Textbook Adoption Mission

- To provide students with up to date, engaging texts that will aid in student performance as it relates to the Florida Sunshine State Standards.

- To provide instructors the highest quality materials that will allow for meaningful text-based instruction.

Textbook Adoption Description

Each year, Florida adopts instructional materials for specific classes. We refer to these materials as major tools of instruction and their ancillaries. Major tools are materials that cover the Sunshine State Standards, stated intended outcomes, and course objectives for the specific classes.

Selected subject areas are called for adoption each year on a rotating basis, usually for a period of 6 years.

2008- 2009 Language Arts, Humanities, Journalism, Drama, Speech, Agriscience and Natural Resources, Driver’s Ed, Music

2009- 2010 Mathematics, Computer Ed, Business Tech, Technology Ed, Marketing and Diversified Ed

Prior to each adoption, the Department of Education publishes the Instructional Materials Specifications for the subjects to be adopted. These specifications outline the courses for which materials are being sought, as well as the standards that those materials are expected to meet.

In the year prior to the adoption, the Department of Education accepts nominations for the State Instructional Materials Committees (SIMC). Nominations for these committees are generally made by district school officials, professional and educational associations, and civic organizations. The Commissioner of Education appoints the Committees.

In early spring of the adoption year, the Commissioner of Education formally announces the adoption in a memo sent to all publishing companies whose names and addresses appear on the publisher mailing list database in the Office of Instructional Materials. Publishers may be added to that list by sending a request that includes the company name, address, phone number and contact person to this office via e-mail [email protected] or via fax (850-245-0803) or mail (325 W. Gaines Street, Suite 444, Tallahassee, FL 32399-0400). The announcement marks the official beginning of the adoption year.

It is the Commissioner of Education who formally adopts materials recommended by the State Instructional Materials Committee. He may accept the recommendations or amend them by removing materials, but he may not add material that the Committee did not recommend. The state adoption process is completed in December, and titles of the newly adopted materials are listed on the FLDOE web site. Materials are available for purchase beginning April 1 of the year following the adoption.

Once the FLDOE publishes the Approved Textbook List, SJCSD begins it formal textbook adoption process. The appropriate coordinator will work with the Director of Media Services, and appropriate school- level administration and faculty to select instructional materials from the state adopted textbook materials list unless clearly not feasible or appropriate. SJCSD is a “closed” district. Textbook representatives must complete all communications through the district office. Violation of this procedure will result in disqualification for that publisher from the current textbook adoption. The final textbook adoption decisions must be submitted from the Superintendent of Schools to the FLDOE by April 1.

Florida schools and school districts must purchase adopted materials through the Publisher's Florida book depository.

Timeline/ Task Schedule

September- December: State Instructional Materials Meeting October: Creation of textbook review rubrics (A-1) for

Instructional Materials to include elementary, middle and high school. Utilize cadre or school- based input for the creation of the rubric.

October: Identify chairpersons for textbook adoption

committees. Email Committee chairpersons the procedure for textbook adoption (timelines, important dates, district letter to publishers, etc) (A- 2)

December: Acquire State Approved Textbook materials List

and rankings (if available) from the FLDOE website or Director of Media Services.

December: Review Stare Adopted Materials List with CAST. December: Contact publishers via e-mail with requests for

sample materials (Student and Teacher editions, all ancillaries and bid prices) to be sent to each school. Include in the e-mail a list of schools with addresses, St. Johns County Textbook Adoption Procedures Notification to Publishers (A-4), and a list of all courses offered in SJCSD. (A-3)

December: Schedule publisher presentations to Elementary

school teams (late January/ early February) and middle and high school committees as needed. (A-5 A-6)

January: Email Principals/designees that textbook samples

have been requested and should be arriving at the schools. Ask Principals/designees to designate location for review of the materials. In addition, ask Principals/designees to forward the names and contact information of community members interested in participating. Email State Adopted materials list, rubrics and SJCSD Textbook Adoption Procedures Notification to Publishers to Assistant Principals, subject area instructors and all other textbook evaluators. January: Materials arrive to central location at each school. January/ February: All committee members begin reviewing samples

using the rubric provided. January/ Early February: Publisher presentations to school teams/

committees. (A school team is used during elementary adoption and consists of an administrator, primary teacher, intermediate teacher, community member and ESE teacher.)

