ST. BERNARD PARISH RECREATION DEPARTMENT BOYS AND GIRLS T-BALL RULES
4 YEAR OLD FUNDAMENTAL LEAGUE
I. PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH
GAME. II. PLAYER ELIGIBILITY:
a. Boys – Child’s age as of April 30, 2018, will determine age group. b. Girls – Child’s age as of December 31, 2017, will determine age group.
III. C. Each child must play within her own age group.
IV. EQUIPMENT:
a. THE BALL: i. The officially adopted ball for the 4 year old age group will be the
SAF-T-Ball, assigned by the Recreation Department.
b. PLAYER EQUIPMENT: i. Tennis shoes or baseball shoes with rubberized cleats may be
worn. NO METAL or PLASTIC CLEATS. ii. Approved (unaltered) baseball bats, wood or aluminum, any size
may be used. iii. All batters and runners must wear batting helmets. Chin straps and
face masks optional must be worn with all types of helmets. No base runners are allowed to remove their helmets while running the bases. Wrap around types may be used but must have a crown protective insert and chin strap.
iv. Equipment must be kept in the dugout. v. Approved batting tees (unaltered) will be provided by each team.
vi. Approved helmets meeting safety requirements will be furnished by each team.
V. ROSTERS:
• All Rosters must be typed or printed in ink. • Team rosters will consist of all coaches’ names, addresses and phone
numbers, as well as all player’s full name and jersey numbers. • Team rosters must be completed and turned in to the SBPRD by the specified
date. • Rosters will be closed once turned in to the SBPRD. • COMPLETED GAME DAY ROSTERS MUST BE TURNED INTO THE
OPPOSING COACH PRIOR TO THE START OF EACH GAME. • All players on the game day roster must play the required playing time. NOTE: Only team players and 4 coaches are allowed in dugout!
VI. THE GAME: a. There will be NO SCORING OR LEAGUE STANDINGS in the 4 year
old Fundamental T-Ball. b. Umpires WILL NOT be furnished for the 4 year old T-Ball League.
VII. THE PLAYING FIELD:
a. SIZE: i. The base paths will be forty (40) feet
ii. The pitching rubber is forty-four (44) feet from the back point of home plate to the front of the pitching rubber.
b. FIELD MARKINGS: i. There will be a fifteen (15) feet chalked arc from the first base line
to the third base line drawn from the back point of home plate. The ball must be on or past this line to be fair, if not it will be a foul ball. The ball is fair if it hits inside the arc and travels beyond the arc line.
**HITTING OFF THE TEE WILL IN NO WAY BE A DETERMINING FACTOR AS TO WHETHER THE BALL IS FAIR OR FOUL (ONLY THE 15 FEET ARC). If the ball is missed completely, but still comes past the arc, because of the striking of the tee, it will be an attempt.
VIII. COMMENTARY:
a. These rules are put in place to insure that the true purpose of the league is fulfilled. This is a league to teach basic fundamentals and sportsmanship. There are no umpires, no scorekeepers and no WINNERS or LOSERS. This change will allow maximum participation on both OFFENSE and DEFENSE based on the time allotted per game (50 MINUTE) regardless of who’s batting).
IX. OFFENSE:
a. The batting order shall consist of the game day roster. b. The offense will bat the entire line-up. After the 7th batter or three outs,
teams will switch from OFFENSE to DEFENSE. SAFE and OUTS will be called.
c. There will automatically be two (2) outs, when the last batter comes to the plate. Any out made including touching home plate will be considered the third (3rd) out of the inning. NOTE – The offensive team must notify the opposing team when the last batter comes to bat.
d. Base coaches shall remain in their coaching boxes at all times, unless play dictates otherwise. There may be a batting coach behind home plate in the designated area. Batting coaches may position the batter and adjust the tee for each batter.
e. The tee will be removed by the batting coach when necessary.
f. Four (4) innings or 50 minute time limit is a complete game. (DROP DEAD TIME).
g. The batter is given an attempt if he touches the ball that is declared a foul ball or a dead ball within the 15ft arc.
h. Bumping the ball off the tee during warm-up is not an attempt and will be called a no-pitch.
i. The batter will get 3 attempts at hitting the ball before being called out. Any of the following will result in an attempt being called on the batter:
i. The batter misses the ball completely. ii. The batter fails to hit the ball past the 15ft arc.
iii. Any foul ball before the third (3rd) attempt. iv. In the event of a foul ball on the third attempt the batter will
receive one more attempt only. v. Any ball that was not struck by the bat regardless of where it rolls
will be considered an attempt only. j. NO BUNTING will be allowed. Half-swings will be considered an
attempted bunt. k. Any attempt by a player throwing the ball from the outfield to the infield,
or the infield to the pitcher will stop the play and award base runners to the closest base.
X. DEFENSE:
a. All team members will participate on defense. All coaches must position
the infielders and outfielders accordingly to the number of players. There will be seven (7) infielders including two pitchers, third baseman, and shortstop, one player at second base itself, a second baseman, and a first baseman. The remainder of players should be equally distributed in the outfield. The infielders excluding the pitchers should remain thirty-five feet away from home plate until the ball is hit. Outfielders must remain twenty (20) feet behind the base lines until the ball is hit.
b. The pitcher must have one (1) foot on the pitching line when the batter makes contact with the ball.
c. Any attempted throw from any player will STOP the play and award the base runners to the closest base.
d. Two defensive coaches may position themselves in the outfield and one coach in the infield.
XI. MISCELLANEOUS:
a. If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and all base runners awarded one base.
b. If a batter or base runner is injured TIME WILL BE CALLED IMMEDIATELY and all other base runners will return to the last base occupied.
**NOTE**
UMPIRES AND SCOREKEEPERS WILL NOT BE FURNISHED FOR THE 4 YEAR OLD FUNDAMENTAL T-BALL LEAGUE.

