Stanley Gibbons Creates the World’s Largest Envelope

On 6 May 2010, 170 years after the Penny Black was issued, Stanley Gibbons entered the Guinness World Records(TM) book for creating the world’s largest envelope.

In celebration of the London 2010 Festival of Stamps, we wanted to do something BIG! Unsurprisingly, breaking a world record is no small feat, but after months of hard work, the world’s largest envelope came to be.

The envelope measured in at 32ft 9 inches by 23 ft and a ½ inch, beating the old record by over 100 square feet.

The record was checked and verified by Guinness World Records adjudicator, Tarika Vara at midday on Thursday 6 May at Great Malvern Primary School, where the envelope was constructed in the school’s assembly hall.

The envelope left the school shortly after adjudication to be transported to London on a 40 foot truck for display at the London 2010 International Stamp Exhibition.

of the World Record project said, ‘As the leading brand in stamps and collectibles we wanted to do something big to mark the London 2010 Festival of Stamps – at ten metres by seven metres, they don’t come any bigger!’.

Stanley Gibbons commissioned Pendragon Presentation Packaging to create the envelope, complete with an address and franking label. Tullis Russell Coaters and Cartor Security Printing also collaborated to create a Stanley Gibbons stamp for the giant envelope.

The fantastic achievement was picked up by Steve Wright on his afternoon show on BBC Radio 2. He announced the record to the nation just before 4pm BST on 6 May and passed his congratulations to everyone at Stanley Gibbons.

The envelope will be on display throughout the London 2010 International Stamp Exhibition being held at the Business Design Centre 8-15th May 2010.

Oxford University researchers uncover hidden secret of 40 year old stamps

A series of 81 brand new British stamp varieties have been “discovered” by Oxford University researchers... 40 years after they were first published.

The 1969 Post Office Technology encapsulated stamps were widely believed to be identical to the actual stamps that were issued.

But new research by Oxford University researchers - prompted by British postal auction company Universal Philatelic Auctions (UPA) - has revealed that unlike the issued stamps, they were actually printed on uncoated paper.

“That instantly makes these 40 year old stamps the rarest commemorative stamps in Great Britain,” said UPA auctioneer Andrew McGavin.

Industry standard cataloguer Stanley Gibbons has agreed with the research, and anticipates amending its listing of the stamps.

The 1969 Post Office Technology encapsulated stamps were actually pre-publicity Postal Notices - almost like press releases issued before the real stamp came out.

To prevent fraud they were

encapsulated in perspex.Andrew McGavin explained:

“For 40 years no-one realised they were any different. Because they were encapsulated the paper could not be examined.

“Universal Philatelic Auctions recently purchased a collection and noticed differences between the encapsulated stamps and the issued

stamps.“The stamps appeared

to be flatter, even thinner, with more ‘whiskery’ paper and ‘whiskery’ printing impressions.

“We didn’t want to damage an encapsulated Postal Notice, so sent a collection of 23 different Postal Notices to Oxford University for specialist research.”

The university’s Materials Characterisation Service concluded that the 75 different stamps it had examined had been printed on uncoated paper.

Andrew explained: “Uncoated paper varieties come from the start of the printing paper roll. Such stamps are usually discarded by the printers, making some uncoated

paper stamps great rarities. “In the case of the encapsulated

Postal Notices it made commercial sense for the printers to use the first stamps off the printing roll - they were uncoated - but by encapsulating them nobody would know any different.”

He added: “It has taken 40 years for their secret to be uncovered.”

in the philatelic industry since 1974 and started collecting at the age of 10.

This is the most significant stamp discovery he has ever made.

Readers may be forgiven for speculating I have shares in Torsten Weller’s on line auction business (sadly, I don’t). I featured in the February column some usage results from the last auction, and some realizations in the May auction are sufficiently newsworthy to justify repeating the exercise this month. Torsten has grabbed hold of the usage baton, and is running with it. Like Usain Bolt.

Figure 1. 20c Wheat solo rarityAirmail Zone 3 material is hard to source, a fact which I’ve previously mentioned in this column. Lot 70 (Figure 1) was a solo use of the 1969 Primary Industries 20c, for airmail rate to Japan, a Zone 3 destination. It realized $360, which few would argue is not “hot”. Rare usage items such as this, and most other items featured this month, would be quite comfortable offered in even a major Australian public auction.

Figure 2. Nice pair of 15c Timber to GermanyLot 71 (Figure 2) is a welcome make-up for the 30c Zone 5 airmail rate, to Germany. Welcome, because had the sender used a 30c Flower we wouldn’t have seen a realization of $210, as occurred for the 1969 15c Timber pair usage, would we.

Sweet solo use of 7c SugarBy the 1960s, airmail had largely replaced surface mail, which explains why a stamp such as the 1969 7c Sugar, issued for the Foreign surface letter rate, is rare as a solo franking. Lot 80 (Figure 3) is only the third example of usage for that purpose I’ve noted. At least two bidders also have found this to be an elusive item, for it realized $320. Interestingly, only the 25c Wool from the 1969 Primary Industries series, the top denomination, is relatively easy to find as a solo franking. It was for the Zone 4 (U.S.A. primarily) airmail rate.

Figure 4. Not enough $2 Navigator usage items circumnavigatingThe $2 and $4 Navigators from the 1966 first Decimal series are quite rare on commercial postal articles. I went for a decade and a half searching before I found my first examples. Lot 137 (Figure 4) is a nice use of the $2, with a 25c Aboriginal Art , paying Zone 5 35c airmail rate x5 + 50c registration fee in 1972. The “LETTER” label is a Post Office addition, indicating full letter rate was paid, rather than parcel or other more economical rate. Another very respectable result: $525.

Figure 5. 1972 Primary Industries, as popular as the 1969 seriesFrom the 1972 Primary Industries set of four, I’ve found only the 30c to be reasonably available; it was primarily for the Zone 4 airmail rate. The 20c is difficult to find on any type of postal article, Lot 140 (Figure 5) has it paying Zone 2 airmail to Indonesia in 1972, with the 50c Pioneer paying registration fee.

This item went for $190.

Lot 144 (Figure 6), a nice solo use for Zone 5 airmail, sold for $240, against the catalogue price of a paltry $45.

The aggregate franking of $1.85 for this item paid 45c per 50gms Printed matter rate x3 + 50c registration fee to U.K. in 1973. It realized $200, and is featured as my “bargain buy” of the sale. I don’t believe $400/500 would be too much to pay for this rare item. In an auction of close to 400 items, inevitably a number of items will sell economically. Other very sound purchases were noted amongst the post-1980

issues results. The later material is often as scarce as the 1960s and 1970s issues.

Figure 8. 1973 Christmas 30c proving elusive on coverThe 1973 Christmas 30c is on par in scarcity with its predecessor, the 1972 35c (see Figure 6), on commercial cover, and Lot 158 (Figure 8), a solo use for Zone 5 airmail, would appear to confirm that assessment, for it realized $230. I really must do something about my ACSC valuation of $25 when catalogue revision time comes around.

Figure 9. Striking solo use of $1 PaintingOverseas Express Delivery items are scarce in their own right; the service was expensive and consequently not widely used. Lot 195 (Figure 9) has the 1974 $1 Painting as a solo franking for that service, which was 65c, in addition to the Zone 5 airmail rate of 35c. This is the first solo use I’ve noted of this stamp for such purpose. A sound buy at $170.

I’ve previously mentioned how rare on cover is the 1975 PNG Independence 25c. I featured a Zone 5 airmail postcard solo use in the February column, which realized $270 in Torsten’s inaugural usage auction. Lot 205 (Figure 10) is another rare solo use, for surface letter rate to countries outside Asia-Oceania. The latter made $200, another sound buy, given this is the first such usage I’ve noted for this stamp.

Figure 11. $4 Painting surprisingly difficult on commercial postal articlesThe 1974 Paintings $1 and $2 are plentiful as combination frankings, particularly on registered articles. Not so the $4; I doubt that I’ve seen even ten items. Of course it’s common used out-of-period (it was discontinued in 1979), and many readers will have seen the stamp used on covers/packages containing purchases from auction houses and favourite Traders, during the past 20/30 years. These are next to worthless to usage collectors. Lot 216 (Figure 11) was an attractive and desirable 1976 usage of the $4 (and 25c Olympic) for Zone 5 airmail (45c per 10gms) x5 + $2 registration fee. It made a healthy $340.