Late January to Early March: Committee members continue to review materials. January to Early March: Instructional Technology team will review all

software components. Ask Information Technology department to review any software that has a network component or need for network support.

Late February/ Early March: Committees meet and narrow selections or make final recommendation.

Early March: Each Elementary School Committee will report their final rankings to the Principal.

Early March: Middle and High School Committee chairpersons report recommendations to Coordinator of adoption. Committee members report their individual preferences to School Principal.

Late March: Principals will meet with Textbook adoption coordinator to come to a consensus on the recommendation to the Superintendent. A formal letter will be sent from the Textbook Adoption Coordinator to the Superintendent.(A-8)

April 1: Superintendent/ Director notifies FLDOE with district selections.

First week of April: Assistant Principals meet with the Director of Media Services to place textbook orders.

April: Textbook adoption coordinator meets individually with publishers and Staff Development coordinator to schedule five-year inservice plan. (A-9)

Budget

There should not be a need to expend district funds during the adoption, except for the reimbursement of substitute teachers for committee members in the event that a presentation must be scheduled during the instructional school day.

Troubleshooting and Lessons Learned

We have found that within our district, there are multiple operating systems utilized within our computers. Therefore, it is imperative that software packages be tested on multiple platforms and operating systems to ensure compatibility.

We should, as a district look favorably towards web-based software programs.

This would eliminate the district’s responsibility in maintaining servers for network-based software.

We recommend that each school order the same gratis package at each school.

Many times there are two to three options within the gratis package. The textbook committee should determine which package should be selected. This aids in the ordering process.

In the event that a textbook committee determines that a new adoption does not

need to occur, the coordinator will report the findings to the Principals as early as possible (January)

Coordinators need to keep a log of customer response with Publisher Representatives. The log should be used my committees to aid in the decision-making process.

A-2 Thank you for volunteering to help coordinate the Social Studies Textbook adoption. We are still in need of chairpersons for the following subjects: American History (high school) Humanities Psychology Contemporary History If you know anyone who wishes to serve as a chair for these committees, please have the person email me. You should have received sample texts at your schools by now. If not, please let me know and I will contact reps to get samples for you. Attached you will find the middle and high school textbook adoption rubrics. Each member of your committee should use these rubrics when evaluating textbooks. I would ask that you collect these rubrics when you submit your committee's final recommendation. In addition, you shall find the time line for the textbook adoption process, as well as the state adopted materials lists.. The Process Teachers will be contacting you via email asking to serve on your committee. Please allow anyone who wishes to participate, you might even ask teachers from other disciplines to work in the adoption, especially ESE teachers. Please also allow community members/ parents to serve, they are a valuable voice in the adoption process. The final date to join a committee will be 01.07.05. Please reiterate to your committee members to use the appropriate rubric when evaluating the textbook product. After committees are formed, you can call voluntary meetings to discussed the product or you may choose to simply correspond by email. For those of you who are chairing standard/honors courses, the first conversation must decide one text versus separate texts for standards versus honors classes. If your committee would like to have two or three publishers come in and give a product demo, set up the time and place and contact me. I will call the publishers to set up the presentations. We need to try to come to a consensus on a textbook decision, ut if that cannot be achieved, please take a vote and record the decision. Please send me final decisions by March 4, 2005. A-4 St. Johns County Textbook Adoption Procedures Notification to Publishers or Manufacturers of Instructional Materials Should the materials you have submitted to the State of Florida be chosen as a part of the state-adopted list of materials, which would make them eligible for consideration for District adoption, or should you be planning to submit materials for consideration for state adoption within 18 months, or the SJCSD decides to use our instructional materials flexibility for non state- adopted materials, please be aware of the following regulations regarding District adoptions in St. Johns County Public Schools: 1. Publishers or manufacturers of instructional materials who have submitted, or plan to submit within 18 months, instructional materials for consideration in the adoption process in the State of Florida, may not:

a. directly contact any teacher(s) (including department heads) in regard to their materials until after St. Johns County Public Schools makes its own official District adoption (the adoption becomes official ONLY after it has been approved by the St. Johns County School District Superintendent)

b. host dinners, retreats or parties of any kind for any teacher(s) or administrator(s)

in St. Johns County Public Schools to showcase their materials being considered for adoption, other than showcasing them on St. Johns County Public Schools property.

