Program coordinators offer some spe- cific recommendations. Several suggest that a catchy slogan helps grab attention for the event. If the sponsoring site for the event, such as a mall, has a marquee sign, then posting a notice about the event the week before will help to boost participa- tion. And, a number of coordi~iators say that bill inserts are especially effective, although using this technique requires con- siderable lead time.

One coordinator of a mral recycling pro- gram found that placing attractive posters at county-run recycling drop-off centers is effec- tive, as patrons of such facilities are already in the habit of toting their secondary materi- als to a collection site.

Be prepared for more than you expect. While an e-scrap event commonly will attract 1 percent or fewer residents, many program operators are astounded at the alnount of materials generated (often more than 100 pounds per car on average) and how large surges of asrivals occur during the day.

Choose a highly visible and accessible location. Residents need to be able to find the event easily. Although it might seem more efficient to have the event occur at some indus- trial plant because of the donation of the site and equipment, such as a forklift, this may lead to lower participation than if the event occured in the corner of the community's largest shopping mall or in a high school pask- ing lot.

Spend considerable time addressing safety issues. Because some materials such as console TVs are bulky and heavy, care has to be taken in how scrap is handled. In addi- tion, because some of the equipment is dan- gerous, safety equipment should be provid- ed. This might include, for example, a first- aid kit, eye protection and an eyewash station,

Consider the needs of volunteers. You'll get many more volunteers if you make their day a little easier. Arrange for access to bath- rooms, or have a portable toilet on site. Have a break area available, preferably under cov- er. Make sure to have beverages to offer to volunteers, and consider providing lunch, such as pizzas.

If you are charging a fee or accepting donations of money, develop a manage- ment system. A change box is useful, as is a receipt book. Only specific personnel should handle financial transactions.

Bring a camera. After the event, you'll have a story to tell to decision-makers, the inedia and others. Don't nliss the opportuni- ty to capture the highlights of the event in pictures.

Arrange for the necessary equipment. Although each program is unique, some equipment commoiily used in other programs include:

Expect most folks in the morning. Data indicate that recovery volumes tend to taper off as the day goes on. Many residents go to an e-scrap event as the first chore on a weekend day.

Spread out the collection all day, Even though the mornings are busier, you'll naturally stagger the flow of material if you extend the collection period.

Cover the phones. If the media has promoted the program with your phone number, be sure to put a special message on your tele- phone answering machine or voice mail on the day of the event. You also might pIan to have a cellphone on site with the recorded mes- sage listing the cellphone number.

Carefully plan the traffic flow. A traffic plan needs to be devel- oped. For example, you want to minimize having staff and volun- teers cross traffic lanes. Often the local police department or city traf- fic planners can provide advice. Remember to set aside sufftcient space for volunteers and staff to park their cars.

Consider handling large generators separately. Those com- ing to the site with large loads, such as businesses or institutions delivering e-scrap in trucks or trailers, can clog up the flow. One good trick is to set aside at least one traffic lane for large genera- tors. Have traffic managers work at a greeting station at the head of the traffic lanes to answer immediate questions and direct vehi- cles to the appropriate lane.

Another strategy is to ask large generators to call the program office before the event. At that point, you can schedule them to come to the site the day before event (but do not publicize to the public that you are open that day).

Recognize that data collection is good and bad. Gathering data from participants will help you to analyze results and to plan future events. At the same time, data gathering can slow down the flow.

Keep them inside. To improve traffic flow and reduce chances for accidents, customers should stay in their vehicles. If the materi- al is in the trunk, ask for the key to open the trunk and remove the material for the customer.

Consider using tables. Many programs have found that using six- to eight-foot folding tables set beside the traffic lanes is easier on workers. The scrap items are set on the tables for counting and sort- ing. If a local reuse organization is allowed to capture useful equip- ment, their staff or volunteers can make a quick determination. From the table, nonreusable equipment can be moved to nearby pallets.

Rotate the jobs. Some e-scrap is surprisingly dense and heavy. Staff or volunteers unloading vehicles should rotate to other activi- ties on a frequent basis.

Plan for OCC and mixed paper. Consumers are told to keep the electronics box in case the item needs to be returned to the store or manufacturer. Thus, many participants in an e-scrap event will bring obsolete items in boxes, but many reclaimers require that products be placed in pallet-size Gaylord boxes or on pallets without the cor- rugated box. Thus, a container for old corrugated containers (OCC) should be available on site.

Also, most people think that if they deliver an antiquated, but work- ing computer, it will be reused, when in fact it will be recycled for parts and materials. As a result, they'll bring manuals to the event, so have a recycling bin available for mixed paper.

Utilizing a site with a loading dock is one possibility. Another is to use a pallet jack or forklift to move loaded pallets to the trailer (have the event on a paved surface) and then use a forklift or skid loader to put the pallets in the trailer. A pallet jack is used to move them within the trailer.

Strive to reduce the freight. Those filling Gaylords or stacking pallets need to try as best possible to make a tight pack. Each pal- let or Gaylord can hold about 500 pounds of e-scrap. For programs paying freight, this will reduce costs.

However, e-scrap is not the easiest material to handle. One recommendation is to use corrugated slipsheets (flat. pallet-size sheets of corrugated paperboard) in order to layer monitors on the pallet.

Carefully prequalify your service vendor. Not all e-scrap reclaimers employ environmentally sound practices. With serw ice fees commonly between 15 and 20 cents per pound, or $5 to $10 per cathode-ray tube (CRT), an unscrupulous vendor can win your contract, take the scrap to a distant landfill and still make good money. Figure out how the trailer will be loaded. How are you going to move the e-scrap from the ground into the trailer?
