A NEW POST OFFICE IN THE AUSTRALIAN ANTARCTIC TERRITORY (AAT) & TWO NEW POSTMARKS2010-11 Mawson’s Huts Foundation Conservation

Expedition, Cape Denison, AntarcticaAustralia Post’s first new Post Office in the Australian Antarctic Territory (AAT) for over 40 years was established at the Mawson’s Huts Base, Cape Denison, Commonwealth Bay, Antarctica when the 2010-11 Mawson’s Huts Expedition arrived there on 20 December 2010 to continue its conservation work. The Post Office at Cape Denison, Antarctica is the first to be established in the AAT for over 40 years, since the Casey Station Post Office was established in February 1969 to replace the one at Wilkes Station. The Casey postmarkers were not supplied until the 1969-70 season and their First Day of Use was 7 February 1970.

The Post Office at Cape Denison is the seventh Post Office to be established in the AAT. The first Post Office was opened at Heard Island Station on Christmas Day 1947 and closed on 9 March 1955. However, postal facilities have been available intermittently since then during expeditions to the Island. A second Post Office was established on Macquarie Island on 7 March 1948. The first AAT Post Office on the Antarctic Continent was established at Mawson Station on 15 March 1954. Mawson Station is 3351 km to the West of Cape Denison. The second continental Post Office was established at Davis Station on 14 January 1957. The Post Office at Wilkes Station opened on 1 February 1959 following the hand over of the Station by the USA to Australia. It was replaced by the sixth Post Office at Casey in 1969.

Australia Post provided two pictorial postmarkers, for use at the Cape Denison Post Office during this

and future Expeditions. One is a First Day of Issue (FDI) and the second an Everyday postmarker. Both have changeable datelines but the FDI postmarker is only used

to service mail affixed with the latest issue of AAT stamps on the day the Foundation’s expedition arrives at Cape Denison. The Everyday postmarker is used throughout the

period the expedition is in residence at the historic site. On this postmarker MAWSON’S HUT should read MAWSON’S HUTS!

The Foundation’s medical officer, Dr David Tingay, was appointed as Australia Post’s Agent (Postmaster) at Cape Denison. He underwent training for the position at Kingston Post Office (Rosanne Warren, postmaster) prior to departure from Hobart for Cape Denison on the L’Astrolabe on 9 December 2010. After a brief stay at Durmont D’Urville, the French Antarctic station in Adelie Land, the expeditioners arrived at Cape Denison on 20 December 2010. After nearly four weeks of conservation work at the Huts the expeditioners departed on board the L’Astrolabe on 18 January 2011, the last day of operation of the Post Office for the 2010-11 season. After another brief stay at Dumont D’Urville the expeditioners arrived back in Hobart on 1 February 2011.

During his time as Postal Agent at Cape Denison, David Tingay with the help of his fellow expeditioners, cancelled stamps and applied various cachets to about 2000 covers, (500 for the Mawson’s Huts Foundation) and 1500 for private individuals from visiting cruise ships and those who sent in covers to be serviced at Cape Denison.

Last month I concluded by stating for this month “I’ll provide an overview of the Lord Cornwallis auction of Australian Commonwealth stamps, containing an interesting cover or two, due to have taken place on March 17.” The sale, by Grosvenor Philatelic Auctions, duly took place, but when I penned those words I hadn’t studied the catalogue. I knew his late Lordship had recently purchased the great £2 Kangaroo cover (Figure 3), formally in the Arthur Gray collection, and I was hoping that such a distinguished, elderly collector might have had other important covers, perhaps some I hadn’t previously seen. Sadly, upon studying the catalogue, it transpired that this was not to be. Albeit a reasonably valuable collection, it was no more, no less than another in the never-ending stream of traditional attempts at Kangaroos/KGVI, largely mint, with barely a handful of covers (and one tag) to delight this columnist. It appears his Lordship had developed a taste for covers only at the conclusion of his life.

That absence of sufficient, suitable material for comment left me with the dilemma of how to gainfully “fill” this month’s column. Fortunately, I’ve been rescued by an unlikely event. Two days after the Cornwallis auction, that venerable German auction house, Heinrich Köhler, more usually associated with 19th century classics, offered a 20th century cover collection, in itself a “classic”. The Peter Koegel collection of postwar Berlin, a study of usage of the stamps and related stationery

issues of the decade or so following the war, mostly commercial usages, offered in two parts (the first was September 2010). This may not appear a particularly exciting subject to some, but Köhler was able to mould this collection in to no less than 914 individual lots: and that from an acclaimed international auction house.

Most refreshing to see recognition of “modern” usage on such on grand scale. Most of the stamps of the subject era are readily available mint or used (off cover). Few in price would break even a modest philatelic budget. However, Germany is probably the philatelic world’s superpower in the study and collecting of 20th century Usage. The Germans have

long been at the forefront in recognition that there is more to Philately than filling gaps with mint/used stamps. Michel’s superb Germany Usage catalogue, where every stamp is priced on commercial cover (and sometimes other postal articles) as a (i) solo franking, (ii) double franking, and (iii) mixed franking, with

another stamp issue/s, has fostered an extremely buoyant market for usage material. And Koegel raised the bar in usage study to an impressive level.

Now, some comment on items from the respective Cornwallis (Figures 1-3) and Koegel (Figures 4-11) collections. Kind acknowledgement is provided to the Grosvenor and Köhler auction firms for use of their on-line scans. Realisations exclude buyer’s premiums; conversions are approximate at £ = AU$1.65 and € = AU$1.40

5d Kangaroo covers are scarce, and attractive registered items, such as Figure 1, are rare. Used 29 Oct 1913 from Norwood to Belgium, this registered mourning cover sold for £550 (say $910). A very sound buy; I’d have thought $1500/2000 was closer to the mark for this highly exhibitable item.

The 5/- and above denominations of Kangaroos are more usually found on parcel tags than covers. Either way they are very scarce to extremely rare items. The Gray sale contained no less than two tags bearing a “set” of CofA wmk 5/- to £2; both sold for US$2500, or AU$3380 approx. Figure 2 was a similar although

different item in Cornwallis. Despite a corner fault in the £1, it realised £2600 ($4290). The Gray sale was an opportunity lost for most cover/entire collectors.

Rather fitting that Lord Cornwallis came to own one of the aristocrats of Australian Philately, Figure 3, albeit for a preciously short time. In the Gray sale this item realised US$13500, then approximately AU$18270 (remember, buyer’s premium exclusive). The buyer was leading Australian Trader, Richard Juzwin, who, with a fair degree of courage, bought it for stock. I wasn’t aware that Richard was the buyer when I penned for this column, a few days after the Gray sale, the following comment regarding this item: “A good result, to be sure, but an item such as this has a very bright future, and the buyer may rest assured that time

will vindicate his courage in securing this great showpiece.” Richard subsequently sold the cover to his Lordship for $35000. It realised £14000 (estimate was £9000/10000), or AU$23100, a useful improvement on the Gray result, over four years earlier. Trust me, very few ex-Gray Kangaroo lots subsequently have or would sell for more than they fetched in that sale. Many have sold for much less. Arthur was never going to sell his beloved collection at any time other than his perceived absolute market pinnacle. Nor should he, and subsequent history has proven his judgement a philatelic masterstroke. Any “bargains” in Gray were almost exclusively restricted to the small number of covers/tags present, the market for which has powered along in the

duration. Incidentally, the Cornwallis 6d Second wmk. inverted, for which $46500 was paid, a record for an Australian variety of that kind, realised £19000 ($31350). I had expected the estate would take a complete hiding on this item, which surely is a contender for the least attractive expensive stamp of Australia (no place for a scan in this column, it shall be noted). I was wrong. The lure of “completeness on SG catalogue basis” is a phenomenon lost on me, in perpetuity.

We move on now to that other collection, the Peter Koegel collection of purely covers and other intact postal articles of Berlin. I’ve selected eight items from the 1949 West Berlin Views definitive series. This included the then highest denomination stamps, with which I can make slightly tenuous comparisons with the current Australian definitives, which included our highest denomination stamps, the Arms series. Indeed, most industrialised countries have a comparable, contemporary definitive series. Also, I have a Usage collection of the West Berlin series, mostly to Australia/N.Z., which I’ll regard more highly after studying the Koegel auction results! I appreciate that the German stamps may have limited appeal for some readers, but please bear with me. The concept of this type of collecting has global applications, as I’ll allude to later.