Perhaps that galvanized interest, for items bearing the three above base rate denominations are proving very popular. Lot 247 (Figure 12) is a good example of how the market has developed more recently. The 45c was intended for Zone 5 airmail when issued, but that rate increased to 55c not long after issue, hence the additional 10c

Commercial articles bearing mixed £SD and Decimal frankings, which was allowed until 14 February 1968, two years after introduction of Decimal Currency, are very scarce. I collect them, but would not be able to assemble a one-frame exhibit, after 20 years of hunting and gathering. This airmail postcard to U.K. bears QEII 3d x2 (ie 5c equivalent) and 4c x2, correctly making up the 13c rate. I thought this would be a nice addition to my modest holding, and courageously bid US$55 (the starting bid was $6). It sold for US$380!

It’s now eight years since I commenced this column. It’s fair to say usage collecting has come a long way in that time. Certainly, Decimal usage is very popular; readers of this month’s column doubtless will agree! I see this popularity as justifiable; material is difficult to source, and once found often has an interesting philatelic story to explain the reason/s contributing to scarcity. A growing band of devotees

of this material are assembling collections which set them apart from those with more basic collecting aspirations.

I’ll end with this Tip of the Day: Don’t overlook £SD covers. They are increasingly appearing undervalued when compared to their Decimal successors.

Greetings to all those existing and budding exhibitors who are waiting eagerly for the next National Exhibition to be held in Sydney; to all those stamp collecting enthusiasts looking forward to viewing a wide range of high quality material or keen to get access to the large number of local and overseas dealers in an endeavor to enhance their collections of stamps and related material.

The good news is that the Sydney Stamp Expo 2011 will be held at the Royal Randwick Racecourse from Thursday 31 March 2011, until Sunday 3 April 2011. Yes, you read correctly, the Expo has been expanded to four days. Our 2007 effort was so successful that three days just did not seem enough to do all of the things that one tries to get done at a major exhibition. Time just simply ran out. The recently held Melbourne Stampshow 2009 was open for four days and the feedback was good.

The Royal Randwick Racecourse is well served by public transport and has one very big plus – plenty of free parking.

We are expecting 700 frames of top-notch exhibits both from Australia and overseas, and there will be more dealers than last time, possibly 40. With this number of frames and dealers, there will be frames on both the ground and first floors. The Cafeteria will be located on the first floor. The Kids’ Zone will also be on the first floor, occupying much the same space as in 2007.

Whilst Sydney Stamp Expo 2007 (SSE07) was very successful, there were a few lessons to be learnt, and therefore in 2011 you can expect –

Better signage to the exhibits, dealers and other •attractions;Better signage re the events and their •locations;Australia Post will have a bigger stand and •therefore better cope with the demand for their

products;The stand for the Organising Committee will •not be hidden away in an obscure corner; andThere will be some souvenir items available •at the show.

Yes, there will be souvenir items, and many of these will be based upon our theme, logo and postmarks (see below). At this stage we can only speculate upon what these souvenirs may be until Australia Post’s stamp issue program for year 2011 has been settled, after which we will have a better idea of the offerings.

Yes, there will also be a Supporters Club, with a limited number of members, most likely 200, and there will be unique souvenirs developed for this group.

The exhibition will include all of the current FIP and APF classes, and will include The Australia Post Cup and the 100 Years On Challenge.

Our ThemeThe theme for the exhibition is “Building Bridges” and relates to the development of lasting friendships and personal associations resulting from an interest in stamp collecting, both at club, exhibition and international level. It also refers to the growing interest in peripheral activities such as history, geography, cultural interests, etc., that derive from stamp collecting.

Our LogoThe logo is shown above. It is expected that this will become a permanent format for our theme and logo for future Sydney exhibitions, simply changing the year. However, with the proviso that should an exhibition year represent a major event or anniversary, then the theme and logo could be modified for that year only. Such an opportunity occurs with the next succeeding exhibition in 2015, when it will be extremely difficult to go past the Anzac theme.

The use of these bridges for postmarks could lead to some interesting souvenirs of the exhibition. A follow-up article will describe these four bridges in detail and will include photographs.

Michael Sefi cuts ribbon at new look

Following months of renovations in advance of London 2010, the new look 399 Strand officially re-opened its doors on Friday 23rd April with the assistance of Michael Sefi, notable philatelist and the Keeper of the Royal Philatelic Collection.

“We are delighted and honoured that Mr Sefi has kindly agreed to officiate at the opening” said Stanley Gibbons’ Director, Richard Purkis.

“As holders of the Royal Warrant since 1913, we felt it fitting that Mr Sefi should be the person to officially re-open the store.”

The opening ceremony took place at 11.30am on Friday 23rd April when Mr Sefi made a short speech followed by the cutting of the ribbon.

Following the ceremony Mr Sefi was taken on an exclusive tour of the new facilities, which include a new basement shop, internet zone, stamp and autograph displays and five presentation and meeting rooms.

The company will also be displayed a selection of philatelic gems for the opening including a rare strip of four top marginal Penny Blacks valued at £150,000.

“Stanley Gibbons has made this major investment to coincide with the London 2010 Exhibition. It demonstrates the health of philately in the UK and Stanley Gibbons’ position as the leading brand in collectibles” said Mr Purkis.

Stanley Gibbons will be running a shuttle bus to the store from the Business Design Centre, throughout the London 2010 Exhibition taking place from 8-15th May 2010.

A decades long mantra of mine, that I’ve typed 100s of times here and on stampboards - if not 1000’s of times.

Most often, stamp knowledge comes via having the relevant reference books and catalogues on hand, that sadly so many collectors decide they “do not need”.

In some other cases, knowledge simply comes with the experience of handling the same material a lot.

We all have areas we know well, and with that comes the experience.

I have the largest stocks of used Kangaroos and KGV heads in Australia, and have had for decades.

Handling 10,000s if not 100,000s of them over 30 years you get a very good “feel” for them.

The same way a wine taster knows his field, or a poodle judge at Crufts does, or a Volvo mechanic knows why your gearbox is making a funny noise etc.

It just comes with a lot of exposure to your field of expertise.

Kangaroos are simple to sortWith Kangaroos, if you handle them enough, you learn there are subtle differences in facial appearance to them all. Perforations, colour and paper all differ between watermarks.

I can confidently sort 99% of them by watermark, from an average visual image. Mint or used.

Things like 6d blues that come in 3 different and very similar watermarks, you can do accurately at a glance at the fronts, if you know the material well.

Which this brings us to this story. A stampboards.com member once posted up a

fuzzy scan of the parcel label shown nearby, and stated the 2/- browns on it were Third watermark.

I contacted him and said I felt sure he was mistaken, and that they were indeed 1913 First watermark in my view.

Expert disagrees with meHe said he had obtained them from one of Australia’s leading dealers, who had carefully checked them, and checked them again after my comment, and had pronounced them as Third watermark.

I suggested he mailed them to me to inspect in person, out of curiosity, as I was certain he had a FAR better piece than he had paid for!

He was un-convinced, and after a half dozen prods over 6 months, he finally did just that this month.

To clarify things for those who are not heavily into Kangaroo stamps, the ACSC of course lists all of them on cover or parcel label, or parcel fragment.

Often at massive multiples of what they are worth soaked off piece.

The 1913 First watermark 2/- Brown is listed at $2,000 a stamp on such a piece. The 2/- Brown Third watermark is listed at “only” $750 a stamp .. so clearly a vast difference in price when a pair of

stamps is involved. The 2/- Brown Second watermark is un-priced at

all on piece or label, and I believe it was unknown until I found a parcel label a few years back in a junk box - shown below.

I sold it to the same collector, along with a label with 2 x 2/- Brown Third watermarks and a 2d grey, much later on.

I knew just by looking at his scan he had First watermark, but really needed to eyeball it to be 100% certain.

The Chocolate brown of that watermark is most distinctive, and is consistent on all stamps, as are the perfs.

I may not be able to tune Volvos, or judge Poodles, but I do know a little about Roos.

Lack of cluesAs the label has a good deal of thick cardboard backing from the parcel, holding it to strong back-light does not assist at all in this case.

Often a cancel year date will isolate them readily, but in this case there is nothing readable, as you can see.

So all we have to go on here is experience – and instinct.

The perfs are notoriously bad, as that First watermark was printed on a strange paper used for no other Roos. It is very fibrous and strong, and

tearing any 2 stamps apart without ripping out a few perfs is near impossible.

