STATION 3 – Community Sports Team Games/Practices, Community Fundraisers

Relay for Life – 24 hour

Events can bring community together

More opportunities for kids is a good thing

Outside organizations should be subject to the same rules as the school

Concern of sound during rentals, especially on Sundays (church services at Mills High)

Gates being locked at night

Can games start early? (not at 7:00pm)

Creative scheduling

Use of track by community at night

Use of field by soccer clubs (AYSO&CY)

8:30 might be too early

8:30 might be too late

Adult soccer clubs may be interested

Revenue generator? Lead to more events. Look at BHS.

Concern of outside users bringing in own sound

STATION 4 – Traffic/Parking, Litter

San Bruno Police Department CSO/explorers + Sheriff

Leadership/club students on traffic detail

Noise/bad driving after games

Official adult presence needed (currently very little)

Parent responsibility > sports boosters/volunteers)

Shortcuts/reckless parents/students -> not using upper lot

Need for car-management/regulation -> signage

Student-parking concerns (on the street)

Clean-up around the area

Night security: clearing + securing, stadium-area for vagrants

Park Blvd speeding > need for bumps

Sidewalk along park > behind softball field

Tennis court access

STATION 5 – Miscellaneous Issues

Lighting for other athletic program (e.g., swimming pool) locations on campus

With more lights, will the community be able to use fields more?

How will you increase security and safety of fields with increased public access?

Student athletes/other kids kept out of gangs by the use of sports

Tax dollar would be better spent on (instead of lights!):

Stadium Light Community Workshop Aragon High School, Monday, November 16, 2015 Notes from Idea Stations Updated 3pm, Thursday, November 19, 2015 (Corrections Highlighted)

Note: The following comments are in response to the DRAFT Administrative Policy presented to attendees at the November 16, 2015 stadium light community meeting. STATION 1 – Nighttime Football Games, Other School Athletic Contests

General Feedback

Lights on constantly even past clean up

6 night games for any sport each year

6 night games per sport

Noise of the students crowd noise besides PA system

Still concerned about glare of the lights and light pollution

Include a natural barrier to help reduce pollution (large trees, maybe Sequoias, like Central Park)

Drug activity increases. With night games selling drugs will increase.

Graffiti evidence on property/vandalism

Lack of lighting creates safety issue.

More light increases more active positive use. Safer environment.

OFF should be OFF

Neighborhood litter. Drug paraphernalia around neighborhood yards.

PA concerns. IMMEDIATELY

Solutions

More security around campus

More enforcement around school with lights

Plant trees

Call game when it gets dark

Disconnect a couple speakers or reposition to point towards the school

Sweep neighborhood for students loitering

School penalties for not following guidelines of draft (timer for competition mode) Questions:

How does PD track complaints and issues?

Who do you call if lights are not off at scheduled time?

STATION 2 – School Team Athletic Practices, Other School Related Activities (e.g., graduation) Possible challenges:

Number of nights lights on: November Fall/Winter May

Is 8:30 too soon?

Why not Fridays?

1.5 Hours 3:45 – 5:15 5:15 – 6:45 6:45 – 8:15

2 hours 3:45 – 5:45 5:45 – 7:45 7:45 – 9:45

2.5 hours 3:45 – 5:45 5:45 – 7:45

3:30 – 6:00, 6:00 – 8:30

STATION 3 – Community Sports Team Games/Practices, Community Fundraisers Issues

Long fundraisers – too invasive

Number of nights/day use

Accountability for rental income – where and what

Any rental has local discussion (only 2 events fundraisers per year)

Parking. Define parking area.

Time of lights on

Gate availability – when

More fundraisers and evening games/practice

Usage of fields Solutions

Saturday – all day, more people

Cap # of games

Pay premium for use

Time of day

Cap #; no midnight

Appropriate use of funds

Need # total of school events, how many rentals, cap days & time

More parking. Need busing.

Define area.

4:45AM lights on?