b. Approved (unaltered) baseball bats, wood or aluminum, any size may be used. c. All batters and runners must wear batting helmets. Chin straps and face masks optional
must be worn with all types of helmets. No base runners are allowed to remove their helmet while running the bases. Wrap around types may be used but must have a crown protective insert and chin strap.
d. Catchers must wear a helmet with mask, chest protector and shin guards. e. Approved helmets meeting safety requirements will be furnished by each team. f. A first baseman’s mitt may be used by first baseman and catcher only. g. All teams participating in the SBRD are required to wear MATCHING (same color)
UNIFORM PANTS and MATCHING (same color) UNIFORM SOCKS!!! ROSTERS:
• Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all players’ full names, jersey numbers and shirt size.
• Rosters will be closed once teams are drafted. • COMPLETED GAME DAY ROSTERS MUST BE TURNED INTO THE OPPOSING
TEAMS HEAD COACH PRIOR TO THE START OF EACH GAME. • All players on the game day roster must play the required playing time.
NOTE: Only team players, 4 coaches will be allowed in dugout. THE GAME:
• Before each game….a coin toss will determine the HOME team. • Eight (8) players are required to begin a game. In the event of an injury or other
circumstances, teams are allowed to continue with seven (7) players. • GRACE PERIOD (10 minutes) • A coach may assist the catcher in receiving the pitch and returning the ball back to the coach
pitcher. (NOT THE PLAYER) • 5 runs or 3 outs (whichever comes first) will complete an inning. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • The fifth inning only will be an open inning.
• There is a 15 run rule after three innings and a 10 run rule after four. • NO INTENTIONAL WALKS • The batter shall receive a maximum of five (5) pitches before placing a tee on the plate for a
child to receive one (1) attempt at swinging • Runners must stay in contact with the base until the ball is hit. • Free Substitution • Each team will bat the entire lineup.
SUBSTITUTIONS:
• Substitutions must be made after each inning. • If a player does not start a game, he must start the next game.
THE PLAYING FIELD:
• SIZE: a. The base paths will be fifty-five (55) feet b. The pitching rubber is thirty (30) feet from the back point of home plate to the front of
the pitching rubber. c. The playing field is one hundred forty (140) feet down the lines and one hundred and
seventy-five (175) to direct center field. • FIELD MARKINGS:
a. There will be a fifteen (15) foot chalked arc from the first (1st) base line to the third (3rd) base line drawn from the back point of home plate. The ball must be on or past this line to be fair, if not it will be a foul ball. The ball is fair if it hits inside the arc and travels beyond the arc line.
b. Pitchers circle: There shall be a ten (10) foot diameter circle with the front edge set at thirty seven (37) feet from the rear point of home plate.
The pitching coach shall position himself as not to be an obstruction to the defensive team on any possible play once the ball has been hit.
c. There will be a four (4) foot line drawn ½ ways on the second (2nd) base line of the first
(1st) base, third (3rd) base side of the second (2nd) and home plate side of third (3rd) base to be used by the umpires in determining when time should be called.
COMMENTARY:
• These rules are put in place to insure that the true purpose of the league is fulfilled. This is a league to teach basic fundamentals and sportsmanship. These changes will allow maximum participation on both OFFENSE and DEFENSE based on the time allotted per game (1 hour time limit). At this time, the inning will continue until it is completed. An inning is complete after both teams have received a bat. The next inning starts at the occurrence of the last out of the previous inning.
• OFFENSE:
a. Base coaches shall remain in their coaching boxes at all times, unless play dictates otherwise. There may be a batting coach behind home plate in the designated area. Batting coaches may position the batter one time for each player.
b. Five (5) innings or 1 hour time limit is a complete game. In the event of rain. Three completed innings or 45 minutes will consist of a full game. Any game cancelled due to rain will be played from the stop of play.
c. Batter is giving a warning if he touches the ball that is declared a foul ball or a dead ball within the 15 foot arc. After the first warning, the batter will be declared out. d. NO BUNTING will be allowed. Half-swings will be considered an attempted bunt. d. No head first slides. e. If a base runner leaves his base before the ball is hit, the runner will be called out.
f. Any offensive coach physically assisting a base runner while the ball is in play will be called out.
g. There are no time outs in a game. Time outs will be called by officials only for injuries. h. When a batted ball hits the Pitching Coach, the following rule shall apply.
o If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance.
o If in the umpire’s judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared.
• DEFENSE: a. Coaches are NOT ALLOWED on the field, only to position players between innings. b. There will be ten (10) players of defense. There will be six (6) set infielders to include a
catcher that must remain in the infield until the ball is hit. There will be four (4) set outfielders. Outfielders must remain twenty (20) feet behind the base lines until the ball is hit.
c. The pitcher must stay inside of the circle until the ball is hit. d. The defense must attempt to make a play. If the ball is thrown in the vicinity of the base
or where the play should be made, then the umpire will stop the play and award the base runners to the closet base. (Umpire’s Judgment)
e. Catchers must wear full protective equipment, including helmet with mask, chest protector and shin guards.
f. Field Team Coaches may assist the catcher in returning the ball back to the coach pitcher. g. One defensive coach may be out of the dugout at the open end to instruct his defensive
players. There may be two (2) defensive coaches on the first (1st) and third (3rd) base lines thirty (30) feet from the bases to instruct the players.
h. The infield fly rule will NOT be in effect. i. When the ball is returned to the pitchers circle, the umpire will stop the play, and award
base runners to the closest base. (Umpires Judgment) j. Any attempted throw made from the outfield to the infield will stop the play, and award
base runners to the closest base. ( Umpires Judgment ) k. The line in the outfield will act as a homerun line. Any ball passes the line in the air will
be considered a homerun. Any ball that rolls past the line will be considered a ground rule double and the runners will be awarded two bases. Any player attempting a play and comes in contact with the ball and rolls past the outfield line will be declared a ground rule double.
GAME CONDUCT:
• No alcohol, chewing tobacco, vapor or smoking is allowed in the dugout area. • Player and/or coach may be ejected for vulgar language or unethical conduct. Penalties for
ejections will be carried out in accordance with guidelines set forth by the Recreation Department. PENALTY: Players or Coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the PENALTY is ignored and the coach and/or player participates in the next played game, that game if FORFEITED and the coach and/or player may be suspended for the remainder of the season and will be subject to penalties outlined in the SBPRD Guidelines.
• Game officials reserve the authority to eject any coach or player for unsportsmanlike behavior at any time (pre-game, post-game), and to discontinue or forfeit any game deemed out of control due to excessive fighting, unruly behavior or unsportsmanlike behavior. PENALTY: Players or coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the penalty is ignored and the coach and/or player participates in the next played game is FORFEITED, and the coach and/or player shall be suspended for at least two and up to the remainder of the season.
• In the event of a coach or player being ejected, it must be noted by the umpire and reported to the Officials Coordinator the same day. In turn, the Coordinator will contact the Park Supervisor.
• Bowling over any defender WILL NOT be allowed. Runners approaching home plate must make an attempt to avoid the fielder or slide when the fielder is in the proximity of the base, either with the ball in his possession, or is in position to receive the ball. If in the judgment of the umpire, the runner does not make this attempt, the runner will be called out and the team will be given a warning. A second violation by any member of the team will result in the ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Offensive Conferences: o Coaches will be allowed a maximum of two (2) offensive conferences per half
inning. A third conference, coach will be ejected from the game. Only two (2) conferences of any combination will apply. This will include conferences with batters, base runners or coaches. Subsequent conferences by replacement coach, batter will be called out. EXCEPTION: Any conference if a player is injured or TIME OUT is called by the opposing coach will not be considered an offensive conference.
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Coaches will be notified of postponed or rescheduled games by the Recreation
department. o Incomplete games postponed for any reason will be replayed from the stop of play. o Games will not reschedule unless postponed due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department if needed.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause his team to lose any and all games in
which he participated. o Any coach who knowingly plays an ineligible player will be suspended for the
season. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
½ inning. A protest must be in writing and emailed to recreation by the coach within 48 hours after scheduled starting time. Just filing the protest does not make it official.
MISCELLANEOUS: • If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and all base
runners will advance one base. • Any child selected and playing on an All-Star (traveling team) cannot play in the Parish
league.
SEASON CHAMPIONSHIP:
• (DOES NOT INCLUDE JAMBOREE NOR BOWL GAME PLAY. • Records will be used for seeding of the End of Season Tournament. • Top 4 Teams will participate in the End of Season Tournament. • League Champions will be the winner of the End of the Season • Tournament. • Teams qualifying for playoffs will be determined by. • 1) Record 2) Head to Head competition 3) Run differential against
each other 4) Run differential against the highest seed.

PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME.
GENERAL: • All teams and coaches participating in the SBPRD softball leagues will be under the
supervision of the St. Bernard Parish Recreation Department. • All rules not covered within the following guidelines will revert to the 2018 USSSA Softball
Rules. • Any rules or judgments not covered within these guidelines will be left to the discretion of the
St. Bernard Parish Recreation Department. ELIGIBILITY:
• A child’s age as of December 31, 2017 will determine the child’s age group. • Each child must file a complete registration form and have a birth certificate on file with the
recreation Department. • Each child must play within her own age group.
EQUIPMENT:
• THE BALL: o Softball specifications are as follows:
5 & 6 year old girls – 11inch RIF softball or equivalent • LEGAL BAT:
o The bat shall be no more than thirty-four (34) inches long and not more than 2 ¼ inches in diameter at its largest part.
• PLAYERS EQUIPMENT: o Tennis shoes or baseball shoes with rubberized cleats may be won. o NO METAL or PLASTIC CLEATS o Approved (unaltered) baseball bats, wood or aluminum, any size may be used. o All batters and runners must wear batting helmets. Chin straps and face mask are
optional. No base runners are allowed to remove their helmets while running the base. Wrap around types may be used but must have a crown protective SEP and chin strap.
o Catcher must wear a helmet with mask, chest protector and shin guards o Approved helmets meeting safety requirements will be furnished by each team. o A first baseman’s mitt may be used by the first baseman and catcher ONLY.
NOTE: All players must adhere to equipment requirements or CANNOT participate.
THE PLAYING FIELD:
• SIZE a. the base paths will be fifty (50) feet b. The pitching rubber is thirty (30) feet from the back point of home plate to the front of
the pitching rubber. c. The playing field is one hundred forty (140) feet down the lines.
• FIELD MARKINGS: a. Pitching Circle – A twelve foot circle (diameter from the mound) shall be marked on
each diamond. A radius of six (6) feet all the way around from the center of the pitcher’s mound.
b. The coaches’ box is a minimum of three (3) feet wide and six (6) feet long and no closer than six (6) feet to the base path.
c. There will be a fifteen (15) foot chalked arc from the first (1st) base line to the third (3rd) base line drawn from the back point of home plate. The ball must be on or past this line to
be fair, if not it will be a foul ball. The ball is fair if it hits inside the arc and travels beyond the arc line.
ROSTERS:
• All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all

NOTE: Only team players, 4 coaches will be allowed in the dugout during the game.
REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit
5 & 6 5 3 innings or 45 min 1hr
o In games where time limit is in effect, the next inning starts immediately after the last out of the last inning.
o If the catcher in the game is on base with two (2) outs, she will be replaced by the last batted out. (Speed-up Rule)
2. A regulation game will be as shown above or time limit, whichever comes first. 3. Started innings must be as shown above, or time limit, whichever comes first. 4. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the stop of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
5. If the time limit runs out before a complete game, it will be considered a complete game. If time expires in the middle of an inning, the remainder of the inning will be played, only if necessary
6. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE PLAYED.
THE GAME:
• Umpires will be furnished for the 5 & 6 year old coach pitch league. • GRACE PERIOD (10 minutes) • Eight (8) players are required to begin a game. In the event of an injury or other
circumstances, teams are allowed to continue with eight (7) players. • Home team will provide the Official Scorer • 5 runs or 3 outs (whichever comes first) will complete an inning. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • The entire lineup will bat. • The fifth inning is an open inning. • The fifteen (15) run rule after three and ten (10) run rule after four is in effect.
DEFENSE:

• Overthrows outside the field of play will be declared a dead ball and bases awarded under the rules of regular baseball.
• Catchers must wear full protective equipment, including helmet with mask, chest protector and shin guards.
• Coaches may assist the catcher to retrieve the ball and get it back to the Coach Pitcher. • Two defensive coaches may be out of the dugout at the open end to instruct his defensive
players. The defensive team may have a defensive coach on the first (1st) base foul line and third (3rd) base foul line thirty (30) feet from the base path and 6 feet off the foul line.
• The infield fly rule WILL NOT be in effect. • When the ball is returned to the pitchers circle, the umpire will stop the play, and award base
runners to the closet base. (Umpires Judgment) • Any attempted throw made from the outfield to the infield will stop the play, and award base
runners to the closest base. (Umpires Judgment) • The home run line is in effect. Any ball that travels over the line in the air is a homerun. Any
ball rolls through the line is a ground rule double. • Any player attempting a play and comes in contact with the ball that rolls past the outfield line
will be declared a ground rule double.
PITCHING RULES: • Coaches will pitch in an underhanded manner. • Coaches pitching rubber will be at a distance of thirty (30) feet. • The batter shall receive a maximum of seven (7) pitches or three (3) swinging strikes
(whichever comes first). • The coach on the mound cannot talk to his players or direct his players. • NO INTENTIONAL WALK • When a batted ball hits the pitching coach, the following rule shall apply.
If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance. If in the umpire’s judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared.
BASE RUNNING:
• No head first slides into any base without a full thrust. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: the runner is out.
• 6’Radius Rule (Hesitation Rule): When a base runner is legitimately off the base after a pitch or the result of a batter completing her turn at bat, while the pitcher has the ball in her possession within the 6 foot Radius Circle, the base runner must return to the base she last occupied. Failure to immediately proceed, once the pitcher has possession of the ball within the 6 foot Radius Circle, shall result in the runner being called “OUT”.
• Base runners MAY NOT leave the base until the ball is hit. o If runner leaves early and the ball is not hit, the runner will be called OUT. o If the runner leaves the base early and the ball is hit in fair territory, the umpire shall
declare a NO PITCH and the runner will be called OUT. GAME RULES:
• GENERAL

called out for each additional time that she slings the bat. o The batter will receive three (3) strikes before being called out, any of the following
will result in a strike being called on the batter: The batter misses the ball completely. The batter fails to hit the ball past the 15 ft arc on the 1st and 2nd hit resulting
in the ball being called foul. Any ball that was not struck by the bat and still reaches the 15 ft arc shall be
declared a strike. o NO BUNTING will be allowed. Half-swings will be considered an attempted bunt. o A batter cannot be out of the batter’s box when the ball is hit. This includes stepping
on home plate. PENALTY – One warning, then the batter is called out. o Any offensive coach physically assisting a base runner while the ball is in play will
result in that runner being called out. SUBSTITUTIONS:
• Substitutions MUST be made after each inning. No players shall sit out longer than one (1) inning at a time
• If a player does not start a game, she must start the next played game. GAME CONDUCT:
• No alcohol, chewing tobacco, vapor or smoking is allowed in the dugout area. • Player and/or coach may be ejected for vulgar language or unethical conduct. Penalties for
ejections will be carried out in accordance with guidelines set forth by the Recreation Department. PENALTY: Players or Coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the PENALTY is ignored and the coach and/or player participates in the next played game, that game if FORFEITED and the coach and/or player may be suspended for the remainder of the season and will be subject to penalties outlined in the SBPRD Guidelines.
• Game officials reserve the authority to eject any coach or player for unsportsmanlike behavior at any time (pre-game, post-game), and to discontinue or forfeit any game deemed out of control due to excessive fighting, unruly behavior or unsportsmanlike behavior. PENALTY: Players or coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the penalty is ignored and the coach and/or player participates in the next played game is FORFEITED, and the coach and/or player shall be suspended for the remainder of the season.
• In the event of a coach or player being ejected, it must be noted by the umpire and reported to the Officials Coordinator the same day. In turn, the Coordinator will contact the Park Supervisor of the park the child plays for and the Park Supervisor of the site of that teams’ next schedule game. The Park Supervisor is responsible for notifying the coaches and officials of any ineligible players.
• Bowling over any defender WILL NOT be allowed. Runners approaching home plate must make an attempt to avoid the fielder or slide when the fielder is in the proximity of the base, either with the ball in her possession, or is in position to receive the ball. If in the judgment of the umpire, the runner does not make this attempt, the runner will be called out and the team will be given a warning. A second violation by any member of the team will result in the ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Incomplete games postponed for any reason will be replayed from the spot. o Games will not reschedule unless postponed due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause her team to lose any and all games in
which she participated. o Any coach who knowingly plays an ineligible player will be subject to immediate
consequences with a minimum of one year and maximum of three suspensions. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
half of inning. A protest must be emailed to recreation by the coach within forty-eight hours after the scheduled starting time. Just filing the protest does not make it official.
MISCELLANEOUS:
• If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and runners will be awarded one base.
SEASON CHAMPIONSHIP: (DOES NOT INCLUDE JAMBOREE NOR BOWL GAME PLAY. Records will be used for seeding of the End of Season Tournament. Top 4 Teams will participate in the End of Season Tournament. League Champions will be the winner of the End of the Season Tournament. Teams qualifying for playoffs will be determined by. 1) Record 2) Head to Head competition 3) Run differential against each other 4) Run differential against the highest seed.

6 YEAR OLD BOYS
PLAYERS AND COACHES MUST SHAKE HANDS AT THE END OF EACH GAME. PLAYER ELIGIBILITY:
• A child’s age as of April 30, 2018 will determine the age group that the child plays in. • Each child must file a complete registration form and have a birth certificate on file with the
Recreation Department. • Each child must play within his own age group.
EQUIPMENT:
• THE BALL a. The officially adopted ball for the 6 year old age group will be the Safe/Soft level 5 Ball,
assigned by the Recreation Department. • PLAYER EQUIPMENT:
a. Tennis shoes or baseball shoes with rubberized cleats may be worn. NO METAL OR PLASTIC CLEATS.
b. Approved (unaltered) baseball bats, wood or aluminum, any size may be used. c. All batters and runners must wear batting helmets. Chin straps and face masks optional
must be worn with all types of helmets. No base runners are allowed to remove their helmet while running the bases. Wrap around types may be used but must have a crown protective insert and chin strap.
d. Catchers must wear a helmet with mask, chest protector and shin guards. e. Approved helmets meeting safety requirements will be furnished by each team. f. A first baseman’s mitt may be used by first baseman and catcher only. g. All teams participating in the SBRD are required to wear MATCHING (same color)
UNIFORM PANTS and MATCHING (same color) UNIFORM SOCKS!!!
ROSTERS:
• Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all players’ full names, jersey numbers and shirt size.
• Rosters will be closed once teams are drafted. • COMPLETED GAME DAY ROSTERS MUST BE TURNED INTO THE OFFICIAL
SCORER PRIOR TO THE START OF EACH GAME. • All players on the game day roster must play the required playing time.
NOTE: Only team players, 4 coaches will be allowed in dugout. THE GAME:
• Before each game….a coin toss will determine the HOME team. • Eight (8) players are required to begin a game. In the event of an injury or other
circumstances, teams are allowed to continue with seven (7) players. • GRACE PERIOD (10 minutes) • A coach may assist the catcher in receiving the pitch and returning the ball back to the coach
pitcher. (NOT THE PLAYER) • 5 runs or 3 outs (whichever comes first) will complete an inning. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • The fifth inning only will be an open inning.
• There is a 15 run rule after three innings and a 10 run rule after four. • NO INTENTIONAL WALKS • The batter shall receive a maximum of seven (7) pitches or three (3) swinging strikes. The
batter is out at the end of the seventh pitch weather the pitch is a ball or a foul ball. • Runners must stay in contact with the base until the ball is hit. • Free Substitution • Each team will bat the entire lineup.
SUBSTITUTIONS:
• Substitutions must be made after each inning. • If a player does not start a game, he must start the next game.
THE PLAYING FIELD:
• SIZE: a. The base paths will be fifty-five (55) feet b. The pitching rubber is thirty (35) feet from the back point of home plate to the front of
the pitching rubber. c. The playing field is one hundred forty (140) feet down the lines and one hundred and
seventy-five (175) to direct center field. • FIELD MARKINGS:
a. There will be a fifteen (15) foot chalked arc from the first (1st) base line to the third (3rd) base line drawn from the back point of home plate. The ball must be on or past this line to be fair, if not it will be a foul ball. The ball is fair if it hits inside the arc and travels beyond the arc line.
b. Pitchers circle: There shall be a ten (10) foot diameter circle with the front edge set at thirty seven (37) feet from the rear point of home plate. The pitching coach shall position himself as not to be an obstruction to the defensives team on any possible play once the ball has been hit.
c. There will be a four (4) foot line drawn ½ ways on the second (2nd) base line of the first
(1st) base, third (3rd) base side of the second (2nd) and home plate side of third (3rd) base to be used by the umpires in determining when time should be called.
COMMENTARY:
• These rules are put in place to insure that the true purpose of the league is fulfilled. This is a league to teach basic fundamentals and sportsmanship. These changes will allow maximum participation on both OFFENSE and DEFENSE based on the time allotted per game (1 hour time limit). At this time, the inning will continue until it is completed. An inning is complete after both teams have received a bat. The next inning starts at the occurrence of the last out of the previous inning.
• OFFENSE:
• On a batted ball the pitching coach must leave the field on the opposite side of the play.
a. Base coaches shall remain in their coaching boxes at all times, unless play dictates
otherwise. There may be a batting coach behind home plate in the designated area. Batting coaches may position the batter one time for each player.
b. Five (5) innings or 1 hour time limit is a complete game. In the event of rain. Three completed innings or 45 minutes will consist of a full game. Any game cancelled due to rain will be replayed from the beginning at a later date.
c. Batter is giving a warning if he touches the ball that is declared a foul ball or a dead ball within the 15 foot arc. After the first warning, the batter will be declared out. d. NO BUNTING will be allowed. Half-swings will be considered an attempted bunt. d. No head first slides. e. If a base runner leaves his base before the ball is hit, the base runner will be called out. f. Any offensive coach physically assisting a base runner while the ball is in play will be
called out. g. There are no time outs in a game. Time outs will be called by officials only for injuries. h. When a batted ball hits the Pitching Coach, the following rule shall apply.
o If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance.
o If in the umpire’s judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared.
• DEFENSE: a. Coaches are NOT ALLOWED on the field, only to position players between innings. b. There will be ten (10) players of defense. There will be six (6) set infielders to include a
catcher that must remain in the infield until the ball is hit. There will be four (4) set outfielders. Outfielders must remain twenty (20) feet behind the base lines until the ball is hit.
c. The pitcher must stay inside of the circle until the ball is hit. d. The defense must attempt to make a play. The play will end when the ball is back to the
pitching circle. The pitching coach is not allowed to catch the ball. In the event of an overthrow each base runner including the batter can only advance up to one extra base. An over throw does not automatically give the runner the extra base.
e. Catchers must wear full protective equipment, including helmet with mask, chest protector and shin guards.
f. Field Team Coaches may assist the catcher in returning the ball back to the coach pitcher. g. One defensive coach may be out of the dugout at the open end to instruct his defensive
players. There may be two (2) defensive coaches on the first (1st) and third (3rd) base lines thirty (30) feet from the bases to instruct the players.
h. The infield fly rule will NOT be in effect. i. When the ball is returned to the pitchers circle, the umpire will stop the play, and award
base runners to the closest base. (Umpires Judgment) j. The line in the outfield will act as a homerun line. Any ball passes the line in the air will
be considered a homerun. Any ball that rolls past the line will be considered a ground rule double and the runners will be awarded two bases. Any player attempting a play and comes in contact with the ball and rolls past the outfield line will be declared a ground rule double.

PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME.
GENERAL: • All teams and coaches participating in the SBPRD softball leagues will be under the
supervision of the St. Bernard Parish Recreation Department. • All rules not covered within the following guidelines will revert to the 2018 USSSA Softball
Rules. • Any rules or judgments not covered within these guidelines will be left to the discretion of the
St. Bernard Parish Recreation Department. ELIGIBILITY:
• A child’s age as of December 31, 2017 will determine the child’s age group. • Each child must file a complete registration form and have a birth certificate on file with the
recreation Department. • Each child must play within her own age group.
EQUIPMENT:
• THE BALL: o Softball specifications are as follows:
7 & 8 year old girls – 11inch = optic yellow with core .47 • LEGAL BAT:
o The bat shall be no more than thirty-four (34) inches long and not more than 2 ¼ inches in diameter at its largest part.
• PLAYERS EQUIPMENT: o No Metal Cleats o All offensive players MUST wear a helmet that properly buckles. Helmets must be
securely fitted on all batters and base runners. Face mask are optional. o Catcher must wear a helmet with mask, chest protectors and shin guards, throat
protectors optional. o Uniforms MUST BE NUMBERED and of the same color. Players wearing uniforms
without numbers WILL NOT be ALLOWED to play. NOTE: All players must adhere to equipment requirements or CANNOT participate. ROSTERS:
• All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all
players’ full names and jersey numbers. • Team rosters must be completed and turned in to the SBPRD by the specified date. • Rosters will be closed once turned in to the SBPRD • All players on the game day roster must play the required playing time. NOTE: Only team players, 4 coaches will be allowed in the dugout during the game
REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit
7 & 8 5 3 innings or 45 min 1hr/15min o In games where time limits are in effect, the next inning starts immediately after the
last out of the last inning.
o If the catcher in the game is on base with two (2) outs, she will be replaced by the last batted out. (Speed-up Rule)
2. A regulation game will be as shown above or time limit, whichever comes first. 3. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the stop of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
4. If the time limit runs out before a complete game, it will be considered a complete game. If time expires in the middle of an inning, the remainder of the inning will be played, only if necessary
5. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE PLAYED.
PITCHING RULES:
• Coaches will pitch in an underhanded manner • Coaches will pitch from a distance of thirty-five (35) feet. • When a batted ball hits the pitching coach, the following rule shall apply.
If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid contact, the batter is declared out and no runners shall advance. If in the umpire’s judgment, the coach did make a legitimate attempt to avoid contact, the ball becomes dead and a no-pitch is declared.
• Batters are allowed seven (7) pitches or three (3) strikes. If a batter fouls off the seventh pitch then the batter will be called out.
• The coach on the mound cannot talk to his players or direct his players.
BASE RUNNING:
• No head first slides into any base. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: Upon the first offense, the runner is out and the team is warned. A second offense will result in the runner being called out and an automatic ejection from the game.
• 8’Radius Rule (Hesitation Rule): When a base runner is legitimately off the base after a pitch or the result of a batter completing her turn at bat, while the pitcher has the ball in her possession within the 8 foot Radius Circle, the base runner must return to the base she last occupied. Failure to immediately proceed, once the pitcher has possession of the ball within the 8 foot Radius Circle, shall result in the runner being called “OUT”.
• A runner may not leave a base until the ball leaves the pitchers hand. Penalty for leaving early: runner will be called out, no pitch is called. A runner may not steal.
GAME RULES:

o 60ft bases The home run line is in effect. Any ball that travels over the line in the air is a

outfield line will be declared a ground rule double.
DISLODGED BASE: • If the impact of a runner breaks a base loose from its position, no play can be made on that
runner at the base, if the runner had reached the base safely. Unless, umpire’s judgment, runner attempts to take the next base. The defense can then make an attempt on the runner.
• If a base is dislodged from its position during a play, any following runner on the same play shall be considered as touching or occupying the base, if in the umpire’s judgment, that runner touches or occupies the point marked by the dislodged bag.
BALL OUT OF PLAY:
• If a batted ball in the air is caught in fair or foul territory and momentum carries player OUT of the field of play, the ball is live and runners may advance at their own risk of being put out. However, if the player makes a legal catch and then should fall while out of play, the ball is dead and runners advance one (1) base only.

A second violation by any member of the team will result in the ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Offensive Conferences: o Coaches will be allowed a maximum of one offensive conferences per half inning.
Only two (2) conferences of any combination will apply. This will include conferences with batters, base runners or coaches. Subsequent conferences by replacement coach, batter will be called out. EXCEPTION: Any conference if a player is injured or TIME OUT is called by the opposing coach will not be considered an offensive conference.
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Park Supervisors or Recreation Department Officials will be responsible for
contacting the Officials Coordinator regarding postponements as soon as possible. Coaches will be notified of postponed or rescheduled games by their respective park supervisors.
o Incomplete games postponed for any reason will be replayed from the stop of play. o Games will not reschedule unless postponed due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause her team to lose any and all games in
which he participated. o Any coach who knowingly plays an ineligible player will be subject to Rule #11 of
the St. Bernard Parish Recreation Department policies. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
half of inning. A protest must be emailed to recreation by the coach within forty-eight hours after the scheduled starting time. Just filing the protest does not make it official.
MISCELLANEOUS:
• If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and runners will be awarded one base.
• Any child selected and playing on an All-Star (traveling team) cannot play in the Parish league.

b. Approved (unaltered) baseball bats, wood or aluminum, any size may be used. c. All batters and runners must wear batting helmets. Chin straps and face masks optional
must be worn with all types of helmets. No base runners are allowed to remove their helmets while running the bases. Wrap around types may be used but must have a crown protective insert and chin strap.
d. Catchers must wear a helmet with mask, chest protector and shin guards. e. Equipment must be kept in a dugout. f. Approved helmets meeting safety requirements will be furnished by each team. g. A first baseman’s mitt may be used by first baseman and catcher only. h. All teams participating in the SBRD are required to wear MATCHING (same color)