All 3 values on this label exhibit that characteristic, as you can see.

And the 2/- are often badly centred. The 1915 2nd watermarks are always a much paler brown, and always have good clean cut perfs, and always are quite well centred - for instance.

It is on the standard “PPS” red parcel label being inscribed -

So to take the detective work a little further, we see it has a pair of 1d Red Roos on it. That is an incredibly valuable and conclusive clue.

These were replaced in mid 1914 by 1d red KGV heads. Being the base postage rate, PO’s used those values most heavily, so it is safe to assume no PO in the country would have had 1d Roos in stock even in latter 1914.

The 2/- Third watermark that “Leading Dealer A” absolutely guaranteed these were, was not issued until mid 1916.

1d Reds solve the puzzleSo even IF the 1st and 3rd 2/- Browns looked facially identical (and they are always miles apart visually as it happens) I’d still opt on the balance of probability this label was all First watermark, simply based on the 1d Roos being on it.

I was most pleased to be able to confirm that today, and this collector is now the only person on earth to own the 2/- Brown Kangaroos in all 3 watermarks, on parcel labels or fragments.

Each is quite rare, so that is quite a coup. The trio is worth well north of $5,000 I’d guess. Probably into 5 figures actually, as they’d be unique if offered as a group.

not the $10,000 region these are likely worth today. Again I repeat - any dealer or collector who does

not own a current ACSC “Kangaroos” volume is costing themselves serious money.

Even the $7.15 million Arthur Gray Kangaroo collection only had the 2/- Third watermark on label, (damaged) and that sold for over $A1,500.

So that stampboards member is today probably $2,000 wealthier on paper, than he was the day he mailed the label to me.

A “Good News” story that he was delighted to hear – and to quote the heading - “Knowledge Is Power”.

Roses are Red - HOT!I meant to mention this last month, as many readers would not realise a modern error can fetch well over $A140,000!

The 1976 British stamp issue for the Centenary of the Royal National Rose Society featured four individual stamps.

It is the 13p ‘Sweet Briar’ from that set that attracted the attention of variety collectors this year.

Whilst millions of these stamps were printed, only three

exist with the value omitted - the 13p face value doesn’t appear on the stamp.

During the printing process, during repairs to the cylinder, the face value was temporarily covered with copper.

This covering was inadvertently left in place during printing.

The error was discovered before issue date, and all copies of the stamp should have been destroyed.

However three examples are recorded as existing to this day.

Two of these three are held in The Royal Philatelic Collection of Her Majesty Queen Elizabeth II.

The third copy was sold in a top margin pair along with normal earlier this year by London dealers

Stanley Gibbons, for £85,000 - which is around $A142,000.

Sweden Tre Skilling YellowOne the world’s most controversial stamps will have been offered at an “auction” (of sorts!) as you read this.

David Feldman on May 22nd in Geneva Switzerland offered the unique 1857 “Tre Skilling Yellow” Swedish stamp.

The estimate was 1.5 million to 2 million Euros. It was allegedly being offered “without reserve” which of course was nonsense. Try placing a $50 bid!

The stamp has a slit at left side, and is re-perforated along the top.

So how much did it sell for? We may never really know, because one of the rules of this special private auction was essentially that publication of the alleged sale price was at the discretion of the buyer, and all others were sworn to secrecy!

Also the auction was essentially by

invitation only, to pre-qualified bidders. I believe I have written more on this stamp than

anyone else has - in the English language at least. In the past I spent days researching this stamp and

its sales history from the original discovery to the web of alleged “buyers” in recent decades who never paid for it etc.

It you type Sweden “TreSkilling yellow” into google, my article comes up as match number one.

I have spoken to David Feldman about it face to face in Washington DC, and by email. And wrote very long detailed columns on it here in December 2004 and May 2005 - both on my website.

Both are well worth reading carefully, to try and form a view on this stamp, and the totally bizarre “Auction” and ownership history over recent decades.

No Certificate?The stamp was not offered with an independent Philatelic Expert Certificate of any kind in the 1990 or 1996 Feldman Auctions.

Indeed I do not believe any Expertising Committee at any time has ever given this “Tre Skilling Yellow” a Certificate as being a genuine error of colour.

In 1974 the “Tre Skilling Yellow” was exhibited at the stand of Frimarkshuset A.B. the well known Swedish dealers in “Stockholmia 74”.

Museum for $US1,000,000. The curator Gilbert Svensson had always suspected it to be a forgery, and arranged for it to be handed over to a group of nine Swedish stamp experts to examine.

They decried it a fake. The dealer got detailed scientific opinions in 1975 that it was not, and stated so in writing.

I have never examined it, but my deep research into the stamp’s history makes me feel it is a genuine colour error, if I had to venture an opinion.

“Did not have the funds”David Feldman said in the superb book on the stamp, produced by the current owners: ‘It’s simple - I came up against three buyers in a row, all of them Swedes, who did not have the funds to redeem the stamps they’d purchased at our Auctions”’

This current offering cannot truly be an “auction” if it is not fully transparent, and a price not revealed to a public gallery. All involved are essentially sworn to secrecy.

And to suggest the “buyer” can later pretend the stamp is holder of a world record price is quite bizarre.

As it allegedly is being offered at “no reserve” a top bid of $100 could theoretically see the buyer still claim it is the “world’s most valuable item” by weight. What total NONSENSE!

Who knows, this time around, it may well get a legitimate buyer from left field, who pays a high price, and who wants a valuable plaything, and a media attractant.

Good for the hobby.I hope so, as it would be great for stamps if it gets wide publicity. A shame about the GFC, as a large corporation buying this and using it for promotional purposes would be good for them, and good for stamps.

However, some of the same old names seem involved recently, that were connected with the past several alleged “sales” of the stamp.

If one, or part of them, or a group of them, is the “new buyer” at a price no-one else can independently verify, there seems nothing to stop them (or others) stating it is now “worth” 2 or 3 or 4 or 5 or 10 or 20 million Euro I imagine, based on this recent “sale”?

Anyway, as this column is published, the “official” result will doubtless already be known. I’ll be interested to hear what the official result is.

Detectives believe dozens of the packages may have slipped through the Austrian postal system.

Gross auction for CharityReported Euclid InfotechBill Gross, who manages the world s biggest bond fund, is selling one of his most prized asset classes, rare European stamps.

Spink Shreves Galleries in New York will auction 159 lots from Gross’s stamp collection, with an estimated value of more than $1 million, on May 19 in New York. The proceeds will benefit Medecins Sans Frontieres.

The auction will be the sixth time in three years that Gross has auctioned stamps at Spink Shreves for charity. The first, in June 2007, totaled $9.1 million, benefiting Medecins Sans Frontieres.

Among the top lots is an 1849 Tete-Beche pair, with two faces, one inverted. It was valued at $235,000 by the Scott catalogue.

Chinese treasureReported in South China Morning PostZurich Asia sold a $2 stamp, issued by the Republic of China in the 1910s, for HK$1,035,000 at its spring auction. The stamp is one of about 50 that features a rare error - it bears an inverted image of

the Peking Hall of Classics. It was sold to a local collector bidding over the phone after four bidders pushed the price to a record for a stamp of this type and twice what had been estimated.

Louis Mangin, director of the auction house, said interest in fine and rare stamps continued to grow in Hong Kong.

Lawrence of Arabia - and of stampsReported in The Sunday TimesAN original sheet of stamps designed by TE Lawrence for a short-lived kingdom in the Arabian desert has been discovered in the Queen’s collection of philately.

The stamps, which are in proof form and are to go on public view together with a handwritten note by Lawrence, were designed for the Kingdom of the Hijaz, which covered the eastern coastal area of the Red Sea in modern Saudi Arabia and lasted from 1916 to 1924.

Lawrence, a highly educated Arabist who had carried out archeological work in Syria, was chosen to work with the rebels while he was posted at British intelligence headquarters in Cairo.

The original sheet of 50 stamps had been folded over so that it was hidden inside one of the 328 albums of the collection, started in the 1890s. It was found by a member of staff at the Royal Philatelic Collection.

“Lawrence was a decent artist as he was then employed in Egypt drawing up military maps of the country,” said Douglas Muir, curator of philately at the British Postal Museum and Archive. Lawrence’s three designs were all decorative, as Islam frowned on figurative images of humans or animals. They

A man’s Hutt is his castleReported in The AgeThe self-proclaimed leader of the Principality of Hutt River, Prince Leonard I, has this week been celebrating the 40th anniversary of his secession from Australia.

