Editor’s Mailbag

Dear EditorI wish to bring your attention and through you to the

readers of Stamp News, regarding a number of discrepancies and perhaps misleading comments made by your contributor Glen Stephens in his recent article "Market Matters".

Nothing can be rarer than "unique". When we refer to the famous British Guiana One Cent stamp as the "rarest stamp existing", it is only one of a large family of unique and rare stamps. On the contrary however, what significantly distinguishes the British Guiana One Cent is its fame and "fortune".

In the decades up to its last auction offer it had been known as the most famous single or unique stamp in the world and probably the most valuable.

In the decades since that auction in 1980, it has retained that fame and importance, leading many like Mr. Stephens and even myself to believe it could well realise $10 million or even more today !

Mr. Stephens turns his attention to the "Treskilling Yellow" and writes that my company "sold" this famous stamp several times " but full payment never occurring". This is absolutely not true.

The facts are as follows :

It was owned in the 1970's by the famous and distinguished collector of rarities Rene Berlingen. To realise a pledge given by Mr. Berlingen, our company was consigned the stamp by a Swiss Private Bank in 1984 and in our auction later that year it was sold to a Mr. Cederbaum, an elderly Swedish collector for the then record price of CHF 977,500.

Regretfully

Mr. Cederbaum. died soon after, resulting in the stamp coming for sale again in 1990 when it was bought by Sven Olof Karlsson of Sweden for CHF 1,897,500. After making an intial deposit, Karlsson soon suffered important financial reversals with the fall of the Swedish real estate market later that very same year and couldn't complete payment.

So the stamp was again offered in 1998 and this time sold for the record price of CHF 2,875,000 to a group called The Box AB managed by Swedish Hans Lernestal and

headed by Swedish collector Tomas Josephson. By the way the underbidder at that time was a well known Swiss private banker and collector Wolfgang Achterberg who was bidding on behalf of a client investor.

But the bad luck that seemed to follow around the stamp did not end then, for in turn in 2009, the newest owner had in turn also financial problems also and the stamp was given once again as a pledge to a Swiss bank, this time in Zurich. Fearing that it might not attain or not bypass the last record price, which could be

viewed negatively for any potential buyer, it was decided to offer the stamp under the conditions that the final identity and disclosure of the price would be at the discretion of the buyer. I am permitted today to disclose that the stamp was in fact purchased by Armand Rousso, the well known French collector and investor for a sum approaching its last record price.

What has dogged the stamp over the decades as you see has been the string of misfortunes that have hit each and every buyer since Berlingen, but not any specific problem of the stamp itself. Buyers consistently suffered financial reversals or died soon after purchase.

Mr. Stephens has unfortunately confused and misunderstood these sad events and very mistakenly assumes some form of deceit due to the string of offers in the last 25 years.

In his defense however, I should acknowledge that even the latest Fimmerstad book has misquoted remarks I may have made and placed them out of context. There was only ever one Swede, Sven-Olof Karlsson, who "did not have the funds". The others suffered the other aforementioned

misfortunes. Furthermore,

the stamp has now indeed several expert certificates, contrary again to the assertions in the article.

All that said, I sincerely hope the "curse" of bad luck for its owners has been finally broken and wish both the new owner and the stamp a long and happy life together!

As for the famous Mauritius Bordeaux Cover, coined such I might say for the first time by my company and now a world accepted generic for this great item, it is indeed ranking highest in the philately world as regards value since it was paid 6,123,750 swiss francs (hammer price of 5,750,000 plus buyer fee and tax) in our 1993 Mauritius auction.

Correcting Mr. Stephens once again: No, it was not purchased by a Singapore collector nor later by Guido Craveri but just the once at the auction by an agent acting on behalf of a buyer who wishes to remain anonymous to this day. It is often exhibited by the German firm of Richard Borek however. So the reader can make his own assumptions.

Returning finally to the British Guiana One Cent, the most famous of all, I

heartily join with Glen Stephens' excitement and fascination, not to mention my own curiosity and suspense as history in philatelic values may well be in the making once again!

Dear EditorThanks for a great article re Coriolanus

covers. The pleasure of collecting covers is certainly highlighted here, as well as Rod Perry's article, in the same issue (Dec. 2010). I also have a cover from the same flight, purchased at Leski Auction 246, 4/11/04 lot 244. It is identical in all respects, including Captain Hussey's signature, and the unusual franking. John Ford's article shows the illustration, being a registered cover registration label No. 9808. My cover is numbered 9810. There must be another 12 covers "out there". A fascinating aviation history.

It may be a philatelic cover, but in my collecting area these covers are legitimate. I support Rod Perry's

articles on usage collecting or similar as being the future of our great hobby - there is no point in collecting "complete collections!!!" of Post Office issues, they are only worth the paper they are printed on. Our collecting should reflect our country's history and covers are the great way to go. They can be cheap or expensive, the choice is easy. Go to auctions, or local stamp shows. I have found many items at the Malvern, Victoria stamp shows.

My collection is of Australian Registration labels ON COVER. This is quite a challenge. I was inspired by a book found at the Lord Howe Island Museum on a trip to the island, by Dr W. Mayo, about the Postal History of the island. The current literature by Robert Turley and H. L. Bazelmans is comprehensive, but since the publication of these books, prior to the end of the use of Registration labels in Australia, there have been many variations of label types issued, and there is no written record of types, issue dates, etc.

The American Topical Association is releasing its 161st handbook on topical collecting at APS AmeriStamp in Charleston. The title of the newest handbook is Wild Cats in Art. Authored by Greg Balagian, it is the first multi-part book released by the ATA. Extensive in detail, it includes both Scott and Michel numbers for listed stamps.

The new ATA handbook will be of special interest to collectors of art on stamps as well as those interested in feline philately. Wild Cats consists of 357 pages, size 8.5" x 11", with more than 2500 high-quality color illustrations. Stamps from 220 countries are listed and illustrated. Hundreds of illustrations have accompanying vignettes that show the details of the felines in the art work of the stamps.

Balagian is a noted philatelist and has exhibited "Big Cats and Humans," where he showcased the representation of felines in art, religion, literature, entertainment, heraldry and astrology. This book is a natural extension of his interest and expertise.

The graphic designer for the latest ATA handbook is Amanda Morgenstern, a young American philatelist with a BA (Honors) in Graphic Design and an MA in Typographic Design from Cambridge School of Art in the UK. Morgenstern began her career with Hallmark Cards in the UK and is now a freelance designer. Her clientele

includes the ATA as well as other US and international entities. In 2009, her work for a client won a Platinum MarCom award. Morgenstern’s online portfolio can be found at http://abovevivid.carbonmade.com/

The professional printing of Wild Cats in Art was done by Minuteman Press of Toledo, Ohio, which is donating a copy of the handbook to the American Philatelic Society. Presentation of newly-printed copies of the book, to the author and Ken Martin, Executive Director of APS, is occurring at an ATA Member Roundtable meeting at APS AmeriStamp in Charleston on Feb. 12.

Price of the new handbook is $75 ($72 for ATA members), plus $3.50 domestic postage. Copies will be available later this year at ATA society tables at the National Topical Stamp Show in Milwaukee, APS StampShow in Columbus, the ASDA National Stamp Show in New York, and Chicagopex. A limited number of books has been printed. After the initial printing will be sold, printed-on-demand books will be available at an approximate cost of $90, domestic delivery included.

The reasoning behind this seemingly unexpected introduction, from me that is, will be revealed shortly. The subject matter for this month’s column evolves from the announcement in last month’s Stamp News by former columnist, David Mallen. David, who penned Australian Stamp Variations, advised that after 54 years he has unfortunately decided to cease collecting, citing expenditure of over $5000 per annum to buy all Australia Post’s variations, in order to compose his column. Perhaps if that $5000 could be spent more satisfyingly, David could reignite his philatelic passion.

Australia Post does produce generally very

attractive products. Attractive, but generally without potential to elevate collections to the lofty heights that most collectors quietly aspire to achieve. Without potential, that is, in the form in

which 99% of collectors pursue the Hobby. Sameness is not a recipe for a collection which begs distinction from all others. Evergreen, sought-after collecting subjects require lateral thinking, such that simply following the pack cannot hope to deliver.

It may surprise that, actually, I like Australia Post products. Indeed, I spend significantly more than, say, $5000 per annum acquiring products ex Australia Post. Interestingly, some of those products were originally supplied by Australia Post free of direct cost. To enlighten, such material forms the theme for my proffered “highly recommended Australia Post products”. I suggest that with an annual budget of $5000, one would in reasonably few years achieve a best-of-kind collection of the subject: Official Postal

Labels, as they are known by specialists. Dedicated to the subject, there is an excellent publication, The Official Postal Labels of Australia, by Eric J. Frazer, published by the Cinderella Stamp Club of Australasia, Sydney. Some readers may recall I first introduced this collecting field to my column in April 2005.

