Introduction
1.1. Project Background
Illinois Route 173 (IL 173) is an arterial highway located in northeast Illinois. The full length of IL
173 measures about 66 miles, with a western terminus at Illinois Route 251 in Machesney Park (near
Rockford) and an eastern terminus at Illinois 137 (Sheridan Road) in Zion. The project corridor is
located on a section in northern Lake County, roughly from Illinois Route 59 in Antioch eastward to
U.S. Route 41 in Wadsworth. IL 173 has two other names: Rosecrans Road and “The 173rd
Airborne Brigade Highway.” An attached location map indicates the project corridor.
The Illinois Department of Transportation (IDOT) designates a portion of IL 173, including the
project corridor, as a Strategic Regional Arterial (SRA). The SRA network is a regional arterial
system to carry high volumes of long-distance traffic. The SRA network supplements the regional
expressway and transit systems. In the 1990s, IDOT prepared studies for SRA routes that included
recommendations for the roadway cross sections as well as other improvements.
Within the IL 173 project corridor, the highway generally includes a two-lane cross section (one lane
per direction) with additional through lanes and auxiliary turn lanes provided at key intersections.
The majority of the project corridor contains an open drainage system with shoulders and ditches.
But a portion of the project corridor in the Antioch vicinity has a closed drainage system with curb
and gutter. The alignment of the project corridor is generally east and west, with two sweeping “S”-
curves located in Antioch. The profile is situated on generally level terrain. Business and residential
land uses are located primarily in Antioch and sporadically elsewhere in the project corridor.
However, the majority of the project corridor is located among agricultural land.
The project corridor includes intersections with other prominent roadways. It contains eight existing
traffic signal-controlled intersections: IL 59, IL 83, a Wal-Mart entrance, Deep Lake Road (CH 36),
Savage Road, U.S. Route 45, Hunt Club Road (CH 29), and U.S. Route 41. The Tri-State Tollway
(I-94) has a partial interchange with IL 173 with ramps on the south side. This allows entry from
either direction of IL 173 onto SB I-94 and exit from NB I-94 to either direction of IL 173. An at-
grade crossing of the Canadian National Railway (CN) is located on IL 173 just east of IL 83.
Due to concerns regarding traffic congestion and safety, IDOT initiated this engineering and
environmental study (Phase I Study) of the IL 173 project corridor. The goal of the study is to
develop solutions aimed at improving traffic capacity, mobility and safety. The SRA study
identified broad-based solutions that will be considered in the project development. However, this
Phase I Study will examine the project in greater detail and will include a full range of alternatives
including a “no-build” alternative (maintains existing conditions).
The proposed roadway improvement may have social, economic and/or environmental impacts.
This may include changes in travel patterns (during construction and post construction), right-of-way
acquisition, building displacements, water quality concerns, special waste concerns, traffic noise
(during construction and post construction), and air quality, among other impacts. The Redwing
Slough State Natural Area is located within the project limits north of IL 173 and east of Deep Lake
Road and IL 173 crosses Sequoit Creek west of Grimm Road. Previous studies near Sequoit Creek