The 5pf stamp was the approximate philatelic equivalent of Australia’s 1d stamp, which in 1949 was the 1d Princess. Figure 4 has a 5pf solo, representing the “airmail postage fee on a postal matters otherwise open-letter” (English translation from catalogue). I won’t attempt to establish Australia’s comparative postal equivalent for this service, or the others presented below; there may not be an Australian equivalent (and besides, if I make an attempt I’ll probably get it wrong). The German postal system by 1949 had evolved from an ancient service, once administered for centuries by the

Old German States, and doubtless some quaint services still lingered from those times. I’m sure that to German specialists these usages will be readily understood, and of course much may be lost in the catalogue description translation. The subject item, from 1957, realised €750 ($1050). One cannot imagine an Australian 1d solo franking of that era realising more than a few percent of that sum. This item was offered with an Expert Certificate, which is a measure of just how seriously the Germans take their Usage. Australia collectors seldom

demand certificates for highly contentious stamp items priced at thousands, to tens of thousands of Dollars.

Figure 5 is a 1955 use of 30pf “as correctly stamped single to support part of a complete Postzeitungsgut package for 21 newspapers” (to quote translated version of catalogue description). The realisation was €720 ($1010 approx.). Remember, most of the stamps from this series used off entire are of little or virtually no commercial value.

Mixed frankings featured widely in Koegel, and many, such as Figure 6, realised surprising sums. This 50pf and 5pf combo, for 1949 correctly stamped postage uprate for “corporate air mail” went for €700 ($980).

Still on mixed frankings, Figure 6, the 60pf and 10pf used in 1952 on “Application for withdrawal of a mission” form (1934 printing), made €1350 ($1890), against an estimate of €500. The catalogue description refers to use of this printing form after 1945 being rare, suggesting postal ephemera may have played a significant role in the result for this lot.

Figure 8 in the English translation was described as “a correctly stamped single on registered special delivery letter of the 2nd-weight category”, used in 1950. It fetched €1300 ($1820); estimate €250. The Australia 5/- Arms, a reasonable contemporary comparison, is rare as a solo franking. It’s not likely, however, that one of those is going to realise that sort of money, at least not any time soon.

Michel, as I mentioned above, has a dedicated price column for double frankings of most given stamp issues. That has ensured a ready market for such material. Figure 9 is such a beast for the 3Dm, second highest denomination (and catalogue value) to the 5Dm in the 1949 original series, described “courier return form-letter up to 45gr with Figure 7. a declared value 10.000 Dm . . . known in this form, only a few items”. Akin to our Compensation scheme one imagines. Clearly a special item, it realised (against an estimate of €800) €2100 ($2940). A significant sum for a 1958 usage item. Australia has many contemporary usage items of similar rarity. Relatively, most sell for a song.

The “top value” of the series, the 5Dm, is roughly comparable to a 10/- Arms. The latter is an uncommon stamp on entires, so no surprise that it’s West Berlin philatelic equivalent is not going to come cheap in usage form. Figure 10 has the 5Dm and 60pf used in 1950 “as a fee for a “Silent insurance” back to a postal delivery certificate for a sealed-value package with a declared value “DM 500” . . . certainly a sign of the rare uses of the 5Dm.”. Phew. No wonder an Expert Certificate accompanied this lot. Realisation was €1150 ($1610). Forgive me if I find this form of pursuit in Philately more stimulating than, say, the debate over gum on mint stamps being “original” or “aboriginal”.

A 70pf (and 7pf) denomination for this series appeared later, in 1954. Interestingly, the 70pf is the most highly catalogued used stamp of the series. On postal entire it also appears to be one of the most

elusive. Figure 11 is described as “on rare postage report of the postal office “message for card number or money order fee” for a number of unstamped card form, at the top left a small avulsion . . . rare use!”. Now, “avulsion” is not in my trusty, 1960s “High School” dictionary, now domiciled in my office, so of course I reverted to the internet. Google provided, and I’d like to share this with you for fear there might be readers who, like me, are wanting: “Avulsion in general refers to a tearing away. Specifically, it can refer to a form of amputation where the extremity is pulled off rather than cut

off.” Ouch. Doubtless, this term is destined to become frequently utilised in auction catalogue descriptions beyond Germany. A 1956 use, it fetched €640 (near enough to $1000) despite €200 estimate.

A number of interesting comparisons between Cornwallis and Koegel emerge, for me at least, and I hope for some broadminded readers. Lord Cornwallis, who passed away at a reasonably grand age of 89, doubtless derived great pleasure from his Philately. Unsurprisingly, perhaps, he was of a

traditional background in his approach. The “if it’s in the catalogue (per se), perhaps I should have it” approach. The traditional “completeness on SG catalogue [or ACSC] basis”, referred to above. That mindset was certainly the way to “go”, particularly in the 1970s. It is now the 2010s, and the GFC has visited upon us; in Philately “traditional” the most impacted. Perhaps, like hairstyles, that traditional approach will again have it’s day. We’ll see.

Uncharitably, perhaps, I found Cornwallis a less than inspiring collection: it’s all been done before, often better. Koegel, on the other hand, was a collection of the present, and future, as I see it, and the results suggest I’m not alone. The model adopted for that collection can be applied to a 20th century Usage collection for most industrialised countries.Think about how the model might be applied to your favourite collecting country. Of the thousands of suggestions one could provide for such endeavour, I’ll provide just half a dozen, contemporary foreign countries definitive series’, which I like as subjects for this exercise: Austria 1948

Provincial Costumes, China 1946 C.N.C. surcharges, Denmark 1946 Arms (every colour in your Derwent pencil set), Germany Allied Occupation 1948 Architecture (great “sister” set for the West Berlin series featured), Italy 1950 Provincial Occupations, and Japan 1952 including the Airs.

Köhler, in featuring this collection in the manner in which they did, emboldens my passion for Usage. I see it as an attestation to the expanding popularity of 20th century usage, and a vision of things to come, globally. Would the country which gave us AUDI, BMW and Mercedes Benz and Porsche get it wrong? I don’t think so. Collecting stamps used off cover never seemed more pedestrian.

Market Matters:Australia prices hold up strongly

A recent auction in the UK saw some very high prices obtained for early Australian stamps.

The March 17 Grosvenor sale of the Lord Cornwallis collection had some very nice pieces.

An otherwise common, and rather unattractive looking Australian stamp sold for £19,000 plus the high commissions over 20% - or approximately $A36,000 at that day’s exchange rate.

The stamp was a 1915 6d Blue Kangaroo, Second Watermark - SG 26. In used condition, in this rather ugly parcel used grade, this stamp retails for $10 tops.

This stamp however has an inverted watermark, and bears a rather unattractive vertical parcel post, machine cancellation.

The “Australian Commonwealth Specialists’ Catalogue” (ACSC) states that 3 copies are reported to have existed of this error.

One of those three stamps is in the Royal Collection in London. It is therefore not available to collectors.

The other two examples were noted in philatelic literature in the 1930s and 1940s but they

have not been recorded or sighted since.

The only copy in private hands?It is understood this example may be one of those two stamps. After this time span, the survival of the third copy is doubted by some specialists.

The superb $7.15 Million Arthur Gray “Kangaroos” collection did not posses this stamp.

The way out of date 2004 ACSC “Kangaroos” volume lists it as BW 18a at $A25,000. As recently as 1992 it was catalogued there at just $A85.

An even more desirable watermark error is the 1918 5/- Kangaroo (SG 42ba) with sideways watermark. Only one copy is recorded so far.

That stamp was sold in the Arthur Gray sale in 2007, for $A118,000 at the time. It is not very attractive, and has been heavily “cleaned” and treated in the past.

price for this stamp was just $A1,500. Today SG lists it at £55,000 used.

I was in the Auction room, and a large New York auction house bought it for a client, so cost to him clearly was greater than $A118,000.

Watch For Official StationeryAround the turn of the century a lot of the Australian “States” issued Postal Stationery with views of city and rural scenes, and typical local features etc.

The early “Australian Commonwealth” issues did the same, and the Kangaroo and KGV “View” Lettercards series is enormous.

They cover all kinds of scenes and industries, with tourist and even Military photo views, as WW1 was raging.

Many will not realise, but right now this month we are celebrating the 100 year Centenary of Australia’s first unified stamp design.

Which was NOT the 1d Kangaroo as most think, but the KGV 1d postcard shown nearby.

Contemporary reports say this postcard had an issue date of April 7, 1911, and it certainly was our first uniform Australian postal issue.

Mistake wording on our first stamp!The one shown wrongly stated: “Address Only To Be Written On This Side” – a rule which the UPU had years back dispensed with, so it was quickly reprinted.

Cost of these today is still low - I use this photo courtesy the Premier Postal Auctions April 24 sale – estimate only $60.

Indeed we had a range of ‘Commonwealth Of Australia’ inscribed postal stationery in 1911 depicting the new King – KGV, in an attractive series. Lettercards and postcards abounded.

changes, and many colour variations of each, and are termed the “Coronation” series.