At some stage between 9 Jul and 28 Aug 1942, en route from Quebec Canada to Sydney, Figure 1 finished up in the drink. The obverse shows handstamped rectangular “RECEIVED DAMAGED/BY WATER AT/G.P.O. SYDNEY 3”, and a more apologetic P.O. label on reverse states “It is very much regretted that the cover/of the enclosed article was inadvertently/damaged while in transit through the /post.”, to which a G.P.O. Sydney datestamp

has been applied prior to affixing to the article. The P.O. stock number for this label is “M.B. 172.” (see upper left). A rare item, supplied free to the addressee! Not so today, for I value it at $250 (the Canada stamp was lost during immersion).

The sender of this 26 Feb 1940 Royal Insurance Co cover, Figure 2, registered at tiny Woodleigh Vale (Vic) P.O., apparently omitted to seal the envelope. A diligent

P.O. Clerk noticed and remedied the oversight by affixing the P.O. label “FOUND OPEN.”. This was “P.M.9.” (see upper right) in the P.O. labels arsenal, and the Clerk dutifully signed his name in the space allocated. removed from this example. Value : $60 (stamp off cover $1)

Must have been something about black on pink labels in the P.M.G.’s Dept in the ’thirties and ’forties? Figure 3 is a very rare P.O. label, issued in N.S.W. only apparently, from about 1936. It later became “P.M. 101.” for more general use nationally, but initially showed no code identification. It reads “THIS wrapper was received/without contents. If the/addressee will inform the/Deputy Postmaster-Gene-/ral what it is believed to/have contained, a search/for the missing contents/will be made among the/articles received without/addresses.” Phew! This use is on a tag from South Annandale, sent 9 Nov 1936 to Jamberoo. The tag has dislodged from its package (most likely commercial papers for which the rate was 1d per

2oz., i.e. 7d for article weighing 12-14ozs.), and accordingly was sent to Dead Letter Office, Sydney. There the label was affixed and tied by double-circle datestamp of 12 Nov 1936. Great item for my taste, value : $400 (stamps off cover $3)

Another very rare label, used in association with the Express Delivery service, is shown as Figure 4. Sent from Birchip (Vic) 6 Nov 1937 to

Melbourne, it bears “”URGENT LETTERS”/FOR UMMEDIATE DELIVERY/BY/TELEGRAPH MESSENGER.” label affixed, adhering at left side only so as to reveal address when label is raised. The label was coded “C.O.15.” upper right. An optimal usage item for the 6d Kookaburra as a bonus. Value : $400 (off cover $2)

Figure 5 is another example of those items which would be equally at home in a Postal History or a Usage collection. For P.H., it’s an attractive example of the very expensive ($4 for a standard letter!) Australia Post Courier service, from Stirling Street Perth to

Albany, sent 4 Feb 1980. This self-adhesive label is rarely seen used on letters, perhaps unsurprisingly given the cost of a regular letter at this time was just 20c. For a Usage collection, it could take a prominent place in a one-framer of the Paintings series. Value : $100 (stamps off cover 40c)Figure 6. Express Courier between the two Territories

The Express Courier service commenced in 1984, and Figure 6 is an early example (1 Jun 1984) of its application. Another expensive service, this example comprises a garden variety 30c PSE which has been uprated with an NCR Cash register receipt for $3.00, the cost of getting a letter as quickly as then possible, from Darwin to Canberra City. This P.O. label was coded “PM128”. Value : $35

A colourful example of how P.O. labels can make something desirable of a stampless cover. The cost of the Express Courier service from Surfers Paradise to Brisbane was paid in cash, evidenced by the ‘PAID AT/15 DEC 1987/EXPRESS COURIER BASE/GOLD COAST” handstamp in pink, a rare P.O. marking in itself. The self-adhesive Express Courier (“PT248”) and “SAME DAY” (“PM129” – seldom seen) labels were then added, making for an attractive package for the P.H. collector. Value : $40

The first example I’ve noted of this unusual P.O.

label, Figure 8, which appears to have been a precursor to the short lived (1992-94) Boxlink service. This “Fast City Interchange Mail”, boasting “This letter was in your box within two hours of posting”, was for box holders at Perth region P.O.’s. The service may have been exclusive to that area. An excellent example of how removing stamps from covers can trash an otherwise very

worthwhile philatelic item. I ask what use would

this stamp provide off the cover? Value : $100 (off cover, less than zero)

Probably not a good idea to conceive a one-frame exhibit entitled “Aerogrammes: Overseas Express Delivery uprates”. You may never fill page one of the exhibit; Figure 9 is the first such uprate I’ve seen. A 33c Aerogramme, uprated 3c to reflect a rate rise for that service, sent from Chatswood (N.S.W.) to Israel, the sender made every effort to have the article arrive before the addressee moved on, paying an extra $2.25 for the acceleration promised by the Overseas Express Delivery service. Delivery took six days, which doesn’t appear to be much value for money? It may well be that the additional “service” in fact did not reduce the time frame for delivery to Israel? We should not be concerned, however, for the initiative has delivered a welcome philatelic item,

at home in a Stationery, P.H. or Usage (for $2 stamp in particular) collection. Value : $50 (stamps off “cover”? Not much.)

The $2 Navigator is a difficult stamp to find on commercial postal articles during its period of issue. Of course it’s common, virtually worthless on articles of the past 30 years or so, long after it

was replaced by the $2 Painting, in 1974. Figure 10 is a particularly attractive usage item, an 8 Nov 1971 cover from Sydney sent at letter rate by the now defunct S.A.L. (Surface Air Lifted) service, to Sir Hudson Fysh, co-founder of QANTAS, in London. Note the trio of P.O. labels, the Customs label denoted “N.C.V.” (no commercial value). The service provided a more economical means to send a letter, at a time when the full airmail service was 35c per ½oz. I don’t have ready access to my rate details to deduce precise figures; they were packed securely when we bunkered down to survive Cyclone Yasi. I’ll endeavour to post details on my website, together with deductions for other rate detail omissions this month. I’ve seen very few S.A.L. letters; the service was mostly utilized for heavier articles for cost effectiveness. Value : $400 (stamps off cover $1.50)

Would you agree that these Australia Post “products” provide colourful, pure Philately? I’d suggest they also provide yet another cure for the disillusioned amongst collectors. Items such as these have a very bright future, appealing as they do to

collectors who crave individuality. They are finite, highly recommended Australia Post products. Modern material purchased direct from the Post Office? Well, we shan’t go there, shall we? Other perhaps than to conclude that finite those products are not.

To finish on a very different note, I alluded to our close encounter with Yasi; others were not so fortunate. That event, together with the floods which have devastated so much

of Australia, justify that oft raised question “what have we done to so anger the gods”? In a rare, light hearted moment amongst the widespread unhappy events, the ABC’s Media Watch recently focused on a provincial newspaper headline, which declared “30,000 pigs seen floating down river”. Quite a sight that would have been, but for the fact that upon confirmation from the source of the quote, it transpired that based upon the comment made to the reporter, the headline should have read “30 sows and pigs seen floating down river”.

Market Matters:Australia issues Flood Relief Stamps

The unprecedented flooding this year in Queensland, and substantial loss of life, property and basic infrastructure, has shocked everyone.

In a surprise move, Australia Post announced with only a day or two advance notice, that a set of five “Flood Relief” stamps would be issued January 27th.

Media releases of the issue were only sent out at 2.15pm on January 25th. The next day, January 26 was a National Public Holiday for Australia Day.

The stamps were issued nationally the following day, at 9am.

Australia Post printed an initial run of 250,000 Charity Stamp sheets, but stated they will print: “as many stamps as required to meet demand.”

The stamps were only available in a sheetlet of 10 x 60c letter rate stamps, all in self adhesive form.

There were 2 of each design in this sheetlet of ten. The sheets were sold for $A8, and the $2 surcharge was stated to be earmarked for donation to the Queensland Premier’s Disaster Relief Appeal.

Post Offices only sold sheetlets of 10, and did not sell singles, or any lesser numbers than ten.

No PO FDCs issuedNo booklets were produced, nor maximum cards, nor post office packs, nor First Day Covers. This was a true “Emergency” issue, done at breakneck speed.

Whether these 5 stamps will be included in the 2011 “Annual Album” will be interesting to see. I think so.

This is Australia’s very first Charity issue, in nearly 100 years of stamp issues. It is the only commemorative issue to be issued in peel and stick format only.