ROSTERS: • All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all
players’ full names, jersey numbers and shirt size. • Team rosters must be completed and turned in to the SBPRD by the specified date. • Rosters will be closed once turned in to the SBPRD. • All players on the game day roster must play the required playing time.
NOTE: Only team players, 4 coaches will be allowed in dugout. THE GAME:
• There will be SCORING and LEAGUE STANDINGS in the 7 & 8 year old boys coach pitch baseball.
• 7 & 8 American League must have a minimum of eleven (11) players on the roster. • Eight (8) players are required to begin a game. In the event of an injury or other
circumstances, teams are allowed to continue with seven (7) players. • GRACE PERIOD (10 minutes) • Before each game….a coin toss will determine the HOME team.
• A coach may assist the catcher in receiving the pitch and returning the ball back to the coach pitcher. (NOT THE PLAYER)
• 5 runs per inning or three outs. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • There is a 15 run rule after three innings and a 10 run rule after four. • NO INTENTIONAL WALKS • The batter shall receive a maximum of seven (7) pitches or three (3) swinging strikes. If the
seventh (7th) pitch is a foul ball the batter is out. • Runners must stay in contact with the base until the ball is hit. • The fifth (5) inning is an open inning. • No sliding head first. If a runners over runs a base he may attempt to dive back to the base. • Each team will bat the entire lineup. • Any game cancelled due to rain will be replayed from the stop of play.
Three completed innings or 45 minutes will consist of a full game.
SUBSTITUTIONS: • Substitutions must be made after each inning. • If a player does not start a game, he must start the next game.
THE PLAYING FIELD:
• SIZE: a. The base paths will be sixty (60) feet b. The pitching rubber is thirty five (35) feet from the back point of home plate to the front
of the pitching rubber. c. The playing field is one hundred sixty (160) feet down the lines and 185 to direct center
field.
• FIELD MARKINGS: a. Pitching Circle: There will be a ten (10) foot diameter circle with the front edge set at
forty-two (42) feet from the rear point of home plate. b. The COACHES BOX is a minimum of three (3) feet wide and six (6) feet long and no
closer than six (6) feet to the base path. c. There will be a twenty (20) foot chalked arc from the first base line to the third (3rd) base
line drawn from the back point of home plate. The ball must be on or past this line to be fair, if not it will be a foul ball. The ball is fair if it hits inside the arc and travels beyond the arc line.
d. There will be a four (4) foot line drawn ½ way on the second (2nd) base line of the first (1st) base, third (3rd) base side of the second (2nd) and home plate side of third (3rd) base to be used by the umpires in determining when time should be called.
COMMENTARY:
• These rules are put in place to insure that the true purpose of the league is fulfilled. This is a league to teach basic fundamentals and sportsmanship. These changes will allow maximum participation on both OFFENSE and DEFENSE based on the time allotted per game (1 hour and 15 minutes).A complete inning shall be played to end the game. If the home teams winning they do not bat the bottom half of the inning.
• OFFENSE:
a. Base coaches shall remain in their coaching boxes at all times, unless play dictates otherwise.
b. Five (5) innings or 1 hour 15 minute time limit is a complete game. c. After one (1) warning per game per player for slinging his bat will be called out for each
additional time that he slings his bat.
d. NO BUNTING will be allowed. Half-swings will be considered an attempted bunt. PENALTY: One (1) warning and bunt is counted as a strike, the batter is called out on second bunt or half swing.
e. If a base runner leaves his base before the ball is hit by the batter, the runner will be declared out. No warnings.
f. Any offensive coach physically assisting a base runner while the ball is in play will be called out.
g. When a batted ball hits the Pitching Coach, the following rule shall apply. o If in the umpire’s judgment, the coach did not make a legitimate attempt to avoid
contact, the batter is declared out and no runners shall advance. o If in the umpire’s judgment, the coach did make a legitimate attempt to avoid
contact, the ball becomes dead and a no-pitch is declared.
• DEFENSE: a. Coaches are NOT ALLOWED on the field. b. There will be ten (10) players of defense. There will be six (6) set infielders to include a
catcher that must remain in the infield until the ball is hit. There will be four (4) set outfielders. Outfielders must remain 20 ft behind the base lines
c. The pitcher must stay inside of the circle until the ball is hit. d. The defense must attempt to make a play. The play is ended when the ball impedes the
lead runner or the base runners are not trying to advance and the ball is in the pitchers circle.
e. Umpires shall call “TIME” after every play and declare the ball dead. “TIME” shall be called as soon as the lead runner is not attempting to advance. “TIME” does NOT have to be called by the defense for the purpose of this rule.
i. When runner stands off a base and “jukes” or “flints” back and forth, this is to be interpreted as “NOT attempting to advance” and “TIME” shall be called.
f. A caught fly ball will be played the same as regular baseball. Tagging up will be allowed.
g. Coaches may assist the catcher in returning the ball back to the coach pitcher (if needed). h. Two defensive coaches may be out of the dugout at the open end to instruct his defensive
players. i. The infield fly rule is not in effect. j. The line in the outfield will act as a homerun line. Any ball passes the line in the air will
be considered a homerun. Any ball that rolls past the line will be considered a ground rule double and the runners will be awarded two bases. Any player attempting a play and comes in contact with the ball and rolls past the outfield will be declared a ground rule double.

PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME GENERAL:
• All teams and coaches participating in the SBPRD softball leagues will be under the supervision of the St. Bernard Parish Recreation Department.
• All rules not covered within the following guidelines will revert to the 2018 USSSA Softball Rules.
• Any rules or judgments not covered within these guidelines will be left to the discretion of the St. Bernard Parish Recreation Department.
ELIGIBILITY:
• A child’s age as of December 31, 2017 will determine the child’s age group. • Each child must file a complete registration form and have a birth certificate on file with the
recreation Department. • Any games in which an ineligible player participates will be declared a FORFEIT, and the
coach will be subject to penalties outlined in the SBPRD Guidelines. • Each child must play within her own age group.
EQUIPMENT:
• THE BALL: o Softball specifications are as follows:
9 & 10 year old girls – 11inch softball = optic yellow with a core .47 • LEGAL BAT:
o The bat shall be no more than thirty-four (34) inches long and not more than 2 ¼ inches in diameter at its largest part.
• PLAYERS EQUIPMENT: o No Metal Cleats o All offensive players MUST wear a helmet that is properly buckles. Helmets must be
securely fitted on all batters and base runners. Face mask are optional. o Catcher’s mask MUST be worn by any player warming up the pitcher. o Catchers must wear helmets with mask, throat protectors, chest protectors and shin
guards. o Pegged down bases must be used. o Uniforms MUST BE NUMBERED and of the same color. Players wearing uniforms
without numbers WILL NOT be ALLOWED to play.
NOTE: All players must adhere to equipment requirements or CANNOT participate. ROSTERS:

REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit

o In games where time limits are in effect, the next inning starts immediately after the last out of the last inning.
o If the catcher in the game is on base with two (2) outs, she will be replaced by the last batted out. (Speed-up Rule)
2. A regulation game will be as shown above or time limit, whichever comes first. 3. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the stop of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
4. If the time limit runs out before a complete game, it will be considered a complete game. If time expires in the middle of an inning, the remainder of the inning will be played, only if necessary.
5. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE PLAYED.
PITCHING RULES:
• Unlimited Pitching. • A pitcher has 5 warm-up pitches between innings. • Any pitcher removed from the mound may return to it at any time during the same game. • If any coach goes on the playing field more than once a half inning, a pitching change must be
made. • ILLEGAL PITCH:
o In the event an umpire declares an illegal pitch the ball is declared dead. A ball is called on the batter. The base runner shall advance one (1) base, without being liable to being put out.
o The pitcher shall take a position with her foot on the pitcher’s plate and non-pivot foot on or behind the pitcher’s plate. Both feet must be on the ground within the 24 inch length of the pitcher’s plate.
o No step Backward is allowed.
BASE RUNNING:
• No head first slides into any base. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: Upon the first offense, the runner is out and the team is warned. A second offense will result in the runner being called out and an automatic ejection from the game.
• 8’Radius Rule (Hesitation Rule): When a base runner is legitimately off the base after a pitch or the result of a batter completing her turn at bat, while the pitcher has the ball in her possession within the 8 foot Radius Circle, the base runner must IMMEDIATELY attempt to advance to the next base or IMMEDIATELY return to the base she last occupied. Failure to immediately proceed, once the pitcher has possession of the ball within the 8 foot Radius Circle, shall result in the runner being called “OUT”.
• STEALING: Runners may advance once the ball passes home plate. • A runner may not leave a base until the ball leaves the pitchers hand. Penalty for leaving
early: runner will be called out, no pitch is called. GAME RULES:
• GENERAL o GRACE PERIOD (10 minutes) o Nine (9) players on field at one time. Eight (8) players are required to begin a game.
In event of an injury or other circumstance, teams are allowed to continue with seven (7) players.
o FIVE (5) RUNS PER INNING or THREE (3) OUTS The game is over, when the opposing team is mathematically eliminated from
scoring enough runs to win or tie the game. o When it’s a players turn at bat and she cannot do so because she is late, sick or
injured, he will be declared OUT the first time. • Infield fly rule is in effect. • Entire line up will bat. • Bases are to be pegged down. Hollywood bases are acceptable. • A batter/runner may advance on a dropped 3rd strike. If first base is occupied with less than 2
outs then the batter is declared out. DISLODGED BASE:
• If the impact of a runner breaks a base loose from its position, no play can be made on that runner at the base, if the runner had reached the base safely. Unless, umpire’s judgment, runner attempts to take the next base. The defense can then make an attempt on the runner.
• If a base is dislodged from its position during a play, any following runner on the same play shall be considered as touching or occupying the base, if in the umpire’s judgment, that runner touches or occupies the point marked by the dislodged bag.
BALL OUT OF PLAY:
• If a batted ball in the air is caught in fair or foul territory and momentum carries player OUT of the field of play, the ball is live and runners may advance at their own risk of being put out. However, if the player makes a legal catch and then should fall while out of play, the ball is dead and runners advance one (1) base only.
SUBSTITUTIONS:
• Substitutions MUST be made after each inning. No players shall sit out longer than one (1) inning at a time
• If a player does not start a game, she must start the next played game. • Pitching substitutions made while an inning is in progress must be made with a player from
the field, not from the bench. During pitching changes, no other position players shall exit the game.
GAME CONDUCT:
• No alcohol, chewing tobacco, vapor or smoking is allowed in the dugout area. • Player and/or coach may be ejected for vulgar language or unethical conduct. Penalties for
ejections will be carried out in accordance with guidelines set forth by the Recreation Department. PENALTY: Players or Coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the PENALTY is ignored and the coach and/or player participates in the next played game, that game if FORFEITED and the coach and/or player may be suspended for the remainder of the season and will be subject to penalties outlined in the SBPRD Guidelines.
• Game officials reserve the authority to eject any coach or player for unsportsmanlike behavior at any time (pre-game, post-game), and to discontinue or forfeit any game deemed out of control due to excessive fighting, unruly behavior or unsportsmanlike behavior. PENALTY: Players or coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the penalty is ignored and the coach and/or player participates in the next played game is FORFEITED, and the coach and/or player shall be suspended for the remainder of the season.
• In the event of a coach or player being ejected, it must be noted by the umpire and reported to the Officials Coordinator the same day. In turn, the Coordinator will contact the Park Supervisor of the park the child plays for and the Park Supervisor of the site of that teams’ next schedule game. The Park Supervisor is responsible for notifying the coaches and officials of any ineligible players.
• Bowling over any defender WILL NOT be allowed. Runners approaching home plate must make an attempt to avoid the fielder or slide when the fielder is in the proximity of the base,
either with the ball in her possession, or is in position to receive the ball. If in the judgment of the umpire, the runner does not make this attempt, the runner will be called out and the team will be given a warning. A second violation by any member of the team will result in the ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Offensive Conferences: o Coaches will be allowed a maximum of one offensive conferences per half inning.
Only two (2) conferences of any combination will apply. This will include conferences with batters, base runners or coaches. Subsequent conferences by replacement coach, batter will be called out. EXCEPTION: Any conference if a player is injured or TIME OUT is called by the opposing coach will not be considered an offensive conference.
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Games will be rescheduled due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause her team to lose any and all games in
which he participated. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
half of inning. A protest must be emailed to recreation by the coach within forty-eight hours after the scheduled starting time. Just filing the protest does not make it official.
• MISCELLANEOUS:
• If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and runners will be awarded one base.
• Any child selected and playing on an All-Star (traveling team) cannot play in the Parish league.
SEASON CHAMPIONSHIP:
• (DOES NOT INCLUDE JAMBOREE NOR BOWL GAME PLAY. • Records will be used for seeding of the End of Season Tournament. • Top 4 Teams will participate in the End of Season Tournament. • League Champions will be the winner of the End of the Season • Tournament. • Teams qualifying for playoffs will be determined by.

PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME.
GENERAL: • All teams and coaches participating in the SBPRD baseball leagues will be under the
supervision of the St. Bernard Parish Recreation Department. • All rules not covered within the following guidelines will revert to the 2018 USSSA Official
Baseball Rules. • Any rules or judgments not covered within these guidelines will be left to the discretion of the
St. Bernard Parish Recreation Department. ELIGIBILITY:
• A child’s age as of April 30, 2018 will determine age group. • Each child must file a complete registration form and have a valid birth certificate on file with
the Recreation Department. • Any games in which an ineligible player participates will be declared a FORFEIT, and the
coach will be subject to penalties outlined in the SBPRD Guidelines. • Each child must play within his own age group.
EQUIPMENT:
1. THE BALL: o Baseball specifications are as follows:
- 9 & 10 year old USSSA or equivalent 2. LEGAL BAT:
o The bat shall be NO more than thirty-six (36) inches long and be not more than 2 ¾ inches in diameter at it’s largest part.
3. PLAYERS EQUIPMENT: o Metal cleats WILL NOT be ALLOWED o All offensive players MUST wear a helmet that is properly buckles. Helmets must be
securely fitted on all batters and base runners. Face mask are optional. o Catcher’s mask MUST be worn by any player warming up the pitcher. o Catchers must wear helmets with mask, throat protectors, chest protectors and shin
guards. Protective cups are recommended. o Pegged down bases must be used. o Uniforms MUST BE NUMBERED and of the same color. Players wearing uniforms
without numbers WILL NOT be ALLOWED to play. o All teams participating in the SBRD are required to wear MATCHING (same color)
UNIFORM PANTS and MATCHING (same color) UNIFORM SOCKS!!! All teams participating in the SBRD are required to wear MATCHING PANTS.
NOTE: All players must adhere to equipment requirements or CANNOT participate.
ROSTERS: • Only team players, 3 coaches are allowed in the dugout. • Lineups must be submitted to the official scorer prior to each game. • All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all
players’ full names and jersey numbers. • Team rosters must be completed and turned in to the SBPRD by the specified date. • COMPLETED GAME DAY ROSTERS MUST BE TURNED INTO THE OFFICIAL
SCORER PRIOR TO THE START OF EACH GAME. • Home team will provide the Official Scorer. • All players on the game day roster must play the required playing time. • NOTE: Only team players, 3 coaches will be allowed in the dugout during the game.
REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit
9 & 10 6 4 innings 1 ½ hours o In games where time limit is in effect, the next inning starts immediately after the
last out of the last inning. o If the catcher in the game is on base with two (2) outs, he will be replaced by the last
batted out. (Speed-up Rule) 2. A regulation game will be as shown above or time limit, whichever comes first. 3. If time expires in the middle of an inning, the remainder of the inning will only be played if
necessary to determine a winner. 4. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the stop of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
5. If the time limit runs out before a game reaches “complete game” status, the remainder of the inning will be completed and the game will be considered officially over.
6. There is a 15 run rule after three innings and a 10 run rule after four. 7. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE
PLAYED. PITCHING RULES:
1. A pitcher can pitch six (6) innings each week. The week will begin on the opening day of the league season. If the season begins on Saturday, for example, a pitcher will have from Saturday through Friday to pitch six (6) innings.
2. NO pitcher may pitch more than three (3) innings in one game and 6 in a calendar day. NOTE: Any violation of this rule will result in a forfeit and the head coach will be suspended for one game.
3. A maximum of 12 innings will be allowed in tournament play with no more than 3 innings in one game, and no more than six (6) innings in a day.
4. Any pitcher removed from the mound CAN NOT return to the mound at any time during the same game.
5. If any coach goes on to the playing field more than once a half inning, a pitching change must be made.
6. The pitching affidavit must be turned in to the opposing coach prior to the start of the game. If affidavit is not turned in, the game will be played under protest. The missing affidavit must be
turned over to the SBPRD within 48 hours after scheduled starting time of the game being protested. Failure to do so causes FORFEIT to opposing team.
7. If said affidavit is turned in within 48 hours and pitcher is proven ILLEGAL, the game in question will be forfeited.
BASE RUNNING:
• No head first slides into any base. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: the runner is out.
• The ball is live unless: a) time is called or b) the pitcher has the ball on possession and the forward progress of a play is stopped, Umpire’s judgment.

