Official Proceedings (1) July 7, 2016 St. Landry Parish School Board The St. Landry Parish School Board was called to order by the President and convened in regular session on, Thursday, July 7, 2016 at 4:00 p.m. in the Office of the Board, Supplementary Resource Center, Opelousas, Louisiana. A roll call was taken and in attendance were the following members: Mrs. Hazel Sias, Ms. Mary Ellen Donatto, Mrs. Candy Gerace, Messrs. Anthony Standberry, Charles Ross, Milton Ambres, Donnie Perron, Huey Wyble, Kyle Boss, Randy Wagley, Roger Young, Albert Hayes, and Raymond Cassimere. Mr. Bob Hammonds, the attorney for the board was also in attendance. Mr. Charles Ross offered a prayer and thereafter the Pledge of Allegiance was recited. St. Landry Parish School Board

The St. Landry Parish School Board was called to order by the President and convened in regular session on, Thursday, July 7, 2016 at 4:00 p.m. in the Office of the Board, Supplementary Resource Center,

Opelousas, Louisiana.

A roll call was taken and in attendance were the following members: Mrs. Hazel Sias, Ms. Mary Ellen

Donatto, Mrs. Candy Gerace, Messrs. Anthony Standberry, Charles Ross, Milton Ambres, Donnie Perron, Huey Wyble, Kyle Boss, Randy Wagley, Roger Young, Albert Hayes, and Raymond Cassimere. Mr. Bob

Hammonds, the attorney for the board was also in attendance.

Mr. Charles Ross offered a prayer and thereafter the Pledge of Allegiance was recited.

Item #5:

The following Resolution of Sympathies were read aloud and adopted by the full Board.

~ Evaliea Marks Landry Prudhomme, retired food service manager, Sunset High School. ~ Ernest Mott, father of Geneva Lemon, C.O. maintenance secretary and Debra Thomas, C.O. transportation secretary.

Item #6 – BOARD PRESIDENT COMMENTS:

Board President Cassimere congratulated the retirees on their years of service and dedication to St. Landry Parish School System.

Item #7 - PRESENTATIONS:

Mrs. Sue Brignac member of Vision St. Landry gave a presentation to the Board.

Item No. 8 - Approval of Minutes:

i. It was moved by Mr. Perron, seconded by Mr. Ambres and carried with no objections to approve the minutes of the board meeting held on June 9, 2016.

ii. It was moved by Ms. Donatto, seconded by Mr. Standberry and carried with no objections to

approve the minutes of the special board meeting held on June 16, 2016.

iii. It was moved by Mr. Ambres, seconded by Mr. Boss and carried with no objections to approve

the minutes of the special board meeting held on June 30, 2016.

iv. It was moved by Mr. Young, seconded by Ms. Donatto and carried with no objections to approve

the minutes of the executive committee meeting held on June 27, 2016.

v. It was moved by Mr. Standberry, seconded by Mrs. Gerace and carried with no objections to approve the minutes of the BLS committee meeting held on June 27, 2016.

vi. It was moved by Mr. Hayes, seconded by Ms. Donatto and carried with no objections to approve the minutes of the finance committee meeting held on June 27, 2016.

vii. It was moved by Mrs. Sias, seconded by Mr. Boss and carried with no objections to approve the

minutes of the academic committee meeting held on June 28, 2016.

viii. It was moved by Mr. Perron, seconded by Mr. Boss and carried with no objections to approve

the minutes of the personnel committee meeting held on June 28, 2016.

EXECUTIVE COMMITTEE REPORT

The Executive Committee of the St. Landry Parish School Board met on Monday, June 27, 2016, at 4:00

P.M. in the Office of the Board at 1013 Creswell Lane, Opelousas, Louisiana. In attendance were the following Members: Messrs. Randy Wagley, Roger Young, Huey Wyble and Raymond Cassimere. Additional

members in attendance were Ms. Mary Ellen Donatto, Mrs. Candy Gerace, Messrs. Milton Ambres, Albert Hayes, Kyle Boss, and Anthony Standberry. Staff members in attendance were Superintendent Edward

Brown, Assistant Superintendent Joseph Cassimere, Claudia Blanchard, Scott Champagne, Mary Doucet,

Tressa Miller and Matthew Scruggins.

Mr. Raymond Cassimere called the meeting to order. Mr. Charles Ross offered a prayer and thereafter the Pledge of Allegiance was recited.