and Red Wing Slough indicate that state threatened or endangered species may be present including
aquatic, terrestrial, and avian species. IL 173 is adjacent to Antioch Lake and the project could
impact this resource. There are numerous wetlands within the project limits that could be affected
by the project. Some of these wetlands are classified as Advance Identification or ADID wetlands
which are High Quality Wetlands based upon three functional values: habitat, stormwater storage,
and water quality. In order to engage the public thoroughly on these matters, IDOT will use a
Context Sensitive Solutions (CSS) approach for the development of the project. CSS involves
collaboration with stakeholders to develop effective transportation solutions that achieve these
objectives: fit into the project’s surroundings, preserve scenic, aesthetic, historic and environmental
resources, and maintain safety and mobility. “Stakeholders” are people who can be affected,
positively or negatively, by the project. In other words, these people have a “stake” in the success of
the project. Travelers, communities, businesses, elected officials, public agencies, emergency
services and many others are all potential “stakeholders” in the transportation system.
Public participation is an essential part of this Phase I Study. This Stakeholder Involvement Plan
(SIP) outlines a public involvement process that conforms to IDOT guidelines for CSS and the
Federal Highway Administration (FHWA) National Environmental Policy Act (NEPA). The SIP is
a framework plan that is both comprehensive and flexible based on project needs. Thus, the SIP is a
work in progress and may be revised at any time during the Phase I Study.
1.2. Context Sensitive Solutions
This project is being developed using the principles of CSS per the Illinois Department of
Transportation (IDOT) Context Sensitive Solutions Policy.
CSS is an interdisciplinary approach that seeks effective, multi-modal transportation solutions
by working with stakeholders to develop, build, and maintain cost-effective transportation
facilities that fit into and reflect the project’s surroundings - its “context.” Through early,
frequent, and meaningful communication with stakeholders, and a flexible and creative
approach to design, the resulting projects should improve safety and mobility for the traveling
public, while seeking to preserve and enhance the scenic, economic, historic, and natural
qualities of the settings through which they pass.
The CSS approach will provide stakeholders with the tools and information they require to
effectively participate in the study process including providing an understanding of the NEPA
process, transportation planning guidelines, design guidelines, and the relationship between
transportation issues (needs) and project alternatives. In other words, using the CSS process should
provide all project stakeholders a mechanism to share comments or concerns about transportation
objectives and project alternatives, as well as improve the ability of the project team to understand
and address concerns raised. This integrated approach to problem solving and decision-making will
help build community consensus and promote involvement through the study process.
As identified in IDOT’s CSS policies, stakeholder involvement is critical to project success. The
CSS process strives to achieve the following:
Understand stakeholder’s key issues and concerns.
Involve stakeholders in the decision-making process early and often.

Establish an understanding of the stakeholder’s project role.
Address all modes of transportation.
Apply flexibility in design to address stakeholder’s concerns whenever possible.
2. SIP Goals and Objectives
The purpose of this plan is to provide a guide for implementing stakeholder involvement for the IL
Route 173 project. The SIP will be used as a blueprint for defining methods and tools to educate and
engage all stakeholders in the decision-making process for this project. The SIP has been designed to
ensure that stakeholders are provided a number of opportunities to be informed and engaged as the
project progresses.
2.1. Stakeholder Involvement Plan Goals
The goal of the SIP is to actively seek the participation of communities, agencies, individual interest
groups, and the general public throughout the project development process. The SIP provides the
framework for achieving a general understanding and communicating the decision-making process
between the general public, public agencies, and governmental officials to identify transportation
solutions for the project. The following are goals and objectives of the SIP:
Identify all stakeholders, Project Study Group, roles and responsibilities of the project and
ensure an opportunity for meaningful input into the project’s development from beginning to
end.
Determine project context with stakeholder input and concurrence.
Identify transportation problems, which can and should be solved by the project, with
stakeholder input.
Establish timing and type of involvement activities. And establish Stakeholder requirements for
providing timely input to the project development process.
Identify reasonable alternative solutions to solve identified transportation problems with
stakeholder input.
Choose a preferred alternative solution to the identified transportation problems with
stakeholder input.
Treat all involved parties with respect and dignity, in a transparent manner and in a way that
ensures their input was duly heard and considered.
2.2. Stakeholder Identification Procedures
Per IDOT’s CSS procedures, a stakeholder is anyone who could be affected by the project and has a
stake in its outcome. This includes property owners, business owners, state and local officials,
special interest groups, and motorists who utilize the facility. Stakeholders for this project may
include, but not be limited to, the following:

Churches and schools within the project limits
Advocates for community and historic interests
Spécial interest groups (environnemental, etc.)
Elected/community officials

