DEFINITIONS

Trip: Is defined as a one vehicle trip for transportation of waste by land to other

Emirate inside UAE regardless of the tonnage to be transported, which shall not exceed

the capacity as per the vehicle registration card.

Shipment: Is defined as one container for shipment of waste by sea freight outside UAE

to other country regardless of the tonnage to be shipped.

Permit: Special onetime use permit per trip OR shipment granted by Tadweer for

exporting waste outside Emirate of Abu Dhabi.

1. Purpose This SOP has been developed by Tadweer, in order to set the requirements for issuance to Waste Transporters (WT) permit(s) to transport/export waste outside the Emirate of Abu Dhabi for treatment, recycling and / or further processing, under certain conditions and subject to Tadweer’s final approval. This SOP will be reviewed periodically and the changed version will be published on Tadweer official webpage and all concerned parties will be notified accordingly.

2. Scope This document applies ONLY to WTs that have a valid Tadweer License for collection and transportation of specific type (s) of waste (s) in the Emirate of Abu Dhabi, which must be consistent with the type of waste(s) required to be transported outside the boundaries of the Emirate of Abu Dhabi.

2.1 Non-Hazardous Wastes (NHW)

This SOP addresses key requirements for the transportation of NHW to other

Emirates in the case of no existing facilities are available for handling such

waste in the Emirate of Abu Dhabi (refer to Annexure 5 for list of existing

facilities and equivalent types of wastes served by facilities in Emirate of Abu

Dhabi);

The NHW allowed for transportation shall be compliant with Tadweer Waste

classification (Annexure 4).

2.2 Hazardous Wastes (HW)

This SOP addresses key requirements for the transportation of HW to other

Emirates in the case of no existing facilities are available for handling such

waste in the Emirate of Abu Dhabi (refer to Annexure 5 for list of existing

facilities and equivalent types of wastes served by facilities in Emirate of Abu

Dhabi);

Additionally, this SOP addresses the requirements for exportation of HW

outside UAE given that there are no alternative facilities available for handling

such waste in the United Arab Emirates OR there is a shortage in capacity of

the current available facilities;

The HW allowed for transportation shall be compliant with Tadweer Waste

classification (Annexure 4).



3. Obtaining a permit for transportation of NHW outside the Emirate of Abu Dhabi Any WT wishing to get approval on temporarily and conditionally transporting NHW outside the Emirate of Abu Dhabi for the purpose of recycling, treating or further processing given that there is no available adequate arrangement to do the needful within the Emirate of Abu Dhabi shall fulfil the following requirements:

Have a valid Tadweer License for collection and transportation of the NHW type (s) to be transported;

Waste receiving facilities located outside AD, shall register in BOLISATY system (E-manifestation) as described in section 8 of this document.

Have a valid Contract with the waste receiving Facility;

Submit application for transportation of waste outside AD (Annexure 1)and;

Waste Producer, transporter and receiving facility shall complete the E-manifest through BOLISATY system.

4. Obtaining a permit for transportation of HW outside the Emirate of Abu Dhabi Any WT wishing to get approval on temporarily and conditionally transporting Hazardous waste outside the Emirate of Abu Dhabi for the purpose of recycling, treating or further processing given that there is no available adequate arrangement to do the needful within the Emirate of Abu Dhabi shall fulfil the following requirements:

Have a valid Tadweer License for collection and transportation of the HW type(s) to be transported;

Waste receiving facilities located outside AD, shall register in BOLISATY system as described in section 6 of this document;

Have a valid Contract with the waste receiving Facility;

Submit application for transportation of waste outside AD (Annexure 1);

Waste Producer, transporter and receiving facility shall complete the E-manifest through BOLISATY system;

NOC from the receiving Emirate / Municipality for waste transported outside AD to other Emirate within UAE;

Lab test report for the waste (max validity of 3 month);and

Current dated Waste Photos.

5. Obtaining a permit for Exportation of HW outside the UAE Any WT wishing to get approval on temporarily and conditionally exporting of HW outside UAE for the purpose of recycling, treating or further processing given that there is no available adequate arrangement to do the needful within UAE shall fulfil the following requirements:



Have a valid Tadweer License for collection and transportation of specific type (s) of Hazardous waste (s);

Have a valid Contract with the waste receiving Facility outside UAE;

Submit application for transportation of waste outside AD as per (Annexure 1);

Waste Producer and transporter shall complete the E-manifest through BOLISATY system;

Waste receiving facilities located outside AD, shall register in BOLISATY system as described in section 6 of this document.

Permit from Ministry of Climate Change and Environment (MOCCE) for export of hazardous waste outside UAE in accordance to Basel Convention as per waste type.

Lab test report for the waste (max validity of 3 month);

Updated Waste Photos; and

Having storage facility licensed by Tadweer as per SOP for Licensing of Hazardous waste Service provider in the Emirate of Abu Dhabi No.CWM.SOP.PR/01.

6. Registration of entity located outside Abu Dhabi in BOLISATY System

The following shall be fulfilled for Tadweer to register a facility located outside the Emirate of Abu Dhabi in BOLISATY system:

6.1 Facilities located in UAE

Completion of registration form (Annexure 3);

A copy of commercial license;

A copy of permit from the concerned authority (if applicable).

6.2 Facilities located outside UAE

Tadweer’s licensed Transporter will be defined as a waste receiving facility at BOLISATY system and shall be authorised to complete the manifest (Waste receiving facility). However the waste transporter is responsible to submit (upload) a receipt of the subject waste from the facility outside UAE.

7. Fee structure

Please refer to the approved applicable fee structure for Hazardous waste as published on Tadweer’s licensing official webpage.



8. Tadweer’s approval

Based on the above submissions and after Tadweer’s review, Tadweer will issue the waste producer Permit(s) for transportation of waste outside AD within 10 working days (Annexure 2) from submission of complete package of the required documents. The number of issued permit (s) will be equivalent to the approved number of trip(s)/shipment(s).
