The meeting was called to order at 3:10 p.m. by W. Burzycki, co-chair.

I. Welcome and Announcements

A. Introductions W. Burzycki welcomed back Janet McCulloch and Nicole Corcoran, who had been away during the fall semester. She introduced a new member, Katherine Caddes from Health Sciences. She also introduced Jeff Shaver, who had recently joined the Curriculum Office staff.

B. Review of Program SLOs Process

The new process for adding SLOs to program is to turn in a revision form to the Curriculum Office. They will be sent to the cluster tech committee to review for clarity in wording and sensibility of the SLOs—it’s not a matter of questioning the program, just a little wordsmithing from a peer review perspective. There is no form to be used by the cluster tech review committee. Wanda Burzycki and Carole Bennett will be offering open SLO curriculum support sessions (on a drop-in basis) at the Center for New Media several times a month. They will help with curriculum, wording, SLOs, the curriculum module in SIS, etc.—wherever help is needed. Faculty will be able to get flex credit for attending one of those sessions, the first of which will be held on January 28th from 10-12.

C. Committee Bylaws for Feb. 7 meeting: Wanda reported that the February 7th meeting would be devoted primarily to a work

session on revising the CRC bylaws document. It is not intended to be a complete rewriting; rather, an updating—especially updates based on changes in policies and practices.

D. Meeting Schedule and Other Items Meetings:

Wanda indicated that occasionally the Committee would be unable to use Doyle Room 4420, and arrangements have been made to use a computer lab in Maggini. Members will be given advance notice of room changes.

Transfer Model Curriculum

: Wanda reported on the status of Transfer Model Curriculum (TMC). [Website information: A recently enacted state law, the Student Transfer Achievement Reform Act (SB 1440) directs California Community Colleges to offer transfer AA degrees that correspond to the most common majors of students transferring to the CSU system. The legislation calls for creation of the transfer AA at the level of individual community college districts; however, the faculty senates of the community colleges and the CSUs have been working together to create consistent lower-division degree pathways across the state. Each such pathway is called a “Transfer Model Curriculum.” For each degree, the community college is to begin with an established general education transfer curriculum and then to designate 18 units of coursework as lower-division preparation for the major.] The first group approved includes communication studies, sociology, and psychology. Wanda said that curriculum committees will be involved in training faculty and reviewing and approving the revisions and new majors. There will be webinars for training. The website C-ID.NET is the location of updates on TMC.

II. Business Agenda

A. CRC Bylaws Wanda suggested a plan for review of the draft CRC bylaws, as follows:

1) Small groups review designated section (20 min.) a. Determine minor changes; suggest revision for draft b. State questions for entire committee c. Prepare to report out to CRC

2) Large Group

a. Review each section; group by group b. Discuss and resolve any questions, propose language c. Determine areas for further research/work

It was suggested that all small group notes for changes to the bylaws be given to Wanda for incorporation. A general suggestion was to provide some links in the bylaws to pertinent sources of information. Other notes and suggestions included the following:

Article I. Name and Mission

• The Committee does not need to be in compliance with the Brown Act. • The Committee does not need to follow Roberts Rules of Order for conducting its meetings; instead, the bylaws could specify

something like, “Disputes will be settled according to Roberts Rules of Order.” • The SRJC mission statement needs to be changed to reflect the College’s current mission statement.

Article II. Purpose and Function

• Rewrite the purpose so that it does not refer exclusively to the Title 5 source; it should be more specific to the role it plays at SRJC: “It is a Senate consultation committee mutually agreed on by the . . . .”

• Remove the paragraph in italics beginning “Curriculum committees review and approve . . . “ • Duties and Responsibilities: add (1) responding to . . . (2) taking recommendations from Curriculum Tech (3) training for and

approving stand-alone courses, etc. • Need to review the reference to SRJC Governance and the Committee system and update it if needed • Update the title of the Dean of Curriculum and Educational Support Services

Article III. Membership

• “Excused absences” will be defined as unavoidable illness, attendance at meetings or conferences, etc., and an addition to be considered is that a member would no longer be an “active” member of the committee (that is, those members with consistent attendance) after missing a certain number of meetings. Only active members would be counted for the purpose of determining a quorum. The co-chairs would determine whether an absence qualifies as “excused.” Members would be required to notify the Curriculum Office of anticipated absences.