Permit parking

Usage only for school/student sports STATION 4 – Traffic/Parking, Litter

Improvement on litter in last couple of years – this needs to be continue as/if usage increases

Engage students in shared responsibilities on clean-up

Increase number of differentiated receptacles (e.g. recycling, paper, trash) inside/outside and frequent emptying to ensure convenience

Overflow parking with night events or weekend soccer – not outrageous (Aragon), but need to be attentive to this issue

How can we improve neighborhood parking?

How can we ensure numbers of events are reasonable?

Concern over younger students attending games and littering – or on the way home work with sister school district

During contests (day & night) participants & patrons illegally parking with Woodlake (trespassing) (San Mateo) communication between SMHS/SMUHSD and Woodlake on enforcement

How will this be impacted by new D.O. building?

Increased volume of people during game times has led to “improper activities” communication, cameras

Observation of unsafe driving around football games how can we improve enforcement? Working with SMPD (e.g. SROs)

STATION 5 – Miscellaneous Issues

How much will fields be rented out and to who?

Address children sleep issues caused as a result of noise/lights from the field

Study impact of lights/noise on nearby bedrooms/children

Crime/vandalism during night activities

Need more lighting to raise safety on campus so public can safely take advantage of school facilities/field

Use lighting and more school activities at night to strengthen school spirit and reputation. This will raise property values in the neighborhood.

Request light-ray diagram for a 3-pole per side installation. Burlingame High School has 3-poles per side, which is fine for night games. Why are 4-poles per side presented as the only option?

Request no night rentals to outside groups. Community fundraisers can be done Saturday during the day for students only.

Stadium Light Community Workshop Hillsdale High School, Monday, November 30, 2015 Notes from Idea Stations STATION 1 – Nighttime Football Games, Other School Athletic Contests

Friday night games until 10pm

“Earlier” should be “later” -> bullet #4

Lights off at end of contest – when done

Increase number of home games to six

PA should be able to properly announce the event for football * all other events

Monday – Thursday= 9pm

Tree belt

Rivalry game on Saturday STATION 2 – School Team Athletic Practices, Other School Related Activities (e.g., graduation)

Key event= Graduation

No lights June & July for school events

District and school websites “inform the Community” STATION 3 – Community Sports Team Games/Practices, Community Fundraisers

Hold outside groups to same criteria and limits as school

Are there ways to keep lighted fields on weekend for community access?

Consider opening fields/light until 9:00/10:00. Looking at Burlingame as model.

Consider turf on upper field soccer

How do we ensure security?

Hopeful that the field is open to community sports – activities

Alleviate overcrowding

No buffer between school and community

Rentals are at odds with some goals: students’ academic success + late starts

We shouldn’t allow midnight fundraisers

Encourage parking in lots

Concerns about outside P.A. systems – will they be worse than schools’? STATION 4 – Traffic/Parking, Litter

Ensure pathway lighting between parking & venues

Increase parking to accommodate population growth

Additional receptacles for trash at all units and PR campaign RE: litter

Designate parking for away bus drop/pick so they’re NOT in neighbor’s lawn

Utilize all parking lots, including Del Monte, for buses and visitors (communicate signage)

Signage pointing visitors to sports venue from parking

Ask home fans to leave space for visitors

Create 2nd ticket entrance to facilitate parking and access to fields

Encourage parking on the campus

City might limit parking around campus

STATION 5 – Miscellaneous Issues

Lighting from locker room to playing field. Same with parking areas.

Community fundraiser: midnight time limit for rental activities exceeds the 9:30 limit for other uses (school). Be consistent.

Police and policy for nighttime events

Need lighting for parking lot safety

Low lighting for track so community can walk/jog (e.g., SMHS)

Park school buses at 31st Avenue lot

Rent parking space and transport game attendees to football games

No community fundraisers at Hillsdale. We don’t want to open that door.

Community fundraisers: increase % of money raised to go to school

Require community fundraisers to hire security in order to get permit

Prequalified list of security outfits

Tree (tall) around stadiums – good sound and light buffer, and aesthetically pleasing. Also, might buffer wind.