A set for the future.They were on sale in all states (unlike the earlier 1d card) and a complete collection of these in 5 years will be worth treble today’s price I feel.

However such an collection would be near impossible to assemble. I see one example now and again, of one view, in one colour - maybe mint, maybe used.

I asked Gary Watson, Australia’s leading dealer expert on postal stationery if he had even handled a full set, and he said he had not. Nor had he ever seen or heard of one being offered.

Watson feels a “complete” set of this 1911 KGV “Coronation” postcard series would number about 100 different postcards.

To his knowledge only one person, a well known Melbourne collector, would own a complete - or

even near complete set.Back to this story. South Australia issued 1d

Pictorial View postcards in 1908, and one of the scarcer views depicts a prize BULL.

A good client of mine in Tasmania started buying up all sorts of goodies this week off me. I said to him: “you must have won lotto down there!”

He replied: “well the next best thing – someone just bought a 1d postcard off me for $2,825”

Sure enough, on eBay this card shown nearby sold to a SA collector for that sum, with a keen under-bidder from China of all places.

What a load of BULL!The caption on the photo says “Champion Shorthorn” – which my expert rural knowledge tells me is some kind of BULL!

Anyway, one very happy client, as he paid only $50 for it quite recently. And one happy Glen, as it funded some nice items from my stock - so “WIN-

WIN” all round. This SA postcard was of course issued in the

post 1901 “Commonwealth” period as noted on face of card, and is keenly sought.

Much Commonwealth stationery is attractive and readily obtainable, at what seem like silly low prices - like the WW1 troop envelope shown nearby, which are only about $50 each mint.

A new edition of the ACSC covering such Postal Stationery has been completed for quite some time. John Sinfield told me a year back it was pretty much completed editorially.

When it is finally published, it will give all this area a huge shot in the

arm. Many nice looking pieces from

this 100 year old era are still selling for a fraction of what they will be in 5 years time, even if only 50 new collectors globally join the scene when the catalogue appears.

I recently priced up a lovely 1916 4d KGV Registered envelope, printed on the old Thomas De La Rue English made envelope stock, with linen reinforcing inside.

The front in orange, reverse in red. Far better than usual condition, with lovely cds, and great “eye-appeal” yet no-one will pay $100 for it today. The PO annual album costs that!

Gary Watson priced this one used in the ASC in 1987 at $A75. Real value today, 24 years later, should clearly be many $100s as they are uncommon.

People often ask me for an area to start collecting that offers a real challenge, and also much possible upside. This field is a good answer.

Whilst all the “MUH KANGAROO” lemmings are running around spending their money on clever regums in many cases, that they will lose their shirt on one day - you can be quietly amassing Stationery!

NZ messes up Royal Wedding PackThe Media event of 2011 will be the April 29th Wedding of Prince William of Wales, and Kate Middleton.

William might possibly be the next Monarch, as Charles/Camilla are not a popular option with anyone it seems.

NZ issued a large Deluxe Pack with stamp set, mini sheet and FDC for $20 - and some goose used the WRONG birthdate on it – May and not June.

My hunch is these folks alone will more than vacuum up near all packs out there for sale. Add to that the number that collect NZ in some depth, and there is a clear supply/demand collision about to occur.

I got a few packs from a NZ contact, and they have been selling solidly at $A165 each - well before the Wedding media blitz.

“Moonlight Green” 1d Red KGVDid you hear about the 1d Red KGV that was discovered in Poll NSW, that glows GREEN under the Yellow Quartz Lamp – and in moonlight?

It was reported the ink used was a curious batch from Belfast Ireland, supplied under the WWI ink supply Emergency, that was entirely responsible for the vast range of 1d red KGV head shades.

Printing ink was normally supplied from Germany via agents, and many very strange variants were used as stop-gaps during the War when that supply source ceased.

collector advanced the theory that Copper Acetoarsenite was likely added to a small batch of the red ink mix from Ireland, for reasons unknown.

Most commonly known as “Paris Green” this aniline compound was used as a fade free paint by many leading artists including Van Gogh, Cezanne and Monet.

Until this new discovery the most expensive 1d red shades were the Salmon Eosin Pink group. Over 1000 copies are recorded, yet they still get quite mad prices at Auctions.

A Closer Look at Modern Australian Stamps

Each year one of my stamp clubs (Rockingham & Kwinana Districts) asks its members to prepare a three page display with items starting with a letter of the alphabet. This year’s letters are F and W, and my ‘F’ display will feature Australia Post’s March issues celebrating Football and Flowers.

‘stamps’ for each Australian Football League (AFL) team. The format of these issues has changed over the years. From 2000 to 2003, sheets of 20 stamps with photographs of the players in the tabs were issued. A prestige booklet for each team was issued from 2004 to 2007 (with 2007 including a medallion). Then folders containing two sheetlets of 10 were issued from 2008 to 2010. The 2011 AFL season not only welcomes a new team, but a new look for these stamps.

This year McKellar Renown printed a self-adhesive booklet for each team, created from an A4 self-adhesive sheet, which has been rouletted and folded into three (Figures 1 and 2). Inside there are ten self-adhesive 60c Southern Cross stamps with an integrated tab showing the club logo. As can be seen from Figure 2, five have the tab on the right, and five on the left. The image in Stamp Bulletin No. 309

only shows the blue Southern Cross stamp, but the red version was used for the Brisbane, Collingwood, Fremantle, Melbourne, Richmond, St Kilda and Sydney booklets. Hence, we have four completely new stamps* (see Figure 3), with the die-cut perforations adjusted depending on whether the tab is on the left or right. At $6.95 per booklet, obtaining these new stamps should be relatively inexpensive. Similar booklets will be released in April for the sixteen National Rugby League teams.

* With the club logo printed at the same time as the stamp, and the integrated tab not removable, some collectors may consider there are 34 new stamps.

The ordinary gummed stamps were issued in

horizontal strips of five within sheets of 50 (two panes of 25), with the names of the festivals in the gutter (Figure 4). A prestige booklet, which gives more information on each festival, contains unique blocks of four of each stamp, each in a separate booklet pane (one pane is shown in Figure 5). An imperforate version of this booklet was sold at the

Centenary of Commonwealth Postal Stationery (8 February 2011)The first items of Australian Commonwealth stationery were released in 1911, two years before our first stamps. The designs used for these seven new definitive envelopes (Figure 8) were inspired by the scenic views featured on the back of the lettercards issued by the Commonwealth between 1911 and 1925. A very nice set of envelopes, which will see much use by the public.

Lake Eyre (4 April 2011)By the time this is published, collectors of modern Australia will know the Lake Eyre issue was released on 4 April 2011 (Figure 9). This issue was bought forward due to the international rate rise on the same day (Table 1 gives the new international rates). These splendid stamps look even better in the larger 50 mm x 30 mm format, and are accompanied by self-adhesive booklets of five for the $1.55 and $2.25 stamps. No personalised versions of these stamps will be released.

Parcel Post and Express Post rates also increased on 4 April. Table 2 gives the new prices for Parcel Post and Express Post stationery.

Bamforth buxom beauties bannedReported in Asian News InternationalLeeds firm, Bamforth applied to have 10 of its vintage cartoon cards displayed on customised stamps, known as Smilers. The cards were first produced in 1910.

But the Royal Mail officials deemed seven of the pictures too rude. “Smilers allow customers to personalise their post by combining one of their own photos with a Royal Mail stamp but there are a number of restrictions on images which can be used, including those which may be deemed offensive,” said a Royal Mail representative.

The Smilers were planned as a limited edition of 200 sets to celebrate a century of cards and were aimed mainly for collectors. Bamforth Chairman Ian Wallace said, “They are just fun, you take them for what they are. This is social history”.

Stamp crimesUSAReported in The RecordA manager at a Walgreens store in was arrested after he allegedly stole around $6,200 in U.S. postage stamps from the store and then sold them online.

Alvin Fuchs, 60, of Oradell was arrested Wednesday and charged with one count of theft, after a three month investigation. UKReported in The Daily ExpressA MAN has been charged by police investigating the smuggling of 10,656 forged first-class UK stamps into Britain.

Polish national Robert Aleksiejczyk, 31, was arrested after customs officers found thousands of

pounds worth of counterfeits in a routine check on a ferry at Dover.CanadaReported in the Edmonton JournalThousands of counterfeit stamps have been seized in the largest postage fraud bust in two decades.

Two people were arrested in Montreal on Tuesday after police searched two dozen businesses in that city. Those arrests are linked to three previous arrests in Montreal and Toronto that have led to the seizure of more than 40,000 phoney stamps and about 10,000 authentic stamps that were set for reuse. Charges were also laid Tuesday in connection to the earlier arrests.