Environmental coalitions
Bicycle groups
Utilities
Others outside the study area with an interest in the project
This list of stakeholders is fluid and may be revised as warranted by the project. It is shown in
Appendix B.
Early coordination and/or meetings will be conducted with communities within the study area as a
means of identifying interested parties and stakeholders, including individuals, businesses,
community leaders, and organizations within each of the communities, townships, and counties. The
identification of stakeholders will be done through a combination of desktop searches and input from
local community leaders. It is anticipated that new stakeholders will be added to the initial
stakeholder list throughout the project. All stakeholders expressing interest in the project will be
added to the project mailing list, and will be able to participate in the process through various public
outreach opportunities. These opportunities include, but are not limited to, the project web site,
public meetings, newsletters, and press releases (see Section 4). The project mailing list will be
updated and maintained through the duration of the project.
2.3. Stakeholder Involvement Ground Rules
All stakeholder meetings will be conducted based on a set of ground rules that form the basis for the
respectful interaction of all parties involved in this process. These ground rules will be established
tentatively with the initiation of the SIP, but must be agreed upon by the stakeholders and, therefore,
may be modified based on stakeholder input.
The stakeholder involvement process will be governed by these principles:
The purpose of the SIP is to gather and duly consider input on the project from all stakeholders,
in order to produce the best solutions to any problems identified by the process.
All input from all participants in the process is valued and considered.

The role of the stakeholders is to advise the Project Study Group (further defined under 3.1
Project Study Group), which will make the ultimate decisions on the project. A general
understanding of stakeholder input on project choices is sought, but the ultimate decisions
remain in the hands of IDOT and FHWA.
All participants must come to the process with an open mind and participate openly and
honestly.
The Project Study Group (PSG) will make all final decisions, with the goal of seeking
stakeholder general understanding thereon.
All participants in the process must treat each other with respect and dignity.
The list of stakeholders is subject to revision at any time events warrant.
Minutes of all stakeholder contacts will be maintained by the PSG, with the content subject to
stakeholder concurrence.
The project must progress at a reasonable pace, based on the original project schedule.
All participants understand that topics will not be revisisted once the issues have been addressed
and a general understanding is reached.
All decisions made by IDOT must be arrived at in a clear and transparent manner and
stakeholders should agree that their input has been duly considered.
Members of the media are welcome in all stakeholder meetings, but must remain in the role of
observers, not participants in the process.
3. Project Working Group
3.1. Project Study Group
A Project Study Group (PSG) has been formed for this project by IDOT. The PSG is a multi-
disciplinary team organized to develop the project. The PSG will ensure that all Federal, State and
Local requirements are met as well as full implementation of the CSS process including the SIP.
The primary objectives of the PSG include the following:
Expediting the project development process by identifying project development issues.
Providing guidance for developing solutions to identified issues.
Promoting partnership with all involved parties to address identified project needs.
The disciplines and expertise within the PSG will depend on the context of the project. The
membership of the PSG is not static, but will evolve along with the project. The PSG contains both
public agency staff and consulting staff, as shown in Appendix A.

3.2. Stakeholder Involvement
Any stakeholder that shows interest in the project will be added to the stakeholder list, ensuring they
will receive newsletters (addresses required), meeting invitations, and project updates. The project
team will also be available to meet with stakeholder groups (Community/Technical Advisory
Groups) on a one-on-one basis throughout the project, if deemed necessary. In addition, stakeholders
will be informed about the project website where they can access information, submit comments and
view project updates
3.3. Dispute Resolution
IDOT is committed to working with all agencies and stakeholders in the study process to identify
issues early and seek consensus on disagreements.
IDOT is committed to building stakeholder consensus for project decisions. However, if an impasse
has been reached after making good-faith efforts to address unresolved concerns, IDOT may proceed
to the next stage of project development without achieving consensus. In the case of an unresolved
dispute between the agencies, IDOT will notify stakeholders of their decision and proposed course
of action.
3.4. Implementation
This section describes the general project development process and tentative schedule, project
activities, and associated stakeholder involvement activities.
3.4.1. Step One: Stakeholder Identification and Development of the SIP
This stage of the project development process includes various agency notifications, project
organizational activities, and scoping activities. These activities include, but are not limited to,
the following:
Assemble and organize the PSG.
Identify project cooperating and agencies.
Develop and publicly circulate the SIP.
Complete a community context audit. The context audit will identify unique community
characteristics that contribute to the project’s context and will need to be considered in the
project development process.
3.4.2. Step Two: Developing Project Problem Statement
This stage of the project consists of the identification of transportation problems in the study area
and the development of project goals and objectives. Project purpose discussions will focus on
providing stakeholders with background on known traffic safety problems or
congestion/operational problems, traffic forecasts, and their anticipated effects on future traffic
conditions. This will help set the stage for meaningful discussions about potential solutions and
needs.