DISLODGED BASE:
• If the impact of a runner breaks a base loose from its position, no play can be made on that runner at the base, if the runner had reached the base safely. Unless, umpire’s judgment, runner attempts to take the next base. The defense can then make an attempt on the runner.
• If a base is dislodged from its position during a play, any following runner on the same play shall be considered as touching or occupying the base, if in the umpire’s judgment, that runner touches or occupies the point marked by the dislodged bag.
BALL OUT OF PLAY:
• If a batted ball in the air is caught in fair or foul territory and momentum carries player OUT of the field of play, the ball is live and runners may advance at their own risk of being put out. However, if the player makes a legal catch and then should fall while out of play, the ball is dead and runners advance one (1) base only.
SUBSTITUTIONS:
• Substitutions MUST be made after each inning. No players shall sit out longer than one (1) inning at a time
• If a player does not start a game, he must start the next played game. • During pitching changes, no other position players shall exit the game.
GAME CONDUCT:
• No alcohol, chewing tobacco, vapor or smoking is allowed in the dugout area. • Player and/or coach may be ejected for vulgar language or unethical conduct. Penalties for
ejections will be carried out in accordance with guidelines set forth by the Recreation Department. PENALTY: Players or Coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the PENALTY is ignored and the coach and/or player participates in the next played game, that game if FORFEITED and the coach and/or player may be suspended for the remainder of the season and will be subject to penalties outlined in the SBPRD Guidelines.
• Game officials reserve the authority to eject any coach or player for unsportsmanlike behavior at any time (pre-game, post-game), and to discontinue or forfeit any game deemed out of control due to excessive fighting, unruly behavior or unsportsmanlike behavior. PENALTY: Players or coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the penalty is ignored and the coach and/or player participates in the next played game is FORFEITED, and the coach and/or player shall be suspended for at least two and up to the remainder of the season.
• In the event of a coach or player being ejected, it must be noted by the umpire and reported to the Officials Coordinator the same day. In turn, the Coordinator will contact the Park Supervisor.
• Bowling over any defender WILL NOT be allowed. Runners approaching home plate must make an attempt to avoid the fielder or slide when the fielder is in the proximity of the base, either with the ball in his possession, or is in position to receive the ball. If in the judgment of the umpire, the runner does not make this attempt, the runner will be called out and the team will be given a warning. A second violation by any member of the team will result in the
ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Offensive Conferences: o Coaches will be allowed a maximum of two (2) offensive conferences per half
inning. A third conference, coach will be ejected from the game. Only two (2) conferences of any combination will apply. This will include conferences with batters, base runners or coaches. Subsequent conferences by replacement coach, batter will be called out. EXCEPTION: Any conference if a player is injured or TIME OUT is called by the opposing coach will not be considered an offensive conference.
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Coaches will be notified of postponed or rescheduled games by the Recreation
department. o Incomplete games postponed for any reason will be replayed from the stop of play. o Games will not reschedule unless postponed due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department if needed.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause his team to lose any and all games in
which he participated. o Any coach who knowingly plays an ineligible player will be suspended for the
season. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
½ inning. A protest must be in writing and emailed to recreation by the coach within 48 hours after scheduled starting time. Just filing the protest does not make it official.
• MISCELLANEOUS
• Any child selected and playing on an All-Star (traveling team) cannot play in the Parish league.

PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME.
GENERAL:
• All teams and coaches participating in the SBPRD baseball leagues will be under the supervision of the St. Bernard Parish Recreation Department.
• All rules not covered within the following guidelines will revert to the 2018 USSSA Official Baseball Rules.
• Any rules or judgments not covered within these guidelines will be left to the discretion of the St. Bernard Parish Recreation Department.
ELIGIBILITY:
• A child’s age as of April 30, 2018, will determine age group. • Each child must file a complete registration form and have a valid birth certificate on file with
the Recreation Department. • Any games in which an ineligible player participates will be declared a FORFEIT, and the
coach will be subject to penalties outlined in the SBPRD Guidelines. • Roster sizes will be determined by the Team Selection Process guidelines. • Each child must play within his own age group.
EQUIPMENT:
1. THE BALL: o Baseball specifications are as follows:
- 11 & 12 year old USSSA 2. LEGAL BAT:
o The bat shall be NO more than thirty-six (36) inches long and be not more than 2 ¾ inches in diameter at it’s largest part.
3. PLAYERS EQUIPMENT: o Metal cleats WILL NOT be ALLOWED o All offensive players MUST wear a helmet that is properly buckles. Helmets must be
securely fitted on all batters and base runners. Face mask are optional. o Catcher’s mask MUST be worn by any player warming up the pitcher. o Catchers must wear helmets with mask, throat protectors, chest protectors and shin
guards. Protective cups are recommended. o Pegged down bases must be used. o Uniforms MUST BE NUMBERED and of the same color. Players wearing uniforms
without numbers WILL NOT be ALLOWED to play. o All teams participating in the SBRD are required to wear MATCHING (same color)
UNIFORM PANTS and MATCHING (same color) UNIFORM SOCKS!!! All teams participating in the SBRD are required to wear MATCHING PANTS.
NOTE: All players must adhere to equipment requirements or CANNOT participate.
ROSTERS: • Only team players, 3 coaches are allowed in the dugout. • Lineups must be submitted to the official scorer prior to each game. • All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all

REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit
11 & 12 6 4 innings 1 ½ hours o In games where time limit is in effect, the next inning starts immediately after the
last out of the last inning. o If the catcher in the game is on base with two (2) outs, he will be replaced by the last
batted out. (Speed-up Rule) 2. A regulation game will be as shown above or time limit, whichever comes first. 3. If time expires in the middle of an inning, the remainder of the inning will only be played if
necessary to determine a winner. 4. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the stop of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
5. If the time limit runs out before a game reaches “complete game” status, the remainder of the inning will be completed and the game will be considered officially over.
6. There is a fifteen run rule after three innings and a ten run rule after four. 7. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE
PLAYED. PITCHING RULES (11&12 YR OLD BOYS):
1. A pitcher can pitch six (6) innings each week. The week will begin on the opening day of the league season. If the season begins on a Saturday, for example, a pitcher will have from Saturday through Friday to pitch six (6) innings.
2. No pitcher may pitch more than three (3) innings in one game and six (6) in a calendar day. NOTE #2: Any violation of this rule will result in a forfeit and the head coach will be suspended for one game.
3. A maximum of (12) innings will be allowed in tournament play with no more than 3 innings in one game, and no more than six (6) innings in a day.
4. Any pitcher removed from the mound CANNOT return to the mound at any time during the same game.
5. If any coach goes to the playing field more than once a half inning, a pitching change must be made.
6. The pitching affidavit must be signed by the opposing coach at the end of a game and turned into the opposing coach prior to the start of the next game. If affidavit is not turned in, the game will be played under protest. The missing affidavit must be turned over to the SBPRD within 48 hours after scheduled starting time of the game being protested. Failure to do so causes FORFEIT to opposing team.
7. If said affidavit is turned in within 48 hours and pitcher is proven ILLEGAL, the game in question will be forfeited.
BASE RUNNING:
• No head first slides into any base. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: the runner is out.
• Base runners can run after a dropped third strike. GAME RULES:
• GRACE PERIOD (10 minutes) • Eight (8) players are required to begin a game. In event of an injury or other circumstance,
teams are allowed to continue with seven (7) players. If a team plays with an eight (8) player line-up, an out shall be declared for the ninth (9th) position in the batting line-up each turn at bat.
• Each team will bat the entire lineup. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • Intentional walks will be awarded without throwing a pitch.
i. When it’s a players turn at bat and he cannot do so because he is late, sick or injured, he will be declared OUT the first time.
ii. In the event that a player is expected to be late for a game, the players’ name will be placed in the last batting position of the batting order. If the player is not available for his turn at bat, an out will be given for the first time at bat only. If the player is not present fir his second time at bat, that player will be scratched from the lineup,
iii. If it is known that a player will not be present for the game, his name should be omitted from the lineup.

o In the event an umpire declares an illegal pitch the ball is declared dead. A ball is called on the batter. The base runner shall advance one (1) base, without being liable to being put out.

Failure to immediately proceed, once the pitcher has possession of the ball within the 8 foot Radius Circle, shall result in the runner being called “OUT”.
• Stealing is allowed on the pitchers delivery, when the ball leaves the pitchers hand. a. If runner leaves early and the ball is not hit, the runner will be called out. b. If the runner leaves the base early and the ball is hit in fair territory, the umpire shall
declare a NO PITCH and the runner will be called OUT. (Umpires Judgment) c. NO leads will be allowed