Quirky Kiwi designReported in The West AustralianA new series of the Kiwi no value stamps has been released for use on local mail. The new stamps capture the unique sense of identity as a nation in fun designs.

One stamp depicts hokey pokey, a Kiwi ice-cream that has become an institution since 1940. Others depict the Kiwi road sign, the beach, trout fishing and mountain biking.

Compiled by Margo CampbellIconic stamp typography celebrated Reported at guardian.co.ukWim Crouwel’s iconic typography – seen on posters, postage stamps, exhibition catalogues and telephone directories – sums up Dutch design and perhaps even the Netherlands itself.

The London’s Design Museum is currently hosting a retrospective of the Dutch master’s work .When Crouwel took to typography on an almost industrial scale with the founding of the Total Design studio in 1963, he honed a distinctive approach to design that has captivated fellow designers since.

Perhaps the best-known Crouwel typeface is Gridnik. Shaped on a square grid, each letter has an elegant machine quality balanced with playfulness it was used most famously on the standard issue postage stamps issued by the Dutch PTT between 1976 and 2002.

Philately will get you everywhereReported in The Daily ExpressAccording to experts at Stanley Gibbons, the hobby is on the increase and, internationally, there is a veritable boom. Stamps are the third most traded commodity on eBay and prices rising. In the UK the reason for this is partly because the baby boom generation, who took up philately at school, are returning to the hobby in their retirement.

“We go to a retirement show every year and we are now inundated with people who come up to us and say: ‘Wow, Stanley Gibbons, I remember you guys when I was a kid. “These are people with disposable incomes who also often have an

emotional connection to stamp collecting because their fathers used to travel and they would send back letters or postcards. So while their fathers may no longer be alive, the hobby is a way to link back to them and to their childhood.”

NOW there is also the demand for stamps from such countries as China and India. In China, Chairman Mao banned stamp collecting for its bourgeois connotations but since his death in 1976 and with the rise of Chinese entrepreneurs, it has been going from strength to strength. The country is now home to 18 million collectors.

“What happens when economies open up and there’s an expanding middle class is that people start buying their stamps back,” says Jefferies. “So a lot of stamps from China, the Middle East and India are all leaving Europe and going back to the countries they originated from and when this happens, prices rise.”

William and Kate torn apart Reported by PACNEWSNiue in the South Pacific is one of many nations around the globe issuing stamps to commemorate the wedding of Britain’s Prince William to Kate Middleton later this month - however the tiny country’s version was today proving more attention-grabbing than most.

The commemorative “stamp” is actually a pair - with the prince on one, his bride on the other and a perforated line down the middle. Which means Mr and Mrs can be torn apart.

On the unusual Niue stamp Kate’s side worth $2.40, and her husband-to-be $3.40. The stamp is

priced in New Zealand dollars, the currency used by Niue.

Editor of Gibbons Stamp Monthly Hugh Jefferies claimed the stamp was “embarrassing” and had not been designed well but New Zealand Post have defended it noting that it was approved by the Queen.

The controversy comes on the back on the embarrassing revelation that the presentation pack of New Zealand’s own stamps containing an error regarding to Prince William’s birth date.

Cops pay for sackReported in The News of the WorldPolice officers who were ordered to quit to save the force money had to pay the postage on letters they got breaking the bad news.

Cash-strapped Notts Police in the UK failed to put stamps on some of the 119 retirement notices it sent out. One officer who had to fork out £1.39 stormed: “It’s a scandal.” The force said it was an oversight.

Japan Post to raise quake relief money Reported in Jiji Press English News ServiceJapan Post will launch stamps and postcards in June to raise donations for reconstruction after the March 11 earthquake and tsunami.

It will be the first time for the sale of disaster-related fundraising postcards. Stamps for disaster relief were last issued following a volcano eruption on Miyake Island in 2000.

Japan Post Service plans to issue a total of 70 million stamps and 28 million postcards and raise 540 million yen. The postcards will be released on June 1 and the stamps on June 21.

Meanwhile, Japan Post has resumed service throughout Tohoku region while Miyagi and Iwate Prefectures saw their postal services resumed Monday. Deliveries to the areas had been disrupted

since the earthquake struck on March 11.

Beetle covered Reported in the Daily Post (North Wales) A VW Beetle covered in more than 50,000 stamps has gone on display in the Volkswagen Automuseum. The Stamp Beetle was created in 1997 to mark the 50th anniversary of the Wolfsburg Stamp Collectors Association, and is covered with stamps donated by collectors from across the world.

New stamp issues limited from 2012Reported in Sunday Observer (Sri Lanka)Moves are under way to limit the new issues of stamps from next year to increase the value of stamps, Sri Lankan Postal Services Minister said.

The Minister said that plans are in place to issue only 35 stamps on various themes from next year. Last year 51 were released.

NZ health stamps historyReported in Manawatu StandardWhen Danish immigrant to New Zealand, Kirstine Nielsen returned home for a visit she noticed something interesting: special seals were being sold for attaching to Danes’ Christmas letters. The proceeds from the seals went to charity.

This practice was the brainchild of a mail clerk named Einar Holboell, and his idea would soon spread to America. As a post office official’s daughter, Kirstine was intrigued.

Much later, in 1926, as president of the Norsewood Country Women’s Institute, she suggested that members start a similar Christmas seal campaign for hospital fundraising.

stamp was approved to have an extra amount added to its regular value. The surcharge would go into a fund to promote health, especially children’s health.

In December 1929, Kirstine viewed the first health stamp - a twopenny red stamp (one penny for postage, one penny for charity) depicting a hospital nurse with the slogan, “Help Stamp Out Tuberculosis”.

The income from the stamps and those that

followed went to pay for health camps for ill or malnourished children.

In 1989 first- day health stamp cover featured a picture of Kirstine: kind-faced, with neat white hair and spectacles, as she’d looked in her later years.

In what is now the longest-running community partnership in the country, New Zealand Post still supports the work of the camps, by continuing to issue health stamps

every year.

Little 20cThis month is more railway revenue related. To start off, while I was sorting through a large group of Queensland decimal railways’ all of which needed a bath, due to the Qld humidity, I came across a small ‘TWENTY CENTS’ font [fig 1 left stamp], so decided to pull out all my decimal 20c bi-colour values only to find out it is a lone copy. Maybe you will find some time to check your holdings and let me know if you come up with others. This may have gone unnoticed by the printer and several sheets were printed, but on the other hand it may have been picked up early and one or two sheets got out, we may never know. I think it is worth cataloguing unless somebody comes up with ten sheets of them!

Goats & SheepA couple of months ago, I asked for documented proof of Sheep & Goat usage found on a handful of Victoria decimal revenues. A ‘Stampboards’

member came up with the relevant section in the act clearly showing the need for them. So we can now give these full catalogue status as far as mint is concerned, we still need to find some documents showing usage. they will be the icing on the cake and worth 10 times the value of mint & mint remainder copies, still nice to have. I guess I will now have to go and try to source a set!

Tasmania Railway FontsAs promised some pictures [figs 2&3] to go with last month’s text re the station name fonts on the Tasmania Garrett issues.

Eagle EyesMost if not all of us missed the Beaudesert Tramway revenue sitting in an eBay lot from the UK [fig 4] it went to a UK railway collector who in turn sent me the link to the lot. It obviously pays to be eagle eyed, the lot sold for around £35.

Sydney Stamp ShowSydney Stamp Show is just over as I write this. Four revenue exhibits to drool over; Cape of Good Hope by John Fletcher is a fascinating exhibit, which was well worth a good look. Next was Derek Pocock’s super exhibit of Western Australia Railway Fee revenues, followed by The Revenue Stamps of Gibraltar 1884-1903 exhibited by Rob Neville. This exhibit took out a Gold medal, I am no judge but this exhibit was exceptional and I for one could see a few more points in it bringing it up to a Large Gold, maybe next time Rob. Clyde Ziegeler also showed a super exhibit of his Australia – London Customs Duty revenues. Customs Duty Revenues were the only Australian Revenues that were never sold in Australia! I would like to congratulate all of the above exhibitors.

Queensland Edward Colour TrialsA nice group of Queensland imperf Edward colour

trials was offered by Status Stamps [fig 5] a couple of auctions back. These colours on the 5 values need to be recorded and I would like to do so here.

Oblique RouletteA very rare Tasmanian oblique roulette on a 6d value has come to light in a small UK auction house, it was listed as SG 102 at £850 postally used. As we can see by figure 6 it has had revenue use, probably deducting 30% off the catalogue price as the separation is such a scarce survivor. You may have some thoughts on this, if so please share them here.

Line Perf or NotFigure 7 shows a rather nice mint blk of four of the South Australian perf 10½x10 issue circa 1960. These were comb perfed by the printer, with figure 7 showing a very close double perf in the top pair giving the appearance of being line perfed. Something I had to take a second look at as I thought

Revenue Reviewat first it was an unrecorded line perf. You may like to check your holdings just in case you have something similar, and also thought it belonged in the line perf section of your collection.