This information will be used as the basis for the development of the project Purpose and Need
statement. This statement provides context and criteria for the development and screening of
alternatives to the proposed action. The statement of purpose and need under the CSS process is
reflective of not only a transportation needs assessment, but also of a statement of environmental
values, and community values. This purpose and need statement is essentially the foundation of
the NEPA decision-making process as it influences the rest of the project development process,
including the range of alternatives studied and, ultimately, the preferred alternative.
Activities in this stage include the following:
Commence with an informational meeting of the PSG with stakeholders to explain the
ground rules and gather input to begin developing a clear statement of the transportation
problems to be solved by the project.
Upon completion of a clear problem statement, opportunities for stakeholder review will be
provided.
Development of the project Purpose and Need statement; opportunities for stakeholder
review will be provided.

3.4.3. Step Three: Defining Alternatives
A range of project alternatives will be considered to address the project’s Purpose and Need. The
alternatives development process will be iterative in nature providing progressively greater
detail. Numerous opportunities will be provided for stakeholder input to the development and
evaluation of alternatives. Steps in the alternatives development process include the following:
Identification of alternative development procedures, planning and design guidelines, and
alternative evaluation procedures. This information will serve as the general guidance for the
alternatives development and evaluation process.
Identification and evaluation of initial reasonable alternatives.
Identification of the alternatives to be carried forward.
Evaluation of the reasonable alternatives to be carried forward.
Agency concurrence with the alternatives to be carried forward through the NEPA/ 404
Merger Process.
3.4.4. Step Four: Approval of Preferred Alternate
The process will continue with the identification and concurrence of the preferred alternative and
completion of environmental processing. Activities in this stage of the project development
process include the following:
Tentative identification of the preferred alternative based on stakeholder input.

4. Methods of Contact
A variety of means will be used to engage the stakeholders and the public as summarized. These
outreach methods will be used by the PSG to keep the public informed of project development and
to invite valuable input from stakeholders:
Community Advisory Group
To assist in the development of the environmental and engineering studies for the IL 131 study,
IDOT has proposed the establishment of a Community Advisory Group (CAG). The purpose of the
CAG is to provide input on specific issues of the Project through the Phase I process. The CAG
group consists of community leaders which may include elected officials, represented officials of
each municipality, as well as representation of environmental resource agencies. The CAG will
represent the views of the communities and county within the project area. The responsibilities of
this group include providing input to the study process at key project milestones (e.g., project
purpose and need, range of alternatives to be advanced for detailed study, and the recommended
alternative.)
The CAG may meet independently but mostly they will meet jointly with project task force groups
(described below) during the course of the project. The meeting program will be designed to
encourage timely and meaningful opportunities for input, and to encourage information sharing and
collaboration between the CAG, Technical advisory group, and the PSG.
Any community outside the study area that shows interest in the project, that is not part of the CAG,
will be added to the stakeholder list, ensuring they will receive meeting invitations, newsletters, and
project updates. The project team will also be available to meet with organizations on a one-on-one
basis throughout the project.
Technical Advisory Group
The technical advisory groups (TAG) provide a means for obtaining structured input from a diverse
set of stakeholders. The TAG will focus on technical aspects of the project development process and
will provide external subject-matter information and input which may include environmental, land
use, and transportation.
The TAG will comprise of stakeholders with expertise or technical interest in these areas. The task
force members may include CAG members, property owners, general public, or designated staff and
other governmental bodies, transportation agency, or interest group. The TAG members will be
identified by the PSG, with input from the CAG.
The TAG will meet throughout the project development process. The TAG input will be considered
and will be shared with the CAG. The TAG may be asked to address the CAG to help communicate
technical subject–matter issues. The meeting program will be designed to encourage timely and
meaningful opportunities for input into the project process.