BUILDINGS, LANDS & SITES COMMITTEE REPORT

The Buildings, Lands and Sites Committee met on Monday, June 27, 2016 at 4:15 P.M. in the office of the Board on Creswell Lane, Opelousas, Louisiana. In attendance were the following committee members Mrs.

Candy Gerace, Ms. Mary Ellen Donatto, Messrs. Anthony Standberry and Albert Hayes. Mr. Donnie Perron was absent. Additional Board Members in attendance were: Mrs. Hazel Sias, Messrs. Milton Ambres, Charles

Ross, Raymond Cassimere, Huey Wyble, Kyle Boss, Randy Wagley, and Roger Young. Staff members in attendance were Superintendent Edward Brown, Assistant Superintendent Joseph Cassimere, Claudia

Blanchard, Scott Champagne, Lucretia Chancler, Mary Doucet, Tressa Miller, Jerome Robinson and Matthew

Scruggins.

The meeting was called to order by Ms. Donatto.

Item #3: Mr. Greg Ortego with Star Service, Inc. gave an update concerning upcoming projects

for the schools. Mrs. Hazel Sias requested a copy of the updated contract between the SLPSB and Star Service, Inc. and Mrs. Tressa Miller will provide said contract to all

board members who wish to have a copy. This item was presented for informational purposes only.

Item #4: It was moved by Mrs. Gerace, seconded by Mr. Hayes and carried with no objections

to bring before the full board approval to accept the lowest bid received from Industrial

Roofing i/a/o $110,400.00 to re-roof the SLP Supplementary Resource Center.

It was moved by Mrs. Gerace, seconded by Mr. Standberry and carried with no objections to add an item to the agenda to include the discussion and/or any necessary

action to compile a priority list of roof repairs.

Added Item: It was moved by Mrs. Gerace, seconded by Mr. Standberry and carried with no

objections to bring before the full Board at the July 7, 2016 board meeting to discuss and/or approval a prioritized roofing list with estimated budgets as prepared by the

architectures.

Item #5: It was moved by Mr. Hayes, seconded by Mr. Standberry and carried with no objections

to continue the discussion and/or any necessary action regarding the phase II project at Leonville Elementary at the July 7, 2016 board meeting.

Item #6: Information was given and questions were answered concerning the new parking at

central office. This item was presented for informational purposes only.

Item #7: Mr. Joseph Cassimere gave an update on the appraisal for the two tracts of land in

Sunset and stated that he communicated with Leger Real Estate and they will be getting to the appraisal very soon. This item was presented for informational purposes

only.

Item #8: It was moved by Mr. Standberry, seconded by Mr. Hayes and carried with no objections

to bring before the full board approval upon the review of the board attorney regarding the renewal of Cooperative Endeavor Agreement for the OHS Magnet Academy of Bio-

Medical Sciences between the St. Landry Parish School Board and the Office for Citizens with Developmental Disabilities.

Item #9: With no further business pending before the Committee, the meeting was unanimously adjourned at 5:45 p.m. by motion of Hayes and seconded by Mr. Standberry.

FINANCE COMMITTEE REPORT A meeting of the Finance Committee was held on Monday, April 25, 2016 in the Board Room of the Central

Office. Committee Members present were Mrs. Hazel Sias, Mrs. Candy Gerace, Messrs. Anthony Standberry, Albert Hayes and Roger Young. Mr. Donnie Perron was absent. Additional board members in attendance

were Ms. Mary Ellen Donatto, Messrs. Milton Ambres, Charles Ross, Raymond Cassimere, and Randy

Wagley. Staff members in attendance were Superintendent Edward Brown, Assistant Superintendent Joseph Cassimere, Claudia Blanchard, Tressa Miller, Scott Champagne, Jerome Robinson, Matthew

Scruggins and Lucretia Chancler.

The meeting was called to order by Mr. Albert Hayes.

Item #3: It was moved by Mr. Standberry, seconded by Mrs. Sias and carried with no objections to

bring before the full board approval to piggyback off of the Avoyelles Parish bid for JCampus Student Information System.

Item #4: Review of Millage Resolution - this item was presented for review and informational

purposes only.

Item #5: Discussion concerning Medicaid expansion - This item was presented for informational

purposes only.

Item#6: It was moved by Mr. Young, seconded by Mrs. Sias and carried with no objections to approve the project list for the 2016 bond issuance. This matter will be brought before

the full board for approval.

Item #7: Review of May 2016 financial statements and payroll report - This item was presented for

informational purposes only.