While on South Australia the same issue as above has a nice flaw between the LI of SHILLINGS [fig 8] this can be found at row 6 stamp 6

One L or TwoJohn Amiet [well known Queensland philatelic researcher] has again come up with a Queensland Railway cracker! QUILPIL over stamped QUILPILL [fig 9] again an unlisted beauty. So which is the correct spelling? I believe Quilpill station was replaced by Quilpie which opened its railway station 11 April 1917 and the Quilpill extension of the South

Western Railway in the week of 19 May 1917. This fits plumb into this railway issue with Quilpil being a Government Printer error. One can only presume the Station Master picked up on the misspelling and had a rubber stamp locally made to correct the name. A very nice find indeed John, well done.

Last but not least figures 10–14 are an o’rrible group of fantasy postmarks on South Australian Postage & Revenue issues. They are all from a SPECIMEN set with the postmark poorly trying to cover up the word SPECIMEN. If you are ever offered any of these, run for your life!

Collecting U.S. Revenues Part 3

Welcome to the third instalment of collecting US revenues. This month we’ll look at the last of the 19th century classic revenue ‘beauties’ (well, in my opinion anyway!), the first set of federal issue Proprietary stamps. Then we’ll consider some of the other late 19th/ealy 20th century issues that came about to help finance another, less well known war.

Proprietary stampsI can imagine regular readers that have been following my US revenues articles over the last few months may be wondering why I covered the Private Die Proprietary issues before what may be thought of as the main general Proprietary issue. The answer is simple; many of the Private Die stamps were issued first. You may recall that eight of the first issue revenues were issued specifically for use on proprietary items, and were in use concurrently with both the second and third issues. In fact the last of the first issues to appear, the 6c orange Proprietary, was issued in 1871, around the same time that the second & third issues appeared, and at least seven years after all the other first issues. As a bit of an aside, it’s also worth noting that this stamp has the highest catalogue value ($1800 in my 2007 Scott catalogue) of any basic 19th century US revenue stamp, with the exception of the second issue high value ‘Persian Rugs’ and a couple of these first proprietary issues. The Scott catalogue also mentions that the 6c proprietary is usually found in faulty and poorly centred condition, and the catalogue price is ‘for an example with minor faults, that don’t detract from the stamps appearance’. But I digress. By 1871 the government had made the decision that there would be two streams of standard, federally issued revenue stamps, ones for use on documents, which were the first, second & third issues, and the ones for use on proprietary items such as matches, perfumes, patent medicines, playing cards and so on. These new Proprietary stamps did not replace the Private Die issues, but were used concurrently with them until 1883, when the taxes were abolished.

The 1871-74 Proprietary issue consisted of ten denominations, ranging from 1c to $5.00. All values had ornate frames in green, with black vignettes (centres) showing portraits of Washington Fig 1. They were initially printed on various types of violet paper, and then from 1874 also on green paper.

All values up to the 5c are known with inverted centres, with the latter apparently being unique, and having sold at auction for US $130,000 in 2000. Several values also have plate varieties.

Even without these more exotic variations, generally these early Proprietary issues are worth much more than their documentary cousins. As an example, the $1.00 value from this series has a catalogue value of US $2500 for the violet paper version, and US $10,000 for the green paper printing. This is a very far cry from the $8.00 and $2.00 that the second and third issue $1.00 documentaries respectively catalogue at. There are at least a couple of reasons for this; first of all, the 50c, $1.00 and $5.00 Proprietary stamps of this issue are much larger in size than the equivalent documentary issues, and therefore more susceptible to damage & destruction, but far more importantly, while the documentary stamps were mainly affixed to nice, flat, stamp friendly documents, Proprietary stamps were usually found on items that were often torn, ripped or pulled apart. Not exactly a stamp friendly environment!

Commencing in 1875, a new Proprietary series with a completely different design, though still featuring a bust of Washington, began to appear. This set was printed in monocolour, with a different colour for each of the seven denominations, which ran between 1c and 10c Fig 2. The 4c and 6c each were issued in two different colours, the former in red-brown and then in red, and the latter in violet blue and violet. These may sound more like shade variations rather than sperate colours, but when compared the difference in each case is distinct, and probably more importantly, the Scott catalogue has assigned each colour a separate major catalogue number (RB14 and RB15 for 4c stamps,

The war ended with the signing of the Treaty of Paris on December 10, 1898. The war resulted in the independence of Cuba, ceded Puerto Rico and Guam to the United States, and allowed the US to purchase the Philippines Islands from Spain for $20,000,000. It is interesting to note that this eas the first war fought overseas by US troops.

As with any war, this one cost money to wage, and the financial cost of this war to the United States was approximately $250,000,000. And yes, you guessed it, documentary and proprietary taxes were re-introduced, as were the revenue stamps to pay for them!

The 1898 Battleship Proprietary seriesIn 1898, a new series of proprietary and documentary revenue stamps with the common design of, appropriately enough, a battleship, were introduced to contribute to paying for the Spanish American War. While the designs for both types of stamps were identical (with the exception of the different inscriptions), the Proprietary series was a little unusual in that it consisted of twelve different denominations of 5c and under! Fig 3. This was due to the fact that eight of the denominations were fractional, with the lowest being ⅛c.

These stamps are found rouletted 5½, and also with an unusual type of perforation referred to as ‘Hyphen hole’. This differs from the usual type of perforation in that a rectangular piece of paper is punched out, rather than a round piece.

A number of shades exist in this issue, particularly the ¼c brown value, and some imperforate between varieties can also be found.

RB17 and RB18 for the 6c), so that pretty much settles it!

These stamps are found on both silk paper and, in a first for the revenues we’ve looked at so far, watermarked paper, with the watermark showing the double lined letters ‘USIR’ (United States Internal Revenue) repeated throughout the sheet. Stamps on both types of paper are found perforated, and stamps on the watermarked paper are also found rouletted. In every denomination the rouletted varieties are worth far more than the perforated ones, and the Scott catalogue warns against stamps with fraudulent roulettes.

The LullAs I’ve already mentioned a couple of times, all of the documentary and proprietary stamp taxes that were introduced in 1861 to fund the Civil War were abolished in 1883. This resulted in something of a ‘lull’ as far as the issuing (and use) of revenue stamps was concerned. In fact it would be 15 years before any new revenue stamps were issued. And it would be to help fund another war.

The 1898 Spanish American WarOn April 21st, 1898 the United States declared war on Spain after the sinking of the US battleship Maine in mid February. The main cause of the conflict was the US’s support for the independence of Cuba, Puerto Rico and the Philippines from Spanish rule. The first real action of the war came in June when the US Marines captured Guantanamo Bay, an place very familiar to all of us today, and U.S. troops landed at Siboney and Daiquiri, east of Santiago, Cuba.

their earlier Proprietary cousins, and all if them are quite reasonably priced.

While these stamps don’t have the same visual appeal as the earlier 19th century revenues (well, to me anyway), they can be found with a wide variety of

colourful and attractive printed cancellations including stars, ornate lettering and so on. Watch out for these, they’ll probably cost a little more than the ones with manuscript cancels, but they can add some real zing to your collection!

There were two later Proprietary stamp series issued, one in 1914 with all of the denominations being printed in black, and another in 1919, this time all in blue. In both instances, the designs were simply a central numeral, with the words ‘Proprietary’ and US Internal Revenue etc incorporated into the frame. Fig 4. Very practical and utilitarian, but rather boring when compared to what had come before.

Next time we’ll have a look at some 20th century revenues that are quite spectacular in their own right, and not just because of a stunning design!

For those readers who have not seen these Desert Magic books, they are a large A4 sized book (stockbook sized) with thick white Spiro edge binding that as you can see allows them to lay flat. (There is a half sized one which is basically useless in our view.)

The pages are of REALLY thick blotting type paper. i.e.thick heavy cardboard thickness. It is some special “fast release” formulation .. no idea what they use, but it really does WORK!

There is then a special smooth plastic coating on one side. So you wash your stamps, and if you leave them to air dry on tea towels or blotting paper or newspaper, light creases and bends will always stay there.

If they are placed into this book when touch damp (not sopping wet) and left there with the gum side to the plastic side and the front of stamp to the blotter side, they dry perfectly

flat, and many light bends and creases vanish. Nearly all of them. It is amazing the difference they make, which is why we sell so many!

Readers of www.stampboards.com have acclaimed these as one of the best stamp accessories on the market. Just put your stamps in, pile a few heavy books on top and forget them for a week. Most collectors have two books, as that is the secret ..... do NOT touch them for a week and let them dry slowly under weight. Most important.