The Principality is a 75-square-kilometre wheat farm in Western Australia which was formed as a result of a dispute over the Wheat Quota Bill between a local farmer and the then WA governor,in 1970.

“The Western Australian government reduced our wheat until we were right out of the industry,” says the farmer in question, Leonard George Casley, who refused to comply with what he felt was the bill’s low production quota.

Today, Hutt River receives 400 to 800 tourists a week, all craving the treasured Hutt River entry and exit visa stamp in their passports or an actual Hutt River passport.

The crown prince and princess are due to appear in full regalia on a 40th anniversary celebration stamp, in which the royal heads will be sipping pink champagne, toasting their success. “It’s one of our best ones yet,” says the prince.

The stamps on sale in the ceremonial post office, which depict various members of Hutt River royalty as well as religious motifs, scientific achievements and important dates in the principality’s history, sell in sets of four to six for between $3 and $7.

The King of Nylon: ‘kingdom’ of Seborga ruled by hosiery heirReported in Metro.co.ukMarcello Menegatto, a hosiery heir, has been elected monarch of Seborga, a tiny Italian territory. His official title? His Tremendousness Marcello I. The 31-year-old former champion sailor is now in charge of the tiny self-proclaimed principality of Seborga in northern Italy, which has 360 inhabitants.

Seborga became symbolically independent in 1963 when Giorgio Carbone, who died aged 73 in November, was elected its head of state. He was the leader of the local flower-growers co-operative and argued that Seborga, a tiny village on the Italian Riviera, should be a separate state because it had never been included in the unification of Italy in the 19th century.

Seborga has its own currency, stamps and flag, though its population do vote in Italy’s national and regional elections and pay taxes to the central government.

Collector curbed by CustomsReported in DNAIndiaPhilately is a hobby that rarely lands anybody in jail. But Markand Dave, a philatelist and national

award winner has a very different tale to tell.

He was caught by custom officials with rare postal stamps while he was to take a flight from Ahmedabad, India to Frankfurt, Germany.

Dave had an invitation to exhibit his award winning collection in Europe. During the routine luggage check at the airport, custom officials came to know of his album containing the stamps.

He was immediately caught as he had not taken prior permission to carry the stamps outside the country. His collection also included postal stamps that were more than 100-years-old. Dave, who was booked under the Ancient Monuments and Archaeological Sites and Remains Act, 1958, was produced before the court of metropolitan magistrate, RC Joshi. He was sent to judicial custody.

USA stamp a breach of copyrightReported in Mondaq Business BriefingIn Gaylord v. United States, the Federal Circuit reversed a Court of Federal Claims decision that

a stamp issued by the United States Postal Service made fair use of Frank Gaylord’s copyright in the sculptures constituting part of the Korean War Veterans Memorial.

The Court also affirmed that the government was not a joint author in the copyrighted work. The Federal Circuit remanded for a determination of damages.

creating Gaylord’s Memorial involved critiques and suggestions by Cooper-Lecky, the Korean War

Veterans Memorial Advisory Board, and the Commission on Fine Arts. The final Memorial design featured nineteen stainless steel statues representing a platoon of foot soldiers.

After the Memorial was installed, a photographer, John Alli, took a photograph of the Memorial covered in snow. Alli obtained permission to reproduce the photograph from Cooper-Lecky, which held itself out as the owner of the copyright. Subsequently, the USPS paid Alli for use of this photograph on a 37-cent stamp commemorating the Korean War armistice and for retail goods such as commemorative panels and framed art.

The USPS did not obtain Gaylord’s permission to use the sculptures on the stamp or in any related goods. Gaylord sued the government for copyright infringement.

Weighing the factors, the Court found that, although the stamp did not harm the market for derivative works of The Column, “allowing the government to commercially exploit a creative and expressive work will not advance the purposes of copyright in this case.” Accordingly, the Court held that the government’s use of a depiction of The Column was not fair use.

Parlez-vous francais?Reported in MacLeans.caPakenham, Ontario is in the municipality of Mississippi Mills, but for Canada Post purposes it falls within the “National Capital Region” and therefore has to have bilingual postmasters, even though it’s a unilingual English village.

Mississippi Mills has about 11,000 anglophones and 500 francophones, and, given that the sub-jurisdiction has around 500 folks and operating on the assumption of a population distribution not

signifcantly different from the municipality as a whole, Pakenham would have approx 478 anglos and 22 francophones.

The acting postmistress, Jeanne Barr, said the only people who ever came in to buy stamps in French were undercover agents from the linguistic division of Canada Post. “They always do the same thing. They want two stamps,” she told the Ottawa Citizen.

Nevertheless, in December Ms. Barr was replaced as postmistress because of insufficient French, and offered a choice as a “rover” filling in for sick time and holidays at post offices within a 50-km radius or transferring to Kinburn and taking a 20-hour-a-week job as a rural-route mail deliverer.

Ms. Barr went to the media, kicked up a fuss, and got her termination put on hold-for now.

Ten-year-old Megan Brady was short-listed for the prize after judges read her letter to her Nan -

and last week she was chosen as the overall winner of the national competition.

Megan was amongst 13,000 UK-wide who wrote to their First Class Hero.

Nevada state stamp anomaly?Reported in the Las Vegas Review JournalCriticisms have been made of the new USPS Nevada state flag stamp which also features an ocotillo plant.....many claim this plant is not indigenous to Nevada.

It’s a long-accepted myth that ocotillos aren’t native to Nevada. Based on that, there was dismay that the Postal Service artist placed ocotillos on the new Nevada Flag stamp, instead of a plant that’s more representative of the state. The Joshua tree, the yucca, the bristlecone pine, sage (the state’s official plant).

Folks at the Nevada Native Plant Society are now saying you can find it in the southern tip of Clark County, but it’s not really a representative plant of Nevada.

“To be sure the plant’s Nevada range is limited and small, but it occurs here naturally, nonetheless.

Japan Post botches penguin stampsReported in the Japan TimesA regional branch of Japan Post has halted sales of a stamp sheet commemorating a new penguin facility at an aquarium in Shimonoseki, Yamaguchi Prefecture, after learning it mixed up two of the photos.

About 3,300 copies of the erroneous stamps, which come in sheets of 10, have been sold since April 1 in three prefectures in the Chugoku region. The names of the rockhopper and macaroni penguins at the Kaikyokan aquarium were on the wrong stamps.

The mistake was pointed out by a customer at the regional Japan Post branch in Hiroshima, which said it will swap the botched stamps for the

correct version free of charge until May 14.

Clovis woman’s mailbox delivers mystery Reported in Clovisindependent.comAn empty envelope postmarked 1912 placed a mystery in Nancy Born’s hands.

The 70-year-old Clovis woman opened her mailbox - which is locked and accessible only to her and her letter carrier - and discovered the enigmatic envelope.

It was resting on top of her mail and had a postmark of April 5, 1912, next to a red, two-cent George Washington stamp.

Even more strange, the envelope from the Remington Typewriter Co. in Los Angeles was addressed to “Mrs. Mary Brotman, R.F.D. 30, Burbank, Cal.” Born doesn’t know anyone by that name.

The U.S. Postal Service wants to reclaim the nearly century-old envelope - and possibly solve the mail mystery.

Double-embossed CoinsI don’t normally report on varieties, but occasionally I am attracted to some of the more obvious errors. Ernie Blake, a fellow member of the Waverley Philatelic Society in Melbourne, showed me a Centenary of Coins minisheet that had been embossed twice. It was quite distinct, particularly if you looked at the back. On the front of the 55c stamp the embossed word “shilling” appeared in the space between the original word and the emu. Chris de Haer reported on www.stampboards.com that he has some of these minisheets with single embossing misplaced 2mm vertically.

Grey MacquarieChris also pointed out that the Macquarie stamp in the recent Canberra Stamp Show multiple issue minisheet (see May Stamp News) has a grey background. The original sheet stamp and imperforate variations were brown. The Variations Statistics table below has been adjusted to take into account this extra variation.

This year’s Queen’s Birthday stamps depict a picture taken outside St.Andrew’s Cathedral in Sydney in 2006. Only two variations in this issue: A sheetlet of 10 gummed stamps and 10 self-adhesive stamps in a booklet. Single gummed stamps were available at some Post Shops.