Item #8: It was moved by Mrs. Sias, seconded by Mrs. Gerace to include the following two items on

the 2016-2017 general fund budget: (Line Item #1) the decrease in MFP transfer to the lunch program and (Line Item #2) to install VOIP phone systems for elementary and high

schools. This matter will be brought before the full board for approval.

Item #9: It was moved by Mrs. Sias, seconded by Mr. Hayes with Mrs. Gerace abstaining to increase

the funds for local and regional conferences for school board members from $9,000.00 to $15,000.00 per year. This matter will be brought before the full board for approval.

There being no further business before the Finance Committee for discussion, the meeting was unanimously

adjourned at 7:35 P.M. by motion of Mrs. Sias and seconded by Mrs. Gerace.

PERSONNEL, EMPLOYEE BENEFITS AND TRANSPORTATION COMMITTEE REPORT

The Personnel, Employee Benefits and Transportation Committee of the St. Landry Parish School Board met on Tuesday, June 28, 2016, at 4:45 p.m. in the office of the Board on Creswell Lane, Opelousas, LA.

Committee Member present were Messrs. Milton Ambres, Kyle Boss, Charles Ross, and Randy Wagley. Absent was Mr. Huey Wyble.

Other board members present were Ms. Mary Ellen Donatto, Mrs. Hazel Sias, Messrs. Raymond Cassimere, Albert Hayes, Jr., and Anthony Standberry.

Staff members present included Superintendent Edward D. Brown, Ms. Claudia Blanchard, Mrs. Angela

Cassimere, Mr. Joseph Cassimere, Mr. Scott Champagne, Mrs. Mary Doucet, Mrs. Theresa Ellender, Mrs. June Inhern, Mrs. Tressa Miller, Mr. Jerome Robinson, Mr. Matthew Scruggins, and Mr. William Thibodeaux.

Mr. Kyle Boss, Chairman, called the meeting to order.

ITEM NO. 1 Personnel Appointments, Transfers, Leaves, Resignations, Retirements and/or Positions Available made by the Superintendent, pursuant to Act I of

the 2012 Legislative Session, were presented to the committee. No action required.

Superintendent Edward Brown made a request to shorten the application process for the position of Principal of Washington Elementary School to July 15, 2016.

Upon motion of Mr. Ambres, seconded by Mr.

Ross, and carried with no objections, the committee recommended approval to shorten the application process to July 15, 2016, for the position of Principal of

Washington Elementary School.

ITEM NO. 2 Upon motion of Mr. Ambres, seconded by Mr. Ross, and carried with no objections,

the committee recommended approval of the job description for Career and Technical or Vocational Education Program Facilitator.

Upon motion of Mr. Ross, seconded by Mr. Ambres, and carried with no objections,

the committee recommended approval of the job description for Director of Finance.

Upon motion of Mr. Ambres, seconded by Mr. Ross, and carried with no objections, the committee recommended approval of the job description for Grant Funded

Mathematics Instructional Coach.

ADDED

ITEM NO. 3 Mr. Ross made a motion to add an item to the agenda, that being to discuss personnel employment at South Street Elementary School, seconded by Mr.

Ambres, and carried with no objections.

Upon motion of Mr. Ross, seconded by Mr. Ambres, and carried with no objections,

the committee recommended that the number of teachers that South Street Elementary had last year be reinstated.

With no further business for discussion, the meeting was unanimously adjourned at 6:20 p.m. upon motion of

Mr. Ambres, seconded by Mr. Ross.

Superintendent Brown addressed the Board and stated that on July 6, 2016 the interim selection committee interviewed applicants for the position of Acting Assistant Principal of Lawtell Elementary and the committee

recommended Ms. Clentrice Charles to fill the position. Superintendent Brown stated that he concurred

with the recommendation of the committee and acknowledged Ms. Clentrice Charles as the Acting Assistant Principal of Lawtell Elementary.

Superintendent Brown addressed the Board and stated that on July 5th and 6th the interim selection

committee interviewed applicants for the position of Principal of Grolee Elementary and the committee

recommended Mr. Brandon Singleton to fill the position. Superintendent Brown stated that he concurred with the recommendation of the committee and acknowledged Mr. Brandon Singleton as the new Principal

of Grolee Elementary.

Item #9 – Action Items:

a. The floor was opened for public comment concerning the adoption of the 2016 millage rates and the resolution being offered. No public comment was made and the floor was closed.

It was moved by Mr. Ambres, seconded by Mr. Perron to adopt the following 2016 millage rates

and resolution.