WhittakersIn the March column, I illustrated a label from Whittakers. I have had a response from Deb Collett who tells me that it is actually a postage stamp from one of New Zealand’s alternative postal operators. The company was Posties Choice and they used the sheep logo as their identifier which had to be shown on all of their stamps. The company no longer operates as Posties Choice, it is now known as NZ Mail.

Therefore that stamp I illustrated is not a Cinderella but a normal postage stamp from a private postal operator in New Zealand.

Community HealthFrom Mark Madison I have these two labels from the Community Health and Anti Tuberculosis Association, Fig 1 appears to be from around 2000 as the cover it is on has that date, Fig. 2, also on a year 2000 cover, but it is clearly dates 1997. The

labels are of New South Wales origin and are of the peel and stick type.

R.V.B LimitedThis company is based in Newport Victoria according to the return address on the cover. A web search revealed that a company of this name operated from March 1974 to April 1985 as an engineering products business. It was delisted in April 1985 after the name was changed to SML Holdings. The advertising label, (fig. 3), appears to be of the peel and stick type.

Mystery LabelsI have no idea what these four labels, (Figs. 4, 5, 6 and 7), were issued for or who was responsible. They came in a bundle of bits and pieces sent to me by a reader. Can any readers throw any light on them?

LatviaAnother of the labels emanating from Latvia, this one issued in 2008 celebrating 90 years since the declaration of Independence in 1918. (Fig. 8).

Royal WeddingWith a next generation Royal Wedding in the air, this label, (fig. 9), of the wedding of Prince Charles and Lady Diana Spencer was another one that showed up in the bundle of miscellaneous bits and pieces.

Fly The FlagWith the debate over our National Flag that raises its head periodically, usually when the media has nothing else to report on, this label is a timely reminder of what our flag stands for. (Fig. 10).

RSPCAAnother one of those mystery poster stamps. (Fig.

11). I think it is probably of Australian origin, but I have no other information about it.

Sydney Stamp Expo 2011Once again the Cinderella class was offered at a National exhibition and again, as in Adelaide last year, Cinderella collectors showed almost complete disinterest in exhibiting which is disappointing since the management committee of the Cinderella Club of Australasia is based in Sydney.

There was only one entry and that was of New South Wales TB seals which gained a Large Silver medal.

Sydney Stamp Expo Souvenir SheetsOne of the souvenir items available at the exhibition was a set of four replica sheets of the 1911 First Australasian Philatelic Congress and Exhibition that was held in Sydney. The original stamps were issued in sheets of 20 in colours of red, green, light blue

and indigo, and perforated 11¼. In the same colours, there were 100 sheets of each of the replicas printed, but rouletted. (Fig. 12). There were also four further presentation sheets produced, two in metallic gold and two in metallic bronze, one pair presented to the Governor General at the official opening and the other pair sold at the Plamares dinner.

CricketWith the cricket season moving overseas, I have included a few more of Noel Almeida’s Poster stamps.

Bradman.Fig. 14 is a Daily Mail publicity label of the

1920s for Ardrossan, a coastal town in Scotland.Fig. 15 from Colchester, (Essex) Civic and Empire Week poster stamp for 4 to 10 July 1930. County Cricket Week is listed amongst many other attractions.

Fig. 16 produced by Cheltenham College (Gloucestershire) for its centenary in 1941. The stamp is recess printed and it was sold in booklet form to raise funds for renovation and expansion of the college.

have just had the Sydney Stamp Expo I thought it might be appropriate to illustrate the 1959 cinderella again. (Fig. 17).

The BeatlesIn the March column I showed a block of four poster stamps of the Beatles. I have had a note from Harry Vine who tells me that he thinks they were issued some time in the 1960s and were found inside the wrappers of MacRobertsons Chocolate Bars.

The Greatest MotherIn the April column I illustrated the stamp with

this title, unfortunately my scanner did not give a good reproduction of the stamp which shows as partly on green printed paper. A couple of the other illustrations also have a greenish appearance which should not be there.

Looking at New Zealand Graeme Morriss

The 1920 Victory IssueThe Christchurch (1906) and Auckland (1913) Exhibition commemorative stamps had been printed by the New Zealand Government Printer and had been available only from the Exhibitions. The Victory issue was intended to be much more significant – appropriate for a country which had made a much greater commitment of manpower to World War I for the size of its population than any other Empire country. The print runs were much greater, ranging from two million for the 1/- to thirty million for the 1d.

The designs (Figure 1) were intended to be Imperial, reflecting the strong awareness of their British heritage that New Zealanders had at that time. The common Imperial design element was the Lion, included in the ½d, 1d and 3d designs. The lion on the 3d is one of the statues flanking Nelson’s column in

Trafalgar Square, London (Figure 2). The New Zealand element was restricted to fern leaves, with the exception of the 1½d with its tattooed Maori warrior honouring the all-volunteer Maori Battalion which had achieved great fame for its bravery in the War. There were

also ‘wheku’ (grotesque faces) in the borders of the 1½d and the 1/-. The ½d and 1d stamps featured the allegorical figure of ‘Peace’ and the 6d that of ‘Progress’.

The Postmaster-General, Sir Joseph Ward, was visiting Britain in 1919 and he acted as liaison with the printers, De La Rue & Co. Because it was intended that the NZ Government Printer would produce later print runs of the stamps, it was requested that surface-printing (typograph) plates be used. De La Rue printed from copper-plated

electrotype plates on the same

chalk-surfaced paper being used for the contemporary George V definitives. The ‘NZ & star’ watermark was sideways on all values except the 1d and 6d. Sideways-inverted watermarks are known on all values except the 1/- but are not common. Different perforating combs, all gauging 14, were used for the different sizes of stamps.

The 6d was originally intended to be rose-lake in colour but as this was too close to the carmine of the 1d it was changed to purple. Several shades occur in the printings of all the stamps. One printing of the 1d is in a bright carmine with some aniline dye and this stamp is inclined to smudge when washed (Figure 3). A late printing of the ½d in pale, slightly-yellowish green is scarce because most of this printing was included in the stamps overprinted ‘TWOPENCE’ in March 1922. The newspaper rate had been changed from ½d to 1d in 1920, reducing demand for the ½d. Twelve million of the twenty-two million printed were overprinted (Figure 4).

Stamp dealers in London were anxious to obtain stocks of the new issue and these were released to them by the NZ High Commissioner in London on 9th November 1919. Some collectors in New Zealand received the stamps from London dealers on their new-issue

standing orders before the official release date in New Zealand of 27th January 1920. The outcry of protest from collectors’ and returned servicemen’s groups led to an assurance that this practice would not be followed in the future.

A wide variety of proof material was produced for this issue but it is not easy to obtain. Die proofs from De La Rue on white card are known in black and in the issued colours (but the 6d is in the original rose-lake). Plate proofs from the large De La Rue plates (240 impressions of the smaller-format stamps and 140 of the larger-format) are known in black

and in various trial colours. It is believed that a trial plate of sixteen impressions (four each of the four larger-format stamps in blocks of four) was prepared by De La Rue and singles and pairs in various colours exist from this plate. The impressions are about 9.5 mm apart within the blocks of each value and there are gutters of about 12 mm between the blocks. The NZ Government Printer prepared proofs in September 1921 from smaller (120 impressions) plates supplied by De La Rue but as the issue was not intended to be on sale indefinitely a local printing was never proceeded with. The De La Rue plate

proofs exist with and without ‘Specimen’ overprint and the NZ proofs are defaced with blue pencil lines. A magnificent collection of this proof material belonging to a well-known New Zealand stamp dealer was exhibited at Northland 2007 in Whangarei. A set of plate proof singles in the issued colours is shown as Figure 5.

On 29th August 1914 a New Zealand military force secured the German radio station at Apia in Samoa without resistance. After the War, New Zealand administered Samoa as a League of Nations mandate. The residents asked that the Victory issue be overprinted for Samoa to mark its role in New Zealand’s war effort (Figure 6). Numbers overprinted ranged from 30,000 of the 1/- to 98,000 of the ½d. The NZ Government Printer made four copper-plated electrotype formes of 140 or 160 impressions to overprint the different sized stamps. On the 1d stamp, three overprints per sheet have the

tops of the letters trimmed short.

number of covers , each bearing three facsimiles of the Christchurch 1d Claret of 1906, were dropped in random letterboxes around Christchurch as part of an

‘Art in Public Place’ event (Figure 8).

