby power solution for ICTSI

The International Container Terminal Services Inc. (ICTSI) is a leading port management company involved in the operation and development of marine terminals and port projects worldwide. Established in 1987 in the Philippines, it operates 29 ports around the world, including one in Manila. The company was among the first international terminal operators to take its expertise overseas and has received global acclaim for its public-private partnerships. The Berth 6 project, inaugurated in June 2012, increases the Manila International Container Terminal’s (MICT) annual capacity to 2.5 million twenty-foot equivalent units (TEUs), making it the largest container handling facility in the Philippines to date.

Peace of mind from a single source supplier

Following a careful evaluation of various solution providers, ICTSI selected Cummins Power Generation due to its leadership and reputation in supplying high-performance and trusted power systems that meet the project’s critical requirements for design and compliance. ICTSI has a longstanding partnership with Cummins, having used its engines for truck and marine applications previously.

ICTSI understands that the key to a reliable backup power source is not solely dependent on having good quality components like a generator and switchgear – it stems from a seamlessly integrated and carefully engineered power system solution to perform optimally every time.

Dependable and dedicated support

Equipped to provide the first line of support for application, commissioning and troubleshooting, Cummins’ distributor in the Philippines - Cummins Sales and Service Philippines Inc (CSSPI) served as a single point of contact for ICTSI.

“The emergency back-up power requirements at Berth 6 required a complex system and we were impressed not only by how Cummins Sales and Service Philippines was able to develop an innovative design but also how they managed the many challenges on the project from concept phase through to final commissioning.” said Nathan Clarke, Regional Infrastructure Manager- Asia Pacific, ICTSI.

“The Cummins team was very responsive to our requests and committed to finding solutions which led to the eventual success of the project.”

A total solution provides seamless integration

To meet ICTSI’s power requirements, Cummins delivered a comprehensive design, product and service solution with four containerized C2000D6 diesel generator sets and a PowerCommand® DMC 200 paralleling system integrated with existing switchgear. A regenerative resistive load bank, step down power transformer, neutral ground resistor panel and two ISO fuel tanks were also supplied. This total integrated solution provided 7MW of reliable standby power to ensure continuous port container handling even during a power outage.

Four containerized C2000D6 diesel generator sets provide reliable standby power to ensure continuous and safe port operations.

“We are extremely impressed that CPG’s standby power system can synchronize in six seconds, ensuring that downtime is kept to a minimum in the event of a power outage”

Lito Feliciano, Engineering Director – Philippines, ICTSI.

“We are very pleased with our partnership with Cummins Sales & Service Philippines – it is particularly impressive that Cummins Power Generation’s standby power system can synchronize in six seconds, ensuring that downtime is kept to a minimum in the event of a power outage,” said Lito Feliciano, Engineering Director – Philippines, ICTSI. “Any disruption to operations in a major terminal can result in financial losses, which is why we selected a solution provider with an established track record in delivering critical back-up power solutions.”

Cummins PowerCommand DMC 200 paralleling system can start or stop the generator sets, as well as add or shed loads in any sequence.

Step down transformer and PLC controlled load bank are part of the power system supplied by Cummins.

Cummins control system enhances system reliability

Cummins designed and customized an efficient control system to ensure that the load bank was able to absorb 100% of the reverse power generated by the quay cranes. This prevents the generator set from over-speeding and shutting down.

A PowerCommand® DMC 200 paralleling system was also provided to integrate with existing switchgear with the ability to manage load demand. Designed to directly interface with generator sets and existing switchgear, this paralleling system enables seamless system integration and provides flexibility to meet specific application requirements. Functions such as load management, circuit breaker and sequence of operation control are easily configured via the user-friendly icons and menu bars on the touchscreen.

Success breeds further success

The strong and close collaboration among the project’s multiple stakeholders which involved weekly sync-ups, was instrumental to the project team’s successful design and installation.

“While this was a complex and sophisticated project, our Custom Applications Group in Kent, England together with the Singapore Engineering team, was able to design the power system according to the customers’ specific requirements. Logistical issues faced during the project’s installation were also quickly resolved through the strong collaborative effort among the various Cummins business units from the Philippines, Singapore and England. This is a key benefit of working with a reliable, single-source supplier,” said Mark Vanderkolk, Director – Asia Pacific, Power Systems Business, Cummins Power Generation. “The project involved a thorough understanding of the client’s requirement and the right execution strategy. At the commissioning stage, the system underwent multiple sessions of scenario-testing to ensure it will run smoothly when live. Cummins’

collaboration with internal and external stakeholders was key in being able to derive the right technical solution. The passion to achieve customer service excellence was the team’s motivation to overcome all the challenges faced with during the installation phase, resulting in the successful commissioning of the ICTSI Berth 6 Backup Power System,” said Boni Manlapig II, Powergen Leader, Cummins Sales & Service Philippines. Following the successful commissioning of the standby power system for ICTSI at Berth 6, Cummins is starting work on a new project with ICTSI at Berth 5, where it will synchronize its generator sets with the Berth’s existing low-speed generator sets.