Being an official Post Office issue of 5 stamps, all collectors of First Day Covers WILL need these on FDC, to be “complete”.

Given the scant 2 days notice of this rush issue, creating a First Day Cover was something very few would have done.

Indeed most collectors would not be aware this stamp was even issued, until reading this column.

These MUST be RegisteredI am a great believer that for such items, a REGISTERED cover is the only certain way to “prove” the cover was actually postmarked on January 27.

Not a month or year later, via a likely backdated non-relevant local PO cancel etc, that I am sure some spivs will gladly sell you.

The immediacy of the internet came into play here, and it is my guess that the bulk of the genuine First Day Covers existing, were done by members of stampboards.

Stampboards.com member “BrissyPete” is based in Brisbane Queensland, centre of the flood area.

The Brisbane GPO offered the official First Day national canceller – a rather amateur, very rushed looking thing - with 2 squiggly looking ‘waves’.

At my suggestion, Pete offered to service real posted FDC on Jan 27 in person at the Brisbane GPO, for a very nominal fee above the stamp cost.

I suggested members buy the full sheet of 10 on the FDC, rather than just the 5 singles.

Most members elected to have theirs go through the post, and many wisely paid the extra few dollars to cover Registered Mail.

tinyurl.com/FloodFDC shows most had their local post office backstamp them upon arrival, to doubly “prove” the posting date.

With Registered mail covers, I suggested those collectors printed off the on-line AP tracking record, and folded that up inside the cover, with dated Receipt of posting.

$100 FDCs already.Why? As these will be valuable. Each Brisbane GPO Registered cover bearing a full sheet cost members only $A15 each, and my belief is they are a $A100 item already.

And the genuine postally used Registered ones from Brisbane with arrival backstamps will go higher still in future, mark my words.

A 1971 Xmas block 25 on FDC is a very rare item and sells for $A300. Why? As Australia Post also oddly did not offer that as a FDC option.

I did not buy any, as I did not want to be making money on the back of a disaster, but I ordered one to be sent gratis to Australia’s leading FDC collector, to whom I owed a favour!

One stampboard member placed an unregistered set of 5 FDC on ebay early February, which sold for $A77 – lot 190495497927

Another member “samkelly” placed Registered covers up on ebay, and got TWICE that price – see lot 180623072248

So, who said modern issues do not go up in price!

Mongolia glows red hot

Of all the unlikely areas to be setting price records, Mongolia is one that would come to VERY few minds.

I’d have held that view recently too.

The only reason I discovered the huge interest in the area, was when an unusual cover from the 1920’s turned up in a mixed lot I bought.

I knew nothing of Mongolia or covers, and had no idea what the markings said, where it was addressed to, or anything else about it. It is shown nearby.

In years gone by I’d have left such a cover in a box of oddments, simply as I had no way of knowing where it was going, or what it said.

I am sure that is true of many dealers still today, and now in this exciting new internet world - that “too hard” cover no longer needs be the case.

tinyurl.com/Kalgan is the extensive stampboards discussion on this cover, and as usual, the global audience were able to help, due to speaking and reading Russian, Chinese and Japanese.

Ulaan Baator to China coverIt now transpires the cover went from Ulaan Baator, April 21, 1926, to the North West border of China at Manchouli, with the correct 25c of Mongolian internal franking.

There it was handed over to the Chinese postal

service. This part of the journey took 2 weeks.The Cyrillic writing on stamped side says – “At

Station Manchouli, pass on to the Chinese post office.”

From there the cover made its way to the final destination of Zhangjiakou/Changchiakou/Kalgan in China. The sender and receiver appear to be Jade merchants.

China at this time did not recognise Mongolian stamps as valid UPU franking, and insisted that all mail from Mongolia to China did one of the following.

stamps added in Mongolia. OR - be levied Postage Due at penalty rates, paid by recipient.

This postage due was either by affixing Dues or other stamps (mostly seen) or via a red “postage due collected” type handstamp.

This cover to Kalgan China oddly has neither, which makes it very unusual. None of which I knew about until last month!

Meiso Mizuhara Mongolia coversDuring the stampboards discussion it was mentioned that Spink in Hong Kong were holding an auction of Meiso Mizuhara’s fine Mongolia covers of this era, that weekend.

One of the members was attending, and he gave a very detailed summary of the sale and prices obtained on the link above.

His feeling was the estimates were way too high, and he was hoping for a few bargains.

The “way too high” estimates turned out to wildly conservative, and some pieces sold for TEN times estimate.

The cover shown nearby is a opened out “Red Line” cover not dissimilar looking to mine. Indeed it is in far worse condition.

It sold as lot 1545 for $HK3,628,050 – or around $US465,370 on the day. Pretty good for a ratty looking 1911 cover, with a chunk missing, and a common stamp affixed!

This has the China internal postage being collected as was usual, via a 10c Chinese adhesive, worth only cents off cover.

Other covers sold in the $HK millions league, often fetching MANY times pre-sale estimate.

Why is Mongolia material so red hot?

As the pre-war mails went through either Russia or China .. both areas with absolutely booming philatelic

scenes, with large numbers of incredibly wealthy individuals.

This one takes the Cake!Did you know there once was an Australian Post Office concession rate for mailing pieces of wedding cake?

I certainly did not, until a member on stampboards posted up the nearby images of a special stout cardboard container, holding a metal tin, made for just that purpose.

Adelaide collector Martin Walker helpfully solved the mystery of how a small box was mailed for 2d – a rate that covered only half ounce letter post in this 1930s era.

Hill, to Kingswood in Adelaide, and was re-directed to Mitcham. It attracted an Unley transit cds along the way.

Slices of Wedding Cake were able to be mailed for a special rate IF packed in a metal tin, as otherwise the cake: “attracts mice and rats, exudes grease, casts off crumbs and is unpleasant to handle.”

For mailing to Australian addresses, slices of wedding cake were accepted at the “merchandise or sample post” rate - which in the 1930s was 1d per 2 ounces Walker advises.

So our cake above weighed 2 ounces. Mailing wedding cake to guests unable to attend was very common practice pre-war.

The discussion thread above also outlines how fresh eggs used to be routinely mailed - also at a special rate .. safely and quickly.

A quirky little postal history item, and a great addition to any KGV heads “usage” exhibit.

“The Black Empress”The best known stamp of Canada is without doubt the 1851 “12 Pence Black”.

It has always been very scarce, and has always been highly catalogued. Only 1,450 were issued, and few survived.

2011 Scott catalogue is $125,000 for mint with gum, and $80,000 for no gum. It is also SG 4

catalogued at £170,000 mint, on vertically Laid paper.

Shreves/Spink in the USA auctioned this lovely looking example nearby on January 27 and called it “The Black Empress”

Many thanks to Shreves for the high resolution scans .. probably the finest images of this stamp published in any magazine, anywhere.

A range of wrong guesses!I ran a guessing poll on this stamp, and asked stampboards members to guess the price it sold for - without telling them the auction house.

After 54 votes were cast – clearly some by folks who knew the actual result, we got the table nearby.

The stamp sold for $US489,000

when Buyer Premium was added. The correct answer (#6) came in fourth in this poll!

The stamp was accompanied by a 1965 letter from J.N. Sissions, the highly regarded Canadian auctioneer.

Sissions described the stamp as: “genuine and flawless, brilliant original gum, never hinged and immaculate in all respects. I believe it to be the finest existing copy.”

In addition, the stamp was recently submitted to the Philatelic Foundation in New York City to obtain an updated report on its genuineness and condition.

“GENUINE – NEVER HINGED”On May 3, 2010 the PF issued certificate #486541 and stated the stamp is: “unused, o.g., genuine, never hinged.”

Furthermore, the PF assigned the numeric grade of “Superb 98” to the stamp - a grade that is almost never assigned to any classic stamp, let alone a rarity.

The last original gum, premium quality, mint example of the 12d Black was in Spink/Shreves November 2009 sale of the William H. Gross collection of “Important British North America”.

That copy realized $US299,100 (including the buyer’s premium). While the Gross example was a choice stamp, its margins are not near as large as those on “The Black Empress”.

More significantly, it was hinged, as is every other known single or pair – except for the example auctioned recently.

In general I feel anyone buying “MUH” high values even from 100 years back, needs to see a psychiatrist, due to the actions of re-gummers, but this one is totally beyond doubt.

It is one of the most famous stamps on the globe in ANY condition, and to have one in genuine pristine UNHINGED MINT from 1851, almost beggars belief!

In my view it was a bargain, and if I had the money I’d have bought it in a heartbeat. Someone will do VERY nicely out of this next time it is sold.