Frama & CPS Catalogue

This catalogue was published late last year and sales in Australia and Europe have exceeded my expectations. Since publication I have received considerable correspondence including an interesting letter from Brian, a South Australian collector, about an omission. This gentleman showed me photocopies of a set of 6 x 45c SWANPEX 99 Mint Counter Printed Stamps, which I find quite intriguing. I do list these CPS on page 85 of my catalogue, correctly, in the Monetel section, but as SWANPEX 99, Perfin (Covers only). My efforts to buy mint Swanpex Perfin or otherwise, from the organisers, were always unsuccessful. I would be very interested to hear of other collectors lucky enough to have mint Swanpex 99 stamps, especially those without Perfin! I illustrate a Swanpex 99 cover, which has the typical swan perfin. Also illustrated is one of Brian’s Swanpex 99 stamps.

Overall I have been happy with collectors’ reactions. The following is fairly typical and is from a German buyer: “Thank you for sending the Frama/CPS Catalogue. Very fine work. Super, when you want to find details of a Frama. Great over-view. Sorry my English is poor!”

Literal VarietiesBrian also sent photocopies of some nice varieties. Salisbury 2001 showed a set of 6 with literal so far right that only Salisbury 200 was showing! Other interesting varieties

include the SA FRAMA 20 yrs and SA Frama 20 yrs - also STAMPEX2006 joined literal.

“Mock Zeros” As most collectors know, Frama zero or no value stamps are considerably more valuable than most normal Framas. Most collectors who had spent considerable time obtaining Framas were lucky enough to strike a machine, which malfunctioned and produced one or more zeros. Many more were obtained from Post employees who tested the machine after fitting a new roll of paper. From time to time collectors contact me with a “find” – an unlisted cliché with a zero. Very often these are .9cent Framas with a little over-inking in the bottom section of the figure 9. I illustrate 3 different “mock zeros” – B35 Cloverdale, A39 Townsville and 4000/2 Brisbane GPO. B35 is a reasonably scarce cliché and is catalogued at $15. Other examples of this 9cent variety would sell for $5 or thereabouts.

Overprints Overprints on booklets and miniature sheets are a reasonably new facet of our hobby. They are largely shunned by purists and sophisticated philatelists.

The first really popular overprint that I sold was the Anpex overprint on the 1970 Captain Cook minisheet. To my knowledge, the “St. George Winners” overprint on the 60c & 80c Little Grebe booklets were the first done on any Australian Booklets. These booklets now sell for well over $300 for the pair! We can safely say that overprints have only been part of the scene for the last 40 years. Unfortunately some individuals and some philatelic societies do not always “play the game” as one would like. Some overprinted items appear overpriced (PNC’s are an example, with a cost including printing of around $16, being offered to collectors and dealers for a first-up price of $50 to $75!). Another annoying trick, is to charge $5 for registration when the correct Post charge is $2.50 if bought in boxes of 50 or a maximum of $2.95 for labels bought singly. Even more serious is putting out an order form stating that only 100 will be done and then receiving your stock with numbers nearly double the 100 as I recently did from a major Victorian provincial philatelic society. In Queensland I am a member of the Queensland Philatelic Council, which I would expect to counsel member clubs who behave unethically. I should hope that other states have similar bodies to the QPC.

Booklet Catalogue AdditionsA keen German booklet collector has advised the following additions to my Australia Booklet Catalogue:

Another addition to your catalogue comes from our booklet expert, Mark Westcott. It is B61Sa – a 4/- QEll Lake with the scarce broad staple. Mark also wrote as follows: “ I found two incomplete booklets (B67PdT and B69Gf) with the edition number printed in purple ink. As you know, this is normally printed in red in these booklets. Again, I have never head of this before. Possibly this could be faked (chemicals or exposure to sunlight???) but if so why were the booklets sitting

at the bottom of a dealer’s junk box? Of course it is remarkable that there should be two such booklets with fairly well separated edition numbers among a relatively small number of 5/- booklets. It suggests that this variety should occur more widely, but as I said I’ve never heard of it. A curiosity at least!

Natural DisastersThe recent disasters have left us all in a state of disbelief. Our Queensland and Victorian floods; cyclone Yasi; Christchurch earthquake and then Japan’s terrible earthquake and Tsunami! My best customer in New Zealand is a Christchurch resident of around 80 years of age. He is a reader of Stamp News and follows our Australian stamp shows keenly. I phoned him on the day following the ‘quake and although badly shaken by his fall, caused by the disaster, he was pleased to be alive and enquired about his standing order.

The local Queensland rebuilding programme is going to be a long and costly process. The Rotary Club of Boonah has sent a substantial donation to Toowoomba to people who are specifically helping flood devastated farmers to replace fencing and other necessary infrastructure to try to get back into production. Sad as we feel for city folk who had homes damaged, most of them have jobs. Farmers, who had homes inundated, also have no incomes for some time ahead. In addition to a “normal” donation, I arranged an overprint of 160 of the popular Christmas Island WWF Frigatebird minisheet with the following wording:

The 160 sheets sold out quickly and over 100 extra orders had to be refused. Approximately $1000 was sent to the Toowoomba appeal to assist farmers! Thanks to all dealers and colllectors who supported my effort!

Australian Legends StampsOur 2005 Legends featuring our Australian fashion designers was not a popular issue. Since then I have heard little criticism until this years “Advancing Equality” set of stamps. The choice of Professor Germaine Greer seems odd when one recalls her controversial career. She has described herself as an anarchist and a Marxist at different times but has certainly been successful at drawing lots of attention to her views. The layout of the stamps is controversial also, but has been well described by Chris de Haer in March Stamp News.

Norfolk Island AwardI am pleased to quote a report from the Philatelic Bureau Team on Norfolk Island:

“Australia Day was celebrated in the grounds of Government House once again this year. On this day awards are presented to local people who make a difference to our community by offering up their time to assist local projects or committees on a voluntary basis.

This Australia Day one of he recipients for “Citizen of the Year” was Allan Tavener for his significant contribution to the Norfolk Island community over many years with various sporting, community and service

organizations, statutory boards, as a magistrate but more recently and most importantly his role in organising the Norfolk Island “Relay for Life”. The rally raised over $30,000 for cancer research and for the provision of cancer support services to the island. Many of our readers will remember Allan from his days of writing this bulletin”.

I always found Allan very helpful when he was in charge of their Philatelic Bureau.

Melbourne Cup Miniature Sheet This sheet shows the three setenant horizontal racehorse stamps under the vertical stamp showing the beautiful 2010 Gold Cup valued at $150,000. Having spent many hours on horseback every week of my teenage years as a farmer, I am interested to see the change in riding styles from Carbine’s jockey in 1890 to Phar Lap forty years later. I was intrigued to read in the Post Bulletin No 307, that the three winners featured in the stamp issue span the history of the cup! Carbine 1890 to Saintly 1996 is 106 years. Archer 1860 (and 1861) to Americain 2010 covers the 150 years history of the cup. Archer is pictured on the 5d stamp, issued for the centenary of the Melbourne Cup in 1960. This stamp is illustrated nearby. The Melbourne Cup prestige booklet covers a lot of interesting facts about this handicap race, which is the richest in the world with prize money of $6,000,000! Illustrated nearby, you will see the minisheet, overprinted for the 2013 Centenary of the Kangaroo stamps. Another less known overprint on this sheet is the one done for India 2011.

Introducing the Australian Philatelic Federation Part 13Modified Polar Philately Class RulesAt its recent meeting the APF Executive confirmed a significant change to the rules relating to the exhibits in the Polar Philately class.

Following the change Polar exhibits can now include up to 50% of non-philatelic material, a major move from the previous 10% limit.

Whilst this alteration was not official until confirmed, the 50% rule was used in judging the Polar class at both Mandurah 2010 and Sydney 2011.

The Adrian Brown Family Memorial TrustThis Trust was briefly outlined last year when it was expected that its introduction was imminent. However, the anticipated finalization of the Trust Deed was delayed due primarily to differing stamp duty regulations in the various states in which the Trustees are domiciled.

Adrian Brown, 33, was the son of noted Australian Philatelist Gary Brown. Adrian, his wife Mirrabelle, 30, and their three children Eric 8, Matthew 7 and Hannah Briele 3, became 5 of the 173 persons who lost their lives in the bushfires on that fateful 2009 Black Saturday in Kinglake and many other areas of Victoria.

From a very young age Adrian loved reading, continuing into his teens and married life. He studied professional writing and was an avid short story and poetry writer, with the majority of his writings being destroyed in the fires. Together with his wife Mirrabelle, they would read to the children from quite a young age and encouraged them always to read. The boys would bring home their readers and many additional books from the Library of their school, Middle Kinglake Primary, one of three schools that were also burnt to the ground on that fateful day.

The Australian Philatelic Federation Ltd has set up the Adrian Brown Family Memorial Trust with the aim of encouraging young people to read and learn about Australia through stamps.

