Major Impact Traffic Incidents and Mitigation

8/3/2014 (Sunday)

Time: 10:49 am – 1:41 pm

Location: St. Louis County – Westbound Route 364 before Arena Parkway

Event: Other An abandoned vehicle was left running in the lane near the Veterans Memorial Bridge. The area was turned into a crime scene by police accounting for the majority of the closure. The woman driver was found alive ¾ mile downstream from the bridge.

Estimated Initial Impact: 1 of 5 travel lanes affected.

Action: MoDOT Emergency Responders, MSHP and MSHP Water Patrol, Coast Guard, St. Louis County Police Crime Unit, rescue helicopter and Canine Division, Pattonville Fire Department and a tow responded to the scene for traffic control and search and rescue operations.

Result: Motorists Assist and DMS messaging were used to mitigate the traffic impact. Time of day and day of week lessened the traffic impact. Vehicle was towed and traffic returned to normal flow after the lane cleared.

Major Impact Traffic Incidents and Mitigation

8/5/2014 (Tuesday)

Time: 12:51 am – 4:30 am ***Fatal***

Location: St. Louis City – Eastbound I-70 past Goodfellow

Event: Emergency Vehicles Fatal single vehicle crash occurred around 12:30 a.m. on I-70 at Riverview. Vehicle was traveling at a high rate of speed when it lost control and began swerving. The vehicle then crossed all lanes of traffic and struck a guardrail, fence and median. The car rotated and traveled backwards down an embankment and through a fence onto Riverview.

Estimated Initial Impact: 4 of 4 travel lanes affected.

Action: MoDOT Emergency Responders and Maintenance responded to assist with traffic control. St. Louis County Police conducted crash reconstruction, TMC posted DMS messaging along with notifications to EOC, Motor Carriers and Incident Management Coordinator for closures. Motorist Assist/Emergency Response assisted with traffic control. Result: A man was found dead at the scene. The driver and two other passengers were transported to a hospital where they were listed in critical but stable condition. State damage to fencing, guardrail, and median occurred. All I-70 lanes were shut down for crash reconstruction. Traffic returned to normal flow after the incident cleared.

8/6/2014 (Wednesday)

Time: 4:56 am – 9:19 am ***Fatal***

Location: Franklin County – Eastbound I-44 past Route JJ/W

Event: 3+Vehicle Collision A multi-vehicle crash involving a wrong-way motorist traveling westbound in the eastbound lanes of I-44 crashing into an SUV pulling a trailer with a motorcycle. Eastbound motorists trying to avoid the wrong way driver swerved and collided with 3 cars, 1 pickup truck, and a tractor-trailer. Estimated Initial Impact: 2 of 2 travel lanes affected. Action: MoDOT Emergency Responders and MoDOT maintenance crews set up traffic control for crash reconstruction and a smooth transition to the diversion route. MSHP, MSHP crash reconstruction team, St. Clair Fire and EMS and 4 tows from Vogelsang and Hoffman tows responded to the scene. TMC posted incident notifications on highway boards in advance of the incident and posted a notification on the traveler information map. MoDOT’s Work Zone Coordinator was notified along with motor carriers and EOC. Result: The wrong-way driver was ejected from his vehicle and fatally injured. Crash resulted in 4 other injuries. The motorcycle was thrown from its trailer. No safety device was reported in the investigation report. The closest entrance onto the interstate from the crash location is the middle median rest area. State damage occurred to guard rails and posts. Traffic was diverted at Mile Marker 223 to the North Outer Road and back on I-44 at Mile Marker 225 for crash reconstruction. Traffic flowed well on outer road with time of day and distance of incident from Saint Louis, negating the impact on morning rush traffic.

8/14/2014 (Thursday)

Time: 9:07 pm – 12:14 am ***Fatal***

Location: St. Louis County – Northbound I-270 at I-70

Event: 3+Vehicle Collision A fatal 3 vehicle crash occurred with 2 cars and a motorcycle. A Police Officer attempted to stop a motorcycle. The motorcyclist outran the officer at a high rate of speed and crashed into a northbound vehicle. Motorist Assist helped provide traffic control.

Estimated Initial Impact: 4 of 4 travel lanes affected.

Action: MoDOT Emergency Responders and MoDOT maintenance crews set up traffic control and assisted St. Louis County, Maryland Heights Police with the total closure. St. Louis County Police conducted Crash reconstruction and Maryland Heights Fire and EMS responded to the scene to treat the injured. TMC posted incident notifications on highway boards in advance of the closure and made notifications to MoDOT Incident Management Coordinator, EOC, Motor Carriers, Area Engineer and Community Relations.

Result: Motorcyclist was killed during crash with one other injury coming from the two other vehicles involved. All Northbound I-270 lanes were closed for crash reconstruction. Traffic was advised to seek an alternate route. Traffic returned to normal flow 2 minutes after the incident cleared.

Major Impact Traffic Incidents and Mitigation

8/26/2014 (Tuesday)

Time: 7:36 am – 9:51 am

Location: St. Louis City – Eastbound I-270 past Riverview Road

Event: Two vehicle crash at Mississippi River

Estimated Initial Impact: 1 of 2 travel lanes affected.

Action: Crash responded to by Illinois State Police (ISP). TMC posted incident notifications on highway boards in advance of the incident and notified ISP for response. MoDOT Emergency Responders assisted ISP with traffic control and a tow responded.