KokodaFive designs celebrating the World War II Kokoda Campaign of 1942 were issued jointly with Papua New Guinea on 20th April. The variations in this issue are very similar to the Come to the Show issue in March. The gummed stamps were available in a se-tenant strip of 4 x 55c stamps, a se-tenant strip of 4 x 55c & $1.45c stamps, a block of 4 “Kokoda Today” stamps and 2 se-tenant blocks of 4 stamps. There were also 4 minisheets (3 of the minisheets with the blocks of 4 stamps were bound in the prestige booklet) and a gutter strip. The gutter contained 3 Pacific Medals and 2 Fuzzy Wuzzy Angels medallions. The stamps on the minisheets were a little darker than the sheet stamps. This was most noticeable on the $1.45 stamps (pictured). I have listed the dark grey $1.45 minisheet stamps as an image variation. The 55c self-adhesive variations were issued in a booklet of 10 and a roll of 100 stamps.

Stanley Gibbons have announced their recent acquisition of the mythological 1904 6d Pale Dull Purple (I.R. Official) which went on display on their stand (Number 79) at the London 2010 International Stamp Exhibition at the Business Design Centre, London in May.

Issued on 14 May 1904, the Edward VII 6d purple, overprinted I.R. Official, has earned the handle “Britain’s rarest stamp” due to the fact that it was issued on the very day that an official order came into effect withdrawing all official stamps from use.

The only known examples of this stamp in existence today belong to the Royal Collection

and one or two museums such as the National Postal Museum.

‘Examples of this rarity just don’t come on to the open market’ said Stanley Gibbons Director of Great Britain Stamps, Vince Cordell.

This wonderful philatelic treasure is the key stamp for any collector hoping to build a complete collection of Great Britain.

‘This is an extraordinary opportunity to acquire one of the rarest and most coveted stamps in the world’ said Mr Cordell.

This stamp is the only known example to have been in private hands, which came from a

collection in Switzerland in the 1950s and has been passed from one private collection to another before being offered to Stanley Gibbons earlier this year.

For these reasons, the 6d I.R. Official has become known as a ‘mythological’ stamp. Collectors from around the world, visiting the London 2010 International Stamp exhibition have been fascinated by this rarity on the Stanley Gibbons stand.

For those readers who have not seen these Desert Magic books, they are a large A4 sized book (stockbook sized) with thick white Spiro edge binding that as you can see allows them to lay flat. (There is a half sized one which is basically useless in our view.)

Irish Forerunners & Political Labels Part 4

Welcome to part 4 of this series. We finished off last month’s instalment in the middle of the 1914 Home Rule issues, having looked at the Anti Home Rule labels, so let’s jump straight into the 1914 Pro Home Rule labels.

The 1914 Pro Home Rule issue consisted of only three labels, all of them in the larger, ‘poster stamp’ size, similar to the first three Anti Home Rule labels that we looked at last month. So similar in fact, with the perforation gauge, sheet size and layout all being identical to their three ‘opposite numbers’, that even though the handbooks and catalogues don’t tell us who printed them, it seems perfectly reasonable to conclude that they were also the work of the Scottish Provident Building Society, the producers of the three similarly sized Anti Home Rule labels. And the similarities don’t end there, but more on that shortly.

The first design features an allegorical figure of Hibernia (not holding her harp for once, it seems to have floated up into the left corner of the design!) with her back to us, and her arms open, welcoming the dawn of a new day for Ireland. The inscription ‘Home Rule’ is at her feet, and the design is completed with a banner across the top stating ‘Greeting the Dawn’. This is arguably the brightest and most colourful of all the 1914 designs, being printed in shades of red, orange and yellow, all nicely contrasted with the bright green of Hibernia’s gown. All in all (in my opinion, anyway), a very attractive label! The second design is also quite colourful. It features a harp in yellow on a circular blue ground as it’s central element. This is surrounded by what appear to be branches and leaves, together with four small banners with the words ‘Mercy’, ‘Truth’, ‘Justice’ and ‘Peace’ in them. The design is completed by a blue tablet at the base bearing the inscription ‘Ireland Demands Home Rule’. The last of the Pro Home Rule Labels features a left facing portrait of John Redmond, and this label is where we find the additional similarity to one of the Anti Home Rule labels that I mentioned earlier. It features a large, left facing portrait of Redmond on a plain background, with ‘Ireland Demands Home Rule’ and a green shamrock at the base. It is printed in brown Fig 1. The design and layout is pretty much the same as the Anti Home Rule Carson ‘Large Portrait’ label that we looked at last month. It’s fairly

obvious from this that the at least these two labels, featuring figures from opposite sides of Home Rule argument, shared a common designer and printer. To me this seems rather odd, and makes me wonder who commissioned the production of these labels, and what their position was on the Home Rule issue. Ah, the fabulous, not to mention mysterious, things you can discover in your stamp album!

John Redmond was an Irish Nationalist politician. In 1914, when this label was produced, he was the leader of the Irish Parliamentary Party. He was described as a ‘moderate, constitutional and conciliatory politician’, and as such was probably seen as an excellent person to represent the Pro Home Rule cause on this label.

1916 Manchester Martyrs issueAs you might expect, with the Easter Rising, 1916 was another bumper year for Irish political labels. The first label (actually labels) is unusual in that it wasn’t intended to be a stamp in any conventional sense at all. In fact it was meant to be used as a small flag! The ‘Manchester Martyrs’ issue is in fact a se-tenant pair of labels, produced to be worn during ‘flag day’ marches that were to be organised in Dublin and elsewhere in order to raise funds for the families of men who had been arrested during and after the rising. The label was produced in pairs Fig 2, with the labels being divided by a vertical

rouletting. They differed from one another only in the order of the flag colours, which were printed across the two labels. At the left there was a column of orange, then white. In the centre was a solid block of green, which was twice the size of the orange areas, another white area, then another column of orange at the far right. This resulted in the colours being reversed, with the left hand label being orange/white/green, and €the right hand one green/ white/ orange. Centrally located on each label was the outline of a three leaved shamrock with the three ‘Manchester Martyrs’ shown in the leaves. Under this was the inscription ‘’God save Ireland’.

The Manchester Martyrs, William Philip Allen, Michael Larkin, and Michael O’Brien, were members of the Irish Republican Brotherhood, and

were part of a group that attacked a police van in Manchester in 1867, in an attempt to free the two Republican prisoners inside that were being transported to Belle Vue prison. During the attempt a police officer, Charles Brett, was shot and killed. Allen, Larkin and O’Brien were subsequently arrested, tried and executed for his murder. To some elements of Irish society they became heroic martyrs, and they can be found memorialised in this label, and

other similar items. This is certainly one of the scarcer of the Irish

political labels. The joined pair is catalogued in the 2009 Hibernian catalogue at €150, and I’ve seen premium condition examples sell in excess of this figure. The Hibernian goes on to say that ‘many forgeries and reprints of these labels are known’, so watch out, you’ve been warned!

It’s also interesting to note that Godfrey Phillips Ltd. Produced this exact design as a silk cigarette card. The cigarette card version does show up on eBay from time to time, usually described correctly as what it is, although sometimes offered incorrectly as the 1916 label. The cigarette card version is much more reasonably priced, usually selling for around

1916 Erie Puist issueThis issue consisted of eight labels, printed together as a se-tenant block, with seven of the labels featuring leaders of the Easter Rising: Patrick Pearse, Thomas Mac Donagh, James Connolly, The O’’Rahilly, Eamon De Valera, Con Colbert and Eamonn Ceannt, with the eighth label featuring a harp and shamrocks. The common elements of the design are a green, rectangular frame of shamrocks, with black photographic portraits in the centre Fig 3. The photographs are believed to have been taken from the Sinn Fein Rebellion Handbook, which was published by the Irish Times soon after the Easter Rising. The inscription, also in black, that appears in various positions on each label is ERIE PUIST I.R. There is some uncertainty as to the reason for the unusual spelling of ‘ERIE’. One suggestion is that the labels were prepared and printed hastily by sympathisers in the U.S.A., and it was simply a spelling mistake. This may well be the case, but the fact is that in Old Irish, ‘ERIE’ is a correct, alternate spelling of Eire, and this form of the word may have been quite deliberate. With almost a century having past since they were printed, I guess we’ll never know for sure!