ejections will be carried out in accordance with guidelines set forth by the Recreation Department.
PENALTY: Players or Coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the PENALTY is ignored and the coach and/or player participates in the next played game, that game if FORFEITED and the coach and/or player may be suspended for the remainder of the season and will be subject to penalties outlined in the SBPRD Guidelines.
• Game officials reserve the authority to eject any coach or player for unsportsmanlike behavior at any time (pre-game, post-game), and to discontinue or forfeit any game deemed out of control due to excessive fighting, unruly behavior or unsportsmanlike behavior.
PENALTY: Players or coaches ejected from a game receive a one (1) game suspension, effective the very next game played. If the penalty is ignored and the coach and/or player participates in the next played game is FORFEITED, and the coach and/or player shall be suspended for the remainder of the season.
• In the event of a coach or player being ejected, it must be noted by the umpire and reported to the Officials Coordinator the same day. In turn, the Coordinator will contact the Park Supervisor of the park the child plays for and the Park Supervisor of the site of that teams’ next schedule game. The Park Supervisor is responsible for notifying the coaches and officials of any ineligible players.
• Bowling over any defender WILL NOT be allowed. Runners approaching home plate must make an attempt to avoid the fielder or slide when the fielder is in the proximity of the base,
either with the ball in his possession, or is in position to receive the ball. If in the judgment of the umpire, the runner does not make this attempt, the runner will be called out and the team will be given a warning. A second violation by any member of the team will result in the ejection of that player from the game. NOTE: This is a dead ball situation (Interference). Base runners shall return to the last base occupied at the time of interference. (Umpire’s Judgment)
• Offensive Conferences: o Coaches will be allowed a maximum of one offensive conferences per half inning.
Only two (2) conferences of any combination will apply. This will include conferences with batters, base runners or coaches. Subsequent conferences by replacement coach, batter will be called out. EXCEPTION: Any conference if a player is injured or TIME OUT is called by the opposing coach will not be considered an offensive conference.
• Any coach or player ejected from the last game of a season will be subject to possible suspended from future recreation activities.
• Any player leaving the dugout area to instigate or participate in a fight will be suspended at the discretion of the SBPRD.
• The substitution rules are intended to ensure fair and equal playing time for all participates. Any violations of these rules or any action taken by a coach or parents that contradict the general intent of these rules should be reported immediately to the Recreation Department. Each case shall be handled individually, and appropriate penalties, including possible forfeiture of games and expulsion from the league, will be strictly enforced.
ADMINISTRATIVE:
• POSTPONED GAMES: o Games will be rescheduled due to inclement weather conditions. o Rain out days will be incorporated into the league schedule. o All postponements will be rescheduled by Recreation Department.
• INELIGIBLE PLAYER: o Any player found to be ineligible will cause her team to lose any and all games in
which he participated. PROTESTS:
• Only rule interpretations and eligibility protests will be reviewed. • No umpire’s judgment cannot be protested • If there is a protest, it must be filed with the scorer and the umpire before the third out of the
half of inning. A protest must be emailed to recreation by the coach within forty-eight hours after the scheduled starting time. Just filing the protest does not make it official.
• MISCELLANEOUS:
• If a defensive player is injured, TIME WILL BE CALLED IMMEDIATELY and runners will be awarded one base.
• Any child selected and playing on an All-Star (traveling team) cannot play in the Parish league.
SEASON CHAMPIONSHIP:
• (DOES NOT INCLUDE JAMBOREE NOR BOWL GAME PLAY. • Records will be used for seeding of the End of Season Tournament. • Top 4 Teams will participate in the End of Season Tournament. • League Champions will be the winner of the End of the Season • Tournament. • Teams qualifying for playoffs will be determined by. • 1) Record 2) Head to Head competition 3) Run differential against • each other 4) Run differential against the highest seed.

St. Bernard Parish Government Recreation Department 2018 Baseball Rules 13 - 14 year old boys
PLAYERS AND COACHES MUST SHAKE HANDS AFTER EACH GAME.
GENERAL:
• All teams and coaches participating in the SBPRD baseball leagues will be under the supervision of the St. Bernard Parish Recreation Department.
• All rules not covered within the following guidelines will revert to the 2018 USSSA Official Baseball Rules.
• Any rules or judgments not covered within these guidelines will be left to the discretion of the St. Bernard Parish Recreation Department.
ELIGIBILITY:
• A child’s age as of April 30, 2018, will determine age group. • Each child must file a complete registration form and have a valid birth certificate on file with
the Recreation Department. • Any games in which an ineligible player participates will be declared a FORFEIT, and the
coach will be subject to penalties outlined in the SBPRD Guidelines. • Roster sizes will be determined by the Team Selection Process guidelines. • Each child must play within his own age group.
EQUIPMENT:
1. THE BALL: o Baseball specifications are as follows:
- 13 & 14 year old USSSA 2. LEGAL BAT:
o The bat shall be NO more than thirty-six (36) inches long and be not more than 2 ¾ inches in diameter at it’s largest part.
3. PLAYERS EQUIPMENT: o Metal cleats WILL NOT be ALLOWED o All offensive players MUST wear a helmet that is properly buckles. Helmets must be
securely fitted on all batters and base runners. Face mask are optional. o Catcher’s mask MUST be worn by any player warming up the pitcher. o Catchers must wear helmets with mask, throat protectors, chest protectors and shin
guards. Protective cups are recommended. o Pegged down bases must be used. o Uniforms MUST BE NUMBERED and of the same color. Players wearing uniforms
without numbers WILL NOT be ALLOWED to play. o All teams participating in the SBRD are required to wear MATCHING (same color)
UNIFORM PANTS and MATCHING (same color) UNIFORM SOCKS!!! All teams participating in the SBRD are required to wear MATCHING PANTS.
NOTE: All players must adhere to equipment requirements or CANNOT participate.
ROSTERS:
• Only team players, 3 coaches are allowed in the dugout. • Lineups must be submitted to the official scorer prior to each game. • All rosters must be typed or printed in INK. • Team rosters will consist of all coaches’ names, addresses and phone numbers as well as all
players’ full names and jersey numbers. • Team rosters must be completed and turned in to the SBPRD by the specified date. • COMPLETED GAME DAY ROSTERS MUST BE TURNED INTO THE OFFICIAL
SCORER PRIOR TO THE START OF EACH GAME. • Home team will provide the Official Scorer. • All players on the game day roster must play the required playing time. • NOTE: Only team players, 3 coaches will be allowed in the dugout during the game.
REGULATION GAMES:
1. TIME LIMITS: Age Innings Complete Game Time Limit
13 & 14 7 5 innings 1hour 45 minutes o In games where time limit is in effect, the next inning starts immediately after the
last out of the last inning. o If the catcher in the game is on base with two (2) outs, he will be replaced by the last
batted out. (Speed-up Rule) 2. A regulation game will be as shown above or time limit, whichever comes first. 3. If time expires in the middle of an inning, the remainder of the inning will only be played if
necessary to determine a winner. 4. If a game is called before it is considered a complete game (not regulation game) for any
reason then a forfeit, (i.e., rain, darkness, etc.), the game will be replayed from the spot of play. Exception: If the team leading is batting in the bottom of the inning designated as a complete game, the game will be considered complete and will not be replayed.
5. If the time limit runs out before a game reaches “complete game” status, the remainder of the inning will be completed and the game will be considered officially over.
6. There is a fifteen run rule after three innings and a ten run rule after four. 7. Tie games remain a tie: ½ game win and ½ game loss. NO EXTRA INNINGS WILL BE
PLAYED. PITCHING RULES (13&14 YR OLD BOYS):
1. A pitcher can pitch six (6) innings each week. The week will begin on the opening day of the league season. If the season begins on a Saturday, for example, a pitcher will have from Saturday through Friday to pitch six (6) innings.
2. No pitcher may pitch more than three (3) innings in one game and six (6) in a calendar day. NOTE #2: Any violation of this rule will result in a forfeit and the head coach will be suspended for one game.
3. A maximum of (12) innings will be allowed in tournament play with no more than 3 innings in one game, and no more than six (6) innings in a day.
4. Any pitcher removed from the mound CANNOT return to the mound at any time during the same game.
5. If any coach goes to the playing field more than once a half inning, a pitching change must be made.
6. The pitching affidavit must be signed by the opposing coach at the end of a game and turned into the opposing coach prior to the start of the next game. If affidavit is not turned in, the game will be played under protest. The missing affidavit must be turned over to the SBPRD within 48 hours after scheduled starting time of the game being protested. Failure to do so causes FORFEIT to opposing team.
7. If said affidavit is turned in within 48 hours and pitcher is proven ILLEGAL, the game in question will be forfeited.
BASE RUNNING:
• No head first slides into any base. The exceptions are a pick-off, a rundown or rounding the base with the attempt to return to said base. NOTE: the runner is out.
• Base runners can run after a dropped third strike. GAME RULES:
• GRACE PERIOD (10 minutes) • Eight (8) players are required to begin a game. In event of an injury or other circumstance,
teams are allowed to continue with seven (7) players. If a team plays with an eight (8) player line-up, an out shall be declared for the ninth (9th) position in the batting line-up each turn at bat.
• Each team will bat the entire lineup. • The game is over, when the opposing team is mathematically eliminated from scoring enough
runs to win or tie the game. • Intentional walks will be awarded without throwing a pitch. One intentional walk per batter
per game. i. When it’s a players turn at bat and he cannot do so because he is late, sick or
injured, he will be declared OUT the first time. ii. In the event that a player is expected to be late for a game, the players’ name
will be placed in the last batting position of the batting order. If the player is not available for his turn at bat, an out will be given for the first time at bat only. If the player is not present fir his second time at bat, that player will be scratched from the lineup,
iii. If it is known that a player will not be present for the game, his name should be omitted from the lineup.
DISLODGED BASE:
• If the impact of a runner breaks a base loose from its position, no play can be made on that runner at the base, if the runner had reached the base safely. Unless, umpire’s judgment, runner attempts to take the next base. The defense can then make an attempt on the runner.
• If a base is dislodged from its position during a play, any following runner on the same play shall be considered as touching or occupying the base, if in the umpire’s judgment, that runner touches or occupies the point marked by the dislodged bag.
BALL OUT OF PLAY:
• If a batted ball in the air is caught in fair or foul territory and momentum carries player OUT of the field of play, the ball is live and runners may advance at their own risk of being put out. However, if the player makes a legal catch and then should fall while out of play, the ball is dead and runners advance one (1) base only.
SUBSTITUTIONS:
• Substitutions MUST be made after each inning. No players shall sit out longer than one (1) inning at a time
• If a player does not start a game, he must start the next played game. • During pitching changes, no other position players shall exit the game.