RESOLUTION BE IT RESOLVED, that the following millage(s) are hereby levied on the 2016 tax roll on all property

subject to taxation by St. Landry Parish School Board:

MILLAGE

Salary Tax________________________ 11.78 mills Constitution Tax___________________ 4.37 mills

Maintenance Tax___________________ 4.37 mills

BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of St. Landry, State

of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2016, and to make

the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to

taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the

resolution was adopted by the following votes:

b. BLS Committee Recommendations:

i. It was moved by Hayes, seconded by Mr. Perron and carried with no objections to accept the lowest bid received from Industrial Roofing in the amount of $110,400.00 to re-roof the St.

Landry Parish Supplementary Resource Center.

ii. It was moved by Mr. Perron and seconded by Mr. Boss to approve the following prioritized

roofing list with estimated budgets as presented by Mr. Philippe Prouet.

1. Eunice High School $595,000.00

2. Opelousas High School $260,000.00 3. Port Barre High School (Main Bldg.) $225,000.00

4. MACA – Main Bldg., Gym, Music Room $810,000.00 5. Central Office Building $344,000.00

A roll call vote was taken as follows: YEAS: Standberry, Gerace, Perron, Wyble, Boss, Wagley, Young, Donatto, Cassimere

iii. It was moved by Mr. Boss and seconded by Mr. Young to move forward with the Phase II project at Leonville Elementary as previously approved by the board on August 6, 2015.

Magnet Academy of Bio-Medical Science.

Mrs. Debbie Faul addressed the Board with regard to agenda item #9-c.

c. Finance Committee Recommendations:

i. It was moved by Mr. Young, seconded by Mr. Perron and carried with no objections to piggyback off of Avoyelles Parish bid for JCampus Student Information System.

ii. It was moved by Mr. Young, seconded by Mr. Perron, with one objection by Mrs. Sais to approve the updated 2016 bond project list, as follows:

Construction of cafeteria and two classroom buildings to replace modular buildings

at Leonville Elementary;

Removal of modular buildings being leased throughout the district and replace with

permanent structures;

Replace leaking roofs throughout the district; and

Replace windows at Grand Prairie Elementary.

iii. It was moved by Mr. Perron, seconded by Mr. Boss and carried with no objections to include

the decrease in MFP transfer to the lunch program and to install VOIP phone systems for elementary and high schools on the 2016-2017 general fund budget list.

iv. It was moved by Ms. Donatto, seconded by Mrs. Sias to increase the funding from $9,000.00

to $15,000.00 for the 2016-2017 GF budget regarding local and regional conferences for board

members.

A substitute motion was offered by Mr. Perron and seconded by Mr. Young not to increase the amount to $15,000.00 on the 16-17 GF Budget and to leave at the current amount of $9,000.00.

A roll call vote was taken on the substitute motion as follows;

YEAS: Standberry, Ross, Ambres, Gerace, Perron, Wyble, Boss, Wagley, Young, Cassimere

d. Personnel Committee Recommendations: i. It was moved by Mr. Young, seconded by Mr. Ambres and carried with no objections to set

July 15, 2016 as the deadline to submit applications for the principal position at Washington

Elementary.

It was moved by Mr. Standberry, seconded by Mr. Boss and carried with no objections to add to the agenda the approval of the job description for Director of Finance and the approval of

the job description of grant funded Math Instructional Coach.

ii. It was moved by Mr. Standberry, seconded by Mr. Boss, with one objection by Mr. Sias, to

approve the job description for Career and Technical or Vocational Education Program Facilitator. It was moved by Mr. Standberry, seconded by Mr. Boss and carried with no

objections to approve the job description for Director of Finance. It was moved by Mr. Standberry, seconded by Mr. Boss and carried with no objections to approve the job description

Mrs. Debbie Faul addressed the board concerning item# d-iii.

iii. A substitute motion was offered by Mr. Ross, seconded by Mr. Ambres to open the position of

Assistant Principal at South Street Elementary and to add an additional certified teacher to the

staff due to the school’s letter grade.

A roll call vote was taken as follows: YEAS: Standberry, Ross, Ambres, Gerace, Wyble, Boss, Wagley, Sias, Young, Hayes,

Donatto, Cassimere

NAYS: - ABSENT: Perron

ABSTAIN: - ~Substitute Motion Passed.

e. This item was removed from the meeting agenda and the full board unanimously agreed to have

a special meeting on Tuesday, July 12, 2016 at 5:00 p.m. to discuss the preliminary matters relating

to the Superintendent search process.

f. It was moved by Mr. Hayes, seconded by Mr. Standberry and carried with no objections to approve the job description for School Improvement Grant funded TAP Master Teacher.