Result: Lane 1 of Eastbound I-270 into Illinois was closed causing a queue into Missouri. Traffic was moving in lane 2 with a queue to Riverview Road. Delay of tow arriving through queue contributed to incident clearance time. Queue eased after 9:15 am and traffic returned to normal flow 10 minutes after the incident cleared.

Readings from every detector on the interstates in the St. Louis District are used for this comparison. An average 24 hour volume value is determined for each route and direction per month. The average values are then combined for a total 24 hour volume. The values presented represent the number of vehicles on the district’s interstates on the average weekday for each month.

Tower Grove Project

The Tower Grove Project on I-64 in downtown St. Louis was completed in late August with the

opening of the ramp from westbound I-64 to Boyle Avenue. The $17.9 million project, which started

in early 2013, was designed to improve traffic flow in and around Kingshighway Boulevard to BJC

hospital. The project:

Replaced bridges at Taylor, Newstead, Tower Grove and Boyle Avenues

Constructed a new interchange at Tower Grove/Boyle

Added two new ramps at Tower Grove and Boyle to support the existing ramps

Built a new roundabout south of I-64 on Tower Grove Avenue

Installed signals at the westbound entrance and exit ramps at Boyle, and at the intersection of

Boyle and Papin

Realigned and installed signals on Clayton Avenue at Tower Grove and Boyle to coordinate

interchange traffic

Built new I-64 pavement between Kingshighway and Newstead and resurfaced I-64 between

Newstead and Sarah

Washington University Medical Center and BJC Healthcare partnered with the department on

funding the project.

New Arterial Travel Time Index

Arterial mobility is measured by a travel time index, or TTI. These arterial travel times are in a similar format to freeways. Data from MO Route 141 and US Route 67 are presented for both the AM/PM peak for North and Southbound directions. An explanation of how this effort is being completed is included in the following paragraphs. Arterial TTI for a segment of roadway over a peak period is calculated by dividing the average travel time by the expected travel time. The expected travel time is simply the length of the segment divided by the posted speed limit. Due to signalization of arterials, determining a true free flow speed is not practical. For this reason, the posted speed limit is used rather than the free flow speed. A value greater than 1.0 means the average travel time during the peak period is longer than the expected. Because arterial travel times are measured over a segment rather than at a point, the TTI charts display one index value for the entire segment. This means the TTI will be displayed as a straight line between measurement points rather than as a slope from one line to the next as shown on the freeway charts. The travel time indices being presented are the current month and the previous month. A comparison of the previous year will be added as soon as the information is available for analysis. Arterial mobility on MO Route 141 was introduced first, with US Route 67 the second of several instrumented arterial routes to be added in the future. Eventually, as more routes are added to the report, the arterial travel time index will be displayed on a color coded map similar to the freeway mobility map.

8/6/2014 (Wednesday) PM Peak

Location: MO 21 @ Mattis Road (south of I-270)

Event: Intersection crash at Mattis Road caused the Southbound I-270 off-ramp to back up

Time: 5:30 pm ­ 5:45 pm Total Time: 0 hours 15 minutes

Action: At 5:30 pm the PM Peak timing plan 3/1/1 was adjusted to give 19 additional seconds (100 second CL) to the Southbound off-ramp by taking time away from mainline Route 21.

Result: The additional timing allowed the Southbound off-ramp queue to quickly clear. At 5:45 pm the timing change was reversed.

Work Zones Whenever additional travel time is reported, this additional time shall be evaluated using this chart and adequate mitigation measures should begin within the parameters of this chart. TMC and field personnel are partners in the mitigation of traffic and notification of additional travel times should trigger the appropriate response from both parties. Chart is designed to be an additional travel time reference to establish parameters for gauging the travel impact through work zones and to provide guidance for taking mitigation actions. Travel times can be collected or reported via Blue Toad technology, field personnel, call reports, ITS, TMC cameras, etc. Major and Moderate impacts trigger an IAR (Immediate Action Required) event. IAR means work zone user and TMC partner together to take immediate actions to reduce or eliminate distress. During an IAR event mitigation procedures can range from increased driver notification up to and including removal of work zone. Additional mitigation procedures may require involvement of administration through use of the work zone resolution ladder. IAR event can be upgraded or downgraded as conditions change.

Incident Levels

Major Impact Traffic Incident – Road closure > 2 hours Major traffic incidents are typically traffic incidents involving hazardous materials, fatal traffic crashes involving numerous vehicles, and other natural or man-made disasters. These traffic incidents typically involve closing all or part of a roadway facility for a period exceeding 2 hours. Moderate Impact Traffic Incident – Blocked travel lanes/closure 30 min – 2 hours Moderate traffic impact incidents typically affect travel lanes for a time period of 30 minutes to 2 hours, and usually require traffic control on the scene to divert road users past the blockage. Full roadway closures might be needed for short periods during traffic incident clearance to allow traffic incident responders to accomplish their tasks. Minor Impact Traffic Incident – Lane closures < 30 minutes Minor traffic incidents are typically disabled vehicles and minor crashes that result in lane closures of less than 30 minutes. On-scene responders are typically law enforcement and towing companies, and occasionally highway agency service patrol vehicles.

- For example, the clock on the left depicts conditions worsening at a particular location beginning at 6:30 a.m. with the slowest speeds between 7 a.m. and 8:15 a.m. Conditions improved at 8:45 a.m.