A Closer Look at Modern Australian Stamps

The start of a new year brings a few seasonal issues, and a couple of surprises.

Christmas Island Lunar New Year: Year of the Rabbit (11 January 2011)The rabbit (or hare) is the fourth animal in the 12-year cycle of the Chinese Zodiac. This Chinese New Year is the Year of the Metal Rabbit and runs from 3 February 2011 to 22 January 2012. Those born in the Year of the Rabbit are said to be gracious, compassionate and lucky, but can also be moody and stubborn.

The general stamp collector will just require a set of stamps, a miniature sheet and a Zodiac sheet. For the curious, the 15c,

20c and 25c stamps in the Zodiac sheet add together to give you 60c. You might also notice that the ram stamp has been replaced by a goat stamp this year; although the ram remains in the gutter strip. The goat is the eighth symbol in the Chinese Zodiac, and can also be translated as sheep or ram.

also find much to interest them.As with previous Lunar New Year issues, the 60c

gutter strip features all 12 animals of the zodiac, with the rabbit highlighted this time in silver (Figure 1). For a day the Australia Post website showed the $1.80 gutter strip with the same gutter illustration, however this was quickly replaced with the correct gutter showing traffic lights.

If you collect se-tenant pairs, strips and blocks you will need an extra Zodiac sheet for the horizontal pair of 60c and $1.80 stamps, and the block of 12. The prestige booklet contains six panes, containing a mixture of the 12 low value stamps in blocks of four with the 60c and $1.80 stamps (Figure 2).

The miniature sheet contained within the zodiac sheetlet differs from the regular

miniature sheet. The bottom left hand corner of the zodiac version shows part of the moon from the larger sheet – a reference to Jade Rabbit’s Moon Palace (Figure 3). A similar difference exists on the 2009 Zodiac sheetlet.

Postal stationery collectors are also well catered for with a postcard and two prepaid envelopes. Unlike the stamps, the stationery is issued for Australia with no mention of Christmas Island. Have you also noticed the postcode squares have been omitted from the domestic prepaid envelope? This appears to have started with the Mary MacKillop

Australian Open (17 January 2011)For many years Australia Post has had a stall at the Australian Open where they have offered instant Personalised Stamps(TM). I was lucky enough to attend this year’s Open; it was fascinating to watch how the sheets are produced, and the staff at the stall did a great job promoting the stamps.

The 60c blue Southern Cross stamp isn’t new – it is printed by RA Printing, which also printed the stamp in the Fromelles SSS in 2010. However, it is the first time this stamp has been available with a laser printed personalised tab (see Figure 4).

The stall also had a wide range of postage paid postcards, including at least one I was unaware of (shown in Figure 5). Showing a photograph of the tennis match between Jo-Wilfried Tsonga of France and James Blake of the United States of America, held on 26 January 2009, this postcard would’ve been produced for the Australian Open in 2010 or 2011. tenant pairs, with the sheet containing 30 red roses stamps and 20 hearts and flowers stamps. The gutter contains a rather unusual set of traffic lights (see Figure 7). Rather than your normal four colours of yellow, cyan (a greenish-blue), magenta (a purplish-red) and black, we have light purple, red, light blue and black. I wonder if this means the hearts and flowers stamp was printed using just three colours, and the roses stamp just two?

The two designs were also issued in self-adhesive booklets, and as Personalised Stamps(TM). If you have a UV light then have a look at the two versions under UV light. The phosphor border on the hearts and flowers booklet stamp is different to the red roses booklet stamp, while the Personalised Stamps(TM) have a single phosphor band between the design and the laser printed photograph! Australian Legends: Advancing Equality (20 January 2011)Four eminent women renowned for their role in advancing gender equality are this year’s Australian Legends. While the choice of change advocate Eva Cox AO, former judge Elizabeth Evatt AC and journalist and author Anne Summers AO, caused little discussion in the media, the inclusion of academic and author Professor Germaine Greer generated considerable attention. Whether you agree with Greer’s ideology or not, the publicity will no doubt make the public more aware of this issue.

The photographs on the stamps and maximum cards were commissioned by Australia Post for this issue. The four designs are repeated five times in the $12 self-adhesive stamp booklet, the only source of the self-adhesive stamps.

While the booklet layout is not surprising, the gummed sheet layout certainly is (Figure 9). The majority of collectors will be

happy with a horizontal strip of four stamps, while those who collect layout variations will find much to interest them. The complete sheet contains two vertical strips of four and two horizontal pairs of the Anne Summers stamp. Additionally, the last stamp in the gutter strip is different, quite unlike other issues consisting of horizontal strips of four (Legends 2008, Kokoda, Emergency Services etc.) where the first stamp is simply repeated. Gutter strips should be easy enough to obtain as they are prepackaged, but you will have to find an obliging post office worker to obtain a vertical strip of four or a Summers pair.

Premier’s Flood Relief Appeal (27 January 2011)I’m sure every Australian was shocked by the scale of the Queensland floods. To raise funds for those affected by the floods Australia Post has released Australia’s first charity stamps in 111 years. The 10 x 60c self-adhesive stamps are sold in a complete sheetlet for $8, with the $2 surcharge donated to the Premier’s Flood Relief Appeal. This is the first time a commemorative issue has not included gummed stamps, and the sheetlet will be reprinted as often as required (I hope koala reprint symbols are included). The sheetlet includes a receipt for taxation purposes.

I would suggest the earliest date they would have been available from post offices is October 2010 as the press sheets had to be perforated, guillotined into post office sheets and then distributed. A CorrectionIt appears the caption to Figure 6 was missing two letters which makes a big difference. The unusual date is shown on the left, with the regular date on the right. Apologies for this error.

Frama FDC ErrorWhen preparing an order recently, I found a no-postcode 33c Frama with “GPO Darwin NT 5790 First Day of Issue” postmark, 22 October 1985 in an otherwise perfect set of 9 official Kangaroo First Day Covers, obtained from the Philatelic Bureau. I sent the set off to my friend Colin Mitchell of Adelaide who in turn referred the matter to the South Australia Frama Study Group newsletter editor, Michel Roland. Back came the answer, although rare, this type of error has been noted before, which goes to prove that even our experts can make mistakes.

Christmas 2002 $8 Booklet Colour VariationSteven Pugh, a New South Wales collector has sent me an interesting colour variation on the back of the booklet. Steven says that the Sydney Post Office had around 20 booklets with varying shades of grey instead of the normal black back-ground for the wording “Remember to mark your envelopes with CARD ONLY” Two booklets are shown nearby – one with the usual black background, the other with the rare grey colour. Other background shading on the booklets also vary slightly but the variation is less obvious than the position mentioned above.

assistance to Nelson Eustis, producer of the popular and authoritative Australian Air-Mail Catalogue. The cover was produced to celebrate a flight over Melbourne with a crew of three and a payload of 29 enthusiasts in a chartered DC3 aircraft. The flight commemorated the 75th Anniversary of the first flight of the DC3 aircraft, which took place in the USA on 17th December 1935. This famous aircraft which had a speed and range that revolutionised air transport during the 1930’s was first flown on 17th December 1935 – 32 years to the day – after Wright Brothers first ever flight at Kittyhawk, USA. Over 16,000 DC3’s were built, including over 4,000 variants, built under license, in the Soviet Union. Many of these planes were involved in military duties in world war II where they did valuable work transporting key personnel. My first ever trip in an aeroplane was a flight in a chartered DC3 from Brisbane to Charleville when a group of southeast Queensland Apexians flew out to a special function held in that western town. I well remember our terror when the trusty DC3 hit an air pocket when crossing the Great Dividing Range and it appeared to drop uncontrollably. Fortunately, after a few seconds conditions normalised. Unfortunately, quite a lot of beer was spilt but no one was hurt. The flight cover is illustrated.

Stampex 2010 Stampex 2010 was the correct literal for Counter Printed Stamps produced for the Stampex Stamp Show in Adelaide last year. As sometimes happens, a number of CPS were produced in lower case. It appears that most, if not all of the lower case CPS were sent to satisfy overseas orders. All of my stock of mint stamps and covers had the correct upper case CPS.

Other CPS NewsThere will be no ADELAIDE 2011literal CPS stamps produced this year but I have been informed that the TDU 2011 literal will appear shortly. It appears that the only other literals in 2011 will be for Salisbury and Congress, later in the year.