c. offer gifts, gift certificates or other enticements to any teacher(s) or

administrator(s) (or their schools) attending such an event as is described in b above.

(The above 1 a, b, and c would not prohibit teachers or administrators from participating in functions of professional organizations where vendors may be a sponsor.)

2. All communication with schools (whether written or oral) regarding an adoption in St. Johns County Public Schools must be handled through the curriculum coordinator or designee for that particular adoption committee. 3. No more than three copies of instructional materials being considered for adoption may be sent to any one committee member and/or school. These copies of materials being considered for adoption are for evaluation purposes only.

a. Arrangements for sending evaluation copies of materials to schools must be handled through the curriculum coordinator or designee of each adoption committee. All materials sent to a committee member and/or school will be returned to the vendor, unless the vendor has stated in writing that the materials may be kept by the committee member and/or school. All responsibilities for the retrieval of sample items is the sole responsibility of the publisher. Any such materials given to a committee member and/or school by a vendor become the property of the school.

4. Pilot programs of materials being considered for adoption are prohibited during the 18 months prior to their official adoption date of April 1st. Any pilot programs of materials outside the 18 months prior to their official adoption date of April 1st must have prior approval of the Assistant Superintendent for Curriculum and Learning. 5. No member of the St. Johns County Public Schools adoption committee, except as in number 2 above, may discuss matters relating to instructional materials submitted for adoption with any agent of a publisher or manufacturer of instructional materials, either directly or indirectly, except during the period when the committee shall have been called into session for the purpose of evaluating instructional materials submitted for adoption OR in a public presentation showcasing the materials as described in number 1b above. Such discussions shall be limited to official meetings of the committee or in a public presentation (on St. Johns County Public Schools property) showcasing the materials as described in number 1b above. No further notification will be sent to publishers after the state-adopted list is published, however, any agent of a publisher or manufacturer of instructional materials found in violation of these rules for the adoption process in St. Johns County Public Schools will have their materials immediately disqualified from further consideration.

A-5 Good day, We greatly appreciate you sending samples of your materials to all six of our middle schools. We are now prepared for you to send a representative to Murray Middle School for presentations to members of our Middle School textbook adoption committees. The presentations will occur on February 11, 2005 at Murray Middle School 150 North Holmes Blvd. St. Augustine, Fl. 32084 from 1:00- 3:30 pm. Each presenter will have 10 minutes to set up and 30 minutes to present and field questions. I would like for you to present on all of your products in the specified time frame. The order was determined by drawing names from a jar. Glencoe- 1:00-1:30 (please come early to set up) Holt, Rinehart,Winston- 1:40- 2:10 Prentice Hall- 2:20- 2:50 McDougal Littell- 3:00- 3:30 Each presenter is requested to bring samples of the materials for teachers to review during the presentation. The samples are not to be left at the school after the presentation, however each committee person is limited to receive a folder that describes your product. A-7 Good day, I have sent out a letter to publishers stating our interest in reviewing some of their textbook materials for this year's Social Studies Adoption. At the high school level, you may be receiving a large amount of samples because of the number of courses offered. You will also be receiving samples for your school specific accelerated courses (AP, IB and AICE). I would also request that you send me recommendations for Committee chairs for the following subjects: High School: World History World History Honors American History American History Honors American Government American Government Honors Economics Economics Honors World Cultural Geography Law Studies Humanities Psychology I/II

Contemporary History Florida History

These individuals will work with me to coordinate final recommendations to the Superintendent on our textbook selections. Upon your approval, we will begin ordering the selected materials and begin to set up the teacher training to implement these new textbooks.
