DO YOU UNDERSTAND WHAT SHARED GOVERNANCE MEANS?“Share” means : a part or portion belonging to, contributed
by or owed by a person or group.
“Governance” means: the act, process or power of governing and the state of being governed.
The legal authority for both CUSS and the shared governance structures on all of the USM campuses comes from the MD Ann. Code. Education Article 12-201(a). Our BD of Regents were required to establish four shared governance advisory councils to the Chancellor including CUSS, CUSF, Student and the Presidents.

Continued:The MD General Assembly directed these councils serve
in an advisory capacity to the Chancellor and make reports/recommendations to the BOR under 12.201(b).
To implement 12-201, the BOR under its Bylaws , Article VI, set forth procedures for CUSS participation to the BOR. These By-laws re-affirm the statutory, advisory purpose of the Councils (staff, faculty, student and presidents). The role of CUSS is further amplified in BOR Policy I-6.00, Policy on Shared Governance in the University System of MD and I-3.50, Constitution of the

Continued:Council of University System Staff. Each institution was
to have cooperatively developed written processes and formal structures to provide for our own internal governance structure. In addition, the President and administrators were charged, at each institution, to regularly consult with the institution’s shared governance bodies, in accordance with accountability plans developed collaboratively by the participants, approved by the BOR and reported on annually to the Chancellor.

Continued:Conclusion: We have been given an excellent
opportunity to be involved in decision making on each of our campuses and to have a meaningful, advisory voice. What/how we use this opportunity determines how effective we can be both on our campus and within the USM and to make certain our voice is heard regarding the various staff issues that arise.
The only way our shared governance system will work is to have employees such as yourselves participate and commit to its purpose in our everyday work environment.

We represent about 624 (of the 911) staff employees campus-wide.
The constituencies are made up of Exempt, Non-exempt (NSTCB) and Contingent I/II staff.

FY-2009-10 AccomplishmentsRestructuring of the SU BOR Award Nomination and
submission processWorked with the President and Exec. Staff in finalizing the
Temporary Salary Reduction Plan (FY-2010)Successfully held an automated staff vote for the Colleges
Against Cancer Smoking Ban proposed by the Student Government Association; Results of the vote were submitted to the SU Consortium as 1 of the 3 voting bodies
Assisted in organizing the new SU Consortium and its Coordinating Committee (executive structure)
Successfully held a staff satisfaction automated survey on the FY-2010 Temporary Salary Reduction (331 responses) and submitted a formalized report to the president

2 Exempt seats, 1 Non-Exempt NSTCB seat, and 1 Contingent seat
All 4 seats have the same voting rights Nominations can be submitted to Paul Gasior after May 21, 2010

Surveys2 online surveys were taken this past year
Campus Smoking Ban Initiated by SGA. Staff voted 64% for / 36% against, with 170 respondents.
Furlough Survey – 331 respondents Highlights:
16% very satisfied and 45% satisfied with fairness of the plan. Most people were satisfied with closing 3 extra days at Winter Break and the 5
days at Spring break. 79% thought it better to close campus for furlough days.

Last fiscal year 2009, By-laws were revised and rewritten
Faculty Senate, Staff Senate and SGA all approved By-law revisions for the new Salisbury University Consortium
Faculty, Staff and Student elected members to serve on the 8 consortium committees