Job Description

TITLE: Career and Technical or Vocational Education Program Facilitator (FLSA –

Exempt)

QUALIFICATIONS:

Valid Louisiana Teaching Certificate

Master’s Degree

Louisiana certification as a Principal or an Educational Leader

Louisiana certification to teach in one of the following:

Agriculture, Business, Computer Science, Family and

Consumer Science, Journalism, Marketing, Speech, or Technology Education.

Five years of successful teaching experience or five years of

successful administrative experience (in a position that requires a teaching certificate).

REPORTS TO: Superintendent or designee

SUPERVISES: Teachers and all other assigned staff

JOB GOAL: The Program Facilitator is responsible for the general management of

assigned program faculties and for enforcing all laws, rules, regulations,

and policies as set forth by the St. Landry Parish School Board and/or the Legislature of the State of Louisiana in such a way that effectiveness

and efficiency will be maintained in the school program.

PERFORMANCE RESPONSIBILITIES – PROFICIENCIES

GENERAL RESPONSIBILITIES:

ESSENTIAL FUNCTIONS:

The program facilitator is responsible for the effective management of programs,

personnel, materials and facilities in order to develop an optimum learning climate for the

unique needs of the program site. He/she shall direct the operation of the program in accordance with policies established by the Board of Elementary and Secondary Education

of the State of Louisiana, the State Department of Education, and the Board of Education of St. Landry Parish. He/she has the primary responsibility to provide an educational

program that is responsive to student needs; while at the same time, addresses the goals

and objectives of both the district and the program. The facilitator shall plan, implement, monitor, and evaluate functions of the overall management and leadership of the program.

He/she shall be responsible for the program’s operation within the financial limitations of the district and site.

PERFORMANCE RESPONSIBILITIES:

1. Works collaboratively with the school community to develop and maintain a shared vision.

2. Brings the program vision to life by using it to guide decision making about students and the

instructional program.

3. Maintains faculty focus on developing learning experiences that will enable students to prosper in subsequent grades and as adults.

4. Maintains open communication with the school community and effectively conveys high expectations for student learning to the community.

5. Provides opportunities and support for collaboration, the exchange of ideas, experimentation with

innovative teaching strategies, and ongoing program improvement. 6. Monitors, assesses, and revises the program’s vision and goals as needed.

7. Fosters the integration of students into mainstream society while valuing diversity.

Work Environment/Hours Worked:

The program facilitator is required to work in a setting with a climate-controlled environment subject to School Board energy policy guidelines and in outside areas subject to climate extremes.

The length of the workday varies from the length of the school day to extended days as the result

of evening activities or emergencies. In addition, job responsibilities may require work on weekends or holidays and attendance at meetings other than the location of the program site.

Communication Skills:

The program facilitator must be able to communicate effectively in both written and oral forms of

Standard English. He/she must be able to give and receive information accurately via a telecommunication system. He/she must be able to communicate effectively with students,

parents, school personnel, and the public in both individual and group situations. He/she must be

able to access data to summarize information accurately, and to provide written reports to his/her supervisor.

Equipment Used:

The program facilitator may be required to use a telephone, computer, keyboard, facsimile machine, calculator, copy machine, printer, intercom, public address system, security alarm

system, and other appropriate office machines.

Physical Involvement:

The program facilitator may be required to perform the following physical activities: sitting,

standing, walking, and running; observing and monitoring students in all facets of the school environment; reaching, bending, and lifting 50 pounds; physical restraint of another person or

persons; ability to provide personal transportation to work locations, and meeting sites; and mobility skills necessary to access a variety of work sites.

Mental Involvement:

The program facilitator must be able to understand and interpret written and verbal instructions from his/her supervisor. He/she must be cognizant of policy and procedures of the St. Landry

Parish school Board related to his/her position and the implementation of said policies and

procedures.

Human Relations Involvement:

The program facilitator must be able to work in group settings and serve as a resource to administrators, faculty, staff, students, parents, and community. He/she must be able to respond

appropriately to supervision and to accept commendations and recommendations.

Qualifications:

The program facilitator shall meet State minimum certification requirements for a

principal/educational leader as outlined in Department of Education Bulletin 746 and local school

system requirements as they exist at the time of appointment to this position.

