1. Introduction 1.1 Project Overview

1.1.1 Worcestershire County Council (WCC) proposes to build a new parkway station at the intersection of the Oxford-Worcester line and the Birmingham Bristol line to the east of Norton Junction and north of Abbotswood junction.

1.1.2 The key rail priorities for Worcestershire County Council and its partners are:

To deliver improvements to rail services and infrastructure in Worcestershire to meet Central and Local Government’s expectation that the rail network should actively support economic growth;

To address Worcestershire’s current poor accessibility to and from London arising from the limited frequency and lengthy journey time of North Cotswold Line services and the minimal car parking capacity and opportunities for its expansion at county stations;

To tackle Worcestershire’s exclusion from the Cross Country network (Bristol-Birmingham- North West/North East). Despite the service passing through the very heart of the county, rail access is only viable by making connections at Birmingham New Street and Cheltenham Spa and this must be addressed. This severely restricts the County’s economic relationships with other parts of the United Kingdom.

1.1.3 All three factors lead to increased car use for strategic journeys which would otherwise be made by rail, as well as significant use by Worcestershire residents of alternative journey options from Birmingham International and Warwick Parkway and consequent additional and avoidable use of congested sections of the local and strategic road networks.

1.1.4 The current situation impacts upon the County’s economic competitiveness when contrasted, for example, with a neighbouring comparable county such as Warwickshire which has faster, more frequent and more accessible train services to London and direct access to regular Cross Country services to the Thames Valley, South Coast, North East and North West England.

1.1.5 The delivery of the scheme is a priority for Worcestershire County Council, the Worcestershire Local Enterprise Partnership (LEP), Chamber of Commerce, Members of Parliament and the Worcestershire District Authorities.

1.1.6 The scheme is aligned with agreed priorities, in particular in terms of economic growth in Worcestershire and is included in the adopted Local Transport Plan (LTP3), the Worcester Transport Strategy (WTS) and the emergent South Worcestershire Development Plan (SWDP): Worcestershire Parkway Regional Interchange.

1.1.7 The station is to be located on the B4084, 3.5 miles to the South-East of Worcester and 1.3 miles South-East of Junction 7 of the M5. The station is to be located at the intersection of the Cotswold Line, ELR OWW 116m 66ch between Evesham Station and Norton Junction and the Birmingham-Gloucester Line, ELR BAG (2) 68m 15ch between Bromsgrove Station and Abbotswood Junction. 1.2 New Stations Fund / Project Scope

1.2.1 In February 2013 a bid for funding the station was made to Department for Transport from the New Station Fund, (NSF). The bid was rejected because all NSF funds had been allocated and the project had not been progressed to Governance for Rail Investment Projects (GRIP) 3 status. Worcestershire County Council has subsequently procured CH2M HILL to progress the scheme to GRIP 3 with SLC Rail commissioned as specialist rail advisors. The project is expected to achieve GRIP 3 approval, in principle, by November 2014. Furthermore, WCC has approved funding for completion of GRIP 4, anticipated to be achieved by January 2015. WCC has provisionally been allocated funds from Worcestershire Local Transport Board and other sources via the Local Economic Partnership.

1.2.2 The high level scope of the project is to construct the new railway station; supported by:

London Paddington to Worcester and Hereford via Oxford services to call at the new single platform on the OWW line.

Initially all Nottingham-Cardiff services to call at the two new platforms on the BAG line and Bristol-Manchester services subject to further timetable modelling and completion of Kemble line doubling scheme.

1.2.3 The project is being promoted and delivered by WCC as a third party scheme with Network Rail providing asset protection and project management assistance.

1.2.4 Upon completion, it is intended that the new station ownership will be transferred to Network Rail for incorporation into the Railway Acceptance Board (RAB) and leased to First Great Western (who will become Station Franchise Operator (SFO) for the remainder of the Franchise).

1.2.5 The earliest date for completion of the station is December 2016 based on the current project plan.

1.3 Project Team

2. The Communications Challenge

2.1 The key elements of the ongoing challenge are:

Creating an environment where project parties (particularly the County Council, Consultants, Network Rail and affected train operators) are able provide an open and consistent approach to stakeholder management and communications through a clear and up to date stakeholder strategy plan;

Promoting advocacy for the proposals from key external stakeholders by engaging on an ongoing basis as the project progresses, communicating and promoting the benefits and dealing with any concerns in a timely way;

Developing and delivering an effective national lobbying strategy;

Publicising the project within the context of wider improvements in the Western and London North Western Routes. E.g. Great Western electrification, IEP deployment, Bromsgrove electrification and potential electrification between Birmingham and Bristol.

Ensuring passengers are aware of any planned disruption as a result of the works, in good time to be able to plan alternative travel if necessary;

Carrying out sufficient early consultation on industry change processes (including those to comply with Network Change and the Railways and Other Guided Transport Systems Regulations) to ensure a smooth passage of approvals, having first considered any reasonable requests for amendments to the scheme; and

Presenting a united front between WCC and industry stakeholders on the scope, delivery and ultimate operation of the facility, having resolved any differences prior to presentation to stakeholders / third parties / the public / media.