Mixed LiteralsI was lucky enough to find 6 x 55C Roos & Koalas Counter Printed Stamps with two “Adelaide 2010” literals and four “SA Frama 20 yrs”. Two of the latter have very broken type in the “yrs”. This find is not unique but is extremely rare. When one considers the fact that 45c NPC PRU strips of six sell for $200 and there were hundreds of these produced, one would think that $400 or thereabouts would be a fair price for this “Hybrid” strip.

of this stamp but thanks to a number of readers, I find that there may have actually been three distinct printings:

Perforation 14.1 x 13.97 with 4 K’s close (1) together in the selvedge.Perforation 14.1 x 13.97 with 4 K’s with wider (2) spacing in the selvedge.Perforation 14.1 x 14.7 with 4 K’s with wider (3) spacing in the selvedge.

Frankly, I am yet to see type (2). Type (1) and type (3) have the same horizontal perfs. The difference is in the vertical perforations and I think this may be causing confusion. I will be very pleased to receive a type (2) so that I can compare it with my stock of (1) and (3). I will happily buy specimens sent to me or return them if required.

Antarctic Minisheet Overprints

These are very popular. The subject of North and South Pole exploration has fascinated us as they really were the “last frontiers”. Australians have special interest in the Antarctic because of its proximity and the fact that most of us know some people who have worked at the scientific AAT stations. Good documentaries are shown on TV at times and a really great Antarctic web

Mawson’s Huts Foundation This organisation has as Patron, Her Excellency Ms Quentin Bryce AC, Governor-General of the Commonwealth of Australia. The Foundation has been established to conserve in perpetuity for the Australian people the unique, historical buildings known as Mawson’s Huts at Cape Denison on Commonwealth Bay. These huts were the base for the first Australian Antarctic Expedition of 1911-1914, led by Australia’s greatest polar explorer,

Sir Douglas Mawson. The attractive Macquarie Island minisheets were recently overprinted with four different structures, which supported the “half-way” radio relay station established on Macquarie Island. As I understand it, this station relayed radio messages from the Antarctic proper, to a station at Hobart. Unfortunately, very little of these structures on Macquarie Island has survived the ravages of the violent Antarctic weather over the last 100 years. 1/ Mawson’s AAE 1911-14 “Wireless Operating Hut” on Macquarie Island, established 1911-12. 2/ Mawson’s AAE 1911-14 “De Dion House” on Macquarie Island, established 1911-12. 3/ Mawson’s AAE 1911-14 “Wireless Hill” on

Macquarie Island, established 1911-12. 4/ Mawson’s AAE 1911-14 “The Shack” on Macquarie Island, established 1911-12.

While names like “Wireless Hill” and ‘the Shack” are fairly self-explanatory “De Dion House” needs a little explanation. The 9 H.P. petrol engine, which drove the generator used to send radio messages on to Hobart was powered by an engine made by De Dion of France. The hut that housed the engine was therefore called “De Dion House”. The four different overprints are illustrated and priced in my advertisement.

Queensland FloodsA sincere thanks to the many people in the stamp industry who enquired after our welfare in the recent shocking floods. As mentioned in January Stamp News, Ipswich is our major centre – only half an hour away by road – Brisbane, Gatton, Grantham, Toowoomba and Warwick are an hour or less away. Worst hit of course was Grantham, a small country town almost entirely destroyed! In Boonah, flooding was minor with no homes inundated and only a few farmers on creek flats evacuated for one night. Of course many local farmers have lost their crops and their incomes will be zero for some time. Thanks again from Lorna and me to the management of Stamp News, to our customers and to fellow dealers for their concern.

For those readers who have not seen these Desert Magic books, they are a large A4 sized book (stockbook sized) with thick white Spiro edge binding that as you can see allows them to lay flat. (There is a half sized one which is basically useless in our view.)

The pages are of REALLY thick blotting type paper. i.e.thick heavy cardboard thickness. It is some special “fast release” formulation .. no idea what they use, but it really does WORK!

There is then a special smooth plastic coating on one side. So you wash your stamps, and if you leave them to air dry on tea towels or blotting paper or newspaper, light creases and bends will always stay there.

If they are placed into this book when touch damp (not sopping wet) and left there with the gum side to the plastic side and the front of stamp to the blotter side, they dry perfectly

flat, and many light bends and creases vanish. Nearly all of them. It is amazing the difference they make, which is why we sell so many!

Readers of www.stampboards.com have acclaimed these as one of the best stamp accessories on the market. Just put your stamps in, pile a few heavy books on top and forget them for a week. Most collectors have two books, as that is the secret ..... do NOT touch them for a week and let them dry slowly under weight. Most important.

The special formulation plastic coated side is super important as otherwise many stamps STICK to blotter if damp and between 2 sheets of blotting paper, with heavy weight on top. These do not. Again it is some special coating they have figured out which works perfectly for this specific job.

Almost any other kind of plastic sheet you may try to experiment with at home will leave a real ugly mirror like “SHEEN” on the gum side if placed in damp, under weight, which looks really stupid, and really shows what you have been doing. These do NOT.

The books last for decades. They really do. A 10/- C of A Roo used and light creased copy will be $100 retail, and one that is nice and flat $200. So the cost of the book is paid 3 fold with just one stamp that is saved.

Australian Railways GaloreA rather nice collection of railway thematic’s recently came onto the market via a UK railway thematic dealer [‘paper history’] who is handling the estate of Anthony Hopwood from the UK. We lost Anthony last year who I had known for 35+ years so he would be pleased to know some of his material has found its way back to Australia. All Australian States railways that depicted a locomotive were represented in the collection. Figures 1-5 are a small selection from Anthony’s collection. Pricing is up and down with figure 1 cheap at £225.00 for the proof pair. Figure 2 at £145.00, figure 3 [the South Australian essay] at a reasonable £325.00, figure 4 [the Tasmanian Diesel] at £135.00 and figure 5 at an expensive £1,850.00. More RailwaysWhile chatting on oz railways, figure 6 shows a nice damaged station name HOBART which I had not seen before. You may have similar and if so, please record them here.

CustomsAnother high price was paid for a reasonable copy of the 4d Customs Duty roulette [fig7] recently on eBay. This revenue had an unrecorded precancel SMS/&S perfin from the UK and at £174.00 was a tidy sum of money. This price being for the perfin, not the revenue, but as a combination it was cheap, as with many revenue items if they were in the mainstream of philately would be worth tens of thousands based on the scarcity. So lets hope none of the Traditional stamp collectors are reading this, as they may jump over the fence into revenue collecting!

auctioned. It is on thick paper, imperf and without the imprint ‘Bradbury Wilkinson & Co, Engravers &c London’. So where does this fit in? maybe you know, if so please drop me a line. Specimen overprints and reprints are known but with the imprint. For now I am moving it into the Official Reprint folder. If I find out more on this I will let you know.

New South Wales UnderprintOne of the harder revenues to find in the New South Wales Edward series is the grey security underprints on plain paper. You may like to check your holdings, as these can slip in undetected. Very few values have been recorded. In fact, I have only recorded 6 values from a complete series of values to £1. Those being 3d, 4d, 6d, 8d, 9d & 1/-. You may have others to record.

IndiaBy the time you get to read this the International Indian World Stamp Show INDIPEX2011 will be done and dusted. I have been informed there will be

two Tasmanian Revenue exhibits competing against each other. There may be more revenue exhibits from Australia and I will report on this show next month.

I was asked by the Perfin Club of New Zealand and Australia -PCNZA to remove their link from my web site as they will be soon launching their own web site. move with an ‘about time’ footnote. I have also added a locked link to our joint venture with David Coath on the Perfins found on Revenue & railway stamps. Australia was lagging behind the rest of the world where perfin web sites were concerned. This is now one step forward to bringing us into the 21st Century and in line with the rest of the Perfin world. Sheep & GoatDoes anybody out there have any Victorian stamp duty stamps overprinted ‘Sheep & Goat’ genuinely used on a document? There is still some debate as to the provenance of these overprints. There was a ‘Sheep & Goat Compensation Fund’ then a 2008 Act but so far

no stamps have come to light on document. Four mint groups of these have been sold at auction and privately. One group popped up in a Melbourne auction house, in a mixed lot of revenues. The other three purported to be purchased by a Sydney collector at a market stall and then sold privately and on eBay. I find this very strange indeed because there should be masses of them in the market place. I will keep you informed should one turn up on a document then this will prove without doubt as to the genuineness of these so called overprints but until then, to me, they will have a cloud hanging over them. Please be careful should you be offered a group of these, it’s buyer beware and seller smiling!

I was having an in depth chat to a fellow collector at a stamp club meeting the other night about certain aspects of early Irish postal history (those of you who have been reading my Stamp News articles for a while will realise that Ireland is pretty much my first love, philatelically speaking, and has been for quite a while now). There are a few areas where our collecting interests overlap, and this is the main one. We yabbered away about this subject in a fairly detailed way for a few minutes. After we’d finished, another friend sitting next to me asked ‘don’t you ever talk about anything else but Ireland (a fair question, I should admit)? You collect other stuff, just for a change, talk about that!’