Job Description

TITLE: Director of Finance (FLSA – Exempt)

QUALIFICATIONS: Must hold a baccalaureate degree from a nationally accredited institution of higher learning.

Must have a current Certified Public Accountant status. Must have computer accounting background.

Must have at least three (3) years successful experience in office

management and finance, accounting and/or auditing.

REPORTS TO: Superintendent of Schools and/or Assistant Superintendents or designee

SUPERVISES: Tax Office, Central Office Accounting Departments, Individual

JOB GOAL: The Director of Finance must maintain those ethical business processes required for the efficient operation of the school corporation.

PERFORMANCE RESPONSIBILITIES:

1. Initiate and direct efficient and effective procedures and criteria for the coordination of the financial planning of the school corporation and shall prepare and submit a detailed written document which

shall analyze the material and personnel needs of the parish school system and translate these needs into costs and revenue requirements which maximize the utilization of all available resources

in an optimum cost manner.

2. Initiate and direct efficient procedures for establishing and maintaining the accurate accounting,

auditing, and reporting policies and regulations of all financial activities in accordance with state laws and regulations as well as regulations and codes adopted by the St. Landry Parish School

Board in a manner which will maximize the utility of such information by the members of the St. Landry Parish School Board and State Department of Education.

3. Prepare, at the direction of the Superintendent, the formal budget document for submission to and for approval of the St. Landry Parish School Board as well as the Louisiana Department of

Education.

4. Prepare such reports, documents, and charts as shall be pertinent to the interpretation of all

matters related to the financial operation of the school district.

5. Establish and maintain efficient and effective criteria and procedures for the requisitioning, purchasing, receiving, inspecting, storing, recording, distributing, maintaining of all inventoried

materials and supplies necessary for the operation of the school system in terms of meeting the

objective and purpose of the system and consistent with all federal, state, and local laws, codes and regulations. This shall include maintaining an auditable inventory system for the corporation.

Such procedures and criteria shall assist the Assistant Superintendent of Operations or designee in performing his supervisory duties in this area.

6. Initiate and direct the efficient and effective office procedures necessary for the accurate preparation

and payment of all employees on a regular basis and effectuate all legally constructed payroll deductions

and authorized by the St. Landry Parish School Board and other state and federal laws, codes, and regulations.

7. Establish and maintain effective and efficient procedures and criteria for the investment of inactive

and accrued funds in such a manner as to yield the greatest return within the laws of the State of

Louisiana and consistent with St. Landry Parish School Fiscal Agent Contracts.

8. Provide upon request, consultation and assistance to all school personnel directly or indirectly charged with submitting preliminary budget estimates for the various school programs.

9. Provide assistance in all financial matters related to major construction and/or renovation projects

to such committees as shall be appointed by the superintendent and to give consultative assistance

to the Assistant Superintendent of Operations or designee throughout implementation of same.

10. Supervise and evaluate annually all reports under the jurisdiction of this office in accordance with established procedures of the School Board and such regulations or directives issued by the

Superintendent’s office.

11. Prepare and submit and cause to have prepared and submitted according to established deadlines,

all required and requested local, state, regional, and national forms and reports of all financial operations, and pupil accounting departments.

12. Meet with individuals and groups, publicly and privately, for the purpose of discussing and

interpreting the various aspects of the financial business aspects of the School Board functions of

this assigned office.

13. Establish and maintain procedures and criteria and submit periodic evaluations of objectives and plans of the Director of Finance to the Superintendent on an annual basis.

14. Initiate and direct procedures and criteria for review of all functions of this office, maintaining close affiliation with those organizations dedicated to research, development, and promotion of similar

departments on local, state, and national levels, including such requirements as are necessary to maintain C.P.A. status.

15. More specifically, supervise, direct, assist and evaluate the following departments assigned to this Office: Tax Office, Central Office Accounting Departments, and Individual School Accounting

Departments.

16. Initiate and direct efficient procedures for the auditing and investment of local school funds.

17. Enter into a goals and objectives agreement with the Superintendent of Schools only after

conducting a needs assessment where priorities are listed and toward some areas of this job description.

18. Perform any and all other duties and assignments as directed by the Superintendent or designee.

Analyze school-wide student data as basis for developing school plan.

Support the principal in guiding the leadership team in data driven decision making.

Develop school plan, utilizing the TAP processes.

Plan and facilitate cluster group meetings during professional growth blocks.

Follow-up on cluster group meetings.

Locate and field test research-based instructional strategies that target identified areas of student