3. Communications Strategy

3.1 Strategy

3.1.1 This Communication Plan has been put together to pinpoint the communication channels that should be utilised to ensure all relevant parties are kept informed as the project develops.

3.1.2 Communications will be tailored to meet the needs of each stakeholder and will take into consideration the objectives for the scheme, (Maybe refer to these in beginning paragraphs?) which are to:

Provide improved links from Worcester to the North East/South West strategic rail network;

Provide car parking capacity to address current and projected suppressed demand for travel to/from London.

Promote economic growth in Worcestershire.

Encourage modal shift away from the private car; reducing congestion and enhancing air quality;

3.3 Objectives

3.3.1 The priority for each key audience will be to clearly explain what the project will and will not achieve, increase understanding, create a positive perception of the project, and to minimise any negative publicity for the project.

3.3.2 This will be delivered by WCC and SCL in partnership with the wider project team including Network Rail and the Train Operating Companies.

4. Implementation 4.1 Regular Progress Meetings

4.1.1 Communications Plan progress and implementation will be monitored via a standing agenda item on the monthly Project Management Group and Project Board meetings.

4.1.2 There will be face to face meetings and/or workshops held as required during project development and at the end of relevant GRIP stages to close out the GRIP products and services and confirm readiness to progress to the next GRIP stage.

4.1.3 Invitations to face to face meetings will be extended to;

4.1.4 Rail Industry stakeholders will be managed by both WCC and SLC Rail:

4.1.5 WCC will facilitate quarterly Stakeholder Board meetings with senior representatives from First Great Western, Arriva Cross-Country and Network Rail to smooth Project delivery.

4.2 Responding to Issues Raised

4.2.1 WCC in conjunction, partnership and agreement with SLC Rail, Network Rail and CH2M HILL will respond to any issues raised by the general public stakeholders:

4.2.2 Network Rail and Train Operating Companies, Government and Corporate Affairs teams, will respond to any issues raised directly with Network Rail by stakeholders only after agreeing with WCC, unless a pre-prepared brief or FAQ’s has been agreed.

4.3 Project Formal Engagement

4.3.1 WCC will be required to undertake a pre-planning public engagement exercise for the new Worcestershire Parkway Station. WCC will lead this exercise and will keep all relevant stakeholders informed and involved as appropriate with technical support from CH2M HILL. Public Information Events 1st – 21st October 2014 at The Hive, Wychavon Council Offices, Foregate Street, Shrub Hill, Evesham and Pershore Railway Stations, St Peters Tesco and Garden Centre, Norton Parish Hall.

4.4 Residents and User Group Meetings

4.4.1 WCC shall be responsible for managing any requirement for local resident/User Group meetings, including attendance at Community Forum meetings, Area Committees, promotion group meetings and ‘Good Neighbour’ boards.

4.5 Public Enquiries

4.5.1 All general enquiries will be channeled through the web address in the first instance. However, information will be provided to the HUB, to assist them in answering calls, prior to any work, which may cause disruption. 5. Media

5.1.1 WCC will ensure local media are aware of the project. A press release including supportive statements from stakeholders will be used to announce and provide updates on the project. If necessary, site visits and personal briefings will be used to inform key media about the project, highlighting positive achievements and the benefits to local residents and businesses which the improved train service will bring.

5.1.2 It should be noted that WCC will have a dedicated press/communications officer in place, supported by the wider Research and Marketing team, for the duration of the project to handle press enquiries, in partnership with Network Rail and the Train Operating Companies.

6. Timeline / Action Plan 6.1 Activities in the Project Plan

6.1.1 WCC shall establish the following stakeholder project activities in the baseline programme:

6.2.1 The Engagement Plan is included in Appendix D. This will include and pre-planning engagement.

6.3 Documentation Review

6.3.1 WCC shall establish a review of the Stakeholder Management & Engagement Plan every three months.

7. Budget 7.1 There is no specific budget for stakeholder management or communications and any

project costs are expected to be covered in the day-to-day management of the project. However, an outline budget of £10k has been identified to deliver the Public Engagement Plan, this will include any pre-planning consultation.

9. Project Communications Toolkit 9.1 The requirement for promotional materials is not required for this project, though this will

10k leaflets to be distributed at the start of the exercise and available at the exhibitions. This will be one of the main methods to enable members of the public to respond. . It will also contain information on the exercise (including the methodology and proposals) Complimentary pull ups to be displayed at the exhibitions The costs of the exercise will be £10k for project management plus production and distribution of materials etc. The costs of the exercise will mostly be for the printing and distribution of materials. Data Protection It is proposed to use existing resource for data entry. Coding and consistency checks to be agreed within the first week of responses being received. Analysing results and reporting will be undertaken by the BEC Consultation Team.