The production of the labels was fairly amateur in nature, and they are roughly perforated 11. These labels are quite scarce individually, but as an intact, se-tenant block of 8, they are one of the highest price items in the Irish Political label area of collecting. One was offered in the MacDonnell Whyte Ltd Dublin auction in December 2009, described as ‘having slight adherences and one label with fault’, and still realised €650 + commission etc! The 2009 Hibernian states that ‘well centred examples of this issue are rare, and command a substantial premium’. The one sold by MacDonnell Whyte mentioned above was far from well centred, and it wouldn’t surprise me that if a well centred, fault free block were to come onto the market, the realised price could easily be €1500 or more!

Before we finish up for this month (sorry, I

know I said I’d cover up to the 1922 issues this time, bur we didn’t quite make it – you’ll just have to buy next month’s edition of Stamp News!) and move on from the 1916 issues, I just wanted to quickly re-visit one of the earlier issues. As you may recall from a couple of articles ago, both of the 1907 Sinn Fein labels were re-printed after the Easter Rising in 1916. One of the distinctive features of the 1916 re-issue was that both designs were now printed in sheets of 72. I thought you may be interested to know that one of these complete sheets of 72, in the much more common Cross of Cong design, was offered in the Whytes auction in April 2010. Vic RailsOk let’s start this month off with a rare railway revenue from Victoria [fig 1]. This 1879 1/- rarely shows up in collections especially used. It was conveyed by the Board of Land & Works and is from a set of 10 values 1d to 5/-. You may be able to see a faint grid like pattern in the background this also spells out “ONE SHILLING” as a security tint print but this was for some reason later removed in the 1882 issue of the same designs. Figure 1 is in a display of Victoria railway stamps shown by Francis Kiddle R.D.P. F.R.P.S.L. F.B.S.A.P. [also FIP Revenue Chairman] at a recent meeting of the Royal of London in Ireland. It should be noted several mint remainders exist from this series of railway revenues but there is nothing like a genuine used copy that has been stuck on a parcel and thrown on a train 130 years ago and has survived to this day. I guess I should mention the so called ‘secret marks’ on this issue. In the top left and right corner box designs at lower right and left of them are the letters ‘A’ and

‘9’ early revenue collectors who studied these marks came up with no solutions as to why they were present, my guess is they may have been some sort of die numbering system i.e. A9 = 1/- plate, I could be totally wrong [as has been know in the past!], who knows? Maybe you do reading this, if so please share what you know with us all.

NSW Beer Duty UpdateLast month I thanked Ray Pinniger for the heads up on a revenue collection, it finally arrived and just one of the gems [fig 2] from it is a New South Wales provisional Commonwealth beer duty. I believe this is the first provisional to show up as it was thought none had survived [till now]. The collection of beer duty in New South Wales became a Commonwealth concern in 1901 although the conditions and rates of the colonial acts continued until the Commonwealth Beer Excise Act, 1901 and the Excise Tariff Act, 1902 came into effect. Five provisional values were prepared by the New South Wales Government

Petrol RationDon’t you know there’s a war on! This used to be the cry of many when rationing was a war time necessity. One such ration was petrol. Because petrol ration ‘tickets’ look and feel like they belong in a Revenue or Cinderella collection [they don’t] the fact is they are just war time ephemera. That said most of us revenue collectors do have a selection of them.

George Shea a local Brisbane collector decided to finally put these in order, after many years he has come up with 387 standard tickets, further collating them into a great 43 A4 page monograph, listing all the colours, O.S. [Official Service] & D. [Defence?] [fig 3] overprints, the 100 gallon [fig 4] being most sort after along with all the emergency issues. One such emergency issue shown in the book is figure 5. George has included tick boxes to keep a record of what you have and what you are missing. Both State & Commonwealth tickets are fully covered with some printing records. There is no rarity rating or price guide but if you collect these you will know what would be a fair price to pay. George also lists all the application and licence forms he could get his hands on with many newspaper clipping of the time some showing forged ticket rackets, in one

such racket a policeman was sold forged tickets in a New South Wales pub the seller was found to have thousands of tickets in his bag. His asking price was 3d each. This monograph in full colour spiral bound can be purchased direct from the author at this email: [email protected] with a sale price of $35 plus $3 p&p it is a must have for the collector of these issues. The acknowledgments run to thirteen collectors [yours truly being one of them] and many Government departments.

I have added Mark Saxby’s super four frame perfin exhibit, lots of revenue perfins are included in it and it’s well worth a look, Mark entered this in the Canberra Show. David Coath the new president is straight to work by organising his daughter to get a stand alone web site up and running for the club. This will give the club the tools of the 21st century as it is well behind most other philatelic special interest groups where the sharing of information via the web and email is now the norm. I personally would like to see a members email list published in the bulletin [similar to the Revenue Journal] to encourage members to chat between themselves. Further a member’s wants page in the journal would not go astray and finally the auction needs to be on the web with collectors who are non

members seeing all the revenue and railway perfin issues they have been missing out on, these non members would have to join the club to bid which would no doubt increase membership.

June 20, 2010 will be an important day for the citizens of Gothenburg, Nebraska. At 8 AM a rider of the legendary Pony Express is expected to reach the tiny town with strong Swedish roots. Each year a rerun of the famous postal service is being organized. The Pony Express linked Sacramento in California with St. Joseph in Missouri for 18 months in the early 1860s.

This year marks the 150th anniversary of the Pony Express. On April 3, 1860 the first rider left St. Joseph with a bagful of mail for California. The riders travelled day and night and changed horses after some 20 to 30 kilometres. Numerous courageous riders and a large number of strong horses were needed to complete the journey in just ten days.

A myriad of problems could develop during the long ride. Bad weather frequently created major problems for the riders. The Pony Express existed from April 1860 until October 1861. The annual re-enactment of the ride has been organized for quite

some time demonstrating the huge interest in this pioneering postal service.

The town of Gothenburg is named after Göteborg in Sweden. The town was founded by Swedish immigrants in 1882. Today it is a town of some 3 600 people most of whom still have Swedish-sounding family names.

The Pony Express had two way stations in the neighbourhood of what was to become Gothenburg. These station buildings have been preserved and today many visitors come to the Pony Express Capital of Nebraska to find out more about life in the Wild West.

Way back in 1860 the situation was quite complicated in the United States. Several of the southern states planned to leave the Union as they were unhappy with Washington’s meddling in what they considered to be their own affairs.

California was developing rapidly attracting large numbers of people from the East Coast and also from foreign countries. Slavery was not

an issue in California but Washington was very anxious to keep California within the Union. There were postal communications between the East Coast and California but they were generally very slow. A railway existed all the way to St. Joseph in Missouri but from then on the roads were mainly primitive paths.

Russell, Waddell and Majors were three businessmen who owned the impressively named Central Overland California and Pikes Peak Express. In a bid to secure a profitable contract with the US Post Office they wanted to organize a fast postal service between St. Joseph and California.

The total distance was over 3000 kilometres. The riders would need to change horses at frequent intervals. No less than 190 way stations were established along the projected route and some 400 men were employed to man the stations. Some 200 riders were also contracted and the company purchased at least 500 horses (although called the Pony Express the company used a variety of

breeds).The company had advertisements published

in the newspapers to find suitable riders. The following ad copy is often found in books and articles about the Pony Express:

WANTED: YOUNG, SKINNY, WIRY FELLOWS NOT OVER 18. MUST BE EXPERT PONY RIDERS WILLING TO RISK DEATH DAILY. ORPHANS PREFERRED.

However, there is no evidence that this ad was ever printed. It seems to be a much later concoction. Nevertheless, it gives a good idea of the type of man needed to ride for the Pony Express – young, strong, brave and not too heavy.

The riders were offered $25 a week which at the time was pretty good wages. In 1860, an unskilled worker normally earned a dollar for a 12-hour workday.

Today we don’t know too much about the 200 riders. Buffalo Bill Cody made a lot to spread the fame of the Pony Express but there is no

hard evidence that he was one of the riders. Wild Bill Hickok has also been put forward as one of the riders but this is certainly not true as he was reportedly far too heavy.

The mail was carried in a mochila – a leather saddle cover. It was designed with a hole for placement over the saddle horn. In just a few seconds the mochila could be transferred from one horse to the next. Each mochila could be filled with approximately ten kilos of mail.

The riders encountered numerous problems. In

May 1860, the Northern Paiute Indians attacked and destroyed a number of Pony Express stations. Despite these problems the Express was generally able to deliver the mail promptly and on time. During its existence of 18 months the Express lost two riders with accompanying mail. One was killed by Paiute Indians and the other was thrown by his horse and killed.

