Current and Near-Term Activities
RELIABILITY | ACCOUNTABILITY6
• Directive: survey of Cyber Assets included and excluded from BES Cyber Asset definition based on 15 minute parameter
• Informational filing due February 2015 Ways entities determine Cyber Asset meets the 15 minute parameter Types or functions of excluded Cyber Assets and rationale Common problem areas with improper designation Feedback from each region participating in implementation study on
lessons learned with application of definition
• Clarification order Not directed to conduct an inventory-type survey NERC to determine scope Could use pilot program participants as the basis for the survey

ERO Enterprise IT Applications and Strategy UpdateAugust 13, 2014Standards Oversight and Technology Subcommittee
RELIABILITY | ACCOUNTABILITY9
Enterprise IT Application Strategy – What’s changed?
1. Re-examined and modified approach to governance, decision making and execution Created a CEO level Technology Leadership Team (TLT) Adopted improved decision making process Strengthened project management team and approach
2. Gained NERC and Regional Entity Executive consensus on a new ERO Enterprise IT Application Development Model – “Rigid core / flexible edges”
3. Developed actionable ERO Enterprise IT Application development plans with NERC and RE executive support; CIO driving results
RELIABILITY | ACCOUNTABILITY10
ERO IT Guiding Principles
1. Consensus on ERO Enterprise application development priorities:a) Bulk Electric System notifications and exceptionsb) standards balloting systemc) compliance and registration d) reliability assessments applicatione) event analysis application
2. Ensure the right information is provided to the right people in the right locations
3. Consistent, disciplined decision making process (“TLT” and “gated process”)4. Recognition of NERC and Regional specific IT requirements, business needs,
activities and realities 5. Bias for proven off-the-shelf solutions with minimal
modifications/configurations6. Ensure data integrity and data sharing via proven integration techniques
RELIABILITY | ACCOUNTABILITY11
ERO Applications Update
• BES Notification and Exceptions Application (BESnet) complete and in operation with new vendor support
• Standards Balloting Application (SBS) final release scope defined with new vendor support
• Compliance Tool Assessment (CRATS,CITS, webCDMS) assessment of NERC and regional tools/high level needs complete
• Reliability Assessment Data System (RADS) refining business cases, requirements and developing a phased
implementation plan
• Events Information Data System (EIDS) terminated development with vendor assessing “needs” versus “wants” evaluating use of a commercial solution
RELIABILITY | ACCOUNTABILITY12
Priorities Looking Ahead
1. Complete vendor support transition for BES exceptions and Standards Balloting enhancements (Q4 2014)
2. Establish reliable and reusable data through central databases for reporting and analysis (Q1 2015 then ongoing)
3. Establish a platform to enable consistent application experiences (Q2 2015) 4. Complete development for reliability assessment database (Q2 2015)5. Complete development for event analysis database (Q3 2015)6. Deliver a compliance database to support RAI (Q4 2015)7. Create a sustainable 3-year rolling IT Enterprise Application investment plan

Questions and Answers
Questions ?
Geomagnetic Disturbance StandardsValerie Agnew, Director of StandardsStandards Oversight and Technology Committee MeetingAugust 13, 2014
RELIABILITY | ACCOUNTABILITY15
• FERC Order 779 directs NERC to file standards that address geomagnetic disturbance (GMD) impacts in two stages: Operating procedures approved by FERC in June 2014 Vulnerability assessments and mitigation plans (file by January 2015)
• Stage 2 standard must specify benchmark GMD event for vulnerability assessments
Background
RELIABILITY | ACCOUNTABILITY16
• Applies to Planning Coordinators, Transmission Planners, Transmission Owners, and Generation Owners Entities with grounded transformers connected >200 kV
• Planning entities are required to assess the risk of voltage collapse from a conservative 1-in-100 year GMD event Corrective Action Plans must address identified deficiencies
• Owners are required to assess thermal impact on transformers• Initial Ballot: 55.77 percent approval rating (July 30, 2014)• Anticipated consensus by November Board meeting
Stage 2 GMD Standard
RELIABILITY | ACCOUNTABILITY17
• Modern magnetometer data was used to determine parameters Builds on work of the GMD Task Force Allows for rigorous statistical analysis and review
• Analysis submitted to peer-reviewed geophysical research journal Adapts prior work on GMD reference storms to wide-area assessments
Benchmark GMD Event
RELIABILITY | ACCOUNTABILITY18
• Industry supports the technical approach and benchmark• Owner concerns focus on obtaining models for transformer
thermal assessments Implementation is aligned with GMD Task Force work on default models SDT is engaged with manufacturers and stakeholders to address
concerns
• SDT is responding to minority comments on the benchmark Some argue for historical basis such as 1859 Carrington or March 1989 Non-industry stakeholders believe mitigation will not be adequate
Stakeholder Comments
RELIABILITY | ACCOUNTABILITY19
• EOP-010-1 – GMD Operations becomes effective April 1, 2015• Reliability Coordinators and Transmission Operators >200 kV
required to implement operating plans and procedures for GMD
• ERO preparing entities for implementation; plan developed to: Share best-practices and operating procedure templates Provide educational material Support auditor training
• Goal: Provide industry support to comply with standard
Stage 1 Standard Implementation