He was correct, I do collect ‘other stuff’, and his remark got me thinking about what stamps I obsessed over before the little green philatelic leprechaun bit me about two decades ago. The answer? Early USA, and in particular, the revenue issues. I’d been tossing up a few options for the next series of Stamp News articles, and although I did briefly touch on them some years ago while looking at the American Civil War from a philatelic point of view, considering how much interest there is in them, even here in Australia (you may be surprised to know that I’m often asked for them at the stamp fairs I attend), I thought they would be an interesting collecting area to explore.

U.S. revenues have long been a popular collecting field. Two of the most obvious reasons for this are that first, many of these stamps, particularly the early issues from the 1860’s and 1870’s, are truly beautiful stamps, showing the engravers skill to wonderful effect. Secondly, these stamps, even though they have never paid postage of any sort, are all listed in the major U.S. stamp catalogues, and have been for many years. Many, if not most collectors of U.S. stamps routinely include revenues in their collection because of this.

Before we look at the background and origins of the stamps, I feel that I need to let you in on one important bit of information: collecting U.S. revenues can be BIG job! There are 1000’s of different stamps to collect in more than 20 different categories, many are easy to find, and cost only a few cents each, but some are rare and will do quite a bit

of damage to the bank balance – and that’s only the Federal revenues! The good news is that, as with any other country or theme that you collect, you don’t have to collect everything. In fact, U.S. revenues are well suited to being collected ‘bit by bit’, as in the Scott catalogue each of the different issues is grouped together and identified by unique prefix letters. Many collectors already collect this way, with the very attractive ‘Duck’ or Hunting Permit stamps, which have the prefix letters of RW, having a huge following. Fig 1 This cataloguing system also makes it easier for you to go as far as possible in one area, then simply move on to another, without ever leaving the revenue area. You can also collect proofs, ‘on cover’ (in the case of revenues it’s more likely to be ‘on document’) and so on, but more on those areas later. I should also mention that most US revenues are collected used, and in the majority of cases cancellations are applied in manuscript.

The American Civil WarI would imagine that 99.9% of readers would have some familiarity with this bloody and brutal war between the Union (the northern states) and the Confederacy (the seceded southern states) that raged between 1861 and 1865. I would also imagine that far fewer would be aware that all of the first 100+ U.S. revenue stamps were issued for the sole purpose of financing the Union’s war effort

At the outset of the war, in April 1861, the feeling in the north was that it would prevail swiftly, and

the war would be over in a matter of months, if not weeks. This was such a firmly held view that the then U.S. Treasury Secretary, Salmon Chase, intended to finance the war effort solely by loans. As it happened, early campaigns went poorly for the Union, it became clear that the war would be of a much longer duration than initially thought, and the loan money dried up!

This situation was remedied to some degree when the U.S. Congress passed the Revenue Act of 1862 in July of that year. This act provided for, amongst many things, the establishment of the Bureau of Internal Revenue, and introduced a broad range of new taxes, including the first federal income tax, and taxes on documents and proprietary items of many sorts. It is these last two groups that led directly to the issue of the first adhesive revenue stamps. In August of 1862 the Commissioner of Internal Revenue advertised for tenders for the printing of the stamps, and the contract was awarded to Butler & Carpenter of Philadelphia, initially for a period of twelve months. The first of the new revenue stamps were issued on 27th September, 1862 (in fact, it seems that only the 2c Bank Check stamps were available on that date), and the use of these stamps became compulsory on October 1st, 1862.

The first series of revenues, usually referred to as the first issues, consisted of 102 face different stamps, in denominations running from 1c to $200. Many of these stamps exist in four different

formats: imperforate, partly perforated (usually imperf. horizontally), and perforated on both ‘old’ and ‘silk’ papers, the latter being introduced on an experimental basis around August 1870. It has small fibres of silk in the paper, which are usually blue or green, and are quite easy to see. The usual warnings apply to the imperf. and part perf. versions of these stamps – don’t go near them unless they have good margins, particularly the part perf. ones! One other small word of warning re perforations on this issue, don’t get excited if you encounter stamps with freakish extra part or full rows of perforations traversing the stamps in all sorts of directions. I read several years ago (I believe it was in The American Philatelist magazine, but I couldn’t track the actual article down) that virtually 100% of these freak perforation varieties are forged. I don’t know if that’s completely accurate, but I figure avoiding them, or at least paying only a nominal premium for them if they are of interest to you, is the only way to go.

Don’t be scared off by all of these perforation and paper variations (and yes, I know, this is just the first issue). To me, these (and the next two issues) are some of the most beautiful stamps ever produced, anywhere. See Fig 2 for a selection Having said that, I’ve only ever collected the perforated old paper issues, which are the most common, and easy to obtain versions. I’ve always been happy and satisfied with that collecting boundary, as are most of the other U.S. revenue collectors that I know. I think this

just goes to show that even though we collectors are driven by the ‘completion gene’ that I’ve mentioned before, complete doesn’t always have to be complete.

As I mentioned earlier, the first issue consisted of 102 face different stamps, which included stamps of various denominations, paying for 28 different types of taxes, with individual stamps provided for each of the 28 types! Some are fairly obvious usages such as Agreement, Bond, Bank Check, Bill of Lading, Contract, Conveyance, Insurance, Power of Attorney, Lease, Life Insurance, Manifest, Mortgage and so on, some appear to be more generic such as Proprietary and U.S. Internal Revenue, and some seem a bit mysterious, well, to me at least, Charter Party, Original Process and Protest being good

examples. Apart from the ‘documentary’ issues, there were also two specific ‘propriety’ types; Playing Cards and the more general Propriety, which were to pay the tax on specific retail items such as medicines, perfumes and cosmetics, and, obviously, playing cards. This is a good point to mention that adding a few revenues used on documents can really add a bit of life to your collection, and in many cases not send you broke in the process! Two of my favourite finds in this area are obtaining revenues on bank cheques, which themselves can have very attractive designs, and on the back of photos (yes, even photos were

taxed!).Figs 3 & 4 These two ‘documents’ are also a great fit for your album page.

Each of the different denominations had it’s own colour, the 3c’s being green, the 5c’s red, the 50c’s blue and so on Fig 5 (there are quite a wide range of shades in each value, but that’s another story). The only exceptions to this were the 2c denomination, which appeared in both orange and blue, and the 4c, where each of the three different issues had their own colour. As it was compulsory (and apparently this regulation was strictly enforced) to use the appropriate stamp on the appropriate document, it seems to me that it would have made more sense, not to mention reduced a great deal of confusion, to have keyed the colours to the tax type rather than the denominations, ie: all of the Bill of Lading issues being one colour, all the Mortgage issues being another etc.

Obviously the government received quite a bit of ‘negative feedback’ regarding the difficulty and confusion that issuing, for example, 12 different $1.00 stamps, all sharing an almost identical design, and in virtually the same shade of red, to pay 12 different types of taxes, had caused, because on Christmas day 1862 the act was amended to allow any stamp, regardless of type, to be used on any type of document.

The highest value of the first series, the $200, is the only one in the series to be printed in two colours, red and green, and is a truly spectacular stamp. Fig 6 This high value is popularly referred to as the ‘Persian Rug’ because of its size and multi-

US Army StampsIn the January column I illustrated a stamp from this issue and I had a very informative reply from Ian Westwood. He explains that whilst in the Philippines an Army Paymaster dreamed up this idea to produce his own stamps for affixing to Army mail to raise funds for himself by selling to collectors. Some stamps got out in to the philatelic market and the Army stepped in, seized the lot and destroyed them.

Eatons Fine PaperIan also showed me a full set of the Eatons Fine Paper stamps. These were produced in 1947 as a means of advertising their products. The US Post Office raised strong objections to the issue and after a short time they were withdrawn. There are ten stamps in the set which features George Washington Bridge, Flagship over Downtown New York, Pennsylvania Broadway Limited, Columbia University, Central Park in April, Brooklyn Bridge,

The Little Church around the Corner, New York from the Air, New York Public Library and US Liner Manhattan.

Lions SealsThanks to Noela Dodd, I now have more information on some of those seals illustrated in the January column. The Drizabone was one of six designs featuring Australian Inventions, the others were Cochlear Implant, Boomerang, Lion Mints, Rotary Hoist and Rotary Mower. The date of issue is suggested as 2007 or 2008 and they were in sheets of 18, three of each design.