Establishing and operating the Pony Express was extremely costly for the owners. Initially as much as $5 was charged for a ½-ounce letter.

In April 1861, Wells, Fargo & Company became agents for the Pony Express. They released the very first Pony Express postage stamps - $2 red and $4 green. They were in use from April until July 1, 1861. On the latter date the fees were halved and new stamps were released - $1 red, $2 green and $4 black.

These are exciting stamps all depicting a Pony Express rider speeding through the wilderness on his way to the next station. The stamps were lithographed by Britton & Rey of San Francisco.

In addition to the original stamps there was a reprint in 1897. The reprints show a number of differences from the original issue. There are also some 30 different forgeries of the Pony Express stamps. Fortunately most of these fakes are rather crude.

Shown nearby is a cover that was mailed from San Francisco on July 20, 1861. Wells, Fargo & Company carried the letter to Placerville where it was handed over to the Pony Express. The $1 stamp pays the fee from Placerville to St. Joseph. On August 1 the letter reached St. Joseph where it entered the regular mailstream. A note on the front of the cover indicates that it arrived in New York on August 5, 1861.

This certainly is a cover of great historical significance. Mystic Rare Stamps, one of the leading US stamp dealers, recently offered this cover for US $17.000.

The running costs of the Pony Express were enormous. An estimated $480.00 was spent during the 18 months the service operated. The incomes for that same period amounted to $280.000 resulting in a net loss of $200.000. In the early 1860s, this certainly was a considerable sum of money. From an economic point of view the Pony Express was a complete failure.

It is rather unclear exactly how many items of mail were carried by the Pony Express. I have seen figures ranging from 39.500 to more than 300.000. Considering that only some 250 covers exist today the first figure seems to be the correct one. Most covers in existence today were mailed from California to the East Coast. Covers going to California are a lot scarcer. It is my guess that many archives were destroyed in the terrible earthquake

that hit San Francisco in 1906.The Pony Express was surprisingly reliable; only

two mail bags were lost during the year and a half that the service existed.

What finally closed down the Express was the opening of the transcontinental telegraph on October 24, 1861. Two days later the Pony Express ceased operations.

When the transcontinental railway was opened in 1869 even faster and cheaper postal communications had been created. From now on the eastern and western states were connected as a single nation.

The Pony Express has always been a subject of fascination for stamp collectors and all those who take an interest in the exciting early years of the Wild West. Buffalo Bill Cody did a lot to spread a romanticized image of the Pony Express as it featured prominently in his Wild West shows. More than 200 books have been written about the Express in addition to thousands of magazine and newspaper articles.

The US Post Office marked the 80th anniversary of the Pony Express by issuing a rather dramatic stamp in 1940. However, the USA released a 2-cent stamp depicting a postal rider as early as in 1869 but as far as I know the design does not specifically refer to the Pony Express.

Rather interestingly, Wells, Fargo & Company resuscitated the Pony Express on August 11, 1862. However, the route this time was only from Sacramento to Virginia City. This service operated for a few years and three stamps were released. With denominations of 10 and 25 cents these stamps are still affordable today for those collectors who would like to own a piece of early Western history.

Throughout the centuries, mail has been carried by balloons, submarines, pigeons, rockets and many other means of transportation. However, it is the Pony Express which has always created the greatest interest not only for philatelists but also for the general public. And it is this huge and continuing interest which has prompted the good townspeople of Gothenburg, Nebraska, to make the most of their historic past.

This month’s column is a re run of the column I wrote in June 2005 on a little known area of Cinderella collecting, the fare validation stamps issued by the State Transport Authority of South Australia (STA). Members of the Cinderella Club of Australasia will have also received this article in the April edition of their journal.

There is not a lot known about these stamps and probably most people who used them threw the cards away after use. By the end of a year they would have been rather tatty anyway. I have certainly found the cards elusive.

It appears that this ticketing system was copied from the New South Wales Railways as I have seen one or two of the same type of card from there with stamps attached and with a date earlier than the South Australian ones.

The South Australian Railways commenced operation in 1856 and operated all state railway

services until the sale of the country services to the Commonwealth in 1975. The metropolitan Adelaide services then became part of the newly formed State Transport Authority (STA) which operated all Train, Tram and Bus services in Adelaide.

From at least the late 1800s to 1977 card tickets known as Edmonson tickets were used on all rail services. The earliest South Australian Edmonson ticket I have seen in a collection dates from 1888.

In 1977 the STA introduced flimsy paper tickets to replace the card tickets on all single journeys and retained the card tickets for weekly periodical tickets.

From 4 February 1978 the Edmonson tickets were withdrawn and stamps were used to denote fares paid for weekly and monthly periodical tickets on trains, trams and buses in the Adelaide metropolitan area. These stamps were affixed to a card ticket in a position corresponding with the week number on the stamp which then validated the card as a ticket for the period designated.

The stamps were printed in sheets of 25 on unwatermarked paper with rouletting as the separation. The printer was Alan J. Weatherall Pty. Ltd.

The 1978 issues were valid from 1 February printed on unwatermarked paper and rouletted or rouletted by imperforate. (Fig 1).

From 4 February 1979 the STA introduced a zone fare system on all of its rail, tram and bus routes and stamps were used for weekly and monthly tickets, (Fig 2). The weekly fares were:2 sections $1.60 2 zones $3.20 (1 & 2 or 2 & 3)3 zones $4.80

The use of the stamps was notified in Weekly Notice 4/79.

The denominations were changed, but the design and other production details were as for the 1978 issue. This followed for the early 1980 issue as fares were not altered, (Fig 3).

There was an increase in fares from 17 August

1980, (Figs 4 & 5). Fares now were;1 and 2 sections $2.401 and 2 zones $4.003 zones $5.60 per week.

The stamps were now printed on unwatermarked paper with a security background however the design remained unchanged. Stamps rouletted or rouletted by imperforate.

In 1981 there was a change in design to plain coloured background with unwatermarked paper and rouletted or rouletted by imperforate but with zone identification added. A new fare was introduced; Weekly Concession $1.60. Other fares were unchanged from late 1980.

In late 1981 the fares were increased to: 1 and 2 sections $3.20,1 and 2 zones $5.60 3 zones $7.20 weekly. (Fig 6).

The concession price remained at $1.60. An increase in fares from 31 July 1983 resulted

In 1986 the design was altered to show STA logo in colour as an underprint. Colours of overprint were introduced, black for weeks 1 to 26 and red for weeks 27 to 52. (Fig 8 & 9).

Fare increases from 10 August 1986 resulted in a new issue. The fares were now:2 sections $6.402 zones $9.60

3 zones $12.80.Children & Pensioners $3.20Student Monthly Concession $9.00.

The stamps were still printed on unwatermarked paper and rouletted or rouletted by imperforate.

The ticket validating stamps were withdrawn on 27 September 1987 when the Crouzet magnetic strip tickets were introduced.

The February magazine detailed the wide range of support services available from the APF that are available to individual collectors, stamp clubs or state councils. This support is supplemented by similar types of services from the various State and Territory Councils.

This month’s article will talk about a very important area in any modern-day activity, the insurances that are available to support our hobby and protect all those associated with it, either directly or indirectly. Important, yes, but possibly rather dry reading. The article will conclude with a look at the One Up Club.

There are currently two types of insurance available to cover club meetings, open days, exhibitions, and other philatelic activities, Public & Products Liability Insurance and Voluntary Workers Personal Accident Insurance.

Public & Products Liability Insurance (P&PL)It does not seem that long ago that many stamp clubs had their own P&PL insurance. In the 1990’s premium’s began to escalate quite rapidly, and some smaller clubs had to become self-insured. P&PL insurance is now a must as letting agencies insist that all of their tenants are adequately protected.

The State and Territory (state) Councils subsequently arranged P&PL insurance, but the amount of cover varied between states, and the increased cost of bringing this cover to a uniform value would be significant.

Consequently, the APF has negotiated a national policy with premium benefits flowing through to all participants. This policy was written by CGU Insurance through Austbrokers Countrywide and took effect from 13th July 2009.

The policy covers the APF Limited, all affiliated State & Territory Councils and all their affiliated Clubs & Societies. The Broker has been given a list of all Clubs & Societies in Australia so covered so that Certificates of Currency can

be issued. On an annual basis, the APF will advise the various state councils of their share of the premium, and the state councils in turn will invoice their affiliated clubs and societies. As each club pays their invoice, they are entitled to request a Certificate of Currency if needed.