The aim of the trust is to provide finance for the publishing of a reading book to be made available to Primary Schools around Australia, thus enabling children to learn about the geography and history of Australia

through the issue of stamps.Donations to the Trust can be made in four ways -

By purchasing one or more of the Trust’s products •detailed below.By cash, cheque or credit card direct to the APF •or to any of the state councils.By direct credit to the Trust’s banking account.•By the donation of stamps, covers or any other •philatelic material again direct to the APF or any of the state councils. To provide the initial financial input for the Trust a number of products have been produced. To give the financing an initial boost two unique hand-painted covers were auctioned at the Palmares Awards Dinner

for the Sydney Stamp Expo 2011, and these realized $2,400.

Additional products have been prepared, a Souvenir Stamp Sheet (SSS) as well as a DL size cover, in two colour combinations, and both products are illustrated on this page.

The SSS is available for $20.00 plus $5.00 postage and handling. The covers are $5.00 each postpaid.

The initial printing of the SSS was 500, and there is a possibility of a second printing subject to demand. There have been 75 of each cover cancelled at the Sydney Stamp Expo 2011 with the Opening Day postmark, 31st March 2011,

in green. A further 25 covers have been cancelled at the Kinglake post office on 31st March 2011. As 31st March was the release date for the covers they become First Day Covers.

There is a possibility of a further run of covers being cancelled at Kinglake on 7th February 2012, the third anniversary of Black Saturday.

Neither the SSS or the covers are numbered.These products are available from the APF Products

Tragedy quite often brings out the best in people and can lead to innovations with long reaching beneficial effects. In this regard, the new growth appearing on the badly charred tree trunk illustrated at left is a very good example of life emerging from the most adverse of situations.

Who was La Maja?

In my Spanish catalogue the year 1930 requires no less than seven pages to cover all the stamp issues. Despite a period of political upheaval in the country, a number of important congresses and exhibitions took place in Spain in 1930. Numerous and extensive stamp issues were produced in connection with these events.

Many contemporary collectors felt that the number of new stamps was excessive but the truth is that some of Spain’s most interesting stamps were issued in 1930.

In this article we will concentrate on the two sets spotlighting the painter Francisco de Goya y Lucientes (1746-1828). As can easily be determined from the two dates nearby there was no particular reason to honour Goya in 1930 but most catalogues indicate that the stamps were issued 100 years after his death. The

set was thus released two years too late.The bicentenary of his birth was celebrated by the

release of a set of three stamps far more correctly in 1946. The stamps depict a rather grumpy Goya and are based on a self-portrait by the artist.

Goya grew up near Zaragoza in the province of Aragón and moved to Madrid in the 1760s. There he studied painting under the direction of his brother-in-law. In the early 1770s, he spent some time in Rome but moved back to Madrid in 1773. He began working for the Royal Tapestry Factory. During this period of his life he produced a number of very colourful patterns depicting Spanish popular customs. His designs were then used on the various tapestries manufactured by the factory.

painter increased by leaps and bounds and he was appointed court painter in 1786. His many clients belonged to the royal family and the Spanish nobility. The pinnacle of his portraits is undoubtedly the painting of King Charles IV with family which was finished in 1800.

After an illness Goya went more or less deaf in 1792 which led to long periods of depression. He seems to have executed a large number of pictures during these periods. Los Caprichos, a series of 72 etchings, was produced during one of these periods of depression.

In 1808, French troops invaded Spain and the French used extremely brutal means to subdue the Spanish people. Goya has documented this tragic period on several paintings. Perhaps the most famous

is the one depicting the execution of a number of Spanish patriots by a firing squad.

In 1819, Goya moved to a house outside Madrid. He called it La Quinta del Sordo (the deaf man’s house). He filled the house with “black” paintings which were never intended to be seen by other people. The motifs were symbolic and dreamlike and in very dark shades.

During the period 1815-1824, Goya produced a series of 22 etchings which are sometimes called Proverbios (= proverbs) and sometimes Disparates (= silly things). These curious pictures were first published in 1864.

Discontented with the political situation in his homeland, Goya went into exile in 1824. He settled in the French city of Bordeaux where he passed away in

1828.Goya’s most famous paintings are the two Majas,

The Nude Maja and The Clothed Maja. On one of the 1930 stamp sets the nude Maja is depicted on the three top values.

Over the years there have been much speculation as to the identity of Maja. Many have suggested that it could be the Duchess of Alba. Her name was María del Pilar Teresa Cayetana de Silva y Álvarez de Toledo and she belonged to the “crème de la crème” of Spanish nobility. She was born in 1762 and died in 1802. Her collection of paintings was then taken over by Manuel de Godoy.

It is known that the Duchess sometimes served as a model for Goya and they are believed to have been very intimate. According to one theory, she

commissioned the painting of the nude Maja as a gift to Manuel de Godoy who was Spain’s prime minister for long periods from 1792 until 1808. According to this interesting theory, the Duchess of Alba wanted to achieve some favour from Godoy. The picture had been painted in the 1790s and we know that it was included in Godoy’s collection.

There is unfortunately no hard evidence that this spicy theory is historically correct. When I visited the Prado museum in Madrid a few years ago I of course spent a long time taking a good look at Goya’s many paintings. In the vicinity of the rooms devoted to Goya I found a small portrait of the Duchess of Alba. I was struck by the similarity of the facial features of Alba and the Maja.

with the Duchess it is not at all unlikely that he was influenced by her looks when working on the painting. There is much to suggest that the painting of the nude Maja was commissioned by Manuel de Godoy (1767-1851) and that it represents Pepita Tudó, a woman of a certain rotundity. She was Godoy’s mistress and later became his wife. The Duchess of Alba was apparently far slimmer than the woman depicted in the painting.

The painting was kept in a secret room in Godoy’s home. Some time after 1800, Goya was asked to paint The Clothed Maja. Godoy had it placed in such a way that it covered the nude painting. However, the clothed Maja could easily be removed to reveal the nude version of what is basically the same picture.

News got around that Godoy owned a painting that many considered to be obscene and he had a lot of trouble from the authorities. For long periods of time, the paintings were kept under lock, stock and barrel. Since 1910, the two paintings have found a permanent home in Madrid’s Museo del Prado.

To depict nudity on postage stamps was rather bold in the strictly Catholic Spain of the early 1930s. Rather interestingly, the prudish postal officials in the USA refused to accept mail franked with the Maja stamps and it was returned to sender.

All the other stamps in the set depict a portrait of the artist in his old age. Strangely enough, three of the stamps lack the country’s name – it was apparently felt that Goya’s name sufficed to indicate the country of origin.

The set comprises 18 different stamps and it was issued on 15 June 1930. They were only valid until 17 June 1930. The stamps were produced privately and only a token quantity was handed over to the postal service to give them some sort of legitimacy. The set has been reprinted on several occasions.

Today a mint unhinged set can be obtained for some $20-30 which is most reasonable. All 18 stamps also exist imperforate but those varieties are a lot scarcer. A limited number of stamps also exist in other colours. There certainly is enough material around for a specialized collection.

Genuinely cancelled the set is quite scarce. The

postmark should include the words QUINTA GOYA. Many stamps can be found with the cancel CUINTA GOYA and this is reportedly a forgery.

The stamps were printed to partly finance the building of a pavilion to house some of Goya’s works at the Spanish-American Exhibition in Seville (9 May 1929 – 21 June 1930). The pavilion was named Quinta de Goya. The exhibition had been organized to strengthen Spain’s ties with its former colonies in America.

There obviously also was a need for a set of airmail stamps. It was also released on 15 June 1930 and had the same very limited validity of just three days. The airmail set comprises 14 values and its link with the exhibition is more obvious.

The four designs were taken from the Proverbios/Disparates series of etchings. The pictures are rather strange and difficult to understand. They were obviously produced during troubled periods in Goya’s life. The etchings depict both humans and monstrous creatures in frequently nightmarish settings. The stamps in the set all have designs relating to some kind of flying. Each design also has a brief caption in Spanish.

This set can also be found imperforate and most of the values also had very limited printings in other colours. The promoters obviously did their utmost to exploit the stamp collectors of the day.

The airmails did not create the same strong interest as the first set with the beautiful Maja. The two sets were marketed in different ways. I have a commemorative booklet which has the two sets mounted on its pages. Strangely enough, the introductory notes state that the stamps were used at the exhibition in Seville from 8 June 1930 until 15 June 1930. They were only postally valid for three days starting on 15 June 1930.

The two sets are of course highly speculative but they do give us good insights into the work and life of Goya. Also they are extremely attractive stamps and a study of the stamps and their designs is an excellent way of preparing a visit to the Museo del Prado in Madrid. This is certainly one of the world’s most important art museums. The rooms devoted to Goya require several visits as there is so much to be seen from the different periods of his artistic career.