• Excessive absences for determining whether a member remains active would be 3 in a single semester or 5 in an academic year. Those absences would exclude the excused absences defined above.

• References to attendance should be moved from the Membership to the Meetings section. Article IV. Officers and Meetings

• Decide whether the faculty co-chair term of service would be two years or three years Article V. Meetings

• May want to determine the frequency of business meetings – the first meeting of the month (unless unnecessary or there is a great amount of curriculum to consider). For example, “The first meeting of the month will begin with a business agenda.”

• Add the requirement of one retreat each academic year – either a half-day or a full-day, as needed. The suggestion was made to provide members with notice of the date of the retreat at least one month

• Quorum: Need some language for handling committee business during the summer – for example, what would constitute a quorum for making decisions, such as regarding technical changes that Curriculum staff can be working on during the summer; and allowing for those decisions (votes) to be done by email.

meeting. • Section B of Article VI should be changed to read, “Meeting and Reporting Procedures.” The two items currently in that section will be

deleted. New information will be added relating to how the minutes and meeting notices are to be reported. • Decide whether the Consent agenda needs to list all of the items that can be included (A. 2. b.) • Add that the actions taken by the Committee are submitted to the Board of Trustees for approval. • In Meeting Procedures, consider adding something about reporting to the Academic Senate.

Article VII. Subcommittees

• In Article VII., Subcommittees, the primary responsibilities of each subcommittee will be added, as well as the membership of each subcommittee. D. Howland had some suggestions that she will email to the faculty co-chair. T. Shell will consult with B. Croteau regarding her knowledge of Areas G, H and I, which are Academic Senate committees.

• Consider whether Cluster Tech Committees should have its own section.

B. Implications of Course Inactivation and Reactivation

W. Burzycki reported that there is a push by the college to inactivate courses that are either not being offered or not being updated; however, some faculty are concerned that if they inactivate a course, they will be prevented from bringing it back or it will be a hassle. Other considerations are:

1. The College Catalog lists the courses and students may be interested in taking them, but they are not currently being offered; 2. The courses may be a prerequisite or co-requisite for other active courses 3. The course may be a core requirement in an active program of study 4. UC-transferability

At the March business meeting, A. Farkas and L. Puha will discuss the reactivation process and implications so that committee members can communicate to their colleagues. In addition, a report will be made to the Senate.

B. Repeatability

W. Burzycki reported that there would be a “Repeatability Summit” on March 14th from 3:30 – 5:00, arranged by the Vice President of Academic Affairs, the aim of which is to examine repeatability issues at SRJC and develop recommendations before mandates are thrust upon the College. Wanda said she wanted to get ideas from CRC members to take to the Summit. She presented a paper outlining the current way in which changes in repeatability are handled by the Curriculum Review Committee, as well as some ideas for changes in the process, such as using a short form that a department might use to request reduction in repeats to a particular course. The idea was that this type of form would only be used for courses within four years of last approval. Among the comments by members was to consider how reductions in repeatability might affect some programs, such as Music and Theatre Arts. The Committee agreed that a goal would be to avoid any negative impact on students if repeats are reduced.

I. Call to Order: The meeting was called to order at 3:15 p.m. by W. Burzycki, Co-Chair.

II. Business Agenda

A. Repeatability Issues

The matter for discussion was whether and how to set up a short-cut process for departments to easily reduce repeatability on their courses without necessarily having those courses appear for review on the action agenda. W. Burzycki will send a proposal to T. Shell, President of the Academic Senate, outlining a process. This matter will come back to CRC when there is a Senate response.

B. Inactivation/Reactivation Process

L. Puha gave a presentation on how and why departments should inactivate courses that appear in the Catalogue but are not being offered. He demonstrated how to propose an inactivation, which is relatively easy. Also discussed was how to reactivate an inactive course. Both he and W. Burzycki emphasized that reinstatement is relatively easy and he showed how to do it. When considering whether to inactivate courses, departments should consider potential ramifications, including (1) whether a course is a prerequisite or advisory for another course,; (2) whether the course is part of a program,; (3) and whether the course is a transfer course. W. Burzycki added that she will get this information out to the instructional departments.