The other design, the Puppy Dog was probably 2009 and again was part of a set of 6, this time featuring Lions projects, Youth of the Year, Lion Mints, Australian Lions Foundation, Australian Lions Drug Awareness Foundation and Lions Christmas Cakes and also celebrating 90 years of Lions. The seals were issued as before in sheets of 18, three of each design.

The BeatlesThis attractive block, (fig. 1), was sent to me by a reader. I would hazard a guess that it was issued in the mid 1960s. The block is rouletted and gummed with a PVA type gum with an inscription on the gummed side explaining this. Can any reader fill in the blanks for us?

British Red Cross LabelsIn the November 2010 column I mentioned some British Red Cross labels. Steve Round has shown me six of these labels, (fig 2), in pairs. He thinks that the six were originally a complete set and probably a block of six.

PalsIn the note Steve sent me he also asked for information on these labels. Bill Hornadge wrote

a number of items on them in this column over the years from 1977 to 2000, but I must admit that I have not done so because of the earlier work. However now that colour is an option with the magazine I will illustrate them here, (fig. 3), albeit in reduced format, just for the record. The references I have for this column are, March and July 1977, June 1978, March, May, September and December 1980, December 1983, October and December 1984, June 1999 and August 2000.

Buy Goods Made In AustraliaI wrote about this label, (fig. 4), back in the June and August 2009 columns, but have no further information about them. One of those illustrated in the June column had the inscription “Australian British Industries League” around the margin. The one illustrated here has been sent to me by

WhittakersBryan Magee sent me this, (fig. 5), and the following four items. I think this one is of American origin, and quite an attractive advertising label for their product. The 40c in the top corner probably relates to the cost of a Peanut Slab. As for the sheep in the bottom corner, well I don’t know, but does someone else?

Australian Lung AssociationI don’t recall seeing Christmas seals from this organisation before, but this 2001 seal is quite an attractive one. (Fig. 6). The Association does not appear to have a web presence, but the name is

linked with a number of health and environment groups. Were there any more designs in the set or is it just a single design?

SS Transport ServiceThis is a local stamp that I have not seen before. (Fig. 7). I’m not sure where they operate from, but a Google search brought up a firm of this name operating from West End and West Burleigh in Queensland.

Somerset MaughamThis label, (fig. 8), is an interesting way to advertise a book. Translated, the title is The Dangerous Passage. Was the label produced by the publishers or someone else?

Stamp Identifier. The stamp, (fig. 10), originates from Albania and it is actually a legitimate postage stamp, one of a set of five, but I am going to leave it here for the record. It was issued in 1946 to commemorate the International Women’s Congress and was the first issue from the People’s Republic of Albania.

There is a reference to such an exhibition held in Johannesburg between September 1936 and January 1937, but I am not sure whether this label refers to that event.

The Christchurch Exhibition1 November 1906 to 15 April 1907

Following the success of the Great Exhibition in London in 1851, many cities around the world held exhibitions to showcase the new industrial technologies. New Zealand’s first such exhibition was in Christchurch in 1906 – 07. A large, but temporary, exhibition building was constructed in Hagley Park, the large open area on the edge of the Christchurch CBD which includes the Botanic Gardens. This building and the train and tram lines built to serve it were all demolished shortly after the close of the event. Figs. 1 and 2 show postcard views of the building. There is a very faint “Posted at Top of Tower” cachet in the top right corner of the black-and-white card (Fig. 3).

The New Zealand Post Office had a series of stamp designs on historical subjects which had been

prepared a few years earlier by L. J. Steel. Four of these designs were selected in conjunction with a sub-committee of the Exhibition organisers to provide a set of stamps to publicise and commemorate the event. The stamps would be available only from the Exhibition post office and one third of the proceeds

from stamp sales would be donated to the financing of the Exhibition.

The ½d stamp design showed the Maori colonising canoe Te Arawa (meaning

‘The Shark’). In Maori oral history, the main migration which occurred about 1350 AD used a number of these large canoes. The names of particular canoes are associated with particular tribes.

The 1d showed a Maori craftsman carving the elaborate prow of a later style of canoe – probably a war canoe.

The 3d featured a representation of Captain James Cook’s first landing on the east coast of New Zealand’s North Island where the city of Gisborne now stands. Cook is accompanied by Joseph Banks and Daniel Solander.

The 4d showed the raising of the flagpole at Kororareka in the Bay of Islands, north of Auckland, on 29 January 1840 as part of the ceremony ceding sovereignty of New Zealand from the Maori chiefs to the British Crown.

The stamps are shown in Fig. 4 and on a registered cover dated 12 December 1906 in Fig. 5.

The stamps were surface-printed by the NZ Government Printer from electrotype plates made from

dies engraved by W. R. Bock. This was not only New Zealand’s first set of commemorative stamps but also the first large-format stamps to be designed, engraved and printed wholly within New Zealand. A number of die-proofs were made of each value in a variety of colours and on a variety of papers and cards. Fig. 6 shows a die-proof of the 3d in bright maroon and blue-green on white wove paper. The stamps were printed on Cowan unsurfaced paper watermarked “NZ over Star” sideways. When

viewed through the front of the stamp, the normal watermark has the ‘NZ’ to the right of the star. However, there was no particular quality control on the way the sheets were fed into the press and inverted watermark is common for all values (Fig. 7). There were 60 stamps to a sheet in two panes of 30 with a 21mm central gutter, as the 3d shown in Fig. 4 illustrates. The perforations were made from a gauge 14 rotary head and are usually fairly ragged.

There has always been a controversy about this issue concerning the 1d stamp. It was first printed in claret but as this colour made the design details too difficult to see clearly it was reprinted in vermilion and the claret was never issued. A sample sheet of sixty 1d stamps in claret was sent to the Exhibition Committee for their records. As stamps from that sheet later came on to the market, it was long thought that it had been broken up and sold to the public in error by the Exhibition post office. However, in his 1988 book (see references below) Professor Robin Gwynn clearly refutes this belief. As the sheet of stamps was held by the Exhibition Committee, not the post office, it could

not have been sold in error. Also, the only known used copies are on three covers addressed to the Exhibition Secretary, E J Righton, in his own handwriting, and posted on 20 April 1907, the last day the Exhibition post office was open and a week after the Exhibition closed to the public. The Committee’s sample sheet did not get on to the market by accident! Professor Gwynn also discovered that at least 60 more copies of the 1d claret stamp had been released from Post Office

archives over the years in presentation packs to VIPs – the last to former Governor General Sir Keith Holyoake in the 1960s. There are therefore over 120 copies of the 1d claret in private hands. There is a belief amongst collectors that the badly off-centre copies came from the original sheet and the better copies from the archives. One of the E J Righton covers was pictured on a postcard promoting the Palmpex 1982 stamp exhibition. The stamp and the postcard illustration are shown in Figs. 8 and 9.

A comprehensive study of the history and philately of the 1906 Christchurch Exhibition and its many souvenirs and postcards was published by Alexander de Kort in 1985 (see references). The best known of these were the cinderella publicity labels (Figs. 10 - 11). These appear to have been issued successively with each new label available as the previous one sold out. Although actual numbers are not known, each new label was printed in a larger quantity than the previous one so the lower numbers are more difficult to obtain. The exception is label 6, which could be obtained only with the purchase of a £1 lottery ticket and so is the scarcest of them all. All number 6 labels have a small thin from being affixed to the lottery ticket. Images of the stamps and the publicity labels have been used on several occasions on souvenirs of later philatelic exhibitions.

“The judges do not know what they are looking at!”How many times have you heard this remark?It invariably originates from a disgruntled exhibitor whose exhibit has not received the recognition expected. There are three possibilities for a less than expected result –

The exhibitor did not fully understand the •significance of the various criteria in the marking scale for his class;Generally, the person with the best knowledge •of an exhibit is the person who prepared it. If this knowledge is not displayed throughout the exhibit pages, then usually the overall marks will suffer; andThe exhibitor does not fully understand the •process of judging.

On extremely rare occasions the exhibitor may be correct. If you find an exhibit featuring local stamps of an obscure Chinese province that were only available for a short period, then there is every possibility that very few of the judges would have much knowledge of the subject, nor would there be any suitable reference material available from which to acquire knowledge.

However, let’s get back to the judging process, very relevant to this series of articles as the Australian Philatelic Federation (APF) has the responsibility to ensure a continuity of qualified National Level philatelic judges in Australia.