A few salient points from the new policy are –Sum Insured - $20 million on each of Public

Liability and Products LiabilityExcess per Claim - $500.00 (APF to fund

annual excesses on claims to a set maximum)Extension - Property in the Physical & Legal

Control $250,000Member to Member - The policy does not

cover claims for Personal Injury or Damage to Property caused by any member of one of the Insureds designated in the Policy to any member of one of the other Insureds designated in the Policy.

As indicated earlier, it does make somewhat dry reading, but this P&PL insurance cover is most important to ensure the continuing viability of our many philatelic organizations, clubs and societies, and their associated activities.

Voluntary Workers Personal Accident InsuranceUntil recently there was no common approach to providing cover for our many voluntary workers, so essential to the successful operation of the state councils, exhibitions and other associated club activities.

It is always difficult to attract volunteer workers, and any financial security against possible injury can make this task just a little bit easier. This type of cover becomes even more essential to the hobby when we consider that most of our voluntary workers are retirees, with limited incomes.

An Australia-wide policy covering all voluntary workers of the APF, affiliated State & Territory Councils and their affiliated Clubs & Societies was taken out on 27th March 2009. At

this stage, the annual premium is being centrally funded by the APF. All state councils have a copy of this policy.

Some details of this new policy are –Scope of Cover - Whilst engaged in voluntary

work authorised by and under the control of the Insured including direct uninterrupted travel to and from such voluntary work.

Age Limit - 12 to 85 years.Waiting period - 7 days.Sums Insured –Death & Capital Benefits $20,000Weekly accident benefit - 85% of earnings up

to $300 (with a maximum of 104 weeks benefit up to 58 years of age, then reducing by age to 26 weeks maximum at 70 plus years of age)

Domestic Help / Student Tutorial (26 weeks ) $500

Non-Medicare Medical ($50 excess) 85% of expenses to a maximum of $1,000

Aggregate limit of claims in any one premium year - $1,000,000

To be covered, each organization must provide an attendance book which allows volunteers to register their attendance, showing the date plus times of arrival and departure.

The One Up ClubSome years ago the APF instituted the One Up Club - an initiative designed to assist international exhibitors to raise their exhibit’s medal level by one level – hence the name.

Initially One Up Club services were restricted to exhibitors who had achieved either a vermeil or large vermeil medal at an international exhibition. If they achieved the next medal level then this would mean either a large vermeil which gave them entrée into an eight frame international exhibit or would give them a gold medal which would increase the number of Australians at this level.

The concept is a fairly simple one - you send the APF Philatelic Development Officer

(PDO) a photocopy of your exhibit, together with a short synopsis of its exhibition history, plus a cheque for $50 to cover mainly postage and photocopying. The PDO will arrange for the exhibit to be reviewed by three experienced judges in the class of the exhibit. These judges will return the exhibit with notations and notes on how they feel the exhibit could be improved to achieve the next medal level. The PDO then returns the exhibit to you and the notes and you are then free to use the advice as you see fit. This service is far better than a few minutes in front of a frame at a critique session and which, even more importantly, may not be available at an international exhibition.

This service has now been extended to the national level. As a vermeil medal is the minimum requirement for entering an international exhibition, the PDO is inviting interested exhibitors who have previously attained a large silver medal at national level, and who would be interested in exhibiting internationally, to take advantage of the benefits which a One Up Club review can provide.

To participate simply mail a copy of your exhibit, together with its exhibition history, and a cheque for $50 payable to the APF, to The Philatelic Development Officer, APF, at PO Box 528 Cardiff NSW 2285. There are some interesting programs currently receiving consideration by the APF. One of these is an exciting project which will generate Youth activity on a national basis. Hopefully, this will be the main topic for discussion in next month’s article.

Bahamas

The Bahamas are a group of islands in the West Indies SE of Florida. Although once a colony, the islands have never been part of the British West Indies. Self-Government was introduced in 1964, and Independence was attained in 1973.

Small-sized ½d, 1d and 2½d stamps with the basic 1902 and 1912 designs using a profile portrait of King George VI were issued in March 1938. Other denominations in this design were released throughout that year along with three larger pictorials – 4d, 6d and 8d. The 8d denomination was adapted from the ‘flamingos in flight’ design of 1935. The set was completed by retaining the 1931 2s and 3s stamps featuring the Great Seal of the Colony. In 1941 increased postal charges required the switching of colours for 1d and 2d stamps, and in 1943 similar changes for 2½d and 3d values. A 10d yellow was added in 1946 to cover an increased airmail rate, and in 1952 the 2d was again changed, this time to green. There were final changes in 1952 when the colours of ½d and 3d stamps were altered. The many plate flaws on the ‘King’s Head’ stamps provide an interesting field for study.

Back in 1940 the 2½d stamp was changed to 3d for increased internal postal rates. Surcharging was undertaken by the Nassau Guardian newspaper.

Bahamas was the only colony to issue two long commemorative sets during the King George VI period. In 1942 the current definitives were overprinted by the Nassau Guardian ‘ 1492 LANDFALL OF COLUMBUS 1942’ in five lines. The issue includes a major variety ‘COIUMBUS’ on row 5/2 on the 4d, 6d and 8d stamps, and numerous other minor typesetting flaws. Although popular with philatelists, aesthetically the issue was a disaster because the stamps were severely disfigured by the 5-line overprint.

In 1948 a second commemorative issue of sixteen stamps marked the Tercentenary of Settlement in Eleuthera Island. The so called ‘Eleutherian Adventurers’ a group of religious dissident Britons from Bermuda were the first Europeans to settle in the Bahamas. This ambitious set was unusual as it was printed by the Canadian Bank Note Company without watermark and with the tacky gum commonly seen on Canadian stamps of the period. Unfortunately the stamps were delayed, missing the all important anniversary which occurred in 1947. All the designs, without the commemorative inscription were adapted by Bradbury Wilkinson for the 1954 Queen Elizabeth pictorials which were significantly improved by the use of two colours.

To mark the attainment of Self-Government the entire set was overprinted ‘NEW CONSTITUTION 1964’ - this was the third full length commemorative series to be issued by Bahamas. These were withdrawn after six months, and the original unoverprinted stamps again put back on sale. Later in 1964 a new printing of the 2d was issued on Block CA watermarked paper.

New pictorials were issued in 1965. The 3d value shows the same flamingo as on the 1935 and

1938 8d stamps, but without its companions and the lighthouse! Intriguingly however this lighthouse re-appeared on the 4d stamp alongside the liner, Queen Elizabeth. The new 10d stamp repeats the Parliament Buildings design shown on the 1954 £1 but has been improved with a closer view Later, in 1965 an increased foreign letter rate required the 8d stamp to be surcharged 9d.

The full set was surcharged with decimal currency in 1966, and was reissued exactly one year later with the new currency. There were some colour changes, and two design alterations. The old 4d featuring the Queen Elizabeth was replaced with the Oceanic (continuing to show the old lighthouse) on the 5c. The Conch shell from the old 10s stamp was re-designed on the $2 denomination.

From 1970, new printings of all denominations on much whiter (woodfree) paper were released as required, with the 12c, $1, $2 and $3 values available only at the Nassau GPO for just a few days before being replaced with new pictorials. Catalogues show a wide range of prices between some mint and used values, with mint 8c and 15c especially expensive!

New definitives were issued during 1971; in addition to local scenes, many designs featured flora and fauna of the islands. There were several watermark variations including some stamps without watermarks. New 16c, 21c, 25c and 40c denominations to cover changed postal rates were added later.

Although I usually close my collections around 1970, I have included the 1980 pictorials because of the fascinating kaleidoscope of historical events shown on these stamps. The set effectively provides a history from discovery in 1492 to Independence in 1973.

Bahamas participated in the general colonial omnibus sets from 1935 Silver Jubilee to 1967 UNESCO. One sheet of the 1963 8d Freedom from Hunger stamp was found in Nassau without the country’s name! In 1959 the first specific Queen Elizabeth commemoratives marked the Centenary of the first Bahamas stamps. This was followed in 1962 by two extra large, rather dull stamps marking the Centenary of Nassau, and . featuring the city’s library and cathedral. In 1963 the current 8d and 10d values were overprinted ‘BAHAMAS TALKS 1962’ to commemorate the Anglo-American Summit held by Prime Minister Macmillan and President Kennedy in December 1962. (they would be more relevant if issued during the talks!)
