House Bill 3 Requirements
HB 3 Requirements:
• Focus is on college and career readiness
– Goal is for Texas to become one of the top ten states for gradua;ng college-‐ready students by 2019-‐2020
• All assessments from grade 3 and up must be linked to the next assessment
• Algebra II and English III are capstone courses
STAAR Design: Grades 3-‐8
Grades 3-‐8 STAAR: • Longer, more rigorous exams linked to EOCs
– Focus is on higher-‐level thinking • Four-‐hour ;me limits
• Two-‐day wri;ng test
• 8th Graders taking high school courses will take 8th grade STAAR and the EOC
• Same subjects and grade levels as TAKS

End-‐Of-‐Course Exams (EOCs):
• Current high school students will graduate under TAKS tes;ng requirements
• EOC gradua;on requirements begin with 9th grade class in 2011-‐2012 (Current 8th graders)
• EOC counts as 15% of a studentʼs final grade in associated course (Will cause grade repor5ng concerns)
• Retests will be offered at the end of spring, summer, and fall
End-‐Of-‐Course Exams (EOCs):
• Targeted, course-‐based exams, not grade-‐specific
• Four-‐hour ;me limits
• Two-‐day ELA exams
• Tes;ng days will increase from 25 days to 45 days
• Last week of April will be TAKS; 1st and 2nd full week of May will be EOCs, causing UIL, AP, and other conflicts

Performance Standards:
• Performance standards for STAAR grades 3-‐8 will not be set un;l fall 2012
• Performance standards for EOCs will be set prior to test administra;on in spring 2012 so EOCs can be scored (due to 15% rule)
Higher Gradua;on Standards
Gradua;on Requirements: • To graduate, a student must achieve a cumula;ve score that is at least equal to the product of the number of EOC assessments taken in that content area and a scale score that indicates sa;sfactory performance Example: 3 tests x 70 (passing points) = 210 required
cumula;ve points • A student must achieve a minimum score, as determined by the commissioner, for the score to count toward the student’s cumula;ve score, or the assessment must be retaken This may change if HB 500 becomes law.
• A student is not required to retake a course as a condi;on of retaking an EOC assessment
• A school district shall provide accelerated instruc;on to each student who fails to perform sa;sfactorily on an EOC assessment

Changes to HB 3
HB 500: • Students in 8th grade taking a high school course would
take the EOC but not the grade level assessment • Creates a pilot program to allow campuses to exempt
students performing sa;sfactorily on 3rd and 5th grade math and reading STAAR from taking the exams in 4th, 6th, and 7th grades
• Changes gradua;on requirements by requiring passage of four select EOCs rather than all twelve and eliminates point system requirements (for minimum and recommended plan)
• Makes 15% EOC grading policy op;onal • Extends TAKS transi;on period