Community / Technical Advisory Group Workshops
The SIP includes methods for collaborative involvement with all project stakeholders. Opportunities
for direct involvement and focused input will be provided in the form of a CAG and TAG. The
CAG/TAG will tentatively meet collectively for nine (9) workshops at key milestones of the project.
The workshops will be led by the IDOT and their Consultant, but are driven by the input from the
CAG/TAG participants.
The CAG will include voluntary representatives from the impacted local municipalities and resource
agencies. Although the CAG will generally be limited to one (1) voluntary representative from each
individual entity, its membership will remain flexible throughout the project development process.
As identified previously, the TAG will include special interest groups, businesses, property owners,
local organizations, and the general public. TAG meetings will be held on an as-needed basis and
could be considered as sub-committee task force meetings which would focus on specific topics,
such as transportation, environment and land use as examples. The results of these meetings would
be summarized at the following CAG Meetings.
Public Informational Meetings / Public Hearing
Public meetings (PM) and hearings provide an opportunity for the PSG to share project goals and
issues with the public at large. For IL 173, three (3) PMs and one (1) Public Hearing are planned as
described below:
PM #1 will focus on kicking-off the project, presenting the CSS approach and the intention of
forming a CAG/TAG. During this meeting, potential members of the CAG/TAG will be identified.
PM #2 will identify the problem statement and purpose and need of the project. It will also present
preliminary alternatives to address the purpose and need. At this meeting, the PSG will seek public
input on the purpose and need as well as the preliminary alternatives. PM #3 will present reasonable
alternatives that were developed from the leading preliminary alternatives. The PSG will seek
public input on the reasonable alternatives. At all PMs, public comments will be collected either by
provided comment forms, e-mails, letters or through conversation with the PSG.
The Public Hearing will present the preferred alternative, developed from the reasonable
alternatives. Public input will be sought on this alternative to identify any outstanding issues or need
for further refinement. Similar to the PIMs, public comments will be collected either by provided
comment forms, e-mails, letters or through conversation with the PSG. Additionally, the public
hearing will also have a court reporter available to record verbal comments.
Speakers’ Bureau / Small Group Meetings
Staff from the PSG will be available to present project-related information to interested civic and
service organizations, such as Rotary, the Exchange Club, Kiwanis and others. Staff will also be
available to meet with small groups to focus on specific issues and allow for more specialized
discussion. Relevant project information will be assembled in presentation format and updated on a
regular basis. These meetings would occur if requested.

Project Website
The project website provides easy access to project information such as background data, a schedule
of upcoming public involvement activities, minutes of previous pubic involvement activities and the
status of agency approvals. The PSG will update the website as warranted.

Newsletters
Project newsletters will be prepared at key milestones of the project, such as leading up to a PIM or
the public hearing. The newsletters would contain current project information and mail-back forms
appropriate for comments. The newsletters will be distributed to a mailing list based on the
identified Project Stakeholders and others who have notified IDOT of their interest in the project.
Elected Officials Meetings
Briefings will be conducted with local and regional elected officials regarding project progress.
These meetings may be held at key milestones or as requested. Appropriate summary project
material will be prepared for these meetings by the PSG.
5. Tentative Schedule of Involvement
The SIP includes a variety of project outreach and coordination as outlined above. The following
table includes a tentative schedule of CAG/TAG workshops, PIMs and the public hearing. The table
also includes the general topic of the workshop or meeting, as well as the objective of the meeting.
It is important to note that the target dates given are flexible and subject to change:

CAG/TAG meetings will be held on an as-needed basis.
6. Changes to the Stakeholder Involvement Plan
The SIP will be available to stakeholders for review at PIMs, the public hearing and on the project
website. The SIP is a fluid document that changes as the project warrants. The PSG will update the
SIP on a regular basis to reflect appropriate changes or additions. The PSG will advise stakeholders
of future SIP updates and will post these updates on the project website.
Updates to the SIP will include, but is not limited to, the following:
Maintaining a current list of Project Stakeholders.
Maintaining a detailed public involvement record that includes records of all stakeholder
contacts, meetings and comments.
Responding to stakeholder comments on the SIP.