Generally, but not always, a National level judge will have previously been accredited as a State level judge. The method of accreditation varies slightly between the states, but in New South Wales the process is as follows –

An exhibitor who achieves a vermeil or higher •medal at a national level exhibition can be invited to attend a state level judges training course, usually two half days. As part of this training the prospective juror completes a number of written and/or practical exercises destined to assess his ability to understand and interpret the regulations regarding judging and the various classes.The training sessions cover the steps involved •in selecting the jury and procedure within the jury room. They also provide an overview of

all of the various exhibition classes currently in use in Australia, FIP (International), APF (National) and experimental.After satisfactorily completing training the •candidate will be offered an apprenticeship at a State level exhibition. The apprentice is assigned to a judging team who will assess the candidate’s capability.A satisfactory report from the Team Leader •and the candidate is confirmed as a State level juror.Once confirmed a State level judge may be •invited to judge at State level exhibitions outside of his home state. He may also be called upon to judge at small club exhibitions run along State lines.A significant feature of State qualification is •that the juror is accredited to judge in any class, and thus can gain a broad knowledge of classes other than his own speciality.

Whilst we have different classes and there would appear to be wide differences between them, there is a high degree of similarity in the judging process, possibly as high as 60%. This point will become important at National level. The remaining 40% covers the specialised knowledge relating to the various classes.

At regular intervals the APF will hold National level judges training courses, usually just prior to a full national exhibition. The various State Councils nominate suitable candidates for these two day courses, with up to 18 trainees. These candidates must have achieved at least a vermeil medal in their specialized class.

Prior to attendance at the course, the trainees are requested to complete a number of written questions covering a range of exhibition classes. During the two days the candidates are instructed regarding the common areas of knowledge, followed up by sessions covering the specialized knowledge relating to each of the classes.

When the training has been successfully completed, candidates serve an apprenticeship at a National exhibition working within a team. So far much of this is similar to that undergone at State level, except

that at National level the candidate needs to confirm his performance by effectively serving a second apprenticeship, but called probation.

The major advantage in holding these training sessions just prior to a full national exhibition is that a number of the trainees can be offered an apprenticeship straight away, thus getting them speedily on their way.

The final step is for the newly accredited National level judge to sign the Judges’ Register. The whole process from training to signature can take over 4 years, especially for those seeking accreditation in the less popular classes.

A National level judge is qualified to judge in the class in which he is accredited. By exhibiting in other classes and achieving at least a large silver medal, he can expand his accredited classes. Once accredited, the judge is required to renew his accreditation at least every four years by exhibiting.

That all sounds fine, you may say, but how does this relate to the original statement in this article?

At any exhibition, National or State, the applicants are requested to submit a draft of their title page with their entry forms. The main purpose of these title pages is to allow the members of the jury to familiarize themselves with the specific material that they will be called upon to assess.

Once applications are closed, the Chairman of the Jury, together with his Secretary, will select a panel of jurors with the skills to access the range of entries accepted. The panel is divided into teams, usually of three, who will be assigned to particular entries. Copies of the title pages for the assigned entries are then forwarded to the team members, thus enabling those jurors to do the necessary research to ensure that their knowledge of each entry is suitable to make a fair assessment of the exhibit.

During the exhibition, the judges apply their knowledge and exhibiting skills to assess the material presented in the frames, after which they will complete a critique sheet detailing the marks awarded for each of the judging criteria and provide some helpful comments to the exhibitor to enable him to improve the exhibit.

It can be very advantageous for exhibitors to attend the exhibitions in which they have entered, as they have

an opportunity to discuss their exhibit with the judges, an exceedingly useful process to resolve interpretation differences. These discussions quite often highlight the knowledge which the exhibitor has which is NOT shown on the exhibit pages. It cannot be said enough that when preparing an exhibit make sure that ALL the knowledge you have is on the pages. The judges can only assess what is in front of them – they cannot judge what is NOT there.

The APF also realises that there are many areas of study or topics that Australian Judges are not that familiar with. Therefore the APF has Accords with New Zealand, the United Kingdom, the United States of America, South Africa and Sweden, where a judge will be regularly sent to increase their knowledge. For example, at Australian exhibitions our judges would only see at most 3 - 5 exhibits relating to Africa. A judge going to be part of a South African jury will find over half of the exhibits are of an African nature. In Sweden the amount of British Commonwealth material is very limited, quite the reverse of Australian experience. The end result of these Accords is more knowledgeable and experienced Australian National judges, a great benefit to Australian Exhibitors

In addition to their specialized class knowledge, the judges themselves are also required to ensure that their general knowledge of jury procedures is maintained to an acceptable level.

So, when next you hear someone complaining about the quality of the judging, will you give them support, or simply smile knowingly and walk away.

The next National Judges Training School will be held in late March in Sydney just prior to the Sydney Stamp Expo 2011, with every possibility that some of the trainees will be apprenticed at that major exhibition.

Melilla's mysteriousMilitary free franks

In the 1970s, I frequently visited the many stamp shops in Paris and often noticed a complete set of the Melilla 1893/4 free frank stamps in some of the shop windows. Apparently the remainders of the 54 stamps had reached the Parisian stamp market.

The dealers were obviously successful in unloading the stamps as I haven’t seen any similar offers in recent years.

Using the verb “unload” certainly coincides with the general opinion on these stamps. In his classic book Phantom Philately, English philatelic writer Fred Melville describes the stamps as completely bogus. According to Melville, Don Miguel Rodríguez Sánchez, a young man from

the Spanish city of Almería, was the producer and promoter of the stamps. After having had the stamps printed, he personally went to Melilla where he distributed pre-franked covers to the soldiers. This would explain the existence of genuine covers. Melville further adds that the Spanish soldiers could send their correspondence free of charge. Thus there was no need for the stamps.

The French philatelist and writer Georges Chapier gives a similar description of the Melilla issue in his book Les Timbres de Fantaisie. However, Chapier doesn’t give the name of the person responsible for producing the stamps.

What is absolutely clear is the fact that important Spanish army and navy units operated in the area in 1893/1894 in order to suppress a rebellion and consolidate Spanish control of the northern part of Morocco. Some 25.000 soldiers and sailors had been sent to Morocco. The headquarters of the entire operation was located in Melilla, a city on Morocco’s Mediterranean coast, which had been a Spanish possession since 1497.

When I visited Melilla in 1970, I found a sleepy small town with a strong military presence. This was certainly not surprising as Melilla was home to the Spanish Foreign Legion. Today Melilla constitutes one of the outposts of the European

Union and it is the target of thousands of economic refugees from Africa. Once they succeed in getting over the high fences which surround the city, the immigrants hope to continue their journeys towards a better future in Europe.

It is a fact that the soldiers in the Spanish expeditionary forces enjoyed a certain free frank privilege. However, it seems the military authorities completely lost control of the mail situation. The Madrid authorities reportedly asked General Alselmo Martínez Campos to remedy the rather chaotic situation. The general was the commanding officer of the expeditionary forces and he was also a person who took quick

decisions.On December 5, 1893, the general issued an

order that special free frank stamps should be issued to the soldiers and sailors. The idea was to limit the total number of free letters that each soldier was allowed to mail during a given period. Any additional letters had to be paid for according to the normal postal charges. In Spain, the Melilla issue is sometimes described as free frank stamps but could also be seen as some kind of control

labels.In 1979, the Spanish philatelist E. Aurioles

published a booklet which gives the background to the Melilla issue and it also provides a most detailed listing of the stamps.

According to Aurioles (and several other prominent Spanish philatelists), the Melilla issue is fully legitimate having been authorized by the Spanish authorities.

year of issue given in each corner. The next year there was a similar stamp with “1894” in the four corners.

Aurioles states that the use of the stamps meant a considerable improvement but it was still difficult to control the amount of mail from each participating unit. To solve this rather intricate problem, a special stamp was printed for each unit. Aurioles lists no less than 54 different stamps. As the stamps exist both perforated and imperforate, a complete collection comprises 108 stamps.

The three first stamps were printed in sheets of 72 where the first two stamps in rows 1 and 2 were inverted in relation to the other stamps. There is no explanation of this rather peculiar arrangement; however, it gives us a number of tête-bêche pairs.

The remaining stamps were printed in large sheets which had six or eight groups of different designs. Thus it is possible to find gutter pairs and blocks with different stamps.

Despite the advantages the arrangement must have been extremely complicated. Large mint remainders reached the philatelic market-place and this is what I saw in Paris more than 30 years ago. Today the stamps are rarely met with and whenever they pop up in an auction there is a lot of interest. Aurioles valued the imperforate varieties at double the value of the perforated stamps. Used stamps are uncommon and on cover they are quite rare.

Most of the stamps show military insignia and other army symbols. A naval ship is depicted on the stamps intended for the naval units and a fort can be seen on the labels intended for the more permanent military installations. The complete set gives us a pretty good picture of the many military units which made up the expeditionary army.

Despite today’s great interest in the stamps, the Melilla military free franks remain extremely controversial. Some catalogues list them, others don’t.
